<h3 class="wp-block-heading">Subject: Compendium of Instructions regarding grant of Transport Allowance at double the normal rates to persons with disabilities employed in Central Government &#8211; regarding</h3>



<p>The Department of Expenditure, Ministry of Finance has issued various instructions from time to time regarding grant of Transport Allowance at double the normal rates to persons with disabilities employed in Central Government. Such instructions were issued a long back. Therefore, the existing instructions have been reviewed and in supersession of all earlier instructions issued on the subject, a consolidated Master O.M. is hereby circulated for compliance by all Ministries/ Departments.</p>

<h3 class="wp-block-heading"><strong>A. Scope of Application:</strong></h3>



<p>These instructions will apply to Central Government civilian employees with Benchmark Disabilities mentioned in Para (B) (1). The instructions will also apply to the civilian employees with Benchmark Disabilities paid from the Defence Service Estimates. In respect of the Railway employees, separate orders will be issued by the Ministry of Railways.</p>



<h3 class="wp-block-heading">B. Revised and updated provisions</h3>



<p>The consolidated and updated provisions on various aspects on grant of Transport Allowance at double the normal rates to persons with Benchmark disabilities employed in Central Government, are as under:-</p>



<h4 class="wp-block-heading">1. Categories of disabilities for the purpose of grant of Transport Allowance at double the normal rates:</h4>



<p>1.1. The Central Government employees with following categories of disabilities as mentioned in Rights of Persons with Disabilities (RPwD) Act 2016 of D/o Empowerment of Persons with Disabilities (EPwD), shall be paid Transport Allowance at double the normal rates subject to fulfilment of the stipulated conditions:</p>

<h4 class="wp-block-heading">2. Eligibility Criteria:</h4>



<p>2.1. Employees with Benchmark disability having valid certificate of disability shall be eligible to draw Transport Allowance at double the normal rates.</p>



<p>2.2. Persons with Benchmark disability has been defined under Section 2 (r) of the RPwD Act, 2016.</p>



<h4 class="wp-block-heading">3. Procedure to be followed for grant of Transport Allowance at double the normal rates:</h4>



<p>3.1. The condition of recommendation of the concerned Head of Department of the Government Hospital, is&nbsp;<strong>done away with</strong>&nbsp;in terms of guidelines notified by D/o EPwD vide Notification dated 04.01.2018, as modified from time to time. The Certificate of Disability issued by the Certified Medical Authority may suffice. Employees covered under the preceding Para B (1) (i) to (vii) above shall apply for grant of Transport Allowance at double the normal rates to the Administrative authority of their Departments on the basis of Certificate of Disability issued by the Certified Medical Authority in terms of guidelines for the purpose of assessing the extent of specified disability notified on 04.01.2018 by D/o EPwD. In case of any doubt, the case may be referred to the concerned Head of Department of Government Hospital. The allowance may be granted with effect from the date, the Certificate of disability is received by the Administrative authority in the concerned Ministry/Department.</p>



<p>3.2. In case of doubt over Certificate of disability, the Head of the Department may refer the employee to the Government Civil Hospitals/Medical Authority for getting confirmation regarding disability. The employee may be reimbursed the actual travelling expenses subject to a maximum Travelling Allowance admissible for a journey on tour without any Daily Allowance for the period of journey and for halts. The period spent on journeys and also at the hospitals shall, however, be treated as duty. If any fee is charged by the Central Govt. Hospital/Union Territory Hospital/ State Government Hospitals, it shall be reimbursed to the employees concerned.</p>



<p>3.3. Government employee who at the time of appointment submit valid Disability Certificate issued by Certified Medical Authority in terms of Notification issued by D/o EPwD dated 04.01.2018 as amended from time to time, would be granted Transport Allowance at double the normal rates from the date of appointment itself. In all other cases, the Transport Allowance at double the rates would be admissible from the date. the requisite certificate is received by the Administrative authority concerned.</p>



<p>3.4. Government employees already getting the benefit of Transport Allowance at double the normal rate on the basis of certificates obtained from Government Civil Hospitals as per earlier instructions, would continue to get it on the basis of those certificates.</p>



<h4 class="wp-block-heading">4. Rates of Transport Allowance:</h4>



<p>4.1. The rates of Transport Allowance had been revised vide this Department’s O.M. No. dated 7th July 2017 as per recommendations of 7 Central Pay Commission. The following rates of Transport Allowance are admissible to Central Government employees w.e.f. 01.07.2017:</p>

<p>4.2. Persons with Benchmark Disabilities prescribed in Para B(1) above, shall be eligible for Transport Allowance at double the above rates.</p>



<h4 class="wp-block-heading">5. Conditions for grant of Transport Allowance at double the normal rates:</h4>



<p>Transport Allowance at double the normal rates shall be admissible subject to the following conditions:</p>



<p>5.1. The allowance shall not be admissible to those employees who have been provided with the facility of Government vehicle.</p>



<p>5.2. In respect of those employees who opt to continue in their pre-revised pay-Structure/pay scales, the corresponding Level in the Pay Matrix of the post occupied on 01.01.2016 as indicated in CCS (Revised Pay) Rules, 2016 would determine the allowance under these orders.</p>



<p>5.3. For Level 14 and above, if staff car is admissible, such employees may exercise option to avail staff car or higher rate of Transport Allowance @ Rs.15750/- as admissible to the Officers drawing pay in Level-14 &amp; above of the Pay Matrix in terms of this Department’s O.M. dated 07.07.2017. Transport Allowance in lieu of staff car shall be at the rate of Rs.15750/- per month plus Dearness Allowance only and not at the double of this rate.</p>



<p>5.4. The Transport Allowance at double the normal rates shall be admissible irrespective of whether the eligible Government employees are residing within campus (housing the place of work and residence) or residing in a Government/ Private accommodation within one kilometer of the office.</p>



<p>5.5. Assessment of disability and Certified Medical Authority concerned who issue the Disability certificate, would be with reference to Notification No. 16-09/2014-DD-III dated 04.01.2018 issued by D/o Empowerment of Persons with Disabilities (Divyangjan) and any subsequent amendments thereto. However, in case of any doubt with regard to assessment of disability and issue of Disability certificate, the case may be referred to the Head of Department concerned for particular disability in a Government Civil Hospital.</p>



<h4 class="wp-block-heading">6. Admissibility of Transport Allowance at double the normal rate during different circumstances:</h4>



<p><strong>6.1. During leave:</strong>&nbsp;The allowance will not be admissible for the calendar month(s) wholly covered by leave.</p>



<p><strong>6.2. During deputation abroad:&nbsp;</strong>The allowance will not be admissible during the period of deputation abroad.</p>



<p><strong>6.3. During training, tour, etc.:</strong>&nbsp;If an employee with Benchmark Disability, is absent from the Headquarters/Place of posting for full calendar month(s) due to training, tour, etc., he/she will not be entitled to any Transport Allowance during that/those calendar month/months. However, If the absence does not cover any calendar month(s) in full, Transport Allowance at double the normal rate, will be admissible for full month.</p>



<p><strong>6.4. During training treated as duty:</strong>&nbsp;In case the training is treated as duty, the allowance may be granted during such training, if no Transport Facility/Travelling Allowance/Daily Allowance is provided for attending the training institute. During official tour in the training course, the allowance will not be admissible when the period of the tour covers the whole calendar month. Also, during training abroad, no Transport Allowance will be admissible when the period of such training covers the whole calendar month.</p>



<p><strong>6.5 During inspection/survey duty within the city but exceeding 8 kms from the Headquarters OR during continuous field duty either in or outside the Headquarters:</strong> In case the employee gets Road Mileage/Daily Allowance or free transportation for field /inspection/ survey duty or tour for a period covering the whole calendar month, he/she will not be entitled to Transport Allowance at double the normal rate during that calendar month.</p>



<p><strong>6.6 During vacation:</strong>&nbsp;The person with Benchmark Disability covered under Vacation Staff is entitled to Transport Allowance at double the normal rate provided no free transport facility is given to such staff. However, the allowance shall not be admissible when such vacation spell, including all kinds of leave, envelops the entire calendar month(s).</p>



<p><strong>6.7 During suspension:</strong>&nbsp;As a Government employee under suspension is not required to attend office, he/she is not entitled to Transport Allowance during Suspension where suspension covers full calendar month(s). This position will hold good even if the suspension period is finally treated as duty. Where suspension period covers a calendar month partially, Transport Allowance at double the normal rate payable for that month shall be reduced proportionately.</p>

<h3 class="wp-block-heading">Subject: Travelling Allowance on transfer to/from North-Eastern Region, Union Territories of Andaman &amp; Nicobar, Lakshadweep Island and Ladakh &#8211; In respect of Railway employees.</h3>



<p>In partial modification to Para 3(C) of Annexure to Board’s letter of even number dated 24.08.2017, it has been decided with the approval of competent authority that on transfer to North East Region, Union Territories of Andaman &amp; Nicobar, Lakshadweep Island and Ladakh or-vice-versa, the condition regarding production of receipt /voucher will be as under:</p>



<ul class="wp-block-list"><li>(i) If the family of Railway employee does not accompany him on transfer to from these areas, the employee is entitled to carry personal effects upto 1/3rd of his entitlement and production of receipt/voucher is not mandatory to claim 1/3rd of his entitlement of transportation of personal effects.</li><li>(ii) If the family of Railway employee accompanies him on transfer to/from these areas, the employee is entitled to the admissible cost of transportation of personal effects and production of receipt/ voucher is mandatory to claim admissible amount as per his entitlement for transportation of personal effects.</li></ul>



<p>2. This order shall be effective from the date of issue of the letter. Past cases already settled shall not be re-opened.</p>

<h3 class="wp-block-heading">Subject: Travelling Allowance on transfer to/from North-Eastern Region, Union Territories of Andaman &amp; Nicobar, Lakshadweep Islands and Ladakh &#8211; in respect of the Central Government employees.</h3>



<p>The undersigned is directed to refer to Para 3 (iii) of this Department’s OM No. 19030/1/2017-E.IV dated 13.07.2017 regarding Travelling Allowance on implementation of recommendations of 7th CPC, wherein it had been mentioned that production of receipt/vouchers is mandatory in r/o transfer to North-East Region, Andaman &amp; Nicobar Islands, Lakshadweep and Ladakh.</p>



<p>2. Several references have been received in this Department seeking clarification that in case the officer is transferred from North East Region to other part of India or vice-versa and the family of the Government employee does not accompany him whether production of receipt/vouchers is mandatory to claim 1/3rd amount of entitlement of transportation of personal effects.</p>



<p>3. The matter has been considered in this Department. It has been decided that on transfer to North East Region, Union Territories of Andaman &amp; Nicobar, Lakshadweep Islands and Ladakh or vice-versa, the condition regarding production of receipt/voucher will be as under:</p>



<ul class="wp-block-list"><li>If the family of the Government employee does not accompany him on transfer to /from these areas, the employee is entitled to carry personal effects upto 1/3rd of his entitlement and production of receipt/voucher is <strong>not mandatory</strong> to claim 1/3rd of his entitlement for transportation of personal effects.</li><li>If the family of the Government employee accompanies him on transfer to/from these areas, the employee is entitled to the admissible cost of transportation of personal effects and production of receipt/voucher <strong>is mandatory</strong> to claim admissible amount as per his entitlement for transportation of personal effects.</li></ul>



<p>4. This order shall be effective from date of issuance of this OM. Past cases already settled shall not be re-opened.</p>



<p>5. This is issued with the approval of Finance Secretary &amp; Secretary (Expenditure).</p>

<h3 class="wp-block-heading" id="subject-keeping-double-additional-transport-allowance-out-of-the-50-35-ceiling-relating-to-divyangjan-reg">Subject: Keeping double/additional Transport Allowance out of the 50% /35% ceiling relating to Divyangjan &#8211; reg</h3>



<p>The undersigned is directed to refer to the order of the office of Chief Commissioner for Persons with Disabilities under the Ministry of Social, Justice and Empowerment, in the matter of Sh. K. Shiva Reddy &amp; ors., DM finance, a visually impaired employee case No. 11927/1024/2020 dated 12.02.2021 recommending to amend DPE OM no. W-02/0030/2018-DPE (WC) dated 10.07.2018, so as to include Additional Transport Allowance / Double Transport Allowance in the list of perks / allowance / benefits exempted from upper ceiling limit.</p>



<p>2. DPE OM dated 03.08.2017 authorizes to the Board of Director to decide on perks and allowances and states that all allowances are within the ceiling of<strong>&nbsp;35%</strong>&nbsp;of Basic Pay except the allowances mentioned therein.</p>



<p>3. The matter has been examined in consultation with the DoE and it has been decided as under:</p>



<p>1) The PwD employees in terms of DoE OM dated 07.07.2017, may be paid double the transport allowance to facilitate their accessibility to &amp; fro the office.</p>



<p>2) Additional amount of Transport allowance payable to PwD employees in terms of DoE OM dated 07.07.2017, is to be kept outside the overall ceiling of cafeteria approach.</p>



<p>4. Accordingly, Para 3(vi) of DPE OMs dated 10.07.2018 and Para 9 of DPE OM dated 03.08.2017 stand amended.</p>



<p>5. CPSEs are advised to fix or review amount of Transport Allowance to be reasonable within set of allowances under the cafeteria approach in consultation with their concerned Administrative Ministry/ Department for the purpose of calculation of double/ additional Transport Allowance admissible as above, keeping in view the terms of DoE OM dated 07.07.2017 and DPE guidelines.</p>



<p>6. All administrative Ministries/Departments of the Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for necessary action at their end.</p>



<p>7. This issues with the approval of competent authority.</p>

<h3 class="wp-block-heading"><strong>Subject: Concessions to person re-employed in Central Government service- Payment of Travelling Allowance.</strong></h3>



<p>The undersigned is directed to refer to this Department’s O.M. No. 19030/6/2010-E.IV dated 10.02.2012 on the subject mentioned above. In view of several references being received in this Department for relaxation of the conditions mentioned in the above said OM, the matter has been re-considered and it has been decided to regulate admissibility of Travelling Allowance (i.e. TA for self and family members, Composite Transfer Grant, transportation of personal effects and transportation of conveyance) in r/o persons re-employed in Central Government in the following manner:</p>



<ul class="wp-block-list"><li>(i) Where the pensioner is re-employed and TA on retirement has already been claimed by re-employed pensioner from the office/organization from where he has retired/ superannuated:</li><li>(a) TA shall be allowed to him for such appointment if such appointment is made at station other than place of settlement or such appointment necessitates change of residence at place of settlement.</li><li>(b) TA shall also be allowed to him after completion of his term of re-employment.</li><li>(c) In both cases, the TA would be reimbursed by the office/organization where the pensioner is re-employed.</li><li>(ii) Incase the re-employed pensioner has not claimed TA on retirement within one year of his retirement and he is re-employed under the Central Government before the expiry of one year from the date of retirement:</li><li>(a) TA shall be allowed to him for such appointment in case such appointment is made at station other than last station of duty or such appointment necessitates change of residence at last station of duty.</li><li>(b) TA shall also be allowed to him after completion of his term of re-employment.</li><li>(c) The expenditure for TA on joining such appointment shall be borne by the organization from where the pensioner is retired/superannuated with reference to the post held at the time of retirement. On completion of term of re-employment, the TA would be reimbursed by the office/organization where the pensioner is re-employed.</li><li>(iii) In case of appointment of a re-employed person from other than Central Government, TA shall be allowed to him as per the provision at Para 1 (i) above.</li></ul>



<p>2. Admissibility of TA in above cases would be subject to the following :-</p>



<ul class="wp-block-list"><li>(i) The entitlement for TA would be w.r.t. the post last held and the last pay drawn under the Central Government at the time of retirement. In case of appointment of a re-employed person from other than Central  Government, the entitlement of TA would be in accordance with the equivalence given to the post in Central Government.</li><li>(ii) The provisions of SR-116 of the TA rules as admissible to Government officials on transfer in public interest, as modified from time to time, would be applicable.</li></ul>



<p>3. This order shall be effective from date of issuance of this O.M. Past cases already settled Would not be re-opened.</p>



<p>4. This is issued with the approval of Finance Secretary &amp; Secretary (Expenditure).</p>

<p><strong>Subject: Processing and payment of TA/DA claims on Temporary Duty on account of special situation of COVID19 Pandemic</strong></p>



<p>Of late a case has come to the notice and knowledge of the O/o PCDA (QO) Pune, wherein an Army Officer proceeded on Temporary duty for a specified period. The Officer was tested Covid positive during the temporary duty period and as per Epidemic Act/ NDMA Authority and State Administration instructions, the Officer was quarantined per force which led to his forced overstay in the Temporary Duty station. The Officer submitted his TA/DA Claim for the entire period of his stay at Temporary duty station along with Detention Certificate from the Temporary duty station covering the entire period of his stay at Temporary Duty station for regularisation and payment.</p>



<p>2. The case has since been got examined in light of the provision of the following Gol Orders which are stated below viz</p>



<ul class="wp-block-list"><li>i. DoPT, New Delhi OM No 13020/ 1/2019-Estt(E) dt 07/06/2021 regarding, treatment of Quarantine period during Covid19 pandemic as period on duty.</li><li>ii. MoD, DMA, New Delhi F. No A/30555/COVID-19/GS/DGMT dt 28.08.2020 stipulates that the power to regularise the disruption in Training/ Study leave period is delegated to the Dy COAS for the period from 20/3/2020 to 30/06/2021.</li><li>iii. MoD, DMA, New Delhi F. No A/30555/COVID-19/GS/DGMT dt 26/11/2020 stipulates that the power to regularise the disruption in Training/Study leave period stands delegated to Army Commander, Hqrs ARTRAC, Shimla.</li><li>iv. Subsequently, extension for regularisation of disruption in Training/Study leave was further extended from 01/07 2021 to 30/6/ 2022 vide MoD, DMA, New Delhi F. No A/30555/COVID-19/GS/DGMT dt 18/06/2021.</li><li>v. Rule 91 of Travel Regulation stipulates that any move on duty which is ordered for a period of less than 180 days will be classified as temporary duty and TA/DA will be admissible during that specified period of TD.</li></ul>



<p>3. On the analogy of the above orders which provide for extension to regularise forced overstay at training establishments and regularisation of quarantine period, it has since been decided by Competent Authority that the unprecedented situation was a fait accompli, force majeure eventuality and beyond the control of the Officer, such TA/DA claims may please be admitted in audit on the basis of Detention Certificate covering the entire period of stay in light of the above orders available /applicable for the same. The Officers will be entitled for TA/DA as a special case on account of Covid-19 pandemic disruption and divine wrath as per his entitlement after production and submission of all relevant documents warranted in audit (Original receipts) seeking the approval of competent authority.</p>



<p>4. The above order may be got noted by all for strict compliance. Any grievance from Army Officers for non admittance of such claims will be viewed seriously.</p>

<p>Subject: <strong>Time-limit for submission of claims for Travelling Allowance (TA) on Retirement &#8211; regarding.</strong></p>



<p>The undersigned is directed to refer to this Department’s OM No. 19030/1/2017-E.IV dated 13.03.2018 wherein the time limit for submission of claims for TA on Tour/ Transfer/ Training/ Journey on Retirement was changed from one year to sixty days, succeeding the date of completion of the journey.</p>



<ol class="wp-block-list" start="2"><li>several references have been received in this Department regarding extension of time-limit for submission of TA claims in r/o journeys performed by retired employees and their families for going to Home town/place of settlement after retirement as difficulties are being faced by the retired Govt. officials while claiming reimbursement of TA on retirement within a period of sixty days of completion of their journey.</li><li>The matter has been considered in this Department and in partial modification of this Department&#8217;s OM of even number dated 13.03.2018, it has been decided that the time-limit for submission of claims for TA on Retirement is modified from 60 days to 180 days (six months), succeeding the date of completion of the journey.</li><li>The time limit for submission of TA claim on tour, transfer and training will remain 60 days.</li><li>These orders will be effective from the date of issue of the order. However, the claims not settled due to time limit of 60 days in terms of the O.M. dated 13.03.2018 on the subject, may be re-considered by the concerned Ministry/ Department.</li><li>In their application to the persons belonging to Indian Audit and Accounts Department, these orders are issued under Article 148(5) of the Constitution and after consultation with the Comptroller &amp; Auditor General of India.</li><li>This is issued with the approval of Finance Secretary &amp; Secretary (Expenditure).</li></ol>

<p>As per the direction contained in CGDA’s letter no. AT/ Army/ Pay Civ/ IT/ PC. dt. 14/10/2019 &amp; 20/11/2019 and instructions of the Competent Authority, Payment on account of TA/ DA/ <strong><a href="https://centralgovernmentnews.com/category/ltc/" target="_blank" rel="noreferrer noopener">LTC</a></strong> Claims in respect of units falling under audit jurisdiction of PCDA(CC) Lucknow are required to be processed through DBT(Direct Bank Transfer) instead of UPFA (Unit Public Fund Account) hence the amount will be credited directly in the Bank Account of the claimant/ individual.</p>



<p>Therefore all the Officer Incharges of respective units are requested to enclose the verified accounts details of the individuals while forwarding their claims to this office.</p>



<p>Claims received after 07.12.2020 without the verified details of individual’s account shall not be entertained by this office.</p>

<p>With the outbreak of <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a> pandemic, the budgeted earning target of the current year i.e. 2019-20 has been adversely affected. In view of this, the above referred instructions have been issued by the Board to adopt various economy, austerity and cost control measures so that liabilities are met within available funds.</p>



<p>2. Payment of OTA to <a href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener">Railway Servants</a> governed by Para 10 of the Railway Servants (Hours of Work &amp; Period of Rest) Rules, 2005 and Travelling <a href="https://centralgovernmentnews.com/category/allowance/" target="_blank" rel="noreferrer noopener">Allowance</a> is one of the steps to control expenditure and thus, a decision has been taken in a Board meeting held on 29.6.2020 that the cases of OTA and TA should be critically reviewed by the General Managers and a ceiling of 50% be imposed on payment of OTA and TA. A copy of Item No. 4 of the Minutes of the Board Meeting held on 29.06.2020 to discuss “Measures to reduce cost and improve saving” is enclosed for ready reference.</p>



<p>3. It may also be kept in mind that deferment of bills/payment is not expenditure control and maximum utilization of existing manpower within the stipulated working hours should be ensured.</p>



<p>4. It has been desired by the Board that the cases of payment of OTA and TA should be monitored closely by PCPOs and PFAs of the Zonal Railways.</p>

<p>“<strong>Item No. 4</strong>: Impose 50% Ceiling on Over Time (Rs. 1300 Cr) and Travelling Allowance (Rs. 2300). There are other allowances which need to be reviewed by Zonal Railways and controlled. Broadly, such semi-variable allowances would be in the range of Rs. 13000 Cr. per annum.</p>

<p>Subject: <strong>Guidelines for Tenure Transfer for the year 2020-21 to ensure economy in expenditure under TA/TP.</strong></p>



<p>Sir,</p>



<p>As you are aware that, Government of India has decided to impose cut on various heads of account to tackle situations arising out of pandemic of <strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank">COVID-19</a></strong>. The budget cut is equally applicable to budget heads related to TA/TP related to transfer/ posting. In order to review the tenure transfer guidelines for ensuring economy in respective heads, the tenure transfer were kept in hold vide this office letter of even no dated 17.4.2020 and 06.05.2020. The guidelines have been reviewed in consultation with Vigilance Branch of <strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/category/postal-department/" target="_blank">Postal</a></strong> Directorate and it has been decided that circles may issue tenure transfer for the year 2020-21 following the under mentioned guidelines:-</p>

<ul class="wp-block-list"><li>With a view to keep the expenditure at the barest minimum, economy on TA/TP should be a major consideration in the decision making.</li><li>Tenure transfer may be made in such a manner that it does not involve expenditure on TA/TP except in exceptional cases.</li><li>Where ever transfer liability lies within the same station / office premises involving no TA/TP, tenure transfer order can be issued.</li><li>Officials in C-class post offices / of doubtful integrity completing tenure / planned to be transferred will be transferred in such a manner that transfer does not attract expenditure on TA/ TP as far as possible. Where it is not possible to avoid TA/TP expenditure, the transfer orders be issued with TA/TP.</li><li>If the official is already on extension, no further extension will be given based on these instructions. Such cases will be handled as per existing instructions on the issue.</li><li>In all other cases, where it is not possible to transfer the officials following above guidelines, their tenure shall be extended till 31.03.2021 or until further orders whichever is earlier. However due care should be taken about the past work of the official, integrity and sensitivity of work allotted.</li></ul>



<p>2. Where tenure transfer are already issued and implemented, such cases will not be opened. Where tenure transfer have been issued but not implemented, the cases will be reviewed based on these instructions.</p>

<p>3. These additional guidelines shall be in force till <strong>31.3.2021</strong> or until further orders whichever is earlier.</p>
