<p>7th Pay Commission Latest News – Strike Call on 11th April 2016 – 95% Railway employees want strike – Strike Ballot conducted by AIRF on 11th and 12th of February 2016</p>
<p>NJCA, the joint action Committee represented by associations of Central Government Employees including Railway Employees and Civilian Defence Employees have planned for All India Strike on 11th April 2016 against anti-employees 7th Pay Commission Recommendations.</p>
<p>In this connection. In this connection AIRF, has conducted Strike Ballot among Railway Employees to get decision whether to participate in All India Strike on 11th April 2016 called for by NJCA. After completion this exercise AIRF has released a press release to the effect that result of Strike Ballot is in favour of participating in Strike. As many as 95% of Railway Employees have voted for proceeding for Indefinite Strike.</p>

<p>On the clarion call of the National Joint Council of Action(NJCA) and All India Railwaymen’s Federation(AIRF), strike ballot was conducted all over the Indian Railways among the Railwaymen on 11-12 February, 2016 against retrograde recommendations of the VII CPC, 11-point Charter of demands of the Central Government employees as also non-settlement of long pending genuine demands of the Railwaymen.</p>
<p>The Convener of the NJCA and General Secretary AIRF, Shri Shiva Gopal Mishrasaid, “there is serious resentment among the Central Government employees in general and the Railwaymen in particular on against retrograde recommendations of the VII CPC and non-settlement of their long pending genuine demands. As a result of which, in the strike ballot conducted all over the Indian Railway on 11-12 February, 2016, more than 95% Railwaymen casted their votes in favour of the strike with full enthusiasm”.</p>
<p>Shri Mishra further said, “overwhelming voting in favour of strike ballot has proved that the Railwaymen are totally in favour of the strike”.</p>
<p>Shri Mishra also told that, “keeping in view result of the strike ballot, notice for withdrawal of labour, i.e. Strike Notice, will be served to the respective general Managers on 11th March, 2016 for “indefinite strike” from 06:00 hrs. of 11th April, 2016, in case the government does not resolve the genuine demands of the employees and this will be the biggest and historical strike of the Railway employees, responsibility of which shall be of the Government of India”.</p>

<p>On the call of All India Railwaymen’s Federation (AIRF) more than one million railwaymen are likely to participate in strike ballot on 20 &amp; 21 December 2013 all over Indian Railways.</p>
<p>Giving details here Comrade Shiva Gopal Mishra, General Secretary, All India Railwaymen’s Federation said since Railway Ministry as well as Government of India is quite in different and had not resolved our long pending demands, we have no other alternative except to resort to strike ballot. The result of strike ballot will be available on 23rd December, 2013 based on that All India Railwaymen’s Federation will chalk out further strategy.</p>

Sub:<strong> Feedback on the meeting held today with the Member Staff, Railway Board on Staff Grievances</strong><br />
Ref: <strong>Strike Ballot</strong></p>
<p>The Member Staff, Railway Board, invited us called me for an meeting today at 15:00 hrs. on the above-noted subject.</p>
<p>During course of meeting, I explained him all the circumstances under which AIRF was forced to take the decision of Strike Ballot.</p>
<p>I also explained him that, due to non-redressal of genuine long-pending demands of the Railwaymen, like removal of anomalies (Running Staff grievances, merger of Technician II with Technician I, GP Rs.4800 to all the Supervisory Staff, abolition of GP Rs.2000 for the purpose of MACP Scheme), non-implementation of unanimously agreed decisions of the Railway Board &#8211; unanimous recommendations of Jt. Committee on Trackmen, regularization of railway accommodation in favour of wards of railway employees recruited under LARSGESS, extension of LARSGESS to the staff working TRD, Bridge and Power departments, cadre restructuring without matching savings, absorption of quasi-administrative offices staff in the Railways, parity in the case of Stenographers working In the field as well as Zonal Railways and Production Units, creation of additional posts in commensurate with increase in the number of trains and work load, stopping of outsourcing of perennial nature jobs, violating the provision of Contract Labour, etc. etc,</p>
<p>Similarly, judgements of various courts, in regard to MACP in hierarchical grade. Accounts Staff and Stenographers, reckoning of 100% Casual Labour Service rendered as Qualifying Service for seniority and pensionary benefits, have not being implemented. On the one hand, Railways are said to be the second line of defence, but the Ministry of Railways have not done any effort to pursue the matter with the Government of India to bring all the Railwaymen in Old Pension Scheme, as has been done by the Home Ministry in regard to Defence Staff.</p>
<p>I explained to the MS, AM (S) and ED(IR), Railway Board, present in the meeting, that though we had all along advised the Railway Board, right from top to bottom, every decision of the General Council as wel as 88th Annual Convention of the AIRF, and also in between no positive steps have been taken by the Railway Board in regard to Resolution of Charter of Demands submitted by the AIRF to the Railway Board, and that is the reason, our Patna 89th Convention of AIRF also put its seal on Strike Ballot (20-21 December, 2013) decision of the General Council of the AIRF as well as &amp; 8th Annual Convention of the AIRF.</p>
<p>Though the Member Staff requested for deferment of date of strike ballot, I told him very clearly that now it is too late, and until there are sorne visible action from the Ministry of Railways and Government of India is taken, we would not be able to defer our strike balot decision, decided by our General Council and Annual Convention.</p>
<p>In regard to continuation of dialogue, I explained that I would inform the Railway Board about the date, only<br />
after consulting the President/AlRF.</p>
<p>In the meeting issue of brutal killing of Late Sh.Sanjeeva Rao/TTE/SCR was also raised. I stressed upon the Member Staff to extend all resources so that relief to the bereaved family could be given at the earliest. I also apprised the MS about the anguish and concern of Railwaymen about this incident. Further emphasis was given to provide security for staff to avoid recurrence of such sorrow and painful incidents.</p>
<p>Corn. Mukesh Galav, General Secretary/WCREU and AGS/AIRF was also present during the course of meeting.</p>
<p>The above is for your information, and the latest update on the subject.</p>
<p>All of you are requested to take strike ballot as seriously as had been taken in the General Council and Annual Convention of the AIRF and motivate the Rawayrnen that, why we have been forced to go for strike ballot.</p>

										<content:encoded><![CDATA[<p align="center"><strong><span style="text-decoration: underline;">38 POINT CHARTER OF DEMANDS FOR STRIKE BALLOT</span></strong></p>
<p align="justify">The 88th Annual Conference of the All India Railwaymen’s Federation, held at Visakhapatnam on 18-20 December, 2012, decided that, if the following burning grievances of the Railwaymen are not resolved in a time-bound programme, AIRF would be compelled to conduct strike ballot as a first step for a decisive struggle:-</p>
<p align="justify">1. Filling-up all vacant posts.</p>
<p align="justify">2. Sanction additional posts in commensurate with increase in the number of trains and workload.</p>
<p align="justify">3. Stop outsourcing of perennial nature jobs, violating the provision of Contract Labour (Regulation &amp; Abolition) Act, 1970.</p>
<p align="justify">4. Scrap New Pension Scheme and cover all the staff with pension and family pension scheme as available to staff appointed prior to 01.01.2004.</p>
<p align="justify">5. Implement recommendations of Cade Restructuring Committee.</p>
<p align="justify">6. Remove all the anomalies of the 6th CPC as agreed upon in the meeting of Departmental Anomaly Committee and resolve all the anomalies pending before National Anomaly Committee.</p>
<p align="justify">7. Recommendations of the Joint Committee constituted to study the Career Progression and Package for Trackmen has been diluted arbitrarily. The recommendation should be implemented in to to.</p>
<p align="justify">8. Merger of grades of Technician Gr. II and Gr. I duly grant GP of Rs.2800.</p>
<p align="justify">9. Provision of GP of Rs.4800 in place of Rs.4600 to all Senior Supervisors.</p>
<p align="justify">10. Upgradation of 15% apex level Group `C’ posts to Group `B’.</p>
<p align="justify">11. Grievances of the Running Staff, such as granting of Running Allowance w.e.f. 01.01.2006 duly improving ALK, reduction in Duty Hours, Provision of Additional Allowance to Running Staff working in Goods Trains and also to Traffic Running Staff working as Goods Guards and Passenger Guards, improvements in the condition of Running Rooms etc.</p>
<p align="justify">12. Upgrade all categories of staff in Grade Pay of Rs.2400 to Rs.2800.13. Parity of grade pay to Stenographers between the field staff and the staff working in Secretariat.</p>
<p align="justify">14. Reckoning of 100% Casual Labour Service rendered as Qualifying Service for seniority and pensionary benefits is still pending in spite of Hon’ble Supreme Court judgment.</p>
<p align="justify">15. Stepping up of pay of seniors who are drawing less pay than the juniors consequent on fixation of pay due to implementation of VI CPC recommendations between the direct recruits and promotees.</p>
<p align="justify">16. Stepping up of pay of senior employee on par with junior employee consequent on modification of ACP Scheme as MACP is pending with the Railway Board.</p>
<p align="justify">17. Safety Related Voluntary Retirement Scheme has been modified as LARSGESS permitting the Railway employees in Safety Categories to give Voluntary Retirement so as to enable their wards getting appointed. Lot of conditions were imposed diluting the intention of this scheme by introducing Written Examination.</p>
<p align="justify">Large number of wards of the employees who have applied for appointment under LARSGESS in 2010 cycle have failed in the PET. Later, PET was abolished for the wards appearing under LARSGESS 2012.</p>
<p align="justify">AIRF has demanded waival of PET for failed candidates of LARSGESS 2010 and requested the Board to issue necessary orders to Zonal Railways for absorbing them in the Railways. The matter is yet to be resolved at Board’s level.</p>
<p align="justify">18. Granting of one increment for the employees in the categories like MCMs, Loco Running Staff, SMs, P. Way Supervisors etc. when they get horizontal promotions without reckoning the same as “Promotion” for the purpose of granting financial upgradation under MACP.</p>
<p align="justify">19. The demand of recruitment of wards of Railwaymen as Substitutes has not been implemented by the GMs of the Zonal Railways due to several restrictions imposed in the orders of the Railway oard.</p>
<p align="justify">20. Welfare Schemes announced in the Railway Budget, such as opening of Nursing Colleges, Medical and Engineering Colleges, Polytechnics, Kendriya Vidyalas for the children of the Railwaymen, extension of medical facilities and pass to both dependant father and mother of Railway employees etc. are yet to be implemented by the Board. The announcement of the scheme – “House to All” has also not seen the light of the day.</p>
<p align="justify">21. Entitlement of Privilege Passes to travel by “Duronto Express” trains is yet to be finalized.</p>
<p align="justify">22. As per decision taken in the DC/JCM Meeting, 5% of the sanctioned strength of the Section Officers in the pre-revised scale of Rs.6500-10500 was earmarked to non-qualifying Appendix III Accounts Assistants. Consequent upon implementation of VI CPC recommendations, the same was revised to 1% of the combined strength of SOs &amp; SO(A)s , reducing the percentage. The demand of increasing the same to 5% on the combined strength of SOs and SSO(A)s is still pending with the Railway Board.</p>
<p align="justify">23. Grievances of AC Mechanics and AC Attendants deputed to work on trains is yet to be resolved by the Board.</p>
<p align="justify">24. Running Allowance should be paid to medically de-categorized Running Staff kept on supernumerary posts.</p>
<p align="justify">25. Even though technical categories working in Electrical, Mechanical, Civil Engineering(Works), erstwhile Mistries and supervisors have been merged in the cadre of JE, in the Civil Engineering the Senior P. Way Supervisors are rotting in their category without merger with JE category. This issue is pending with the Railway Board.</p>
<p align="justify">26. Even though several times the issue of absorption of quasi-administrative offices staff was discussed, no orders have been issued so far for the absorption of quasi-administrative offices staff in the Railways.</p>
<p align="justify">27. Improvement in the conditions of Railway Hospitals and filling up of all the vacancies of Doctors, Nurses and Paramedical Staff. Provide medical facilities to the staff posted at roadside stations and ganghuts.</p>
<p align="justify">28. Increase the amount of Fixed Medical Allowance and issue Smart Card to all RELHS beneficiaries.</p>
<p align="justify">29. Grant parity in pension and family pension to the staff/family retired prior to 01.01.2006.</p>
<p align="justify">30. Revise the rates of Patient Care Allowance and Risk Allowance and grant Patient Care Allowance to the staff of Medical Department working in Kitchen, Store, Watching duties etc.</p>
<p align="justify">31. Exempt Transport Allowance and Special Duty Allowance for the purview of Income Tax deduction.32. Raise the ceiling limit of Rs.3500 for the purpose of payment of PLB.</p>
<p align="justify">33. Raise the ceiling of Income Tax deduction from Rs.2.00 lakh to Rs.3.00 lakh, as recommended by the Standing Committee on Finance.</p>
<p align="justify">34. Repair quarters, roads, drains and do not compel staff to stay in inhabitable quarters and pay House Rent Allowance to such staff.</p>
<p align="justify">35. Limit duty hours of the staff to a maximum of 7 hours a day.</p>
<p align="justify">36. Scrap classification of duty hours as “Essential Intermittent” and “Excluded”.</p>
<p align="justify">37. Pay T.A., O.T., N.D.A., National Holiday Pay etc. regularly.</p>
<p align="justify">38. Increase the rate of Special Duty Allowance by 25% with retrospective effect from 01.01.2011.</p>

<p>Sub:- <strong>STRIKE BALLOT ON CHARTER OF DEMANDS.</strong></p>
<p>The draft resolution on Charter of Demands for conducting Strike Ballot was discussed in the 210th Working Committee Meeting of NFIR held at Bhilai on to 8th September, 2013 and was unanimously passed by the Working Committee for conducting Strike Ballot.</p>
<p>The Working Committee while passing the Resolution has authorized the Steering Committee of NFIR to decide dales for conducting Strike Ballot to obtain opinion of all sections of railway employees and thereafter deciding for launching indefinite strike on the basis of the mandate being given by railwaymen/women.</p>
<p>It was also decided to conduct intensive campaign on the charter of Demands of NFIR and highlight the facts to the workers much before the date of commencement of Strike Ballot to facilitate the employees to express their opinion for Indefinite Strike.</p>
<p>The affiliates are therefore, urged to take all possible steps to publicise and propagate the Demands listed in the Charter (Copy enclosed).</p>
<p>The dates for conducting Strike Ballot will be announced very soon as the Steering Committee is already seized of the matter.</p>

<p><strong>Charter of Demands</strong></p>
<p>I. Setting up of VIIth Central Pay Commission without further delay.</p>
<p>2. Abolition of New Pension Scheme &#8211; Withdrawal of PFRDA Bill from Parliament &#8211; Statutory Guarantee for New Pension Subscribers.</p>
<p>3. Productivity Linked Bonus (PLB) on actual wages without enforcing any ceiling.</p>
<p>4. Merger of DA with pay.</p>
<p>5. CountIng of Temporary status Casual Labour Service in full as qualfying service for all purposes.</p>
<p>6. Exemption of Transport Allowance from the purview of Income Tax.<br />
Allotment of pay scales 6th CPC issues.</p>
<p>7. (a) Merger of Technician-II with Technician-I with Grade Pay Rs. 2800/- (PB-I)<br />
(b) Revision of entry grade pay of Station Masters &#8211; to be revised to Rs. 4200/- (P8-2).<br />
(c) Replacement of Grade Pay Rs.4600/ with Rs.4800/- (PB-2) w.e.f 01/01/2006.<br />
(d) Allotment of entry Grade Pay of Rs.5400/- to the Group B Gazetted staff<br />
(e) Rectification of various anomalies of 6th CPC in the case of various other categories of staff on promotion to same grade pay shouldering greater responsibilities. Allotment of higher Grade Pay to the Loco Pilots and Guards, Supervisory categories, Field Technical staff Administrative Office staff Workshops and Production Units staff besides those in Grade Pay of Rs.1800/-, Rs.1900/- and above.</p>
<p>8. Special privileges and facilities for Women employees.</p>
<p>9. (a) Prevention of Down Sizing of staff strength. Out Sourcing, Contractorisarion and<br />
Privalization.<br />
(b)Implement pending Board of Arbitration Awards on House Rent Allowance, Over Time. Transport Allowance besides pay scales of Accounis Department staff<br />
(c) Rectification of MACPS anomalies.</p>
<p>(d) Stepping up of pay of seniors where ever juniors drawing higher pay as a result of MACPS.</p>
<p>10. Fixed Medical Allowance to be revised from Rs.300/- p.m. to not less than Rs. 1000/-.</p>
<p>11. Up-gradation of Apex Group ‘C’ to Group ‘B’ Gazetted — at least up to the extent of 15%.</p>
<p>12. Implementation of the report of Joint Committee for career growth of Track Maintainer in toto.</p>
<p>13. (a) Abolition of 12/- Hours duty in Railways &#8211; Reduction of Duty Hours of Running and Safety categories staff<br />
(b) Reduction of Duty Hours of Nursing Staff</p>
<p>14. Provision of Employment to Wards of Employees.</p>
<p>15. Career Improvement of Safaiwalis/Safaiwalas in Indian Railways (Committee has been constituted at the instance of NFIR).</p>
<p>16. Health care of employees, their families besides retired employees with adequate number of Doctors, Para Medical Staff Super specialists etc., need to be provided in all Railway Hospitals/Health Units.</p>
<p>17. Coverage of all Railway employees under Incentive Scheme in Workshops, PUs etc., which are presently not covered.</p>
<p>18. Parity in stenographers, Pay Scales ai par with CSS/RBSS (Railway Ministry has committed to NFIR).</p>
<p>19. Training Allowance to be revised to 30% of pay in all Training Centres/Schools.</p>
<p>20, (a) Depression of emoluments of Loco Inspectors inducted prior to January 1, 2006-Rectification of anomaly.</p>
<p>(b) SPAD definition needs to be reviewed to prevent harassment and victimisation of Running Staff and safety category staff</p>
<p>(c) Enhancement of Income Tax exemption limit in the case of running staff</p>
<p>(d) Running Rooms should be improved, air-conditioned and upgraded on priority.<br />
21. Project incentive allowance to all staff working in projects on Indian Railways.</p>
<p>22. Automatic creation of posts in safety/operational categories for manning new services and maintaining new assets — Filling up of all vacancies.</p>
<p>23. Grant of Daily Allowance to Staff Car Drivers.</p>
<p>24. Absorb quasi administrative units/offices staff against Group ‘D’ vacancies.</p>
<p>25. Revise the rates of Patient Care Allowance and Hard Duly Allowance and also cover other Para-medical staff.</p>
