UPGRADATION OF CLASS OF TRAVEL IN RESPECT OF CANDIDATES APPEARING FOR SSB INTERVIEW AND / OR MEDICAL EXAMINATION AND CANDIDATES SELECTED FOR PRECOMMISSIONING TRAINING

Sir,

1. I am directed to convey the sanction of the Competent Authority to amend the following provisions as contained in the Travel Regulations – 2014:-

FOR

192 (3)(a)(i)(a) Civilian candidates called up for interview and / or medical test will be entitled to the following allowances within Indian limits:
(a) One second class single fare for a journey performed by rail or road mileage at the rate laid down in Rule 61 at par with individual drawing grade pay of, Rs 2400/- to Rs 2800/- for journeys performed by road from the normal place of residence to place of interview and / or medical examination and return where Government transport is not provided. Where considered necessary or advisable, – the authority calling up a candidate for interview may issue railway warrant by second class for the journey to be undertaken by the candidate. Such railway te warrants will be issued by the shortest route. No cash TA will be paid in addition.

192(3)(b) Candidates selected to join the National Defence Academy, Khadakvasla, OTA, Chennai / Gaya, IMA, Dehradun and Naval Academy, Kochi will be provided with conveyance as under:

(i) Civilian candidates will be issued with second class warrants, but if this is not possible for want of time, they will travel in second class at their own expense and Claim second class fare on arrival at the destination.

192(4) TA to the extent laid down in clause (3) of this rule will be admissible to the following when called for interview / medical examination:-

(a) Engineering graduates and graduates in agriculture called for permanent / regular commission by Service Selection Board.
(b) Medical graduates for regular commission in AMC.
(c) Dental graduates for regular commission in Army Dental Corps.
(d) Veterinary graduates for permanent / regular commission in RVC.
(e) Cadets of Senior Division of Army Wing of NCC for grant of regular commission in the Army.
(f) Special entry cadets of the Indian Navy, cadets of Senior Division Naval Wing NCC and Dufferin cadets.
(g) Civilian candidates called up for recruitment in the Education Branch of Indian Navy.
(h) Candidates called for interview by Air Force Selection Board.
(j) Candidates for the regular commission in the Military Nursing Services.

192-A The ex-JCOs and their equivalents in the Navy and Air Force when called for interview by Deputy Director General, Defence Security Corps for selection as JCOs in Defence Security Corps will be entitled to:

(a) Free return second class railway warrants within Indian limits.

193 Conveyance to Recruits, Combatants and Non-Combatants (enrolled)

(d) Candidates when called up for interview and medical examination for recruitment as Airman will be entitled to the following TA:

(i) Rail fare by second class from place of residence in India to the place of interview and back. If the placed are not connected by rail, actual bus fare will be admissible.

194 Travelling Allowance to individuals accepted as a candidate for direct commission in the rank of JCO

An individual accepted as a candidate for direct commission in the rank of JCO and ordered to join with a view to his nomination for a direct commission in entitled to 2nd class rail fare from home to the station where the unit is located. Road Mileage. Allowance at prescribed rate is admissible in respect of journeys by road if the placed are not connected by rail.

196 Conveyance to Ordnance Factories Personnel when called for interview / selection
Personnel of the Ordnance Factories, when permitted compete with outsiders for appointments in any posts in the ordinance factories and called for interview by a Selection Committee, will be granted 2nd Class rail fare.

197 Conveyance to Personnel for Scientific / Technical posts in Defence Production / Inspection and R&D Organisation

Candidates called for interview in connection with appointment to Scientific / Technical posts | Establishments / Laboratories under the Defence Producation / Inspection Organisation, Research and Development Organization / Director General of Ordnance factory Organization, will be granted 2nd class railway fare from their normal place of residence to the place of interview and back When return tickets at concessional fare are available under the Railway Rules in force at the time of travel, reimbursement will be restricted to the actual cost of return ticket.

198 Travelling Allowance to Scheduled Castes / Tribes / Disabled Ex-Service Personnel when called up for Interview / Written test for group ‘C’ post

(i) Scheduled Castes / Tribes candidates and disabled ex-Servicemen when called for interview / written tests for appointment to Group ‘C’ advertised posts, recruitment to which is made departmentally i.e. otherwise than through the UPSC., either direct or through employment exchange the recruiting authority may allow such candidates 2nd class rail fares by the shortest route from the Railway Station nearest to their normal place of residence, or from which they normally perform the journey whichever is nearer to the place of interview and back to the same station provides the distance travelled by rail each way exceeds eighty kilometers. No extra charges, if any incurred for reserving seat / sleeping berth in the train will however, be reimbursed to the candidates.

Such railway warrants will be issued by the shortest route. No cash TA will be paid in addition.

PAYMENT OF TRAVELLING ALLOWANCE TO THE OFFICIALS DEPLOYED FOR BYE-ELECTION TO ASSEMBLY CONSTITUENCY NO.39 (RAJINDER NAGAR)

1. References:-

(a) Govt of NCT of Delhi/ Finance Department (Policy Division) Office Memorandum No.F.20/19/ 2013/AC/1908 -1911 dated 07 Jun 2022.

(b) Ministry of Defence/ D(Est.I) ID Note No.A-438014/01/2022-D (Est.I/Gp.I)) dated 28 Jul 2022.

2. Officials who were deployed for Election Duty in connection with Election to the Bye-election to Assembly Constituency No.39 (Rajinder Nagar) held on 23 Jun 2022 are entitled for reimbursement of expenses incurred by them under the TA Rules for hiring conveyance, if no conveyance facility was provided to them.

3. The officials deployed for the Election related duties may furnish their claim in the specific prescribed proforma and forward the same to the concerned administrative section in triplicate latest by 10 Nov 2022 alongwith photocopies of cheque leaf, appointment orders and other supporting documents issued by concerned election authorities.

4. The claims for long term election duty like Sector Officer etc will be verified by the concerned RO/AROs and for short term duty i.e. for trainings and one day election duty TA claim bills of the officials will be verified by the AOs of concerned administrative section and duly countersigned by the SAO/ Mov.

5. The entitlement of conveyance is as given below:

* In case of journey by bus, actual fare is to be claimed.

6. The reimbursement shall, however, be restricted to the concerned officials as per TA Rules applicable.

7.  All Coord Sections are requested to widely circulate the above instructions to all sections under their control for information of the employees concerned.

Time-limit for claiming TA on retirement: The time limit for submission of claims for TA on Retirement has been increased from 60 days to 180 days (six months) after the travel is completed.

Subject: Time-limit for submission of claims for Travelling Allowance (TA) on Retirement – regarding.

The undersigned is directed to refer to this Department’s OM No. 19030/1/2017-E.IV dated 13.03.2018 wherein the time limit for submission of claims for TA on Tour/ Transfer/ Training/ Journey on Retirement was changed from one year to sixty days, succeeding the date of completion of the journey.

2. several references have been received in this Department regarding extension of time-limit for submission of TA claims in r/o journeys performed by retired employees and their families for going to Home town/place of settlement after retirement as difficulties are being faced by the retired Govt. officials while claiming reimbursement of TA on retirement within a period of sixty days of completion of their journey.
3. The matter has been considered in this Department and in partial modification of this Department’s OM of even number dated 13.03.2018, it has been decided that the time-limit for submission of claims for TA on Retirement is modified from 60 days to 180 days (six months), succeeding the date of completion of the journey.
4. The time limit for submission of TA claim on tour, transfer and training will remain 60 days.
5. These orders will be effective from the date of issue of the order. However, the claims not settled due to time limit of 60 days in terms of the O.M. dated 13.03.2018 on the subject, may be re-considered by the concerned Ministry/ Department.
6. In their application to the persons belonging to Indian Audit and Accounts Department, these orders are issued under Article 148(5) of the Constitution and after consultation with the Comptroller & Auditor General of India.
7. This is issued with the approval of Finance Secretary & Secretary (Expenditure).

FOREWORD

Department of Pension and Pensioners Welfare has been leveraging technology year after year, to make the system seamless and more and more convenient for the elderly Pensioners, while taking other steps for bringing about changes in pension policy towards providing a life of dignity for them and their dependents. Some of the major initiatives/support measures taken in this regard include providing Doorstep Service for submission of Digital Life Certificate through Postal Department besides the facility to submit life certificate online through Jeevan Pramaan Portal. This is considered to be a step towards making the Pensioners “Atamnirbhar” as the DLC can now be given from the comfort of one’s home also.

Over the past few years, this Department has also taken a number of decisions to liberalize and simplify the rules and procedures to make the life of our honored pensioners and their dependents simpler and dignified. Rules have been relaxed for divorced daughters to receive Family Pension and now a daughter is entitled to receive the Family Pension even if the divorce has not finally taken place but the divorce petition had been filed by her during the lifetime of her deceased parent employee/ pensioner. Earlier Rule provided for payment of Family Pension to a divorced daughter only if the divorce had taken place during the lifetime of deceased parent pensioner or his spouse. The new Rule not only brings ease to the life of pension receiving individuals but also ensures respectable and equitable rights for the divorced daughters in society. Rule 64 of CCS (Pension) Rules, 1972, was relaxed in order to ensure immediate provisional sanction of pensionary benefits amid the unprecedented situation of COVID-19, wherever an employee is likely to retire before finalization of his dues or is unable to submit the pension claim form. . The Government has very recently made amendment of income criteria for grant of family pension to children/siblings suffering from a mental or physical disability.

While the DOPPW has been striving to bring about, from time to time, necessary changes, it is all the more important to keep the pensioners aware of various developments in the pension administration system. Keeping this in view the Department has now decided to bring about Booklet titled “Know Your Retirement Benefits”, which I am sure, will be helpful in creating awareness amongst pensioners. It will also serve as a guide for officers and dealing staff dealing with pension-related matters in Ministries/ Department/ Organisation.

I am happy and proud to release this Booklet of Department of Pension and Pensioners Welfare which will be a help in determining the retirement benefits entitlements of Pensioners and their dependents.

As per the direction contained in CGDA’s letter no. AT/ Army/ Pay Civ/ IT/ PC. dt. 14/10/2019 & 20/11/2019 and instructions of the Competent Authority, Payment on account of TA/ DA/ LTC Claims in respect of units falling under audit jurisdiction of PCDA(CC) Lucknow are required to be processed through DBT(Direct Bank Transfer) instead of UPFA (Unit Public Fund Account) hence the amount will be credited directly in the Bank Account of the claimant/ individual.

Therefore all the Officer Incharges of respective units are requested to enclose the verified accounts details of the individuals while forwarding their claims to this office.

Claims received after 07.12.2020 without the verified details of individual’s account shall not be entertained by this office.

This is for your information and necessary action.

Sub: Measures to reduce cost and improve savings – Review of cost of Over Time Allowance (OTA) and Travelling Allowance (TA).

Ref: Railway Board’s letter No. 2015-B-235 dated 19.06.2020.

With the outbreak of COVID-19 pandemic, the budgeted earning target of the current year i.e. 2019-20 has been adversely affected. In view of this, the above referred instructions have been issued by the Board to adopt various economy, austerity and cost control measures so that liabilities are met within available funds.

2. Payment of OTA to Railway Servants governed by Para 10 of the Railway Servants (Hours of Work & Period of Rest) Rules, 2005 and Travelling Allowance is one of the steps to control expenditure and thus, a decision has been taken in a Board meeting held on 29.6.2020 that the cases of OTA and TA should be critically reviewed by the General Managers and a ceiling of 50% be imposed on payment of OTA and TA. A copy of Item No. 4 of the Minutes of the Board Meeting held on 29.06.2020 to discuss “Measures to reduce cost and improve saving” is enclosed for ready reference.

3. It may also be kept in mind that deferment of bills/payment is not expenditure control and maximum utilization of existing manpower within the stipulated working hours should be ensured.

4. It has been desired by the Board that the cases of payment of OTA and TA should be monitored closely by PCPOs and PFAs of the Zonal Railways.

Item No. 4 of the Minutes of the Board Meeting held on 29.06.2020 to discuss “Measures to reduce cost and improve saving”:

“Item No. 4: Impose 50% Ceiling on Over Time (Rs. 1300 Cr) and Travelling Allowance (Rs. 2300). There are other allowances which need to be reviewed by Zonal Railways and controlled. Broadly, such semi-variable allowances would be in the range of Rs. 13000 Cr. per annum.

Board’s decision: GMs to critically review and impose 50% Ceiling on booking of Over Time and Travelling Allowance.”

Due to the COVID-19 situation , the government of Tamil Nadu has taken various measures to reduce cost expenditure, TN Government has released the office memorandum vide G.O. No.249 of 21 May 2020 to restrict travel allowance and daily allowance.

The following measures shall take effect, as provided for in the Government Order, from the date of issue of orders until further orders:

Authorization for official travel should be provided judiciously and restricted to official specifications which are completely necessary. Daily review meetings can be held in a safe environment by video conferencing and tele-conferencing.

Foreign travel at Government cost is not permitted.

For officials, air travel within the State is not allowed unless the cost of the air fare is less than or equal to the cost of the eligible train fare.

Air travel outside the State is also restricted and the resident Commissioners of Tamil Nadu House in New Delhi are to attend meetings of the Government of India in New Delhi wherever possible.

Officials of any pay grade are not permitted to fly by air in Executive Class.

Daily allowance permissible rates shall be reduced by 25%. For all categories of officials / non-officials, only 75 percent of the eligible amount will be allowed to be drawn subject to rounding off to next 10 rupees. This will come into effect after the date of issue of this order for the journeys done.

General transfers are to be kept on hold for the duration 2020-21 to reduce moving travel expenditure. Only transfers by an authority higher than the authority normally empowered to transfer and mutual request transfers will be permitted on its own for administrative reasons.

Dear sir,

Sub: Salary and Travelling Allowance to retired Railway Staff re-engaged in Railways – reg.

vide Railway Board’s instructions under letter No.E(NG)II/2007/RC-4/CORE/I dated 16/10/2017 [Item (vii) of para 2], it has been stipulated that the monthly remuneration of a retired employee being re-engaged be determined by reducing pension from his/her last pay drawn (i.e Basic Pay + DA). also vide Board’s letter dated 12/12/2017, the maximum age limit for re-engagement of retired hands has been enhanced to 65 years from 62 years.

Federation received grievances from the re-engaged retired hands with regard to non-payment of their legitimate dues as mentioned below:-

The re-engaged retired employees, when they work on continuous duty roster under HOER, they are denied payment of salary for performing extra hours of work beyond duty roster hours (i.e. 12 hours duty against duty hours of 8 hours).

When the retired employee is sent out of his headquarter station for performing duties at out station, he is denied payment of TA (daily allowance) on the plea that the Railway Board has not given any direction for payment of T.A., in such eventualities while payment of remuneration only is allowed as per Railway Board’s letter dated 16/10/2017.

perusal of above two points reveal that even the re-engaged retired hands, like other Railway staff, are required to be governed by the provision of HOER and when they are made to perform 12 hours duty against the rostered 8 hours, they should be paid additional wages as Over Time Allowance Similar;y, when these retired staff are sent out of their headquarters for performing duties, they should be paid Travelling Allowance (Daily Allowance) similar to the serving staff based on the rate of last basic pay drawn.

NFIR, therefore, requests the Railway Board to consider the above valid points and issue instructions to the zonal Railway etc., for payment of Over Time Allowance and the Travelling Allowance (daily allowance) to the retired re-engaged staff similar to serving staff.

A copy of the instructions issued may be endorsed to the Federation.

Sub: Time-limit for submission of claims for Travelling Allowances – regarding.

Consequent upon the issuance of General Financial Rule (GFR)-2017, vide Rule 290 of GFR-2017, time-limit for submission of claim for Travelling Allowance (TA) has been changed from one year to sixty days succeeding the date of completion of the journey. Accordingly, in supersession of this Department’s O.M. No.F.5(16)-E.IV(B)/67 dated 13.06.1967 & OM No.19038/1/75-E.IV (B) dated 18.02.1976, it has been decided with the approval of competent Authority that the claim of a Govt. servant to Travelling Allowance/Daily Allowance on Tour/Transfer/Training/Journey on Retirement, is forfeited or deemed to have been relinquished if the claim for it is not preferred within sixty days succeeding the date of completion of the journey.

2. In respect of claim for Travelling Allowance for journey performed separately by the officer and members of his family, the dates should be reckoned separately for each journey and the claim shall be submitted within sixty days succeeding the date of completion of each individual journey. Similarly, TA claims in r/o transportation of personal effects and conveyance shall be submitted within sixty days succeeding the date on which these are actually delivered to the Govt. servant at the new station.

3. The date of submission of the claims shall be determined as indicated below :-

4. In the case of claims falling under category 3(ii), which are presented to the Treasury after a period of sixty days succeeding the date of completion of journey, the date of submission of the claim

will be counted from the date when it was submitted by the Govt. servant to the Head of office/Controlling Officer within prescribed time-limit of sixty days.

5. A claim for Travelling Allowance of a Govt, servant which has been allowed to remain in abeyance for a period exceeding one year should be investigated by the Head of the Department concerned, If the Head of Department is satisfied about the genuineness of the claim on the basis of the supportive documents and there are valid reasons for the delay in preferring the claims, the claims should be paid by the Drawing and Disbursing Officer or Accounts Officer, as the case may be, after usual checks.

6. These orders are not applicable in r/o Leave Travel Concession (LTC) claims which are governed by separate set of rules of DoPT.

7. These orders shall be effective from the date of issue of this O.M.

8. In so far as the persons serving in the Indian Audit & Accounts Department are concerned, this order issues in consultation with the Comptroller & Auditor General of India.
