Sub: Merger of Ticket Checking Staff (TC), Commercial Clerk (CC) and Enquiry-cum-Reservation Clerk (ECRC) – Continuance of intake of Commercial Apprentice.

Reference revised AVC of merged cadre of Commercial Clerk and Enquiry-cum-Reservation Clerk issued vide letter of even number dated 28.06.2023.

In the revised AVC enclosed as Annexure ‘A’ with the aforesaid letter, the mode of appointment to the post of Commercial-cum-Ticket Clerk in Level-3 has been shown as 50% by DR, 33&1/3% by General Selection from Traffic and Commercial staff in level-1 and level-2, and 16&2/3% by LDCE.

The above mentioned instructions are to be read with RBE No. 16/2021 and RBE No. 164/2022.

50% Concession for Male senior citizens and 40% Concession for Lady senior citizens

FACILITIES EXTENDED TO SENIOR CITIZENS

The following facilities have been extended from time to time to Senior citizens:

(i) As per rules, male senior citizens of minimum 60 years and lady senior citizens of minimum 58 years are granted concession in the fares of all classes of Mail/ Express/ Rajdhani/ Shatabdi/ , Jan Shatabdi/ Duronto group of trains. The element of concession is 40% for men and 50% for women.

No proof of age is required at the time of purchasing tickets. However, they are required to carry some documentary proof as prescribed showing their age or date of birth and have to produce it if demanded by on-board ticket checking staff. Senior citizens can book reserved tickets across the reservation counters as well as through internet.

(ii) In the computerized Passenger Reservation System (PRS) there is a provision to allot lower berths to Senior Citizens, Female passengers of 45 years and above automatically, even if no choice is given, subject to availability of accommodation at the time of booking.

(iii) A combined quota of six to seven lower berths per coach in Sleeper class, four to five lower berths per coach each in Air Conditioned 3 tier (3AC) and three to four lower berths per coach in Air Conditioned 2 tier (2AC) classes (depending on the number of coaches of that class in the train) has been earmarked for senior citizens, female passengers 45 years of age and above and pregnant women.

(iv) Accommodation is also earmarked for senior citizens during specified hours on suburban sections by Central & Western Railways.

(v) Instructions exist for provision of wheel chairs at stations. This facility is provided, duly escorted by coolies (on payment) as per present practice. Moreover, Zonal Railways have also been advised to provide ‘Battery Operated Vehicles for persons with disability and Old Aged Passengers’ at Railway Stations on merit – whether free of cost through commercial publicity route or through ‘user pays’ route. In addition, passenger can book e-wheel chairs online through IRCTC portal www.irctc.co.in.

(vi) To help old and disabled passengers requiring assistance at the stations and to strengthen the existing services, ‘Yatri Mitra Sewa’ is being provided through IRCTC at major stations for enabling passengers to book wheel chair services cum porter services etc.

(vii) After departure of the train, if there are vacant lower berths available in the train and if any person with disability booked on the authority of handicapped concession or a senior citizen or a pregnant woman, who has been allotted upper/ middle berth, approaches for allotment of vacant lower berths, the on board Ticket Checking Staff has been authorized to allot the vacant lower berth to them making necessary entries in the chart.

(viii) Separate counters are earmarked at various Passenger Reservation System (PRS) centers for dealing with the reservation requisitions received from persons with disability, Senior Citizens, Ex. MPs, MLAs, accredited journalists and freedom fighters, if the average demand per shift not less than 120 tickets.

In case there is no justification for earmarking of an exclusive counter for any of these categories of persons including persons with disability or senior citizens, one or two counters depending upon the total demand are earmarked for dealing with the reservation requests for all these categories of persons.

ORDER

Ministry of Railways (Railway Board) have decided to constitute a Committee to examine the demand for consideration of Ticket Checking Staff as Running Staff. The Committee will consist of the following:-

i. AM/Commercial, Railway Board – Convener
ii. AM/Staff, Railway Board Member – Member
iii.PED/Finance, Railway Board Member – Member

2. The Terms of Reference of the Committee will be as under:‑

a. Grant of Running allowance to Ticket Checking staff on the lines of Loco-Pilots and Guards.
b.  Creation of posts of Ticket Checking Staff in the same manner as that of Running Staff.

3. The Committee should submit its report within three months from the date of its constitution.

4. The Headquarters of the Committee will be at Railway Board, New Delhi.

5. TG-V branch, Railway Board will be the Nodal branch for functioning of the Committee. Therefore, submission of report of the Committee for consideration of Railway Board, implementation of its recommendations and all related issues including Parl. Questions, RTI cases and other formalities with regard to the Committee, shall be dealt with by TG-V branch of Railway Board.

6. The Convener and Members of the Committee Will draw TA/DA as per extant rules.

Sub: Provision of cooking facilities and other amenities in the Rest Rooms for Ticket Checking Staff on Indian Railways – reg.

Ref: (i) NFIR’s PNM Item No. 13/2011.
(ii) Railway Board’s D.O. No. 2010/TG-V 103/Part II dated 04/2016 addressed to GMs of Zonal Railways.
(iii) NFIR’s letter No. II/73/Part I dared 10/04/2017.
(iv) NFIR’s letter No. II/73/Part I dated 01/05/2017.

Federation reproduces below the extract of the minutes of PNM meeting held between NFIR and Railway Board on22nd /23rd December, 2016 against agenda Item No. 13/2011.

“Comprehensive instructions already exists in Board’s letter dated 08/02/2011 regarding provision of adequate facilities for Ticket Checking Staff in TTEs Rest Houses and have been reiterated from time to time. A D.O. Letter has also been written to the CCMs on 28/04/2016 to make good the deficiencies. It was decided that Zonal Railways should conduct survey to assess the number of TTEs willing to avail of the cooking facilities. Federation pointed out that there are certain problems in Rest Rooms located in Delhi area. Official agreed to take up the issue with NR for ensuring requisite facilities“.

Federation is pained to state that although a period of over ten months has passed, neither progress has been apprised to the Federation nor copy of any communication sent to the General Manager, Northern Railway to look into the problems in the Rest Rooms in Delhi area is made available. Federation had also highlighted the deficiencies prevailing in the TTEs Rest Room at Hazrat Nizamuddin Railway Station, but unfortunately no action has been taken so far.

While enclosing copy of Federation’s letter dated 01/05/2017, NFIR once again urges upon the Railway Board to take immediate action on the subject matter for ensuring repairs/maintenance of TTEs Rest Rooms with adequate facilities. A copy of the instructions issued may be endorsed to the Federation.

The Family Identity Cards for Retiring / Retired Railway Employees will be issued by the office from where the employees retired. The identity card should be carried by the spouse/dependent children during journey and produced on demand by the Ticket Checking Staff

In terms of Board’s letter cited under reference, Family Identity Cards (FICs) are to be issued to retiring/retired railway employees and the Widows of railway employees with life time validity.

2. The issue of simplification of FICs, presently in the form of a booklet, was considered and with the approval of Board, it has been decided that individual FICs should be issued to the retiring/retired railway officials and the Widows of railway employees in the form of computer printed and laminated cards on the model enclosed as Annexure-I. As it is stipulated in the Pass Rules that the Railway Administration should issue FIC, for the first time simplified FICs may be issued free of cost. However, issue of duplicate FICs should be on receipt of a written request, accompanied by a copy of FIR filed on loss of the card and payment @ Rs.25/- per card.

3. The Railways should commence issue of individual FICs within 2 months from the date of issue of these instructions. It has also been decided that in order to avoid any rush, FICs in the booklet form issued till March 2015 with 7 years validity may be replaced free of cost with individual FICs as and when they become due for renewal. However, if any retired official requests for individual FICs in lieu of old FTC before the expiry of validity, such requests may not be denied and individual FICs should be issued free of cost treating it as renewal. In case of officials who retired after April 2015 and got an FIC with life time validity, they may be allowed to get it replaced with individual FICs, free of cost, as per their convenience. FICs in the booklet form will, however, continue as a valid identity proof for travel on PRCP till its replacement with individual FICs in due course so that pensioners do not face any problem while travelling. Individual FICs for travel on Widow Passes may also be issued on the same model.

4. The following instructions issued vide Board’s letter of even no. dated 04.06.2003 would continue to be in force:-

(i) The identity card should be carried by the spouse/dependent children during journey and produced on demand by the Ticket Checking Staff.

(ii) The FICs, will be issued by the office from where the employees retired.

(iii) In case of retired employees/Widows drawing Post-retirement Complimentary Pass/Widow Pass from an office other than the office where the original FIC was issued, the renewal of the FIC shall be done by the authority who is issuing the pass to the applicant. For the purpose of renewal, the applicant shall submit the old FIC based on which renewal will be done.

(iv) Any addition in the FIC shall be done only by the office who issued the FIC for the first time. Renewing authorities shall have no power to carry out any addition in FIC. However, deletion of eligible member in FIC on account of death. marriage of daughter, etc. may be allowed on request.

5. Aadhaar No., if available may be incorporated in the FICs an indicated in the format. Necessary action may be taken by the Railways accordingly.

6. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
