<p>Ministry of <a rel="noreferrer noopener" href="https://centralgovernmentnews.com/category/railways/" target="_blank">Railways</a> (MoR) in consultation with ministry of Health &amp; Family welfare (MoHFW) and Ministry of Home Affairs (MHA) has decided that train services on Indian Railways shall be partially restored w.e.f. from 12th May 2020 in a graded manner. Fifteen pair of special trains (thirty trains) shall be operated as per the details mentioned in the annexure. (link is given below)</p>

<p>These services shall be in addition to the Shramik specials for transporting stranded persons, which are under operation w.e.f. 1st May 2020.</p>



<p>Other regular Passenger services including all mail/ express, passenger and suburban services shall remain cancelled until further advice.</p>



<p>These special trains which have been started presently will have only Air conditioned classes i.e. First, Second &amp; Third AC. The fare structure for the ‘Special Trains’ shall be as applicable for the regular time tabled Rajdhani trains (excluding catering charges).</p>



<p>Only online E-Ticketing will be done through IRCTC website or through Mobile App. No tickets will be booked across the reservation counter on any Railway Station. Booking of tickets through ‘agents’, (both IRCTC Agents and Railway Agents) shall not be permitted. Maximum Advance Reservation Period (ARP) will be of maximum 7 days.</p>



<p>Only confirmed e-tickets shall be booked. Booking of RAC/ Waiting list ticket and on board booking by ticket checking staff shall not be permitted. Current booking, tatkal and premium tatkal booking shall not be permitted. No Unreserved tickets (UTS) shall be permitted.</p>



<p>No catering charges shall be included in the fare. Provision for pre paid meal booking, e-catering shall be disabled. However, IRCTC shall make provision for limited eatables and packaged drinking water on payment basis. Information to this effect shall be made available to passengers during time of booking ticket.</p>



<p>Passengers are encouraged to carry their own food and drinking water. Dry, ready-to-eat food and bottled water shall be provided on demand, inside the trains on payment basis.</p>



<p>All passengers shall be compulsorily screened and only asymptomatic passengers are allowed to enter /board the train.</p>



<p><strong><em>Passengers travelling by these special services will observe the following precautions :</em></strong></p>



<ul class="wp-block-list"><li>Only passengers with Confirmed tickets shall be allowed to enter the Railway station.</li><li>All passengers shall be wearing face covers/masks at the entry and during travel.</li><li>The passengers shall reach the station at-least 90 minutes in advance to facilitate thermal screening at the station. Only passengers who are found asymptomatic will be permitted to travel.</li><li>Passengers shall observe social distancing both at the station and on trains.</li><li>On arrival at their destination, the travelling passengers will have to adhere to such health protocols as are prescribed by the destination state/ UT</li></ul>



<p>Online cancellation shall be permitted up to 24hrs before scheduled departure of train. No cancellation permitted less than 24 hrs before departure of train. Cancellation charge shall be 50% of fare.</p>



<p>Zonal Railways have been instructed to ensure that there are separate entry and exit gates at Railway stations to the extent feasible so that there is no face to face movement of passengers. Zonal railways will be guided by standard social distancing guidelines on stations and trains and observe the safety, security and hygiene protocols.</p>



<p>All passengers are advised to download and use the Aarogya Setu application.</p>

<p>No Linen, blankets and curtains shall be provided inside the train. Passengers are advised to carry their own linen for the travel. The temperature inside AC coaches shall be suitably regulated for this purpose.</p>



<p>No stalls/ booths on the platforms shall be opened. No train side vending would be permitted. Passengers are advised to travel light.</p>



<p>As per MHA guidelines the movement of the passenger(s) as well as the driver of the vehicle transporting the passenger(s) to and fro the Railway Station shall be allowed on the basis of the confirmed e-ticket.</p>

<p>Sub: <strong>Announcement regarding mobile number of TTE/Conductor in the trains.</strong></p>
<p>Recently during the course of annual review meeting held with Central Vigilance Commission, it was inter-aha suggested that the name and mobile number of TTES/Conductors should be displayed on every compartment of the trains so that public can contact them in case of any need.</p>
<p>2. In this connection, attention is drawn to instructions issued vide this office letter no. 2012/TG-I/20/Pt. 1 dated 13:08.2012 (CC 110. 48 of 2012) wherein Zonal Railways were advised to print the name of the TTEs/Conductors manning the coaches on end-to-end basis on the reservation chart through the PRS. It was also informed that for all other trains, the names of the ticket checking staff deployed on the 1st leg should be printed on the chart at the train originating station. Compliance of these instructions may be ensured.</p>
<p>3. The suggestion of CVC as mentioned above was examined keeping in view the ground realities and it was not found practically feasible to implement the same. It is however, desired that in trains like Rajdhani, Shatabdi &amp; Duronto Express trains where the provision of announcement is there, the name of the Conductor/TIES manning the coaches earmarked to them and the coach in. which they are available should be announced during the run of the trains after every Commercial halt so that the passengers in need can contact them for assistance.</p>

<p>(a)&amp;(b): In order to improve the earnings from passenger services, w.e.f. 01.10.2014, in some of the selected trains by Zonal Railways which are most in demand, 50% of the existing accommodation under Tatkal Quota has been earmarked as Premium Tatkal Quota and is being booked on dynamic pricing.<br />
This is a distance-slab based fare scheme where the fare increases by 20% after each slab of 10% berths are sold subject to a cap (maximum fare chargeable).</p>
<p>Tatkal is a facility over and above the normal booking of reserved seats/berths.</p>

<p><a href="http://centralgovernmentnews.com/category/railways/" target="_blank">IRCTC</a> launches pilot project for railway ticketing through Mobile phones without internet facility</p>
<p>A pilot project of ticketing through non-internet based mobile phones has been launched by IRCTC on Ist July 2013. The salient features of the scheme are as follows:-</p>
<p>There is no need of internet at any stage, viz. booking, payment, cancellation etc.<br />
The user gets ticket details Short Messaging Service (SMS) instantly.<br />
SMS along with Photo Identity Card in original can be used to travel, no printout of the ticket is required.</p>
<p>The steps taken to popularize the booking of tickets through non-internet based mobile phones through SMS mode are as follows:</p>
<ul>
<li>Publication in leading newspapers.</li>
<li>Distribution of brochures about SMS booking.</li>
<li>Sending details of the scheme through e-mail to all registered users of IRCTC.</li>
<li>Display of message on the website of IRCTC.</li>
</ul>
<p>This information was given by the Minister of State for Railways Shri Adhir Ranjan Chowdhury in written reply to a question in Lok Sabha today</p>

										<content:encoded><![CDATA[<p><strong>Steps Taken to Prevent Misuse of Tatkal Tickets</strong></p>
<p style="text-align: center;"><strong>Ministry of Railways</strong></p>
<p>With a view to reduce the scope for misuse, Tatkal tickets are issued on production of self attested photocopy of one of the prescribed proof of identity and the same in original is required to be carried during the journey, to verify the bonafide of passengers. However, during peak rush periods when the demand outstrips the availability, some cases of black marketing of reserved tickets by touts come to notice at the time of surprise inspections and preventive checks conducted at reservation offices.</p>
<p>During the period from April 2012 to June 2012, a large number of checks were conducted during which 930 unauthorized agents/touts were apprehended/prosecuted.</p>
<p>During the current financial year (upto June 2012), Indian Railways Catering &amp; Tourism Corporation (IRCTC) has permanently deactivated 14 subagents for involvement in irregularities. Moreover, with a view to keep a check on the activities of agents booking Tatkal tickets, following additional steps have been taken:</p>
<p>1. The timing of opening of reservation of Tatkal tickets has been changed to 1000 hours on the previous day of journey instead of 0800 hours as per earlier provision.</p>
<p>2. Access to Tatkal bookings has been denied to agents both through internet as well as across the computerized Passenger Reservation System (PRS) counters between 1000 hours &amp; 1200 hours.</p>
<p>3. Captcha has been introduced to check fraudulent booking on internet through automation software.</p>
<p>4. Booking of only two tickets per IP address between 1000 hours and 1200 hours is permitted to avoid multiple booking from same office/internet café.</p>
<p>5. Quick book option and booking on cash card is not allowed between 1000 hours and 1200 hours.</p>
<p>6. Individual users can also book only two tickets between 1000 hours and 1200 hours.</p>
<p>7. No refund is granted on cancellation of confirmed Tatkal tickets except under special circumstances like cancellation of train, late running of train by more than three hours, etc.</p>
<p>8. Duplicate Tatkal tickets are not issued except on payment of full fare.</p>
<p>9. Facility of change of name is not available under this scheme.</p>
<p>This information was given by the Minister of State for Railways, Shri Bharatsinh Solanki in a written reply in Rajya Sabha today.</p>
