<h3 class="wp-block-heading">Sub: Reservation on Railway Passes/PTOs</h3>



<p>Ref: Letter No. 94/TG-I/20/P/14 dated 28.08.2009 (CC No. 39 of 2009)</p>



<p>Instructions were issued vide letter referred to above, stipulating detailed guidelines on booking of tickets on railway Passes. Consequent to introduction of facility for online booking of reserved tickets on railway Passes/PTOs issued through HRMS and also on receipt of requests for revising the guidelines for ticket booking on PTOs, the matter has been reviewed and it has been decided that the procedure to be followed for booking reserved tickets on the authority of Railway Pass/PTO will be as under:</p>



<ul class="wp-block-list"><li>Pass/PTO holders or their representatives should present their passes/PTO along with the requisitions duly filled in to the Reservation Clerk who will issue ticket on realization of due fare, if any, and make endorsement on the face of the pass/PTO indicating the PNR number, the train number, date of journey, status of tickets, etc.</li><li>The option to book reserved tickets online on the authority of Railway Pass/ PTOs can also be availed for that category of pass/PTO for which the same has been provided by CRIS/IRCTC.</li><li>Holders of Privilege, Duty, Post Retirement, Complimentary, Metal and other passes/PTOs may be allowed to seek fresh reservation only if the earlier reservation is cancelled before preparation of first reservation charts. The ticket booked across the computerized Passenger Reservation System (PRS) counter can also be cancelled through website of IRCTC within the stipulated time period prescribed in the Refund Rules. In such cases, it will not be mandatory to surrender the ticket across the PRS counter, if no refund is due. However, in case of due refund amount involved on tickets booked on pass/PTOs, surrender of original ticket across the reservation counter within the prescribed time limit shall be mandatory.</li><li>In case of confirmed reservation on privilege, Post retirement, complimentary and other passes/PTOs, the pass/PTO holder can make maximum three time reservations provided the earlier one has been cancelled before preparation of first reservation charts, failing which the the pass/PTO will be treated as used.</li><li>There will be no restriction in number of cancellations in case of Duty Pass, Metal Pass and in case of tickets having a status of fully/ partially waiting list (at the time of cancellation) against Privilege, Post Retirement and Complimentary passes/PTOs. However, fresh reservation will be given only after the earlier one has been cancelled within the normal prescribed time limits, which at present for waitlist/ RAC/ partially confirmed tickets 1s 30 minutes before scheduled departure of train.</li><li>Telephonic requests for reservation and cancellation will not be entertained.</li><li>The portion of break journey will be treated as separate journey i.e. instructions contained at para (iii) and (iv) will be applicable for each leg of journey Separately.</li><li>It will be the responsibility of officer/staff making reservation on Metal/ Duty Passes to ensure that between the same stations and on the same date, reservation should not be made in two separate trains.</li><li>The facility of modification of tickets booked on PTOs will not be available.</li><li>In case of PTOs, cancellation/clerkage charge as applicable shall be levied on each time of cancellation as per existing principles on cancellation of tickets booked on PTOs. However, after enabling of this option no modification option shall be allowed on PTOs issued across HRMS.</li></ul>



<p>2. CRIS will make necessary modifications in the software as required.</p>



<p>3. Necessary instructions may be issued to all concerned accordingly.</p>

<p>Facilities for Women Passengers for buying Train Tickets at Reservation Counters</p>
<p>Ministry of Railways has been providing special facilities to women passengers for conveniently buying tickets at railway reservation counters. The Ministry has further elaborated facilities as follows: –</p>
<p>(a) At computerized reservation office, a separate reservation counter should be earmarked for ladies if the average demand per shift is not less than 120 tickets.</p>
<p>(b) In case, there is no justification for earmarking of exclusive counter for ladies, the requests received from ladies should be dealt with along with the reservation requests of the specific categories viz. senior citizen, physically handicapped, ex. MPs, MLAs, accredited journalists, freedom fighters etc.</p>
<p>(c) At those reservation offices where separate reservation counters have not been earmarked for ladies and also those locations which have not been computerized, ladies/female passengers should not be compelled to join the general queues and be attended to separately at the same counter as for general passengers. A suitable notice board about the availability of this facility should also be displayed near the reservation counter. This facility will however be available only from 11:30 hours to avoid misuse of this facility by unscrupulous elements to block accommodation during opening hours of general and Tatkal reservation.</p>
<p>(d) Ladies may be allowed to purchase tickets from these reservation counters irrespective of persons for whom the reservation is being sought. However, no other persons will be allowed to purchase ticket for them from these counters.</p>
<p>(e) As far as earmarking of separate unreserved ticket counters for ladies, zonal Railways have been asked to assess the demand and do the needful based on the same.</p>

<p><a href="http://centralgovernmentnews.com/category/railways/" target="_blank">IRCTC</a> launches pilot project for railway ticketing through Mobile phones without internet facility</p>
<p>A pilot project of ticketing through non-internet based mobile phones has been launched by IRCTC on Ist July 2013. The salient features of the scheme are as follows:-</p>
<p>There is no need of internet at any stage, viz. booking, payment, cancellation etc.<br />
The user gets ticket details Short Messaging Service (SMS) instantly.<br />
SMS along with Photo Identity Card in original can be used to travel, no printout of the ticket is required.</p>
<p>The steps taken to popularize the booking of tickets through non-internet based mobile phones through SMS mode are as follows:</p>
<ul>
<li>Publication in leading newspapers.</li>
<li>Distribution of brochures about SMS booking.</li>
<li>Sending details of the scheme through e-mail to all registered users of IRCTC.</li>
<li>Display of message on the website of IRCTC.</li>
</ul>

										<content:encoded><![CDATA[<p><strong>Advance Reservation Period for Booking Reserved Train Tickets Reduced to 60 Days from Existing 120 Days from Tomorrow i.e. 1ST May 2013</strong></p>
<p>The Ministry of Railways has decided that the Advance Reservation Period (ARP) for booking reserved train tickets will be reduced from existing 120 days to 60 days (excluding the date of journey) from tomorrow i.e. 1st May 2013. The details are as below:-</p>
<p>I.    With effect from 01.05.2013, the ARP will be of 60 days (excluding the day of journey) and booking will be done accordingly. However, all the bookings done upto 30.4.2013 under the ARP of 120 days will remain intact.</p>
<p>II.    Cancellation of the booking made beyond the ARP of 60 days will, however, be permitted.</p>
<p>III.    There will be no change in the case of certain day time express trains like Taj Express, Gomti Express etc. where lower time limits for advance reservations are at present in force.</p>
<p>IV.    There will also be no change in the case of limit of 360 days for foreign tourists.</p>

<div><strong>Online Reservation of Train Tickets </strong></div>

<div>The change in the timings of Tatkal was made effective from 10.7.2012. The Indian Railway Catering and Tourism Corporation (IRCTC) website recorded its highest booking of 4.95 lakh e-tickets in a single day on 13th July, 2012. The average internet ticket booking was around 3.74 lakh per day in the month of October 2012.</div>

<div>In case of fully waitlisted tickets on which all the passengers are waitlisted, the names of all the passengers booked on that ticket are dropped from the reservation charts and refunds are credited to the respective bank accounts. Refunds of waitlisted e-tickets are processed by the system and the money is credited automatically into the account of the concerned. For expediting the processing of confirmed e-tickets, on which refunds are sought after chart preparation, the following measures have been taken:</div>
<div></div>
<div>1. The Exceptional Data Report (EDR) system has been installed to facilitate faster verification of travel details of passengers.</div>
<div></div>
<div>2. Enhanced Coaching Refund system has been developed by CRIS (Centre for Railway Information Systems) and implemented over the Zonal Railways to enable faster processing of refund cases.</div>
<div></div>
<div>System improvement based on the customer feedback is a continuous process.</div>
<div></div>
<div>This information was given by the Minister of State for Railways Shri Kotla Jaya Surya Prakash Reddy in written reply to a question in Rajya Sabha today.</div>

<p>A large number of e-tickets are booked every day through the Indian Railway<br />
Catering and Tourism Corporation (IRCTC) website. In the month of June 2012, on an average 3.44 lakh tickets were booked per day. In the month of June 2012, the numbers of completed transactions were 103.61 lakh out of a total 138.79 lakh. The reasons for incomplete transactions included non-availability of lower berths, entry of wrong password, entry of wrong Personal Identification Number (PIN) by customer, insufficient balance and network failure etc.</p>
<p>The working of the system is regularly monitored. The following measures have been taken to improve the functioning of the IRCTC website:</p>
<p>Capacity of the servers has been upgraded to meet the demand.</p>
<p>Agents have been restricted from booking Tatkal tickets and on the opening day of the Advance Reservation Period (ARP) between 0800 hours and 1200 hours.</p>
<p>Internet Bandwidth has been increased to 450 Mbps.</p>
<p>In case of failed transactions, IRCTC does not withhold the amount and sends the advice of refund immediately upon the receipt of advice of such transactions. Payment of interest is not contemplated.</p>
