DoT organizes Telecom Pensioner Facilitation Camps

Keeping in view the inconvenience to the telecom pensioners in submission of Life Certificate and updation of KYP form, the Office of Principal Controller of Communication Accounts, Department of Telecommunications, New Delhi is organizing Telecom Pensioner Facilitation Camps in the premises of MTNL at various locations across Delhi for the convenience of Pensioners.

Pensioners are requested to attend these camps and avail facilities as per their convenience along with relevant documents for updation of KYP and on the spot verification of Life Certificate.

Defence Pensioners can Submit Extended Life Certificate till Feb 2023

All defence pensioners who are yet to complete their annual identification are requested to complete their annual identification/ life certification by February 2023 positively to ensure smooth processing and credit of their pension entitlement.

MoD approves extension of pension payment for three months for banks’ pensioners, migrated to SPARSH, whose identification was due in November 2022

Ministry of Defence has approved the extension of pension payment for three months for banks’ pensioners, who migrated to SPARSH, {System for Pension Administration (Raksha)} and whose identification was due in November 2022. It is reiterated that the process of Annual Identification/ Life Certification is a statutory requirement for continued and timely credit of monthly pension. Thus, all defence pensioners who are yet to complete their annual identification are requested to complete their annual identification/ life certification by February 2023 positively to ensure smooth processing and credit of their pension entitlement.

Annual Identification/ Life Certification can be done via the following means:

1. Via the Digital Jeevan Pramaan online/ Jeevan Pramaan Face App for Android Users.

• SPARSH Pensioner: Please choose Sanctioning Authority as “Defence – PCDA (P) Allahabad” & Disbursing Authority as “SPARSH – PCDA (Pensions) Allahabad”.

2. Pensioners can complete Annual Identification/ Life Certification by logging in sparsh.defencepension.gov.in/ and opting for:

• Download & upload Manual Life Certificate (MLC) duly signed by authorized signatory, or
• By selecting Aadhaar based Digital Life Certificate (DLC)

3. Pensioners may also visit for completing their Annual Identification/ Life Certification at nearest Service Centre established at following agencies:

• Common Service Centres (CSCs) – To find your nearest CSC click here: https://findmycsc.nic.in/
• Nearest DPDO or Defence Accounts Department Service Centre.
• Service centres established by SBI, PNB, Bank of Baroda, HDFC Bank and Kotak Mahindra Bank.
• To locate SPARSH service centres available at Defence Account Department or Banks click here – https://sparsh.defencepension.gov.in/?page=serviceCentreLocator.

4. Legacy Pensioner (pre-2016 Retiree) who has not yet migrated to SPARSH can perform their Life Certification as was being done by them in previous years. For performing life certification through Jeevan Pramaan, they have to select respective Sanctioning Authority as “Defence – Jt.CDA(AF) Subroto Park” or Defence – PCDA (P) Allahabad” or “Defence – PCDA (Navy) Mumbai & Disbursing Authority as your respective pension disbursing bank/ DPDO etc.

Jeevan Pramaan / Digital Life Certificate now available at your nearest post office or at door step

Digital Life Certificate is a biometric enabled digital service for pensioners. Pensioners of Central Government, State Government, EPFO or any other Govt. organizations can take benefit of this facility at doorstep or at any post offices.

The pensioners need not visit office of Pension department or pension disbursing agency for submission of Life Certificate

• Completely paperless issuance of Digital Life Certificate with Aadhaar authentication.
• Instant issuance of certificate.
• Service available at nominal fee of Rs. 70 (inclusive of taxes)

Pensioner needs to carry the following information for the generation of the DLC:

1.Pension ID
2.Pension Payment order
3.Pension Disbursing department
4.Bank account details
5.Mobile Number and Email ID
6.Aadhaar Number

Digital Life certificate will be instantly generated with Pramaan ID sent to you on your mobile.

Your certificate details will be automatically updated with the pension department.

OFFICE MEMORANDUM

Subject: Extension of period for submission of Life Certificate from October 2020 til December 2020.

Every Central Government pensioner has to submit life certificate in the month of November for further continuation of his/her pension. It has been observed that a large number of Central Government pensioners physically visit bank branches for this purpose.

2. Earlier, as a measure to enable additional dedicated time to very senior pensioners, this department, vide ts OM No. 1/20/2018-P&PW(E), dated 18.07.2019, allowed the pensioners in the age group of 80 years and above, to submit Life Certificate from 1st October onward instead of 1st November, every year.
3. In view of the ongoing Covid-19 pandemic and keeping in view of the vulnerability of elderly population to Corona Virus, it has now been decided to extend the existing timeline for submission of Life Certificate. This year, all Central Government pensioners may submit Life Certificate from 1st November, 2020 onward, till 31st December 2020. However, the pensioners in the age group of 80 years and above, can submit Life Certificate from 1st October, 2020 onwards. to 31st December, 2020. During this extended period, the pension will be continued to be paid by the Pension Disbursing Authorities (PDAs) uninterrupted.
4. Further, in the line of RBI notification no. RBI/2019-20/138, dated January 9, 2020, which permits Video based Customer identification Process (V-CIP) as a consent based alternate method of establishing the customer’s identity, PDAs may also explore the said methodology for obtaining a Life Certificate from the pensioner, to the extent permitted by RBI guidelines, in order to avoid rush at the branches.
5. The above measures are expected to avoid rush al branches and maintain social distancing, while obtaining Life Certificates from the elderly this year. PDAs shall also ensure proper arrangements and social distancing measures at the branches and prevent overcrowding.
6. All Pension Disbursing Authorities are requested to take note of this OM for compliance and give wide publicity to the same amongst the pensioners.
