										<content:encoded><![CDATA[<p><b>7th Pay Commission implementation may force Railways to hike Rail Fares – 5% to 10% increase in passenger fare expected</b></p>
<p><i>Railways have conducted a study by Axis Capital which has recommended a 10 per cent hike in passenger fares and a 5 per cent raise in freight rates to improve the state-run transporter’s finances.</i></p>
<p>Facing resource crunch, Indian Railways is said to be mulling the possibility of effecting a 5 to 10 per cent increase in the passenger fares in the coming budget to be presented by Suresh Prabhu on 25th February, while FM Arun Jaitley will present the Union Budget on 29th February, 2016. The proposal is being considered against the backdrop of a decline in both passenger and freight earnings and the additional burden of Rs 32,000 cr towards implementing the 7th Pay Commission recommendations, Railway Ministry sources said.</p>
<p>On top of the 7th Pay Commission burden this, the gross budgetary support for the 2015-16 has also been slashed by Rs 8,000 cr by the Finance Ministry due to low spending by the Indian Railways. The sources said there are several possibilities including a fare hike are being looked into nothing has been finalised yet.</p>
<p>The sources said a decision has to be taken whether to hike the fares and, if so, when. But it is not necessary it has to be done only in the budget, they said. There is a feeling in Rail Bhawan that a fare hike in budget 2016 to be presented on Feb 25 can be more beneficial as the railways can utilise the peak season beginning March.</p>
<p>Currently AC fares are already on higher side. If AC fares are raise, then they could even surpass the fares of low-cost air carriers in some sectors. Similarly, freight rates are also at a high level and loading of steel, cement, coal, iron ore and fertiliser is on a down slide that rules out any further increase in this area.</p>
<p>Indian Railways had effected a 14 per cent across-the-board hike in passenger fares in 2014 during the NDA regime and a 10 per cent increase last year. Railways’ total earnings from freight and passenger fares were Rs 1,36,079.26 cr until January this year as against the target of Rs 141,416.05 cr, a shortfall of 3.77 per cent.</p>
<p>Acknowledging the decline in earnings sources said various options were being explored to perk up revenue collections. While one option is to raise the fares in selected routes, the other is to go for increasing the cost of services provided. (Reuters)</p>
<p>Meanwhile railways have undertaken steps for cutting the costs and for commercial exploitation of surplus railway land besides looking at higher revenues from advertisement in a bid to tide over the crisis. The focus may be on improving non-tariff collection, the sources said. <p>The Railways have increased the reservation charges for Tatkal tickets. The revised rates will come into effect from December 25 onwards.</p>
<p>According to a press release from the Railways, The maximum reservation charges for sleeper class under the Tatkal scheme has been increased from Rs.175 to Rs.200. The minimum charges have been increased from Rs.90 to Rs.100. The maximum and minimum charges will depend on the distance to be travelled.</p>
<p>The maximum reservation charges for A.C. Third Class, has been increased from Rs.350 to Rs.400. The minimum charges have been increased from Rs.250 to Rs.300. For the Second Class A.C., the maximum Tatkal reservation charges have been increased to Rs.500. The minimum charges have been increased to Rs.400. There are no changes of rates for the Second Class Seating coaches.</p>

<div>Ministry of Railways has decided to increase the passenger fares  with effective from the midnight of 21st January 2013 and 22nd January 2013 (i.e. w.e.f. 0000 hours of 22-1-2013). This decision was announced today i.e. on 9th January 2013, by Minister of Railways Shri Pawan Kumar Bansal at a Press Conference held in Rail Bhawan.  Minister of State for Railways Shri. Kotla Jaya Surya Prakash Reddy and Railway Board Members were also present.</div>

Moreover, it has also been decided</div>
<div align="justify">(i) do away with the present practice of levying Development Charge on passenger tickets, and</div>
<div align="justify">(ii) have all chargeable fares in multiples of Rs. 5/-.</div>
<div align="justify">
Elaborating the rational for fare hike,  the Railway Minister,  Shri Pawan Kumar Bansal said that  basic fares had not been revised upwards in the  last ten years (except for the increase implemented w.e.f. 01-04-12 in respect of only First Class @ 10 paise per km, AC 2Tier @ 15 paise per km and AC First / Executive Class @ 30 paise per km).   He pointed out that Losses in passenger segment which were Rs.6159 Cr in 2004-05 had risen to Rs.19964 Cr in 2010-11 (18% per annum) and  is expected to increase to Rs.25000 Cr in 2012-13.</div>
<div align="justify">
Shri Bansal informed that Railway’s Input costs have increased by 10.6% per annum between 2004-05 and 2010-11, whereas fares stagnated or were reduced in Lower Classes aggravating passenger losses.  He emphasized that cross subsidy through freight business is  no more viable in view of fast evolving competition from other modes.  Referring to the 2012-13 Railway Budget,  Shri Bansal said that across-the-board fare hike proposal placed in 2012-13 Railway Budget in Parliament was finally approved only for First, 2nd AC and First AC/Executive Classes, which together constitute only about 0.3 % of total passengers and about 10% of total earnings from passenger segment.  The Railway Minister pointed out that as a consequence Internal resource generation was  seriously impacted, resulting in scaling down of Annual Plan size, which has now been limited to Rs. 51,000 crore in 2012-13 as against  Rs. 61,000 crore that was originally targeted.  Similarly, Fund balances became negative in 2011-12, adversely affecting essential replacement /renewal of assets, operation and maintenance activities and critical safety &amp; passenger amenity works.  The Railway Minister emphasized that it was in view of these factors, that increasing passenger fares had became unavoidable. It was also necessary to do so in the overall interests of this critical infrastructure as well  as its users on a sustainable basis.</div>
