<h3 class="wp-block-heading">Subject: Admissibility to travel by Vande Bharat Express and Humsafar Express&nbsp;Trains on Official Tour.</h3>



<p>The undersigned is directed to refer to this Department’s OM No. 19030/1/2017-E.IV dated 13.07.2017 wherein travel entitlements for journey on Tour/ Training/ Transfer/ Retirement have been prescribed.</p>



<p>2. The matter regarding admissibility of travel by Vande Bharat Express and Humsafar Express Trains on official Tour has been considered in this Department. It has been decided to allow Central Govt. employees to travel by Vande Bharat Express and Humsafar Express Trains for journey on Tour/ Training/ Transfer/ Retirement, in addition to the Trains as mentioned in para 2 A (ii) of this Department’s OM of even number dated 13.07.2017 &amp; OM dated 12.09.2022. Travel entitlement in Vande Bharat Express and Humsafar Express Trains would be same as that of Shatabdi Trains and Rajdhani Trains respectively as mentioned in para 2 A (ii) of this Department’s OM of even number dated 13.07.2017.</p>



<p>3. In so far as the persons serving in the Indian Audit &amp; Accounts Department&nbsp;are concerned, these orders are issued in consultation with the Comptroller &amp; Auditor&nbsp;General of India, as mandated under Article 148(5) of the Constitution of India.</p>



<p>4.This is issued with the approval of Finance Secretary &amp; Secretary (Expenditure).</p>

<p><strong>Subject: Online submission of final Travel Claims for Audit under Defence Travel System &#8211; Roll-out of Phase IV for Army (Officers) &#8211; reg.</strong></p>



<p>As part of the Department’s initiatives towards automation of processes under the Digital India programme of the Government of India, the Controller General of Defence Accounts inaugurated the roll-out of Defence Travel System, Phase IV for the Defence Accounts Department on 09.05.2022. In furtherance thereof, the project is scheduled to be launched on 21.06.2022, to cover digital submission and audit of Travel Claims of Army (Officers).</p>



<p>2. As desired by the CGDA, the roll-out has been scheduled at 1130 Hrs on 21.06.2022. The programme is proposed to be held at Kautilya Conference Hall, DAD Headquarters, Delhi Cantt. The programme is also planned to be made accessible through video conference. Senior Army Officers, designated Pr CsDA posted in New Delhi and Pr CDA(O), Pune, are requested to physically participate in the programme.</p>



<p>3. All other Pr CsDA/ CsDA, are requested to attend the programme, through video conference facility. The necessary link shall be made available on the official email ID of the Offices of the respective Pr. Controllers/ Controllers.</p>

<h3 class="wp-block-heading"><strong>Subject: Concessions to person re-employed in Central Government service- Payment of Travelling Allowance.</strong></h3>



<p>The undersigned is directed to refer to this Department’s O.M. No. 19030/6/2010-E.IV dated 10.02.2012 on the subject mentioned above. In view of several references being received in this Department for relaxation of the conditions mentioned in the above said OM, the matter has been re-considered and it has been decided to regulate admissibility of Travelling Allowance (i.e. TA for self and family members, Composite Transfer Grant, transportation of personal effects and transportation of conveyance) in r/o persons re-employed in Central Government in the following manner:</p>



<ul class="wp-block-list"><li>(i) Where the pensioner is re-employed and TA on retirement has already been claimed by re-employed pensioner from the office/organization from where he has retired/ superannuated:</li><li>(a) TA shall be allowed to him for such appointment if such appointment is made at station other than place of settlement or such appointment necessitates change of residence at place of settlement.</li><li>(b) TA shall also be allowed to him after completion of his term of re-employment.</li><li>(c) In both cases, the TA would be reimbursed by the office/organization where the pensioner is re-employed.</li><li>(ii) Incase the re-employed pensioner has not claimed TA on retirement within one year of his retirement and he is re-employed under the Central Government before the expiry of one year from the date of retirement:</li><li>(a) TA shall be allowed to him for such appointment in case such appointment is made at station other than last station of duty or such appointment necessitates change of residence at last station of duty.</li><li>(b) TA shall also be allowed to him after completion of his term of re-employment.</li><li>(c) The expenditure for TA on joining such appointment shall be borne by the organization from where the pensioner is retired/superannuated with reference to the post held at the time of retirement. On completion of term of re-employment, the TA would be reimbursed by the office/organization where the pensioner is re-employed.</li><li>(iii) In case of appointment of a re-employed person from other than Central Government, TA shall be allowed to him as per the provision at Para 1 (i) above.</li></ul>



<p>2. Admissibility of TA in above cases would be subject to the following :-</p>



<ul class="wp-block-list"><li>(i) The entitlement for TA would be w.r.t. the post last held and the last pay drawn under the Central Government at the time of retirement. In case of appointment of a re-employed person from other than Central  Government, the entitlement of TA would be in accordance with the equivalence given to the post in Central Government.</li><li>(ii) The provisions of SR-116 of the TA rules as admissible to Government officials on transfer in public interest, as modified from time to time, would be applicable.</li></ul>



<p>3. This order shall be effective from date of issuance of this O.M. Past cases already settled Would not be re-opened.</p>



<p>4. This is issued with the approval of Finance Secretary &amp; Secretary (Expenditure).</p>

<p>The undersigned is directed to state that the issues related to payment of TA/DA to Non-officials of Committees/ Boards/ Panels etc. have been examined in D/o Expenditure. It has been decided that TA/DA entitlement of Non-officials may be regulated by the Administrative Ministries/ Departments in the following manner:</p>
<p><strong>(I) Retired Govt. officials nominated as Non-official in the Committees/Boards/Panels etc :</strong></p>
<p>TA/DA entitlement of these Non-officials will be same as per their entitlement at the time of retirement as per revised rates mentioned in this Department&#8217;s O.M. No.19030/01/2017-E.IV dated 13.07.2017</p>
<p><strong>(II) Persons from various fields nominated as Non-official in Committees/Boards/ Panels etc :</strong></p>
<p>TA/DA entitlement of these Non-official will be same as admissible to officers in Pay level-II (Pre-revised Grade Pay of Rs,6600/-) in the Pay Matrix. TA/DA Entitlements will be as under:</p>
<blockquote><p>i) Travel entitlement within the country &#8211; Economy class by Air or AC-II by train.<br />
ii) Reimbursement for hotel accommodation/guest house of up to Rs.2250/- per day.<br />
iii) Reimbursement of non-Ac taxi charges of up to Rs.338/- per day for travel within the city.<br />
iv) Reimbursement of food bills not exceeding Rs.900/- per day.</p></blockquote>
<p><strong>(III) Eminent personalities nominated as Non.official in the Committees/Boards/Panels:</strong></p>
<p>TA/DA entitlement of these Non-officials will be same as admissible to officers in Pay level 14 (pre-revised Grade pay Rs.10,000/) in the Pay Matrix. TA/DA Entitlements will be as under:</p>
<p>i) Regarding travel entitlement of these Non-officials, Secretary in the Administrative Ministry, in consultation with the FA, may allow eminent personalities who are Non-officials in the Committees/Boards/Panels etc., to travel in Executive class in the Domestic airlines within the country subject to the following conditions:</p>
<blockquote><p>a) Where a Non-official is or was entitled to travel by air by Executive class under the rules of the organization to which he belongs or might have belonged before retirement.</p>
<p>b) where the Administrative Ministry is satisfied that the travel by Executive class by air is the customary mode of travel by the Non-official concerned in respect of journeys unconnected with the performances of Govt. duty.</p></blockquote>
<p>ii) Reimbursement for hotel accommodation/guest house of up to Rs 7500/- per day.<br />
iii) Reimbursement of AC taxi charges as per actual for travel within the city.<br />
iv) Reimbursement of food bills not exceeding Rs.1200/- per day</p>
<p>2. In respect of Non-officials who are local, Mileage Allowance at the following rates will be admissible:</p>
<blockquote><p>i) <strong>For retired Government officers:</strong> TA/DA as per their entitlement at the time of retirement as per revised rates mentioned in this Department&#8217;s O.M. No.19030/01/2017-E.IV dated 13.07.2017.</p>
<p>ii) <strong>Other Non.officials nominated from various fields</strong>: Reimbursement of non-AC taxi charges of up to Rs.338/- per day for travel within the city.</p>
<p>iii) <strong>For eminent personalities nominated as Non-officials</strong>: Reimbursement of AC taxi charges as per actual for travel within the city.</p></blockquote>
<p>3. The TA/DA entitlements mentioned in Para I above will be subject to the following conditions:</p>
<blockquote><p>i) These TA/DA entitlements will be applicable in case of Non-officials coming from outside. Local Non officials will not be entitled for TA/DA.</p>
<p>ii) Local Non-officials will be entitled for Mileage Allowance only.</p>
<p>iii) Cases seeking deviation from the above entitlements may be referred to M/o Finance giving full justification for seeking deviation.</p></blockquote>
<p>4. These instructions will be effective from the date of issue of this O.M.</p>

										<content:encoded><![CDATA[<p><strong>Based on the Census of 2011 HRA and TA increased for CG employees <em>for select cities</em></strong></p>
<p><em><strong>House Rent Allowance, Travel Allowance increased for select cities</strong></em></p>
<p>Based on the Census of 2011, the House Rent Allowance and Travel Allowance for Central Government employees of a few cities are going to be hiked.</p>
<p>At the cabinet meeting, under the leadership of Prime Minister Narendra Modi, it was decided that, based on the Census report of 2011, the status of 29 towns and small towns is going to be upgraded. Central Government employees employed in these cities and towns will be eligible to grant revised House Rent Allowance and Rravel Allowance with effect from April 1, 2014. This would cost the government exchequer an additional Rs.128 crores annually.</p>
<p>House Rent Allowance to Central Government employees is now calculated on the basis of the population census of 2001. The cities and towns are classified as X, Y, and Z, based on their population. Employees in these towns are eligible for 30%, 20% and 10% House Rent Allowances respectively.</p>
<p>Population census is conducted once every ten years. The most recent census was held in 2011. Official information and findings of the Census was sent by the registrar General &amp; Census Commissioner to the Finance Ministry a long time ago.</p>
<p>There is no denial in the fact that the Confederation of Central Government Employees has been constantly demanding this upgrading. The Confederation had, on 28.04.2014, sent a letter to the Finance Ministry. The letter said that even though the 2011 Census Report CD was received, there is no official announcement from the Government in this regard. The letter also demanded that a revised HRA and TA be implemented immediately in the reclassification of cities and towns on the basis of 2011 Census. On 30.07.2014, the Finance Ministry had, in reply to the mail, said that steps are being taken to implement the revised HRA and TA rates to the Central Government employees of these cities and towns.</p>

<p>(iv) Railway Board&#8217;s letter No. F(E)I/209/AL-28/04/2015.</p>
<p>In the Fast Track Committee Meeting held in the Railway Board on 08/05/2015, the above subject was discussed without finality. However, NFIR places below detailed justification warranting restoration of payment of TA/DA to the Staff Car Drivers:-</p>
<p>1. The Committee constituted by the Railway Board appears to have not recommended payment of Daily Allowance to the Staff Car Drivers for performing official journeys during the prescribed duty hours even if they move out beyond a distance of 8 kms. from the Head Quarters without consulting extant codal provision.</p>
<p>2. The Sub Rule (1) of Rule 1614 o.f lndian Railway Establishment Code (Second Reprint Edition) permits drawal of daily allowance by a Railway employee who is not receiving a permanent allowance on any day on which he proceeds on tour beyond a radius of 8 krns.</p>
<p>The position mentioned above shows that the decision taken by the Railway Board is contrary to the instructions/codal provisions, the same requires to be reviewed. It needs to te appreciated that the staff car drivers carry the officials to accident sites, flood affected areas, and different locations in view of administrative requirement. Their working is not comparable with other departments of central Government. Denial of TA/DA is therefore unjustified.</p>
<p>NFIR, therefore, urges the Railway Board to withdraw Board&#8217;s letter dated 12/03/2008 and issue instructions to the General Managers of Zones/PUs for restoration of payment of TA/DA to Staff Car Drivers undertaking journeys a beyond a distance of 8 kms. A copy of the instructions issued may be endorsed to the Federation.</p>
