<p>EPFO has launched the pensioner&#8217;s portal https://mis.epfindia.gov.in/PensionPaymentEnquiry. The pensioner&#8217;s portal is recently launched service, available at EPFO website by which all EPFO pensioners may get the details of pension related information like Pension payment order number, Pensioner&#8217;s Payment Order details, Pensioner&#8217;s passbook information &amp; other related information such as date of credit of pension, submission of pensioner’s life certificate etc.</p>
<p>It is helpful to know the status of their life certificate, in case of non-submission/rejection of life certificate of the pensioners. It also provides the details and the reason of stoppage of pension.</p>
<p><strong>Track e KYC:</strong></p>
<p>The enhanced &#8220;Track eKYC&#8221; facility for the convenience of members have been launched to check the status of Aadhaar seeded against their UAN and to figure out the specific mismatch details.</p>
<p>The facility has been made available at EPFO&#8217;s website www.epfindia.gov.in &gt;&gt; Online Services &gt;&gt; e-KYC Portal&gt;&gt; TRACK eKYC.</p>
<p>Using the facility, EPFO members can online track the status of Aadhaar seeded against his/ her UAN. While using the facility, the member will have to provide his/her UAN. After entering his/ her UAN the member can click the &#8220;Track eKYC&#8221; button and the exact status in respect of his/her UAN will be displayed on the screen.</p>

<strong>UAN Activated Members Can Know PF Balance Through Missed Call AND SMS Alert</strong></p>

<p>Members registered on the UAN portal may get their details available with EPFO by giving a missed call at 011-22901406 from their registered mobile number. If the UAN of the member is seeded with any one of the Bank A/c number, AADHAAR and PAN, the member will get details of last contribution and PF balance. To avail this facility, mobile number must be activated with UAN at Unified Portal. Giving missed call from registered mobile number at 011-22901406 automatically gets disconnected after two rings. This service is available free of cost to the member. Moreover, these services can be availed from non-smart phones also.</p>
<p>The information for availing missed call facility and SMS service for getting PF balance and last contribution is now available on UMANG app also.</p>
<p>Universal Account Number (UAN) activated members may know their latest PF contribution and balance available with EPFO by sending an SMS at 7738299899 from registered mobile number. The Member has to SMS &#8220;EPFOHO UAN&#8221; to 7738299899. The facility is available in 10 languages viz. English (default), Hindi, Punjabi, Gujarati, Marathi, Kannad, Telugu, Tamil, Malayalam and Bengali. For receiving SMS in any of the languages other than English, first three characters of the preferred language needs to be added after UAN. For example, to receive SMS in Telugu, then SMS to be send will be &#8220;EPFOHO UAN TEL&#8221; to 7738299899</p>
<p>SMS should be sent from the registered mobile number of UAN. In response, EPFO will send last PF contribution and balance details of the member alongwith available KYC information.</p>

<strong>New Facilities for UAN- Aadhar Linking Introduces By EPFO</strong></p>
<p>27 FEB 2018</p>
<p>Employees’ Provident Fund Organisation (EPFO) has introduced UAN-Aadhaar linking facility for the convenience of members using EPFO Link in UMANG Mobile App. This is in addition to the existing web facility already available at EPFO’s website www.epfindia.gov.in &gt;&gt; Online Services &gt;&gt; e-KYC Portal&gt;&gt; LINK UAN AADHAAR.</p>
<p>The facility on e-KYC Portal has further added a new feature to link UAN with Aadhaar online using biometric credentials. Using the aforesaid facilities, EPFO members can link their UAN with Aadhaar as under:</p>
<p>For using this facility with UMANG APP, Member will have to provide his/her UAN. An OTP will be sent to the UAN registered Mobile Number. After OTP Verification, member will have to provide Aadhaar details and gender information (where gender information is not available against UAN). Another OTP will be sent on Aadhaar Registered Mobile Number and/or email. After OTP verification, Aadhaar will be linked with UAN where UAN and Aadhaar details are matched.</p>
<p>For using this facility through E-KYC Portal, Member will have to provide his/her UAN. An OTP will be sent to the UAN registered Mobile Number. After OTP Verification, member will have to provide Aadhaar details, gender information (where gender information is not available against UAN) and select Aadhaar verification method (Using Mobile/email based OTP /using Biometrics). Another OTP will be sent on Aadhaar Registered Mobile Number and/or email or Biometric will be captured using Registered Biometric Device. After verification, Aadhaar will be linked with UAN where UAN and Aadhaar details are matched.</p>
<p>Moving towards Digital India, EPFO has also launched e-Nomination facility for filing nomination form by the member. This functionality is available at Member Interface of EPFO Unified Portal (https://unifiedportal-mem.epfindia.gov.in/memberinterface/). Any member having activated and Aadhaar seeded UAN, can avail this facility.</p>
<p>This functionality is independent from employer. After giving nomination details online, member has to digitally sign the nomination. Aadhaar based eSign is being used for digital signing of nomination form. Aadhaar based eSign is being provided to members free of cost by EPFO. Only member’s mobile number should be linked with Aadhaar. This functionality will also be made available on UMANG mobile app soon.</p>

										<content:encoded><![CDATA[<p><strong>219<sup>th</sup> Meeting of Central Board of EPFO Held </strong></p>
<p>The 219<sup>th</sup> meeting of the Central Board of Employees&#8217; Provident Fund Organisation (EPFO) held in New Delhi yesterday under the chairmanship of Union Minister of labour &amp; Employment Shri Santosh Kumar Gangwar.</p>
<p><strong>Following where are the key decisions of the Board:</strong></p>
<p>a) The Board took note of the 10 requests from ineligible establishments for waiver of damages during the period May 20, 2017 to September 30, 2017 which were earlier rejected by EPFO.</p>
<p>b) The Central Board started investing in Equity Exchange-Traded Funds (ETFs) from August 2015. The Accounting Policy for valuation and accounting of equity investments were prepared in consultancy with IIM Bangalore. The observations of the CAG were also incorporated in the accounting policy. The same was approved by the Central Board.</p>
<p>c) Present decentralized system of EPFO for making payment to its beneficiaries involves higher cost of transactions, delays in recredits in case of failed transaction and does not provide for AADHAAR enabled payments. Hence, EPFO proposed to move towards the Centralised Payment System using National Payments Corporation of India (NPCI) platform. The benefits of the proposed system are:</p>
<ul>
<li>Funds will be transferred on the same day to the beneficiaries through NPCI platform.</li>
<li>Office may reconcile the transaction status on T+0 basis. This will result in early recredit in the accounts of beneficiaries in the case of failed transactions.</li>
<li>Availability of the facility of AADHAAR enabled transfer of funds.</li>
<li>Transaction cost by way of bank charges will also come down.</li>
</ul>
<p>The Board gave in-principle approval for the same.</p>
<p>The Central Board also took note of the recent IT based initiatives of EPFO for better services to its stakeholders:-</p>
<p>(1) <span style="text-decoration: underline;"><strong>Online Adhaar Verified UAN allotment to any citizen at Unifed Portal:</strong> </span>Universal Account Number (UAN) is mandatory for filing the returns and depositing the contributions. However, the establishments face difficulties in seeding Aadhaar details of the employees. To obviate this difficulty, an open functionality has been introduced through which any citizen / present prospective employee can generate his/her UAN on the basis of Aadhaar and link his KYC details. The registration facility is available at Member Interface in the Unified Portal (https://unifiedportal-mem.epfindia.gov.in/memberinterface/). It being an online facility, there is no need to submit any physical documents.</p>
<p>(2) <span style="text-decoration: underline;"><strong>Introduction of Online request functionality to EPF Subscribers for correction in Name, DoB and Gender:</strong> </span></p>
<p>In line with the decision of Government for digital India, a functionality has been developed where member can give online request to his/her employer at Member Interface in the Unified Portal (https://unifiedportal-mem.epfindia.gov.in/memberinterface/) for correction in Name, DoB and Gender.</p>
<p>EPFO is committed to strengthen the e-governance system to bring more transparency and to provide better services to its stakeholders. EPFO has already launched a number of e-governance initiatives such as Electronic Challan-cum-Return, Member e-passbook, payment through National Electronic Fund Transfer, Online Registration of Establishments, Mobile governance, Online receipt of claims, Auto transfer of Accounts etc.</p>

<p style="text-align: center;"><strong>EPF &amp; MP Act, 1952 made applicable to all staff employed in ECHS on contractual basis</strong></p>
<p style="text-align: center;"><strong>A single page composite claim form in death cases replaces Form 20, form 5-IF and Form 10-D</strong></p>
<p>Noticing that many pensioners are yet to submit Aadhaar authenticated Jeevan Pramaan as life certificate for continuation of drawal of pension, the EPFO has further extended the last date of submission of Digital Life Certificate through Jeevan Pramaan Patra upto 31st March 2017. Earlier the last date was 28th February 2017.</p>
<p>Members and pensioners of the Employees Pension Scheme, 1995 are required to furnish Aadhaar number by 31st March 2017. In case a member has not been allotted Aadhaar Number, a copy of Aadhaar Enrolment ID slip is required to be attached for settlement of claim under EPS, 1995, namely for pension processing and monthly pension payments. Aadhaar number however is not required in case a member of pension scheme having less than 10 years of service chooses to withdraw by making an application in Form 10-C.</p>
<p>An Employee Enrolment Campaign-2017, started by EPFO on January 1st 2017 to cover left out workers, continues upto 31st March 2017. Under the scheme:</p>
<ul>
<li>The employee&#8217;s share of contributions if not deducted by the employer is waived.</li>
<li> Nominal damages to be paid by the employer, in respect of the employees for whom declaration has been made under this campaign, is at the rate of Rupee One per annum.</li>
<li>Administrative charges have been waived.</li>
</ul>
<p>Even though the EPF &amp; MP Act, 1952 does not differentiate between casual, contractual and regular employees, it was noted that a large number of contractual employees hired by principal employer including those by the government departments, PSU and autonomous Organizations have remained out of coverage under EPFO. It is the duty of the principal employer to ensure compliance of their outsourced / regular / contract / casual / daily wager to the schemes under EPF Act.<br />
To ensure coverage of workers, principal employers have been advised to ensure that their contractors are registered with EPFO before award of any contract or making any payments. EPFO provides relevant information in this regard to principal employers online.</p>
<p>A health care scheme called ECHS was formulated by Ministry of Defence for its ex-servicemen. The contractual workers of ECHS till now were deprived of the social security benefits under EPFO. The ECHS now has been brought under the ambit of the EPF Act. Ministry of Defence has issued necessary directions to the ECHS for enrolling their contractual staff. Similarly, all eligible workers engaged by contractors working with Military Engineering Services (MES) and Indian Railways have also being requested to ensure coverage of contractual employees under EPFO.</p>
<p>Towards continuous strive to bring increased conveniences and efficiency, a single page Composite Claim Form (Aadhar) replaces Forms No. 19 (UAN), 10C (UAN) &amp; 31(UAN) for subscribers seeding their Aadhar number with UAN. This can be submitted without the attestation of employers. For subscribers who are yet to seed Aadhaar and Bank details with their UAN, a new Composite Claim Form (Non-Aadhar) replaces the existing Forms No. 19, 10C &amp; 31.</p>
<p>In addition, a Composite Claim Form in death cases replaces the existing Forms No, 20, 5-IF and 10-D. The claimants can apply for claim of Provident Fund, Insurance Fund and monthly pension through this single page composite claim form in case of death of a member.</p>

<p>With an aim to provide withdrawal ease to its EPF subscribers, retirement fund body Employees&#8217; Provident Fund Organisation(EPFO) has started a simplified one page claim withdrawal form, The Hindustan Times reported.</p>
<p>Employees&#8217; Provident Fund (EPF) allows withdrawal if subscriber is unemployed for at least two months or partial withdrawals for events such as medical emergencies, children’s education or buying a house, cited report on Monday.</p>
<p>For EPF subscribers whose Universal Account Number (UAN) is linked to their Aadhaar and bank account number, they can approach the EPFO directly for claims, bypassing the employers, it said.</p>
<p>Earlier, EPF subscribers had to fill up form 19 for complete withdrawal, form 10C for pension fund scheme certificate to retain membership of Employees’ Pension Scheme or to claim withdrawals, and form 31 for partial withdrawals.</p>
<p>Now, with the EPFO&#8217;s introduction of the new form called the composite claim form all forms have been merged into one. It has launched two types of EPF withdrawal forms- Aadhaar and non-Aadhaar forms.</p>
<p>The Aadhaar-based composite form is meant for individuals who have activated their UAN and linked it with their Aadhaar and bank account number, and whose details are embedded in the UAN portal, the news report said.</p>
<p>According to the report, in case of full withdrawal from EPF accounts, subscribers are need to mention only their names, registered mobile number, UAN, Aadhaar number, date of joining and leaving the company.</p>
<p>Moreover, for partial withdrawals, there is no longer need of extra documents. Subscribers have to mark the purpose for which they need the money and how much. Sign the form, attach a cancelled cheque and then the subscribers can go ahead.</p>
<p>The non-Aadhaar form needs details of EPF subscribers such as date of birth, father&#8217;s name and bank account details. It has to be signed by subscribers and their employers.</p>
<p>The report citing the new form further stated that for partial withdrawals subscribers do not have to submit proof.</p>
<p>For instance, if partial withdrawal was for a wedding (of self or children), EPF subscriber had to give supporting documents such as the wedding invitation card. In the new form, subscriber&#8217;s signature is enough. But there is a disclaimer at the bottom which states that if the funds are used for any other purpose, the subscriber is liable to return the money with penal interest.</p>
<p>But if partial withdrawal is for a medical emergency, subscriber still need to submit proof like medical certificate and certificate by the employer that employees&#8217; state insurance (ESIC) facility is not available to the member, it added.</p>
<p>EPFO plans to launch an online facility from May this year for withdrawals, but this can only be used by individuals with Aadhaar and bank account-linked UAN, cited the report.</p>

<p>Of late, the Employees&#8217; Provident Fund Organisation (EPFO) has taken many steps to make provident fund (PF) accounts more user-friendly. Earlier this month, EPFO allowed its subscribers to file their PF withdrawal applications directly to the retirement fund body without employers&#8217; attestation.</p>
<p><em><strong>Here is a 10-Point Cheat-Sheet:</strong></em></p>
<blockquote><p>1) This facility is applicable for subscribers, if details such as Aadhaar, PAN and bank account are linked to their Universal Account Number (UAN) and their know-your-customer (KYC) verification done by their employers.</p>
<p>2) More than 2 crore subscribers whose KYC norms have been verified by the employers can avail this new withdrawal facility, EPFO said.</p>
<p>3) However, the earlier norm of a waiting period of two months after leaving the previous job still applies for withdrawal purpose.</p>
<p>4) The UAN facility was launched last year to facilitate PF transfers while subscribers change jobs. And all active subscribers have been allotted a number.</p>
<p>5) The easier withdrawal facility will help subscribers who find it difficult to contact their previous employers, financial planners say.</p>
<p>6) Under the earlier process, after leaving a job, employees were supposed to get their withdrawal forms attested through their employers for identification of their details.</p>
<p>7) Withdrawal claims, however, have to be manually submitted by subscribers directly to the provident fund office.</p>
<p>8) Subscribers filing their claims directly without employers&#8217; attestation would have to use new forms that have been simplified for the new process.</p>
<p>9) Subscribers who wish to take an advance from PF account can make partial withdrawal through the submission of Form-31. EPFO allows subscribers to take an advance in certain situations like house construction, repayment of housing loan and education of children and illness.</p>
<p>10) Eventually, the EFPO plans to make the withdrawal process online to make it more subscriber-friendly. The retirement fund body plans to launch the online withdrawal facility this fiscal. (With Agency Inputs)</p></blockquote>

No.428) and Circular No CIII/110001/4/3(71)Misc/2013/DL/34862 dated 22.01.2015 CPFC has also sent e-mails on the subject. The issue has also been discussed in various meetings held at Zone level and attire Head Office level and instructions have also been given vide those minutes.</p>

<p>2. A latest letter from the Secretary, Ministry of Labour &amp; Employment addressed to the CPFC is enclosed. It emphasize on the coverage of all the Building &amp; Other Constructions Workers to ensure that this coverage is complete. The following should be done immediately.</p>

<blockquote class="tr_bq"><p>(i) Meetings should be held with Central Public Sector Undertakings which are functioning under your area in one or other way to ensure that all workers employed in the construction work are registered under UAN. Minutes of the meeting should be uploaded on the website and should be sent on email of CPFC as well as on the email of ACC(Compliance)</p></blockquote>

<p>(ii) Meeting should be held with State PSUs and State Department so ensure that all coverage of through construction workers takes place in respect of the workers working in these PSUs or departments including those deployed through contractors / sub-contractors. Minutes of these meetings be uploaded on the website and should be sent on email of CPFC as well as on the email of ACC(Compliance).</p>

<p>(iii) Meetings with all the Trade Unions representatives should be held to deliberate on the issues of coverage of construction workers and action should be taken as per law on the suggestions made by the union representatives. The minutes of the meetings and action taken report be uploaded on the website and should be sent on email of CPFC as well as on the email of ACC(Compliance).</p>

<p>(iv) All construction sites which are located in your regions/sub- regions be visited. Photographs be taken, especially when the work is going on. This must be done in respect of the buildings where the area being constructed is 10,000 sq.ft. or more and in respect of other construction works also such as road, railways, laying pipe-lines, bridges etc;. A library of such photographs should be maintained invariably and EPFO Head Office will come up with a website for keeping track of these photographs. Therse photographs are not for the sake of photographs but for coverage of all workers which are working on these sites.</p>

<p>(v) You were directed through an earlier circular that you should guide all the employers having more than 500 or more workers which are engaging staff on outsourcing basis. The meetings of such employers having more than 500 employees in your zone should also be held and minutes of such meetings be uploaded on the website.</p>

<p>3. Principal employers be made liable to ensure compliance in respect of construction / other contractual workers deployed by them through contractors / sub contractors. It may also be impressed upon the principal employer that merely giving code numbers of contractors will not be suffice. To ensure compliance of construction workers engaged through contractors / sub contractors, they should not only ensure separate ECRs containing PF account numbers of their workers burt also copies of wages salary register and attendance register. Remittances of PF and ECRs should be verified by Principal employers from EPFO&#8217;s website before releasing the bills to avoid manipulations / misappropriation of PF dues b&#8217;y their contractors / sub contractors.</p>

<p>4. Principal employers should also be advised to mention PF account number and UAN number on I-card of each worker. UAN numbers of all workers be got activated so that the workers can get their E-pass books and even know about deposit of PF by contractors lat month alongwith PF balance just by giving a missed call from registered mobile.</p>

<p>5. For the purpose of aforesaid inspections standing permission is granted and matter should not be referred to seek permission from CAIU at Head Office.</p>

<p>6. Action on these above points should be taken and a monthly report should be sent as to how much coverage of employees increased in your area. It needs to be ensured that such workers get the UAN so that he is entitled for portability benefits. Monthly report be submitted by 15th of the following month in enclosed performa by e-mail in excel format</p>

										<content:encoded><![CDATA[<p><b>EPFO Celebrates Digital India Week: Unveils New Website</b></p>
<p><i><b>EPFO Emerging as Centre for Excellence in Governance &#8211; Shri Shankar Aggarwal</b></i></p>
<p>The Employees’ Provident Fund Organisation (EPFO) is on way  of becoming a centre for excellence in governance. This was stated by Shri Shankar Aggarwal, Secretary, Labour &amp; Employment here today while inaugurating EPFO’s new revamped website as a part of ‘<b>Digital India Week</b>’. Shri Aggarwal reiterated various initiatives taken by EPFO in the recent past to bring about a transformative effect on the benefit delivery mechanisms by adopting IT enabled tools and techniques. He further said that EPFO will become truly paperless and extremely subscriber/citizen friendly in the days to come.</p>
<p>On the occasion, a booklet detailing the various digital initiatives taken by EPFO in the recent past was also released. In the recent past, EPFO had taken giant strides in improving its benefit delivery methods and mechanisms. Leveraging Information technology, a host of measures were introduced for greater customer satisfaction:</p>
<p><b>Universal Account Number (UAN)</b> – The launch of UAN has enabled PF members to access a bouquet of services like dynamically updated UAN card, updated PF passbook including all transfer-in details, facility to link previous members’ ID with present ID, monthly SMS regarding credit of contribution in PF account and facility for auto-triggering transfer request on change of employment.  Already, more than 4.64 crore UAN have been allotted and 58 lakh EPF members have activated their UAN. During the UAN campaign, approximately2.42 crore bank account details, 99 lakh PAN details and 58 lakh Aadhar / NPR numbers of PF members were captured by EPFO.</p>
<p>With the launch of <b>Inoperative Account Helpdesk</b> on the EPFO website, tracing out old or dormant Inoperative Account of PF members has become easy.  Already, more than 42,500 cases registered with the helpdesk have been disposed.</p>
<p>With the introduction of <b>centralized software for generation of certification of coverage</b> <b>(CoC)</b> for international workers, it has been possible to issue more than 63,000 certificates of coverage to members migrating for employment to countries having social security agreement with India.</p>
<p><b>Online Transfer Claim Portal(OTCP)</b> has made transfer of PF accumulations from one account to another quick and online. Members can file their requests online and there is zero paper movement between the concerned offices of the organisation. More than 5.71 lakh claims have been handled through this facility.</p>
<p><b>Electronic return for exempted establishment</b> has made the process of submitting the monthly return by exempted establishments easier and hassle free. 1,600 exempted establishments have made use of this facility.</p>
<p><b>Centralized Monitoring of Compliance related functions</b> has enabled online monitoring by field offices and Head Office. It provides data on defaults by establishments covered under the Act and enables the Organisation to track the status of assessments including levy of damages and also status of recovery and legal cases.</p>
<p><b>Online Registration of Establishments (OLRE)</b> has made registration of establishment with EPFO web based.  PF code allotment letter is also made available online and more than 53,000 employers have benefited since the introduction of this facility in June, 2014.</p>
<p>Mobile platform based <b>Short Code SMS Service</b> was also launched which could be accessed by PF members who have activated their UAN.  Using this service, member can send SMS to a specific number i.e 7738299899. The format of the SMS is EPFOHO UAN followed by first three characters of the preferred language.</p>
<p><b>SMS alerts</b> are sent to members   for remittance, withdrawals, interest credit etc.Also, SMS is sent to employers for non deposit of dues.</p>
<p><b>Central MIS portal</b> has introduced a system of Dashboards which ensures uniformity and consistency in data and results in greater efficiency in monitoring.</p>
<p><b>Auto-updation of members’ accounts</b> has enabled the organization to update more than 14.5 crore accounts for the year 2014-15 in the beginning of the financial year itself.</p>
<p>In addition to the above, EPFO has lined up a slew of digital initiatives for the future like introduction of centralized pension system, integration with external entities such as UIDAI, steps to ensure direct extension of services to members, initiation of Big Data analytics and progressive introduction of service delivery measures through hand held devices.</p>
