<p class="has-text-align-center"><strong>Ad-hoc teachers</strong></p>



<p>The appointments of teaching staff in various colleges of University of Delhi are made by the Governing Body of the Colleges on the recommendation of the Selection Committee as provided under Ordinance XVIII of the University in consonance with the eligibility criteria laid down in the University Grants Commission (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) Regulations, 2018. The UGC Regulations, 2018 do not have any provision for regularization of services of temporary/ad-hoc teachers on permanent basis. The college-wise details of the ad-hoc teachers are at annexure.</p>

<p>MoHRD
 Notification all the degrees awarded through Open and Distance Learning
 mode of education by UGC approved Institution stand automatically 
recognized for the purpose of employment to posts and services under the
 Central Government.</p>

<p style="text-align:center">New Delhi, the 27th August, 2018</p>



<p>&nbsp;No.F.6-1/2013-DL.—Whereas
 by the Notification of the Government of India in the Ministry of Human
 Resource Development [Department of Higher Education 
(F.No.6-1/2013-DL)] dated 10th June, 2015 published in the Gazette of 
India, Part I, Section I, it had been decided that all the 
degrees/diplomas/certificates awarded through Open and Distance Learning
 (ODL) mode of education by the Universities established by an Act of 
Parliament or State Legislature, Institutions Deemed to be Universities 
under Section 3 of the University Grants Commission Act, 1956 and 
Institutions of National Importance declared under an Act of Parliament 
stand automatically recognized for the purpose of employment to posts 
and services under the Central Government, provided they have been 
approved by the University Grants Commission (UGC).</p>



<p>And
 whereas, the UGC vide its Notification dated 23rd June, 2017 has 
notified the University Grants Commission (Open and Distance Learning) 
Regulation, 2017 followed by the subsequent amendments dated 11th 
October, 2017 and 6th February, 2018 respectively.</p>



<p>And 
whereas, Section 10(1) of AICTE Act, 1987 authorises All India Council 
for Technical Education (AICTE) to take all such steps as it may think 
fit for ensuring co-ordinated and integrated development of technical 
and management education and maintenance of standards in the matter.</p>



<p>Now,
 THEREFORE, the Central Government hereby notifies that all the degrees 
awarded through Open and Distance Learning mode of education by the 
Universities established by an Act of Parliament or State Legislature, 
Institutions Deemed to be Universities under Section 3 of the University
 Grants Commission Act, 1956 and Institutions of National Importance 
declared under an Act of Parliament stand automatically recognized for 
the purpose of employment to posts and services under the Central 
Government, provided they have been approved by the University Grants 
Commission and wherever necessary by All India Council for Technical 
Education for the programmes for which it is the regulatory authority.</p>

<p>The University Grants Commission (UGC) has been implementing a number of schemes like (i) National Fellowship for Other Backward Classes (OBC) Candidates (ii)  National Fellowship for Higher Education of Schedule Tribe (ST) Students (iii) Rajiv Gandhi National Fellowship for SC Candidates (iv) Post-Doctoral Fellowship for SC/ST Candidates (v) PG Scholarship for Professional Courses for SC/ST Candidates (vi) Fellowships for Women Candidates for the welfare of women, people from weaker sections, differently abled and financially weaker sections for pursuing Higher Education.</p>
<p>The Women Candidates and Persons with Disability (PWD) (more than 40% disability) are allowed a relaxation of one year for M.Phil and two years for Ph.D in maximum duration of these courses; allowing transfer of research data in case of relocation of an M.Phil/Ph.D woman scholar due to marriage or otherwise; and allowing women candidates maternity leave/child-care leave once in the entire duration of M.Phil./Ph.D for up to 240 days. Further, the UGC is implementing post-doctoral fellowship for women candidates (un-employed); Swami Vivekananda single girl child scholarship for research in social sciences  and PG Indira Gandhi Scholarship for single girl child for postgraduate courses to promote the enrolment of women at post- doctoral, doctoral and its feeder levels.</p>
<p>Further, the UGC is providing funds for Remedial Coaching for SC/ST/OBC (Non-Creamy Layer) and Minority Community Students with a view to (i) improve academic skills and linguistic proficiency of the students in various subjects (ii) raise their level of comprehension of basic subjects to provide a stronger foundation for further academic work; and (iii) strengthen their knowledge, skills and attitudes in such subjects, where quantitative and qualitative techniques and laboratory activities are involved so that proper guidance and training provided under the programme may enable the students to come up to the level necessary for pursuing higher studies efficiently.</p>
<p>It has also been informed that these are ongoing schemes in which the institution ensures proper implementation of the scheme and all payments are made by using Direct Benefit Transfer (DBT) into the bank accounts of beneficiaries. These payments are routed through Public Financial Management Scheme (PFMS), a robust system for ensuring transparency in the system.</p>
<p>Further, the Ministry of Human Resource Development has been operating a Central Sector Interest Subsidy Scheme, 2009 which provides full Interest Subsidy for the period of moratorium (course period + 1 year) on educational loans taken by students from economically weaker sections with annual parental income up to Rs.4.5 lakh, from scheduled banks under the Educational Loan Scheme of the Indian Banks&#8217; Association to pursue Technical/Professional courses in India.</p>

<p>In supersession of UGC.OM.No.21-1/2015(FD-1/B)dated 16th March,2016,the rules for TA and Sitting Fee payable to the official and non-official members/ experts win be as under:</p>

<p>The categories of Official and Non‐Official Members are as fo1lows:</p>

<p>Serving(State/central) Government servants, Semi Government Autonomous Bodies, Employees paid from the consolidated Fund of India or through Grants-in-aid are treated as</p>
<p><strong> </strong></p>
<p><strong>Official Members.</strong><br />
AⅡ others including retied Government Servants and retired/ex-member of the University Grants Commission or Statutory Bodies viz.Universities, Institutions, Councils, Boards and Societies etc. are to be treated as Non-Official Members.</p>
<p><strong> </strong></p>
<p><strong>NOTE</strong><br />
&#8221; Permanent Account Number (PAN) allotted by the Income Tax Authorities has to be indicated by the member/expert variably while filling up the Bill&#8221;. Payment will be made through E-mode in the bank accounts of members mandatorily. Hence, Experts are required to attach a copy of cancelled cheque leaf with their claims.</p>

l. Rs. 3,000/- per day for per meeting subject to maximum of Rs. 5,000/- per day irrespective of number of meetings in a day.</p>
<p>2. Rs. 5,000/- per day for inspection/visit of various committees institutions/Universities/organizations.</p>
<p>3. Commission Members would also be entitled for sitting fee @ Rs. 5,000/- per day on the date of Commission Meetings.</p>

<p>2<strong>. TRAVELLING ALLOWANCE</strong><br />

<p><strong>Outstation Members/Experts:</strong></p>

<p>(i) Travel by Air: The members (officials as well as non-official) will be entitled to travel by air as per entitlement in service or before retirement as the case may be. Non-entitled members will entitled for journey by air, on specific prior approval of Chairman, UGC. The journey by air is to be performed by Air India on the sectors where it ply. On other sectors, journey by private airlines will be allowed. Any deviation would require prior approval of Chairman, UGC. The member V experts entitled to travel by air may travel by public helicopter in case place is not connected by air. However, hiring of charter helicopter, will not be permissible. The claim for air helicopter journey is to be supported by original boarding cards.</p>
<p>&nbsp;</p>
<p>(ii) Travel by Train: The member V experts will be entitled to travel by all trains including Rajdhani Express/Shatabadi Express as per the entitlement in service or before retirement.</p>
<p><strong> </strong></p>
<p><strong>NOTE</strong><br />
(a) Air tickets will be arranged by the UGC, Travel Desk whereas train tickets would have to be arranged by the experts.</p>
<p>&nbsp;</p>
<p>(b) The cancellation charges/ticket re-scheduling charges shall also be reimbursable in case of cancellation or postponement of meeting by the UGC [For Sl. No.2. (i) &amp; (ii)]. The specific approval for the same would be required for claiming such amount.</p>
<p>&nbsp;</p>
<p>(iii) The outstation member/experts for intercity travel from the place of residence/Office to the place of meeting and back or in between the places of residence and meeting place &amp; back (located not more than 350 Kms. each side) may travel either by their own vehicle or by taxi. Documentary evidence of journey performed by Own vehicle will have to be submitted. In case of hired taxi receipt is to be produced, road mileage @ Rs. 20/- per K.M. or amount actually paid which ever is less will be allowed for such journeys on point to point basis. In case of journey undertaken in NER, road mileage would be enhanced by 20% subject to actual expenditure. No night halting or driver allowance will be allowed. If the particular route have toll plazas, the taxi/car claim will be admitted only if it is supported with the receipts of toll taxes or inter-state entry tax. The toll taxes/entry tax etc., will additionally be reimbursed in such cases.</p>
<p>&nbsp;</p>
<p>If the distance is more than 350 Kms (each side), either the road mileage will be restricted to 350 Kms or to the fare of train as per entitlement or AC bus as available on that particular route (as per the option of expert).</p>
<p>&nbsp;</p>
<p>(iv) The local taxi fee at State Tr&amp;sport Authority (STA) rates applicable in the State from residence office to Airport/Railway Station/Bus Stand and from Place of meeting to Airport/Railway Station/Bus Stand is payable. Where there are no rates notified by State Transport authority, the Taxi or Own Car fare @ Rs.20/- per km shall be reimbursable. The re-imbursement of pre-paid or post-paid taxi fare (including toll taxes) on point to point basis will be allowed on actual basis on production of receipt. Taxi fare for full day will not be reimbursed.</p>
<p>&nbsp;</p>
<p>(v) The night charges @ 25% will additionally be allowed if starting the journey by road/by own car or taxi between 11.00 p.m. to 5.00 a.m. [For Sl. No. 2. (iv)].</p>
<p><strong> </strong></p>
<p><strong>Local Experts</strong><br />
Local Experts will be reimbursed taxi or own vehicle charges @) Rs.20/- per K.m. from residence/office to the place of meeting &amp; back on point to point basis. Taxi for full day will not be allowed for reimbursement.</p>

<p><strong>Subject: Recovery/adjustment of Interim Relief paid to the Pensioners/Family Pensioners, if any,whose pension/family pension is/was determined with respect to the pay of the retired/deceased employee covered under UGC/AICTE scale.</strong></p>
<p>Consequent upon issue of this Deptt. Memo. No. 224- F(Pen) dated 03.06.2016 the Pensioners /Family Pensioners of the State Government and Government Sponsored or aided non Government educational institutions, local bodies, statutory bodies, boards, corporations, undertakings etc., covered under Finance Department Resolution No. 8071-F(P) dt. 27.11.2015 have been allowed the benefit of Interim relief @ 8% of the Basic Pension with effect from 01.07.2016.</p>
<p>2.Now, in view of the fact that the service and pay of the college teachers and others in the UGC/ AICTE scale is since not covered under the terms of reference of the Resolution issued vide No.8070-F(P) dated 27.11.2015, a question has raised whether the Pensioners/Family Pensioners of college who are/were entitled to pension/family pension from the State Government but on determination of the pension/family pension with respect to the last-pay of the retired/deceased employee in the UGC/ AICTE scale, are entitled to the Interim relief.</p>

<p>3.It is hereby clarified that the benefit of Interim relief contemplated in this Deptt. Memo No.224- F(Pen) dated 03.06.2016 relates to the grant only in respect of the Pensioners/Family Pensioners whose pension/family pension thus fixed on the basis of the pay and the service are covered in the terms of reference of the 6th Pay Commission as per the Resolution issued vide No.8070-F(P) dated 27.11.2015. Accordingly, the Pensioners/Family Pensioners of Govt. Colleges &amp; Non-Govt. Colleges covered under the UGC/AICTE scales of pay, i.e. retired teaching staff including Librarian, Laboratory Instructors, Physical Instructors, Demonstrators of Govt. &amp; Non Govt.General Degree Colleges, Engineering Colleges &amp; Polytechnic Colleges and all other Pensioners/Family Pensioners of such category whose service and pay are not covered in the Resolution ibid, are not entitled to the grant of Interim Relief under Memo No. 224- F(Pen) dated 03.06.2016.</p>
<p>4.Payment of the Interim Relief allowed to the category of Pensioners/Family Pensioners who are not entitled to such grant as clarified at Para- 3 above, if any, is liable to be recovered/adjusted immediately from the pension relief, as per rules, in 5 (five) instalments starting from the month of November, 2017.</p>
<p>5.All the Pension Disbursing Authorities may act accordingly.</p>

<p>The Union Cabinet chaired by the Prime Minister Narendra Modi has given its approval for revision of pay scales for about 8 lakh teachers and other equivalent academic staff in higher educational institutions under the purview of the University Grants Commission (UGC) and in Centrally Funded Technical Institutions, following implementation of the recommendations of the 7th Central Pay Commission for Central Government employees.</p>
<p>The decision will benefit 7.58 lakh teachers and equivalent academic staff in the 106 Universities / Colleges which are funded by the UGC/MHRD and also 329 Universities which are funded by State Governments and 12,912 Govt. and private aided colleges affiliated to State Public Universities.</p>
<p>In addition, the revised pay package will cover teachers of 119 Centrally Funded Technical Institutions viz. IITs, IISc, IIMs, IISERs, IIITs, NITIE. etc.</p>
<p>The approved pay scales would be applicable from 1.1.2016. The annual Central financial liability on account of this measure would be about Rs. 9,800 crore.</p>
<p>The implementation of this pay revision will enhance the teachers&#8217; pay in the range of Rs. 10,400 and Rs. 49,800 as against the extant entry pay due to the implementation of the 6th Central Pay Commission for the pay of teachers. This revision would register an entry pay growth in the range of 22% to 28 %.</p>
<p>For the State Govt. funded institutions, the revised pay scales will require adoption by the respective State Governments. The Central Government will bear the additional burden of the States on account of revision of pay scales. The measures proposed in the revised pay structure are expected to improve quality of higher education and also attract and retain talent.</p>

<blockquote><p><strong>Demand implementation of pay hike recommendations</strong></p></blockquote>
<p>Many college and university teachers across States are planning to protest the non-implementation of the recommendations of the University Grants Commission&#8217;s (UGC) committee on the Seventh Pay Committee to hike salaries of teaching staff in line with the hikes Central government employees received last year.</p>
<p>At its national executive meet here on Sunday, the All-India Federation of University and College Teachers&#8217; Organisations (AIFUCTO) &#8211; which has a presence in about 400 State universities across India &#8211; decided to engage in non-cooperation with university and college administrations across India from November 13 to 18.</p>
<p>At a conference to be held in Pune from December 18 to 20, delegates may decide to go on indefinite strike.</p>
<p>The pay committee&#8217;s recommendations came sometime back and most sticking points have been resolved, according to officials of the Ministry of Human Resource Development (MHRD). However, they have not been sent to the Cabinet for its nod for months.</p>
<p><strong>Shun work</strong></p>
<p>&#8220;Since the festival season is in October, we will protest from November. From November 13 to 18, teachers will shun all administrative work. They are often appointed as proctors, rectors or controllers of examinations. We are giving a call to them to not perform their administrative duties for five days. Also, on November 15, there will be a sit-in dharna. They will not take classes on this day,&#8221; Arun Kumar, secretary general of AIFUCTO, told The Hindu after the meet.</p>
<p>On November 30, the organisation will hold a one-day protest at the university level across India, in which teachers will hand over charters of their demands to Vice Chancellors of universities.</p>

<p>New Delhi/ Hyderabad: The University Grants Commission (UGC) at a meeting held on February 22 reportedly cleared the recommendations of the 5-member committee that looked into the pay revision for university and college teachers across the country. The report is now with the Ministry of Human Resources Development for its approval. The ministry is yet to look into the report as the elections to several state assemblies are being held.</p>
<p>Sources from the UGC told The Hans India that the committee has reportedly recommended a 20 per cent hike in the basic pay of university and college teachers. As the existing Dearness Allowance will be merged in the basic pay, the hike is likely to be around 25 per cent to 30 per cent, including the HRA depending on the cadre and the seniority.</p>

<p>The pay commission has reportedly recommended a performance linked promotion system with an emphasis on research. There is no change in the retirement age. The present UGC panel has also recommended the retirement age of university and college teachers to be 65 years. But, several state governments have not implemented even the earlier panel&#8217;s recommendation to this effect. The state governments took advantage of the fact that higher education is in the concurrent list.</p>
<p>The proposed hike will be applicable to around 30, 000 teachers in Central universities and over four lakh in State varsities and colleges across the country .The last pay revision took place in 2006. The panel has reportedly suggested implementation of new pay scales with retrospective effect from January 2016 as the Central pay revision takes place every ten years while the State government pay scales are revised every five years.</p>
<p>Similar to the Seventh Pay Commission recommendations for the Central government employees, the UGC panel has recommended that a teacher&#8217;s starting package to be revised by a multiplier of 2.72, applied to the basic salary and academic grade pay (AGP). The Seventh Pay Commission, whose report was accepted last year for civil servants and other central staff, had used the 2.72 multiplier.</p>
<p>The 5-member UGC panel was headed by Prof V S Chauhan.Speaking to The Hans India from Patna, Prof Arun Kumar, general secretary of All India Federation of University and College Teachers’ Organisations (AIFUCTO), urged the UGC to make the report public immediately. The teachers of the universities and colleges across India are aghast that they have been deliberately kept in the dark about such a sensitive and important issue, the AIFUCTO leader said in a recent press release.</p>
<p>The UGC panel reportedly urged the Central government to meet the 100 per cent additional financial requirement for the implementation of new UGC scales for university and college teachers. However, though the last pay commission in 2006 made a similar recommendation, the Central government has given only 80 per cent and asked the State governments concerned to bear the remaining 20 per cent of additional financial requirements for implementing the new scales for teachers in State universities and colleges.</p>
<p>Speaking to The Hans India, Prof Battu Satyanarayana, chairman, Telangana Federation of University Teachers Associations, urged the UGC to release special grants to State universities to implement the revised UGC scales.</p>

<p>New Delhi, Feb. 22: The UGC today recommended a 20 per cent pay hike for university and college teachers.</p>
<p>A performance-linked promotion system has been suggested with stress on research. The retirement age will remain unchanged at 65.</p>
<p>The recommendations, made by a five-member committee, have to be accepted by the HRD ministry. If approved, the hike will be the first such revision in more than a decade and cover nearly 30,000 teachers in central universities and over four lakh in state varsities and colleges.</p>
<p>The panel has suggested that the new salaries be paid with retrospective effect from January 2016. The UGC cleared the report without changes.</p>
<p>According to the recommendations, a teacher&#8217;s starting package will be revised by a multiplier of 2.72, applied to the basic salary and another component called academic grade pay (AGP).</p>
<p>For instance, a directly recruited professor who gets around Rs 43,000 as basic salary, Rs 10,000 as AGP and dearness allowance now will be entitled to a basic salary of Rs 1.44 lakh which would subsume the present dearness allowance.</p>
<p>The Seventh Pay Commission, whose report was accepted last year for civil servants and other central staff, had used the 2.72 multiplier.</p>
<p>The last revision for teachers in 2006 had put their package higher than that of civil servants at the entry level. Teachers may continue to retain the edge even under the revised structure, sources said.</p>
<p>Furqan Qamar, the secretary-general of the Association of Indian Universities (AIU), said university and college salaries had been kept higher to attract talent.</p>
<p>On promotions, the current determinants are indicators like teaching and research output. The UGC panel, headed by Prof. V.S. Chauhan, has suggested that more stress be laid on quality research, such as papers published in reputable journals, the sources said.</p>
<p>The UGC has forwarded to all central universities a finance ministry order suggesting the Centre will bear no more than 70 per cent of the additional expenses arising out of the revised pay. This order covers autonomous institutions, including central universities.</p>
<p>The higher education regulator has asked the 40-odd central universities to specify how much internal resources they can generate, indicating the possibility of a hike in tuition fees.</p>
<p>The new pay proposals are not binding on state universities, which have to fund the higher salaries from their own resources. But they have usually adopted such suggestions in the past.</p>
<p>The Union HRD ministry has set up a separate committee for salary revision of teachers in technical institutions like the IITs and the IIMs.</p>
