<p>A copy each of Orders No. (i) 1/4(1)/2022-LS-II, (ii) 1/4(2)/2022-LS-II, (iii) 1/4(3)/2022-LS-II, (iv) No.1/4(4)/2022-LS-II (v) No.1/4(5)/2022-LS.II (vi) 1/4(6)/2022-LS-II and (vii) 1/4(7)/2022-LS-II dated 31.03.2022 revising the rates of variable dearness allowance for contract workers engaged in (i) Agriculture (ii) Gypsum Mines, Barytes Mines, Bauxite Mines, Manganese Mines, China Clay Mines, Kyanite Mines, Copper Mines, Clay Mines, Clay Mines, Magnesite Mines, White Clay Mines, Stone Mines, Steatite Mines (including the mines producing Soap Stones and Talc), Ochre Mines, Asbestos Mines, Fire Clay Mines, Chromite Mines, Quartzite Mines, Quartz Mines, Silica Mines, Graphite Mines, Felspar Mines, Laterite Mines, Dolomite Mines, Red Oxide Mines, Wolfram Mines Iron Ore Mines, Granite Mines Rock Phosphate Mines, Hematite Mines, Marble and Calcite Mines, Uranium Mines, Mica Mines, Lignite Mines, Gravel Mines, Slate Mines and Magnetite Mines (iii) Construction or Maintenance of Roads or runways or in Building Operations including Laying Down Underground electric, wireless, Radio, Television, Telephone, Telegraph and Overseas Communication Cables and Similar other Underground cabling work, Electric lines, Water supply lines and Sewerage Pipe Lines (iv) Loading and unloading in (a) Goods sheds, parcel offices of Railways, (b) other goods-sheds, godowns, warehouses and other similar employments; (c) Docks and Ports; And (d) Passengers goods and Cargo Carried out at Airports ( Both International and Domestic) (v) Employment of sweeping and cleaning excluding activities prohibited under the Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act, 1993 (vi) Watch and Ward (With arms and without arms) and (vii) Stone Mines is sent herewith for information and strict compliance. The rates are applicable w.e.f. 01.04.2022.</p>



<p><strong>2. Railways, being Principal Employer are required to ensure that the contractors are complying with the provisions of the Contract Labour (R&amp;A) Act, 1970 and Minimum wages Act, 1948 strictly and arranging prescribed minimum wages to the contract labourers</strong></p>

<p>In exercise of the powers conferred by the Central Government Vide Notification No. S.0.190(E) dated 19th January 2017 of the Ministry of Labour &amp; Employment, the undersigned, hereby revise the rates of Variable Dearness Allowance on the basis of the average Consumer Price Index number for the preceding period of six months ending on 30.6.2021 reaching 345.21 from 340.95 (Base 2016-100) and thereby resulting in an increase of 4.26 points. The revised Variable Dearness Allowance as under shall be payable from 01.10.2021:-</p>



<p>RATES OF V.D.A.FOR EMPLOYEES EMPLOYED IN&nbsp;<strong>“Employment of Sweeping and Cleaning excluding activities prohibited under the Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act,&nbsp;&nbsp;1993”.</strong></p>

<p>Therefore, the minimum rates of wages showing the basic rates and Variable Dearness Allowance payable w.e.f 01.10.2021 shall be as under:-</p>

<p>The VDA has been rounded off to the next higher rupee as per the decision of the Minimum Wages Advisory Board.</p>



<p>The classification of workers under different categories will be same as in Part- 1 of the notification, whereas classification of cities will be same as in the Part-II of the notification dated 19th January, 2017. The present classification of cities into areas A, B &amp; C is enclosed at Annexure I for ready reference.</p>

<p>In exercise of the powers conferred by the Central Government Vide Notification No. S.0.190(E) dated 19th January, 20 17 of the Ministry of Labour &amp; Employment, the undersigned hereby revise the rates of Variable <strong><a href="https://centralgovernmentnews.com/category/dearness-allowance/" target="_blank" rel="noreferrer noopener">Dearness Allowance</a></strong> on the basis of the average consumer price index number for the preceding period of six month ending on 30.06.2020 reaching 329.16 from 324 (Base 2001-100) and thereby resulting in an increase of 5.16 points for <strong>Industrial workers</strong> and direct that this order shall come into force w.e.f. 01.10.2020.</p>



<p>RATES OF V.D.A.FOR EMPLOYEES EMPLOYED IN <strong>“Employment of Sweeping and Cleaning excluding activities prohibited under the Employment</strong> <strong>of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act, 1993″.</strong></p>

<p>In exercise of the powers conferred by Central Government vide Notification No. S.O. 188(E) dated 19th January, 2017 of the Ministry of Labour and Employment the undersigned, hereby revise the rates of Variable Dearness Allowance on the basis of the average consumer price index number for the preceding period of six months ending on 31.12.2018 reaching 301.33 from 288.33 (base 2001 = 100) and thereby resulting in an increase of 13 points for Industrial Workers as under. This order shall come into force w.e.f. 01.04.2019 :-</p>

<p>The basic rate of minimum wages for the scheduled employments in the Central sphere was last revised and notified on 19.01.2017. A component of minimum rates of wage, Variable Dearness Allowance (V.D.A.), was last revised on 01.10.2017.Rates fixed for the scheduled employments in the Central sphere are applicable to establishments under the authority of Central Government, railway administration, mines, oil-fields, major port or any corporation established by a Central Government. These rates are equally applicable to contract and casual labourers/worker. The implementation of the Act is done by the Centre as well as the States in respect of their respective jurisdiction. In the Central Sphere, the enforcement is secured through the Inspecting Officers of the Chief Labour Commissioner (Central) commonly designated as Central Industrial Relations Machinery (CIRM) across the Country for workers falling under the Scheduled Employment in the Central Sphere including CPSUs and Railways establishments through regular inspections. In case of non-compliance, penal provisions against the defaulting employers are invoked.This Ministry is in constant endeavor towards implementing the revised rates of minimum wages. As far as employees in Railway are concerned guidelines were issued in December, 2017 to Ministry of Railways/Railway Board. Ministry of Railways has also issued instructions to its Zonal Offices across the country for strict compliance of minimum wages in December, 2017.The data of inspections, amount of claims, action taken against defaulting employer under the Minimum Wage Act, 1948 in the Central Sphere for the last three years is at <strong>Annexure &#8216;A&#8217;</strong>.</p>

<p>In exercise of the powers conferred by Central Government vide Notification No. 186 (E) dated 19th January, 2017 of the Ministry of Labour and Employment the undersigned hereby declares that there shall be no increase in Variable Dearness Allowance for the period of 1.10.2017-31.3.2018 due to decrease in the average Consumer Price Index for the period January, 2017 to June, 2017 for the workers employed in Agriculture and thereby resulting in the VDA remaining the same as it was during the period of 1.4.2017 to 30.9.2017. This order shall come into force w.e.f. 01.10.2017.</p>
<p>Therefore, the minimum rates of wages including the basic rates and Variable Dearness Allowance payable w.e.f. 01.10.2017 to the employees would be same as under:-</p>

<p>The VDA has been rounded off to the next higher rupee as per the decision of the Minimum Wages Advisory board.</p>
<p>The classification of workers under different categories will be same as in Part-I of the notification, whereas classification of cities will be same as in the Part-II of the notification dated 19th January, 2017. The present classification of cities into areas A, B &amp; C is enclosed at Annexure I for ready reference.</p>

<div>(a): A statement showing the rates of existing Minimum Wages fixed for the Skilled, Semi –skilled and Un-skilled workers for the Central Sphere under the Minimum Wages Act, 1948 effective from 01.10.2014 is at Annexure.</div>

<div>(b) to (d): In order to protect the minimum wages against inflation, Central Government has already adopted the Variable Dearness Allowance (VDA) as a component of <a id="ch-link-2" rel="minimum wage|2"></a>minimum wage and which is revised twice a year taking into account the rise in the Consumer Price Indices. In the Central sphere, the minimum rates of wages are revised effective from 1st April and 1st October every year.</div>

<div>The details of the status of families living on minimum wages and below poverty line are not maintained by the Ministry.</div>
