Dated: 12th February, 2014</p>
<p>As per the report received at the Central Head Quarters of the Confederation, near about 13 lakhs Central Government Employees have commenced the two day strike from Midnight of 11th Feb. 2014. For 48 hours. The Strike action will continue upto the midnight of 13th Feb. 2014.  The functioning of the Government in the Postal, Income tax, Civil Accounts, Ground water Board, Botanical Survey of India, and many other organisations have been totally paralysed as in these departments, the offices could not even be opened .</p>
<p>In all other Departments of the Government of India viz. the Printing and Stationery, Indian Audit and Accounts Department, Atomic Energy Commission offices, Custom &amp; Central Excise, Defence Accounts, Indian Bureau of Mines, Geological Survey of India, other Survey of India organisations and offices, Census, the work has been paralysed.</p>
<p>The strike action became necessary due to the refusal of the Government to finalise the terms of reference of the proposed 7th CPC, grant interim relief and merger of DA with pay, inclusion  of Gramin Dak Sewaks within the purview  of the  Pay Commission and scrapping of NPS  and the settlement of the 15 point charter of demands,  The employees are agitated over the action of the Government in getting the PFRDA enacted in the Parliament  with the support of the BJP which contains the provision to bring in the existing employees and pensioners  also within its ambit.</p>
<p>During the last 5 years, Government had been outsourcing various functions to Contractors with the result presently about one third of the workforce of the Government of India is contract labours getting only a pittance of salary.  Lakhs of posts in various Departments of the Government are presently vacant due to the ban on recruitment aggravating the unemployment situation in the country.</p>
<p>The Government has virtually closed down all channels of discussions with the employees by not convening the meetings of the JCM both at the National and Departmental levels.  There had been no avenue for the employees to air their grievances and seek redressal.  Even the awards of the Board of Arbitration which were in favour of employees were allowed to pend implementation for 15 years and are now being brought before the Parliament for rejection invoking the sovereign authority of the legislature.</p>
<p>The incessant rise in the prices of essential commodities has eroded the value of wages fixed in 2006 phenomenally.  The price rise over the years between 2006 and 2014 is estimated to be three times, whereas the DA compensation presently is only 90%.  It has become difficult for the employees especially at the lower levels to meet even the basic requirements of a family life.  The agonising situation arising from the apathy of the Government has given rise to anger and desperation, which has been reflected in their total participation in the strike action.</p>
<p>The reports received from the States indicate  that   the strike was total in Kerala, West Bengal, Assam, Tripura,  Orissa, Andhra Pradesh, Tamilnadu,  Chhattisgarh, Jharkhand, ’Madhya Pradesh, Maharashtra, J&amp;K, HP, Rajasthan, U.P. and more than 90% in the rest of the States.</p>
<p>The National Secretariat of the Confederation is scheduled to meet on 18th Feb. to review and assess the response of the Government.  If the Government continues with its nugatory attitude, the Secretariat will be left with no other alternative but to call upon the employees to go for indefinite strike action before the general election is announced.</p>

										<content:encoded><![CDATA[<p>SUCCESS OF TWO-DAYS STRIKE BY CENTRAL GOVERNMENT EMPLOYEES ALONGWITH WORKING CLASS OF INDIA.</p>
<div><strong>PRESS STATEMENT</strong></div>
<p>About 8 lakhs Central Government employees took part in the 48 hour (two day) general strike yesterday and today organised by the Indian working class as per the call of the Joint platform of 11 Central Trade Unions of the country. Besides 5 lakh Defence Civilian employees are also reported to have participated in this historic action.</p>
<p>The Strike was total and cent per cent in Income tax and Postal departments. The participation ranged from 60 to 90% in other Government of India organisations except in the Central Secretariat. As per the report, the strike was total in Assam, Tripura, West Bengal, Orissa, Bihar Andhra Pradesh, Tamilnadu, Kerala, Chhattisgarh and 60 to 70% in Rajasthan, Gujarat, Madhya Pradesh, Punjab, Haryana and partial in other States.</p>
<p>In Delhi, the Income tax and RMS offices of the Postal Department virtually remained closed. Not a single employee reported for duty in these offices. Many offices of the Civil Accounts and Post offices in Delhi also did not function on these two days.</p>
<p>Many establishments of Printing and Stationery, Indian Bureau of Mines, Geological Survey of India, Medical Depots, Customs, Ground Water Board, ISRO, Directorate of Marketing Inspection, Civil Accounts, Central Public Works Department remained closed throughout the country on both the days.</p>
<p>The National Secretariat of the Confederation places on record its sincere gratitude and appreciation of the efforts undertaken by the State/Branch level leaders to make this historic action of the Indian working class a resounding success by eliciting the total participation of the Central Government employees. The success of the two days strike action will no doubt embolden the employees and workers to chalk out intensified action programme including indefinite strike action to compel the Govt. to rescind the anti-people economic policies pursued since 1991.</p>

<p><strong>PART – I</strong></p>
<ol>
<li>Take concrete measures to contain Price rise.</li>
<li>Take concrete measures for linkage of employment protection with the concession / incentive package offered to the entrepreneurs.</li>
<li>Ensure strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.</li>
<li>Universal social security cover for the unorganised sector workers without any restriction and creation of a National Social Security Fund with adequate resources in line with the recommendation of NCEUS and Parliamentary Standing Committee on Labour.</li>
<li> Stoppage of disinvestment in Central and State PSUs.</li>
<li> No Contractorisation of work permanent/perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the industry / establishment.</li>
<li>Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs.10,000/-.</li>
<li>Remove all ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.</li>
<li>Assured statutory Pension for all.</li>
<li>Ensure Compulsory registration of trade unions within a  period of 45 days and immediate ratification of the ILO Conventions Nos.87 and 98.</li>
</ol>
<p>&nbsp;</p>
<p style="text-align: center;"><strong>PART – II</strong></p>
<ol>
<li>Revise the wages of the Central Government employees including Gramin Dak Sewaks with effect from 1.1.2011 and every five years thereafter by setting up the 7th CPC.</li>
<li>Merge DA with Pay for all purposes with effect from 1.1.2011 including for Gramin Dak Sweaks.</li>
<li> Remove restriction imposed on compassionate appointments and the discrimination on such appointments between the Railway workers and other Central Government Employees.</li>
<li>[a] Departmentalise all Gramin Dak Sweaks and grant them all benefits of regular employees; End Bonus discrimination and enhance bonus ceiling to 3500/-; Withdraw open market recruitment in Postman / MTS cadre; Revise cash handling norms; Grant full protection of TRCA; Grant Time Bound Promotion and Medical Reimbursement facility etc.</li>
</ol>
<p><strong>[b] Regularise the daily rated, contingent, casual workers and introduce a permanent scheme for periodical regularization. Pending regularization, provide them with pro-rata salary at 6th CPC rates.</strong></p>
<ol>
<li>(a) Revive the functioning of the JCM. Convene the meeting of the Departmental Councils in all Ministries/Departments. Settle the anomalies raised in the National Anomaly Committee as also in the Departmental Anomaly Committees. Hold National Council meetings as specified in the JCM constitution. (b) Remove the anomalies in the MACP Scheme.(c) Grant recognition to all Associations/Federations, which have complied with the formalities and conditions stipulated in the CCS(RSA) Rules.</li>
<li>Fill up all vacant posts and creates posts n functional requirements.</li>
<li>Stop downsizing outsourcing, contractorization, corporatization and privatization of Government functions.</li>
<li> Stop Price rise; Strengthen the PDS.</li>
<li> (a) Stop the proposal to introduce the productivity linked wage system; (b) discard the performance related pay structure;<br />
(c) introduce PLB in all Departments;<br />
(d) remove the ceiling on emoluments for bonus computation.</li>
<li>Revise the OTA, Night duty allowance and clothing rates.</li>
<li>Implement all arbitration awards.</li>
<li>Make the right to strike a legal and fundamental right of the Government employees on par with the other section of the working class.</li>
<li> Grant Five promotions to all employees as is provided for in the case of Group-A services.</li>
<li> (a) Withdraw the PFRDA Bill.<br />
(b) Rescind the decision to allow FDI in pension sector;<br />
(c) Scrap the new contributory pension scheme<br />
(d) Extend the existing statutory defined pension scheme to all Central Government employees irrespective of their date of entry in Government service.</li>
<li>Vacate all Trade Union victimisation, and more specifically in the Indian Audit and Accounts Department.</li>
</ol>
