<p>Sub: <strong>Revision of pay structure of Gr. ‘B’ Gazetted posts of Official Language Department of Zonal Railways / PUs at par with the CSOLS cadre.</strong></p>



<p>The issue regarding revised pay structure of gazetted posts of Official Language (OL) Cadre on Zonal Railway at par with those existing in Central Secretariat Official Language Service (<strong>CSOLS</strong>) has been under examination in consultation with Ministry of Finance (Department of Expenditure). The President Is now pleased to decide that pay structure of Group ‘B’ Gazetted posts of Official Language cadre of Zonal Railways may be upgraded subject to the following conditions:-</p>



<ol class="wp-block-list"><li>The pay structure of Group &#8216;B&#8217; Gazetted posts of Official Language Department of Zonal Railways / PUs will be upgraded from existing PB-2 GP Rs. 4800/- (Level 8) to PB-3+ GP 5400/- (Level -10 ) Group “A” with designation &#8220;Rajbhasha Adhikari&#8221;. from the date of issue of this order.</li><li>The Recruitment Rules of the above posts in the Zonal <a rel="noreferrer noopener" href="https://centralgovernmentnews.com/category/railways/" target="_blank">Railways</a> would be brought at par with that of Assistant Director(OL,) in CSOLS.</li><li>The functions of these posts is exactly similar to Assistant Director (OL) of CSOLS.</li><li>Once the upgradation of posts from PB-2 GP Rs. 4800/- L-8 to PB-3 GP Rs. 5400/L-10 is effective. further instructions regarding procedure for placement of existing incumbents in lower grade to higher / upgraded post and change of RRs will be issued separately. by Management Service Directorate.</li></ol>



<p>This issues in consultation with the Official Language directorate and with the concurrence of the Finance Directorate of the Ministry of Railways.</p>

<p>Consequent upon implementation of recommendations of 6th CPC as accepted by Govt. of India, posts of Chief Matron &amp; Matron in the pre-revised scale of Rs. 7450-11500 &amp; Rs. 6500-10500 were granted a revised pay structure of PB-3 (Rs. 15600-39100) + GP Rs. 5400.</p>

<p>2. Fixation tables were issued as Annexure ‘E’ to Board’s letter No. PC-V1I/2008/I/RSRP/1 dated 11.09.2008 for fixation of initial pay in 6 CPC pay structure in respect of existing employees (already in service as on 1.1.2006) in cases where normal replacement pay structure were prescribed. Further clarifications were issued vide letter No. PC-VI/2008/I/RSRP/1 dated 11.11.2008 regarding methodology for fixation of pay where upgraded pay structure were given.</p>



<p>3. References were received from various Zonal Railways seeking necessary clarification/fixation tables regarding correct methodology for fixation of pay (indicating benefit of bunching) for the posts of Chief Matron/ Matron (pre-revised scale of Rs. 7450-11500 &amp; 6500-10500) where various stages in pre-revised scales are getting bunched at minimum of PB-3 (Rs. 15600).</p>



<p>4. The matter has been examined in consultation with Finance Dte of this Ministry and accordingly, provisional fixation tables in respect of Chief Matron/ Matron in the pre-revised scale of 6500-10500 &amp; 7450-11500 (placed in revised pay scale of 15600-39100 + GP 5400) are annexed herewith for utilizing the same for initial pay fixation in 6th CPC pay structure for the above posts.</p>

<div>We seek your benign intervention in the following matter of injustice with a section of Pre-2006 Central Government Pensioners:</div>
<div></div>
<div>1. Sixth Pay Commission recommended for “Modified Parity” between Pre-2006 &amp; post-2006 Pensioners. Its Recommendations were accepted by the Cabinet vide Resolution dated 29-8-08 cited above, which inter-alia provided that “The fixation (of Pension) &#8230;&#8230; <b>will be subject to the provision that the revised pension, in no case, shall be lower than 50% of the sum of the minimum of the pay in the pay band and the grade pay thereon corresponding to the pre-revised pay scale from which the pensioner had retired.</b>” DOP&amp;PW issued the orders thereon vide OM dated 1-9-08.</div>
<div></div>
<div>2. Later on, DOP&amp;PW made changes in the above said orders (vide Para 5 of OM dated 11-2-09 cited above) &amp; inter-alia laid down the condition that “benefit of up-gradation of posts subsequent to their retirement would not be admissible to the pre-2006 pensioners in this regard.”</div>
<div></div>
<div>3. The above said condition changed the very nature and content of the decision of the Cabinet notified vide Gazette Notification dated 29-8-2008 as the said Resolution did not provide for it.</div>
<div></div>
<div>4. DOP&amp;PW’s OM dated 11-2-09 has since been quashed by the CAT New Delhi vide OA 655/2010 directed for fixation of Pension as per Resolution dated 29-8-2008.</div>
<div></div>
<div>5. All SLPs of the Government in this regard, against the judgements of the CAT and High Courts, had been conclusively been rejected by the Apex Court vide its judgement dated 17-3-15.</div>
<div></div>
<div>5. a) DOP&amp;PW vide OM dated 28-1-2013 ordered for Revision of Pension of Pre-20006 Pensioners to 50% of minimum of the Pay in the Pay Band plus Grade Pay of the Corresponding to Pre-revised scale w.e.f. 24-9-2012 whereas the decision of the Cabinet on 24-9-2012.</div>
<div></div>
<div>b) This order was modified and implemented w.e.f. 1-1-2006 vide DOP&amp;PW OM dated 30-7-15 &#8211; as per Orders of the Supreme Court on 17-3-2015.</div>
<div></div>
<div>6. The order dated 30-7-15 only <b>partially</b> implemented the orders of the Courts and the orders are yet to be issued in respect of revision of Pension as per pay scales of merged/upgraded posts.</div>
<div></div>
<div>7. DOP&amp;PW OM No. 38/77-A/09- P&amp;PW(A) Pt. of 5.3.2015 (para 2) says “Hon’ CAT/PB in orders dt. 1.1 1 .201 1 directed that the <b>past pensioners may be granted w.e.f. 1.1.2006</b> revised pension with ref. to Fitment Table for the Post, as adopted for pay fixation of serving employees.”</div>
<div></div>
<div>8. Delhi High Court in W.P.(C) 8012/2013 had held that “policy decision of the Government in the OM dated September 01 , 2008 to fix pension for all category of pensioners did not classify post of pre January 01, 2006 retirees and all were entitled to pension as per a common formula”</div>
<div></div>
<div>9. All the above said judgements have been conclusively upheld by the Supreme Court.</div>
<div></div>
<div>10. It is, therefore, requested that Pre-2006 Pensioners be given the benefit of upgraded Pay Band and Grade Pay of the post from which they retired so that, minimum pension be not lower than 50% of the pay in the revised pay band plus the grade pay corresponding to the post from which the pensioner retired.</div>

<p>Sub: <strong>Joint letter of AIRF and NFIR -reg.</strong></p>
<p>The Federations seriously disappointed over non-finalisation of issues in spite of discussion held at lower level on a number of occasions. Even he agreed issues in the full Board Meeting held on 7th February 2014, have not been implemented (eg stepping up of pay of Loco Inspectors appointed prior to 01/01/2006 and upgradation of Apex level Group &#8216;C&#8217; posts to Group &#8216;B&#8217; Gazetted- 3335 posts).</p>
<p>While conveying unhappiness over procrastination of matters, we list below the issues which are needed to be settled at the earliest. Incidentally, it is mentioned that a few issues agreed to during<br />
discussions in the Fast Track Committee Meetings are yet to be complied with:-</p>
<p style="text-align: center;"><strong><span style="text-decoration: underline;">Issues:</span></strong></p>
<ul>
<li>Induction of Course Completed Act Apprentices against erstwhile Group ‘D&#8217; vacancies in Safety and other categories.</li>
<li>Exemption of Railways from New Pension Scheme &#8211; Hon‘ble Minister for Railways sent proposal to Finance Minister on 29&#8217;h March 2014 and thereafter the Railway Board has sent reminder to the MoF,</li>
<li>Absorption of Quasi-Administrative Units staff against erstwhile Group ‘D‘ vacancies Railway Board have arbitrarily cancelled the policy decision issued in 1973 and 1977, Since then the Federations have been pressing for restoration of policy. The subject has been dealt with in the DC/NCM meeting also vide item No. 27/2006 &amp; 12/2012. Also the subject was discussed in the meeting held by the Full Board on 7th Feb. 2014. Unfortunately. there has been no satisfactory finalisation of this item.</li>
<li>Upgradation of Apex level Group ‘C‘ posts to Group ‘B‘ Gazetted (3335 posts) &#8211; implementation of agreement dated 7th Feb 2014 is yet to be ensured.</li>
<li>Stepping up of pay of Loco Inspectors appointed prior to 01/01/2006. Although agreed in the Full Board meeting. the decision has not been implemented yet.</li>
<li>Though instructions have been issued by the Railway Board for inclusion of a few additional categories of safety categories of staff in GP 1800 under LARSGESS vide Railway Board‘s letter No. E(P&amp;A)I-2010/RT-2 dated 24/03/2014, but unwarranted conditions like “working on tracks&#8221; have been shown even though these staff by virtue of working conditions perform Safety job.</li>
<li>Federations. therefore. urge upon the Member Staff to kindly fix Joint meeting at the earliest for frank discussions.</li>

<p>Sub: <strong>Issues relating to improvement of Grade Pay etc., &#8211; Proposals of the Railway Ministry to the Ministry of Finance and DoP&amp;T but not agreed-reg.</strong></p>
<p>As Railway Board are aware. the NFIR has been given slots on 13th and 14th April, 2015 by the 7th Central Pay Commission, to deliberate and discuss the cases of Railway employees of all categories (serving/retired) relating to the pay and allowances/perks.</p>
<p>In this connection, the Federation would place its points on the issues (as per list enclosed) where Railway Ministry had agreed in principle and sent proposals to the MoF/DoP&amp;T who however did not agree. To enable the Federation to have meaningful discussion on these subjects with the Pay Commission, Federation requires copies of replies received from the MoF/DOP&amp;T.</p>
<p>NFIR therefore, requests the Railway Board to kindly arrange to provide copies of the replies given by MoF/DOP&amp;T in the case of issues mentioned in the enclosed list at the a earliest.</p>

<p>Undersigned is directed to refer to NFIR’s letter no. NFIR/VIth CPC/Main/10/ Pt. IX dated 11.06.2013 on the subject mentioned above. In this regard, it stated that existing pay structure/ allowances/ promotional avenues etc of various categories of Railway employees are based on the recommendations of 6th CPC as accepted by the Govt. of India. Ministry of Railways cannot make any unilateral change therein. Govt. of India has already set up a new Pay Commission viz. 7th CPC and the 7th CPC has already called for views/ suggestions/ memoranda etc from various stakeholders. The 7th Central Pay Commission would re-examine the pay scales of various categories of Railway employees afresh. As such, it would not be feasible to accept the demands at this juncture.</p>

<div>            I am to invite a reference to the subject cited above and to state that the matter regarding regulation of Family Planning Allowances to the teachers who undergone family planning operation before the implementation of 6<sup>th</sup> C.P.C. was referred to MHRD vide this office letter of even no. dated 03/05/2013. It has since been clarified by MHRD that the PRT who has drawn F.P.A. @ Rs.125/- in the pay scale of Rs.4500- Rs.7000 is entitled for Rs.250/- only. Copy of reference letter of KVS dated 03/05/2013 and clarification letter of MHRD dated 17/06/2013 are enclosed for ready reference.</div>

<div>The Family Planning Allowance was revised w.e.f. 1<sup>st</sup> September 2008 as per Office Memorandum No.F.No.7(2)/2008-EIII(A) dated 24<sup>th</sup> September 2008 at double the existing amount of Family Planning allowance subject to a minimum amount of Rs.210 per month as indicated in column 7 of Annexure to the Office Memorandum(Copy enclosed for ready reference).</div>

<div>A Primary School teacher had adopted Family Planning Allowance in the Pay scale of Rs.4500-7000 and was drawing Family Planning Allowance of Rs.125. The AG Audit in one of the observations has pointed out that the Family Planning Allowance in respect of this Primary Teacher w.e.f. 1.9.2008 will be admissible @ Rs.250 per month at double the rate of Rs.125, being the amount of family Planning Allowance drawn by her and not at Rs.400 per month.</div>

<div>In view of above, I am to request you to get the matter examined in detail and to clarify if the observation by AG Audit is in order or if the Family Planning Allowance is payable @ Rs.400 per month corresponding to the Grade Pay of Rs.4200 drawn by the teacher w.e.f. 1.1.2006.</div>

HYDERABAD: Sixteen months after it was pulled up for sanctioning projects without the approval of the government, the Hyderabad-based Defence Research and Development Organisation (DRDO) has done it again. This time, the premier defence research establishment has amended the pay scales of its employees on its own in violation of the rules and without the approval of the Union finance ministry.</p>
<p>Documents in possession of TOI show that DRDO amended or upgraded the Grade Pay of Technical Officer &#8216;A&#8217; from Rs 4,600 to Rs 4,800. The defence organization effected the hike in 2009 with retrospective effect from 2006 and it came to the knowledge of the Union finance ministry in April 2012 through a query raised under the Right To Information (RTI) Act. A furious finance ministry then held that the order was &#8216;irregular&#8217; and sought a strong-worded explanation from DRDO. The defence organization was also directed to withdraw the higher pay scale already granted to its Technical Officers.</p>
<p>But what followed was hilarious! In response to the reprimand from the Centre, DRDO reportedly sought retrospective permission for amending the Grade Pay scales. At this, an even furious finance ministry turned down the request in a strongly worded letter saying that the &#8220;arrangement was irregular, contrary to the accepted recommendations of the 6th Central Pay Commission (CPC) and in violation of allocation and transaction of business rules since it had been undertaken suo motu without reference, much less concurrence.&#8221;</p>
<p>The finance ministry also rubbished the claims of DRDO that this was done to maintain &#8216;relative hierarchy of Senior Technical Assistants (STA &#8216;C&#8217;) vis-a-vis Technical Officers &#8216;A&#8217;. DRDO was reminded that 6th CPC&#8217;s recommendations were aimed at de-layering the government and that ensuring the same &#8216;relative hierarchies&#8217; as existed before the CPC awards defied the very purpose of rationalisation/standardization of pay scales attempted by successive Pay Commissions. At the end, DRDO was once again asked to withdraw the orders.</p>
<p>And now, DRDO in an attempt to cover up its administrative blunder, has distressed its more than 1,100 such technical officers across its 52 laboratories of which almost 124 promotees have already retired. In December 2013, DRDO not only downgraded these officers of DRDO Research and Technical Cadre, but also asked these officials to appear for special review and assessment and interview schedule in addition to the recovery of money so paid to them.</p>
<p>Meanwhile, the aggrieved officials maintain that it took them five years residential period and rigorous assessment tests to earn technical officers promotions from Rs 4,600 to Rs 4,800 grade. The DRTC Officers Association has reportedly urged defence minister A K Antony to bring the erring officers to book. These officials have been asked to return money to the tune of Rs 1,000 to Rs 5,000 earned monthly all these years as a result of this increased grade pay.</p>
<p>This was the second instance that DRDO has been found indulging in arbitrary functioning. About 16 months ago, a clandestine audit conducted by the Comptroller General of Defence Audit (CGDA) on the instructions of defence minister Antony, found major anomalies in DRDO&#8217;s arbitrary functioning. The defence organization was found guilty of sanctioning projects without government approval etc.</p>
<p>When asked about the developments, DRDO director general Avinash Chander said &#8220;while following the orders, the defence organization is trying to find a solution to the problem and issues raised by the technical officers issue.&#8221; Dr G Malakondaiah, chief controller, R&amp;D (HR) at DRDO, while refusing to comment upon the orders in the past, said attempts are on to find a way out of the situation stemming out of the technical officers&#8217; pay scale issue.</p>
<p><span style="text-decoration: underline;"><strong>Curious case of pay hikes</strong></span></p>
<p>In violation of rules and without the approval of the Union finance ministry, DRDO has amended the pay scales of its employees in 2009</p>

<p>NFIR has issued a Press Statement regarding the upgradation of 3335 posts from Group ‘C’ to Group ‘B’ (Gazetted).  It has been approved by the Minister of Railways and the proposal has been sent for the clearance of Ministry of Finance. <p><strong>Upradation Benefit for Railway Employees on the eve of Dussehra</strong></p>
<p>The National Federation of Indian Railwaymcn (NFIR) thanks the Railway Ministry for agreeing to issue Orders pertaining to Cadre Restructuring and upgradation of 3335 posts from Group ‘C’ to Group ‘B’ (Gazetted) after due consultation and approval of Ministry of Finance.</p>
<p>About 3.5 lakh employees are expected to be benefited on account of cadre restructuring all over Indian Railways. The Cadre Restructuring Committee (CRC) meetings had taken place from 2010 and the last CRC meeting had taken place on 22nd  February 2013.</p>
<p>These decisions are expected pursuant to the consistent dialogue and struggle of NFIR affiliates with the Railway Ministry.</p>
<p>General Secretary, NFIR had spoken to Railway board today morning and urged for issuance of orders before Dussebra.</p>

<p>Dear Sir,</p>
<p>At the outset I would like to introduce me as TKR Pillai, General Secretary, All India Association of Administrative Staff (Non Gazetted), Ministry of Statistics &amp; Programme Implementation, Government of India.  This Association had written a letter to the Hon’ble Prime Minister to apprise him of the pathetic conditions of LDC &amp; UDC working in the Central Government Offices and request his office’s intervention on the matter (Copy enclosed in annexure 2 to VIII). While taking action on the said letter DoPT has identified the LDC/UDC issue as anomaly and the case has been sent to JCA for action (copy enclosed in annexure I).</p>
<p>Earlier, the matter was raised in the National Executive Meeting of the Confederation of Central Government Employees and Workers by the undersigned and according to a decision taken in the meeting Shri S.K. Vyas, President Confederation and Member National JCM &amp; NAC had put up the item in the National Anomaly Committee. Unfortunately, this most important issue has not been taken up for discussion in the forum so far.</p>
<p>1. Why the LDC &amp; UDC case become anomaly?</p>
<p>Sixth Pay Commission has denied an appropriate pay structure to the LDC &amp; UDC of Government of India Offices in the light of raising the academic and technical qualification and responsibilities assigned. The officials in these cadres are initiating the official work and made responsible for smooth functioning of the offices, have been granted a simple replacement grade pays. In fact the Grade Pay granted to the post of LDC is only Rs.1900 which is just Rs.100 more than the grade pay of MTS, i.e. Rs.1800/-.  In the mean time the academic &amp; technical qualifications to get selected to the post of LDC have been raised. On the other hand, the Pay Commission has recommended the merger of various group D posts and upgraded their grade pay from Rs. 1400 to Rs.1800 and also given them additional benefit of 3 MACPs to the merged posts. Moreover, all the pre-revised pay scales above UDC -from Accountant to Assistant Administrative Officer- have been merged and granted Rs. 4200 -4600 grade pay.</p>
<p>1.1  Duties/responsibilities assigned to the LDCs in the Non CSCS office:</p>
<p>As per the Staff Selection Commission notification Lower Division Clerks are entrusted with routine nature of work, for example registration of Dak, maintenance of section diary, file register, file movement  register, indexing and recording of files, typing, comparing, dispatch, preparation of arrears and other statements etc.</p>
<p>Whereas in practice,  most of the Non CSCS office (where total staff strength is not more than 100) has been allocated with average one Administrative Officer, 1-2 Assistants, two UDC and 3 to 4 LDC.</p>
<p style="text-align: left;">
(A) And in a normal Non CSCS office, it has 5-6 major sections which could only be allocated to UDC &amp; above as per the DoPT guide lines, viz.<br />
(i)   Accounts Section-I (where, various payments are processed and released, Income Tax, Budget,  NPS, monthly Expenditure Statement, reconciliation are done),<br />
(ii) Store &amp; purchase Section,<br />
(iii) Establishment Section (where service records, leave and other personal matters are processed),<br />
(iv) Bill Section, where various kind Bills have been scrutinized for passing etc.<br />
(v)  RTI, Court Cases, handling of Audit Para etc.</p>
<p>(B) <strong>In addition there are other sections viz.</strong><br />
(i)Accounts/Cash Section-II(to Assist the Accounts Section I in discharging their day to day duties, disbursement of cash and maintenance of related registers, cheque books, postage stamps etc), (ii)Dispatch &amp; Diary, (iii)loans &amp; Advance, (iv)typing, maintenance of library, file register, file movement  register, indexing and recording of files, comparing, preparation of arrears and other statements etc.</p>
<p>Since the number of UDCs sanctioned is much lesser than the actual requirement, LDCs are posted in the major section as given under ‘A’ above. Thus in contrary to the nature of duties of LDC as given in the DoPT manual as well as the Staff Selection notification the quality and quantity of work done by the LDC &amp; UDCs are much higher in these offices. The officers are only taking decision on the file put up by the LDCs/UDC on all the matters.</p>
<p>1.2 <strong>Position in Indian Railways:</strong></p>
<p>In Railways also, the Junior Clerk &amp; Senior Clerk are even used to allocate the duties identified for the post of OS-II/Head Clerk and made them responsible for the area of work assigned. Junior clerks are allocated route administrative matters/independent section wherein noting drafting, typing in computer etc are involved. The young, dynamic persons with reasonable academic and technical qualification join on the post of Junior Clerk are capable to take up any kind of assignment and the administration identifies the capabilities of these young chaps and allocates work with higher responsibilities accordingly. Some instances of work allocated to them are as follows –</p>
<p>(1) Preparation of staff muster roll and sending it for salary payment to staff. (2) Issue of Pass/PTO/MCTO etc. (3) Dealing with Railway Quarters &amp; House Rent Allowance case. (4) Issue of Medical card/Identity card etc. (5) Keeping up date knowledge of Railway Establishment Serials/Rulings. (6) Matters related with training, Joining, Transfer, Promotion, Retirement etc. (7) Monitoring of Stock &amp; Non-stock, Requisitions related to Store section and Rolling stock section. (8) Ensuring all the records related to Stores &amp; Establishment Section. (9) Monitoring &amp; processing of challans, Condemnation. (10) Dealing with cases related to PNM Items, D&amp;A cases, Court cases, Inspection Notes, Theft Cases, IOD Cases, &amp; Stock verification (11) Different works of technical data entry and computer related work</p>
<p>1.3 <strong>Data Entry Operator (DEO) &amp; LDC</strong></p>
<p>In accordance with the recommendation of 6th Pay Commission, Government India has raised the academic qualification from Matriculation to 12th class pass or equivalent and technical qualification of typing from manual typewriter to sophisticated computer for getting selected to the post of LDC through Staff Selection Commission. It is to be noted that typing on computer is far different from the typing on typewriter because for typing on computer one should have the knowledge of the operation of computer for which one required to undergo a computer diploma programme.</p>
<p>The academic qualifications required for both LDC &amp; DEO are the same i.e. 12th class pass or equivalent. As regards the technical qualification the candidate appearing for the post of LDC requires 10500 KDPH/9000 KDPH English and Hindi typing respectively on computer whereas the candidate appearing the DEO requires 8,000 KDPH on Computer. But the grade pay granted/fixed for the post of LDC is 1900 and the same for DEO is 2400. Moreover, the DEO has only to entry the readymade data given to them whereas the LDCs have to create data/draft letters and then to type on computer, putting up the matter through file note with justification with the support of rules and procedure.  Thus LDC does more work in qualitatively and quantitative terms with less grade pay than that of the DEO.</p>
<p>1.4 <strong>LDC &amp; MTS</strong></p>
<p>Even though the raising of academic qualification of MTS from 8th Standard to Matriculation, duties prescribed for the earlier Group D and the present MTS are the same.</p>
<p>Whereas the academic &amp; technical qualification of the LDC have been upgraded and assigned heavy responsibilities on them by the office concerned. Majority of the persons selected for the post are graduates and even post graduates and qualified to handle any kind of assignment. The job profile of the post has undergone significant changes after introduction of modernization in Government offices. Now, computers have taken the place of typewriters.</p>
<p>During the 5th Pay Commission, pay scale S-1 to S-4 were granted to the group D posts and pay scale S-5 was granted to LDC i.e. one step above than the pay scale of the Group D posts which never crossed over the pay scale of LDC. In the 6th Pay Commission the pay band of MTS (formerly group D), LDC &amp; UDC are same and Grade pay of LDC is 1900/ and that of MTS through MACP is 2400/.</p>
<p>2. Massive support from web sites publishes Central Government Employees’ issues:</p>
<p>Meanwhile, various web sites which are exclusively  publish the issues of the Government Employees’ have given enormous support on the upgradation of the grade pay of the LDC &amp; UDC and  published all important correspondence in this connection. Hundreds of LDC and UDCs and other central Government employees registered their comments in support of the issue in these web sites.</p>
<p><strong>3. Upgradation of the Grade Pay of LDC/UDC by the Rajasthan/Punjab/.Himachal Pradesh &amp; Haryana Governments:</strong></p>
<p>Rajasthan government had set up Shri Govind Sharma committee to study the upgradation of the grade pay of LDC &amp; UDC. Following a very positive recommendation from the Committee the Rajasthan Government has raised the grade pay of LDC and UDC from the Rs. 1900 &amp; 2400 to 2400 and 2,800 respectively. Also the names of posts &#8216;Lower Division Clerk&#8217; and &#8216;Upper Division Clerk’ have been changed as ‘Clerk grade-II&#8217; and &#8216;Clerk grade-I&#8217; respectively. Similarly, the Punjab, Himachal Pradesh and Haryana Government have reportedly upgraded the grade pay of LDC &amp; UDC.</p>
<p>4. <strong>Conclusion</strong></p>
<p>Sir, while taking up this issue, I have got tremendous response from LDC UDC as well as  other sections of the various central Government Departments including Railways and Defense. Dozens of phone calls, e-mail and letter through post are being received on daily basis in support of the demand.</p>
<p>Each and every one who has written me had emphasized that Government of India Offices especially the subordinate offices are functioning smoothly virtually due to the fact that LDCs &amp; UDCs are shouldering heavy responsibilities. But the Pay Commission has not considered equal pay for the work done by them. This has been a demoralizing effect on the already   desperate young and talented cadre in the Government offices.</p>
<p>From the above it is evident that the upgradation of the grade pay of LDC &amp; UDCs is a genuine issue. We, therefore, justifiably request you to put a case for revision of Grade Pay of LDC to Rs. 2400/ and that of UDC to Rs. 2800/. It is to be noted that cases of several cadres in the Administrative branch were considered and favorable decision was taken by the 6th CPC but the case of LDC &amp; UDC were left out. The LDC and the UDC also deserve higher grade pays than the present one, to commensurate with the qualifications and assignments attached to these posts after the implementation of the recommendations of the 6th Pay Commission.</p>
<p>I conclude this letter with two comments among the hundreds of comments written in favour on various web sites as follows.</p>
<p style="text-align: left;">
(1) “Whether letter sent to the DOPT regarding the upgradation of grade pay of LDC and UDC will be considered or not. We are poor LDC and UDC. Nobody has time to understand us. Everybody tries to have best of comforts, income and all other facilities to the higher class of employees. The lower levels of employees are doing hard works. Among them there will be graduates and postgraduates along with few numbers of SSLC or Plus Two or pre-degree qualified. But whatever may be the qualification of the higher class, whether SSLC or PDC or Plus Two, there is no problem. Everybody will get enough. But in the case of LDC and UDC they have to suffer a lot- A lot of financial burden. Try to make awareness among the high powered DOPT about our problems”.</p>
<p>(2) “Many many thanks for your kind efforts taken for the betterment of the Clerical Staff working in the Sub-ordinate Offices of the Govt. of India. The GOI&#8217;s stepmother treatment towards the Clerical Staff working in the Sub-ordinate Offices must be stopped. There should be parity between the CSCS &amp; the Clerical Staff working in the Sub-ordinate Offices of the Ministry. We have seen that the Govt. has wisely protected the CSCS by implementing NFSG Scheme &amp; Cadre Restructure after the VIth CPC. But the same procedure has not been extended to Sub-ordinate services. Once again many many thanks Sir.”</p>
<p>In view of the above, we seek your kind personal intervention for getting a favorable decision to revise the GP at Rs. 2400/ and 2800/ respectively to LDC &amp; UDC.</p>
