Sub : Renaming of Transformation Cell as Innovation & Transformation Cell.

Subsequent to roll out of Indian Railway Innovation policy and to harness maximum benefits from the Innovation policy. it has been decided to rename Transformation Cell as ‘Innovation & Transformation Cell’. The details of Innovation & Transformation Cell would be as under :

1. There would be no change in the current hierarchy and reporting of Transformation Cell. Existing work being done by Transformation Cell shall continue to be dealt with in usual manner.
2. Function of E&R Directorate, specified in Indian Railways Innovation Policy stands transferred to Innovation & Transformation Cell. The role assigned to ED(E&R) in Innovation policy would henceforth be handled by one of the EDs (preferably with technical background) posted in Innovation & Transformation Cell.
3. One of the Director or Joint Director or Deputy Director posted in Innovation & Transformation Cell would henceforth be nominated to exclusively look after the work related to Innovation Policy only.
4. Two posts of Sr. Section Engineers (SSEs) would be transferred from Zonal Railways/PUs for operation in Innovation & Transformation Cell to exclusively handle the work related to Innovation Policy only.
5. Need based augmentation of other outsourced staff etc. shall be governed as per existing guidelines of Transformation and Innovation Policy.

Sub: Posting of Supervisors, Technicians & Group “D” staff in Gati Shakti Units.

As the Railway administration are aware, new Gati Shatki Units have been created in all the Divisions of Indian Railways. Keeping in view the infrastructure development targets, in continuation of instructions contained in letter of even number dated 24.08.2022, Board desires that necessary manpower support be extended to the Gati Shakti Units including from newly recruited staff of Supervisors, Technicians & Group “D” through RRB/RRC. Priority should be accorded for posting of 12 Supervisors, 24 Technicians & 24 Group “D” staff with each CPM/Gati Shakti units in Divisions and CAO/Construction organization.

Zonal Railways are directed to provide support for the above by way of posting of necessary Supervisors, Technicians & Group “D” staff to Gati Shakti Units.

Sub: Engagement of staff against posts of SSEs/JEs(Works) in Construction organization by engagement on contract basis.

Ref: Board’s letter No. EONG)II/2020/RC-4/2(Pt.) dated 20.01.2021.

In terms of Board’s letter of even number cited under reference, the scheme for engagement of staff against posts of SSEs /JEs (Works) in Construction Organizations by engagement on contract basis was last extended up to 19.11.2021 for a total of 100 positions, distributed over different zonal Railways.

It has now been decided to extend the currency of the scheme for engagement of staff as JTAs/Technical Supervisors on contract basis for targeted construction works for a further period of one year beyond 19.11.2021 i.e. up to 19.11.2022 for a total of 320 JTAs/Technical Supervisors with ceiling of 20 in each Zonal Railway, on existing terms/conditions and remuneration.

Sub:-Maintenance of uniform proforma for Post based rosters on all the Zonal Railways.

As the Railways are aware, in order to have a uniform proforma for post based rosters on all the Zonal Railways, standard proforma both for promotional and recruitment categories were prescribed and circulated to the Railways and Production Units for compliance vide Railway Board’s letter of even number dated 14.06.2002 (copy enclosed).

2. Recently, in a meeting of Railway Board’s officials with that of DOP&T’s held on 11.11.2021, it was highlighted by the DOP&T to clearly reflect in this proforma for roster whether reserved category (SC/ST/OBC) candidate has been selected on his own merit.

Sub: Absorption of medically decategorised employees redeployment of staff in alternative employment on priority.

During the Performance Review Meeting of CRB with General Managers and PCPOs held on 10.07.2021 it has been observed from the data furnished by the Zonal Railways that a large number of medically decategorised staff were waiting for absorption in alternative posts. It was pointed out that there is significant financial implication if staff who is medically decategorized but is not re-deployed quickly in alternative employment.

Zonal Railways/PUs are requested to look into the matter and take immediate steps to ensure that the medically decategorised staff are re-deployed in alternative posts expeditiously.

Sub: Reduced payment of stipend to the Trainee Station Masters in Level-5 (PB1+GP 2800) on Zonal Railways -reg.

Ref: Railway Board’s letter No.PC-V/2016/PS/1 (Stipend) dated 02/02/2017 (RBE No.08/2017).

Federation invites kind attention of Railway Board to the instructions vide RBE No.08/2017 dated 02/02/2017 wherein rates of stipend payable to various categories of Railway employees during their mandatory training period prior to joining the .working post have been circulated (pursuant to the implementation of the recommendations of 7th CPC).

Complaints continued to be received by the NFIR from the Station Master category through our affiliated Unions that though the category of SM has been allotted GP 4200+PB-2/Level-6 at entry level, those SMs who have been undergoing induction training including those who completed training till now are being paid stipend at the rate of Rs.29200/- p.m. (vide S.N. 44 of Board’s orders dated 02/02/2017) while they are due to be paid stipend @Rs.35,400/- p.m. similar to the staff of other categories where recruitment is made in GP 4200+PB-2/Level-6. This is causing serious resentment and frustration among newly recruited SMs.

NFIR, therefore, requests the Railway Board to consider the valid grievance of staff and issue modified instructions to the Zonal Railways to pay stipend to trainee SMs @ Rs.35,400/- as against Rs. 29,200/-, duly endorsing copy to the Federation.

Attention is invited to instructions contained in Board’s letter of even number dated 12.05.2017 regarding modification in the AVC for promotion to the post of Goods Guards in Grade Pay Rs.2800 (Level-5).

In para 2(i) of the aforesaid letter showing the feeder categories eligible to appear in General Selection against 60% quota for filling up the vacancies of Goods Guard in Grade Pay Rs.2800, the categories of Shunting Master-II and Shunting Jamadar, both in GP Rs.2400 (Level-4) may also be included.

This supersedes the earlier instructions contained in letter of even number dated 27.07.2018, wherein shunting Master & Shunting Jamadar were inadvertently mentioned as eligible category for promotion to Goods Guard.

This also disposes off Northern Railway’s letter No.752-E/42/E1B/Pt.I dated 31.08.2018.

Sub: Reiteration of GP 4800/5400 (level-8/level-9) as apex promotional grade in stenographers cadre in Field offices (including Zonal Railways) as per extant provisions.

Proposals are being received from Railways/ Production Units for upgradation of Stenographers cadre by granting GP 6600/- in PB-3 (6th CPC scales) to senior PSs-I in the Railway/ Unit.

2. In above context, it is hereby clarified that in terms of the extant rules/position such a grade in GP Rs.6600/- is not available/ sanctioned in the category of Stenographers on zonal Railways (Field Offices). Further, based on the recommendations of Pay Commissions and decisions of the Government/Railway Board, there is no provision for a grade in pay structure higher than GP Rs.4800/5400 (Level 8/Level 9) in field offices including zonal Railways. Any local Office Order wherever issued by any Railway contrary to this established position is irregular and is to be withdrawn immediately under intimation to this office.

Zonal Railways and Production Units etc.,

With reference to Railway Board’s letter dated 08/08/2018 inviting applications from the staff working in Zonal Railways etc., for filling the vacancies of Multi-Tasking Staff in Rail Bhavan, New Delhi, it is informed that on some Zonal Railways the applications of staff are not entertained on the plea that no replacement is available and on a few Zones, the Board’s circular is not being circulated resulting the staff not able to submit their applications. Staff are disappointed over the negative approach of Zonal Railways and they also fear that the only opportunity now provided for them to join Rail Bhavan, New Delhi will be lost.

NFIR therefore requests the Railway Board to kindly issue clear instructions to the GMs etc., to circulate widely Board’s letter and forward the applications of staff promptly.

Sub: Norms/ Procedure for future promotion in the unified cadre of Track Maintainers.

Attention is invited to provisions contained in item (f) of Board’s letter of even number dated 14.10.2014, which is reproduced below: Track Maintainers Promotion

The pay of the staff promoted against the vacancies from the date of restructuring orders will be fixed on profarma basis as per Rule 13 of RSRP Rules with the benefit of one increment @ 3% of the basic with the usual option for pay fixation as per extant rules. The actual payments will be made from the date of taking over charge of the higher grade post.

Reports have been received that the above provision is not being implemented in its proper perspective on some of the Zonal Railways.

The aforesaid provision is hereby reiterated. Necessary action may please be taken for proper implementation of the instructions.
