<p>Ref: Railway Board’s letter No.PC-V/2016/PS/1 (Stipend) dated 02/02/2017 (RBE No.08/2017).</p>



<p>Federation invites kind attention of Railway Board to the instructions vide RBE No.08/2017 dated 02/02/2017 wherein rates of stipend payable to various categories of Railway employees during their mandatory training period prior to joining the .working post have been circulated (pursuant to the implementation of the recommendations of <a href="https://centralgovernmentnews.com/category/7cpc/" target="_blank" rel="noreferrer noopener">7th CPC</a>).</p>



<p>Complaints continued to be received by the NFIR from the Station Master category through our affiliated Unions that though the category of SM has been allotted GP 4200+PB-2/Level-6 at entry level, those SMs who have been undergoing induction training including those who completed training till now are being paid stipend at the rate of Rs.29200/- p.m. (vide S.N. 44 of Board’s orders dated 02/02/2017) while they are due to be paid stipend @Rs.35,400/- p.m. similar to the staff of other categories where recruitment is made in GP 4200+PB-2/Level-6. This is causing serious resentment and frustration among newly recruited SMs.</p>

<p>NFIR, therefore, requests the Railway Board to consider the valid grievance of staff and issue modified instructions to the Zonal Railways to pay stipend to trainee SMs @ Rs.35,400/- as against Rs. 29,200/-, duly endorsing copy to the Federation.</p>

<ul class="wp-block-list"><li>All establishments shall pay full stipend as applicable to the apprentices engaged under both designated and optional trade </li><li>Reimbursement of stipend to establishments under NAPS shall be paid by the Government for the lockdown period as per the NAPS guidelines</li></ul>



<p>As a part of the Government’s commitment to fight the spread of the Novel Coronavirus (COVID-19) and fully support the public, the <strong>Ministry of Skill Development and Entrepreneurship (MSDE) today notified all the establishments under designated and optional trade to pay full stipend to apprentices engaged with them</strong>. Additionally, reimbursement of stipend to establishments under National Apprenticeship Promotion Scheme (NAPS) shall be paid by the Government for the lockdown period as per the NAPS guidelines.</p>



<p>Apprentices Act, 1961 and the Apprenticeship Rules under it state that if a trade apprentice is unable to complete the period of apprenticeship training due to strike or lockout or layoff in an establishment where he is undergoing training and is not instrumental for the same, the period of his apprenticeship training shall be extended for a period equal to the period of strike or lockout or layoff, as the case maybe, and shall be paid stipend during the period of such strike or lockout or layoff or for a maximum period of six months, whichever is less.</p>



<p>Dr.MahendraNathPandey, Union Minister of Skill Development and Entrepreneurshipexpressed his views and shared, &#8220;This is the time when we all need to come forward and support each other completely. Even our honourable Prime Minister, Shri. NarendraModi appealed to businesses to act with empathy. And with this, we have decided that we will not let the morale of the country’s productive youth to be let down and will support them in every way possible. In view of this, <strong>we will ensure that apprentices continue to get their stipend during <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a> lockdown</strong>. I would also like to state that all the establishments have shown full commitment in this regard and are cooperating with the Government for the smooth delivery of services in a critical time like this.&#8221;</p>



<p>Apprenticeship has been recognized as an effective way to empower young people to smoothly shift from school and college to work whilst at the same time improving links between industry and training institutions. The National Apprenticeship Programme plays a large part in the task of up-skilling India’s workforce, offering the opportunity to share costs among different parties (employers, individuals and the government) and to involve governments, employers and workers in partnership. Apprenticeship is a win-win situation both for industry and youth in coming together to help make the vision of ‘Skilled India’ a reality in future</p>

<p>Subject: <strong>Enhancement of rate of stipend being paid to Interns in Central Government Institutes / Hospitals w.e.f 01.01.2018 &#8211; sanction &#8211; regarding</strong></p>



<p>In continuation of this Ministry&#8217;s letter number No. S.11014/4/98- ME-I dated 28.03.2016, the undersigned is directed to convey the approval of the competent authority to revise the rate of stipend to interns borne on the authorized strength of the Central Government institutions under the control of this Ministry viz. LHMC, New  Delhi, JIPMER, Pondicherry, DT.RML Hospital, New Delhi, VMMC &amp; Safdarjung Hospital, New Delhi, All India Institutes of Medical Sciences, North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences etc to <strong>Rs.23,500/- </strong>(Rupees Twenty Three Thousand Five hundred only) per month w.e.f. 01.01.2018 and until further  orders.</p>



<p>2. The expenditure involved shall be met from within the sanctioned budget grant of the concerned institute / Hospital.</p>



<p>3. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their ID No.12-07 /2018-E.Ill (A), dated 18.12.2018.</p>

<p>Consequent upon the promulgation of Railway Services (Revised Pay) Rules, 2016, on the basis of the recommendations of the Seventh Central Pay Commission, the issue of revision of the rates of stipend to Special Class Railway Apprentices has been under consideration. The President is pleased to decide the following revised rates of stipend for SCRAs:</p>

<p>Ref: Railway Board&#8217;s letter No.PC-V/2008/PS12(SCRA) dated 25.11.2008</p>
<p>Consequent upon the promulgation of Railway Services (Revised Pay) Rules, 2016, on the basis of the recommendations of the Seventh Central Pay Commission, the issue of revision of the rates of stipend to Special Class Railway Apprentices has been under consideration. The President is pleased to decide the following revised rates of stipend for SCRAs:-</p>

<p>Sub: <b>Revision of rates of stipend to apprentices and trainees on Railways.</b></p>
<p>Ref: Railway Board&#8217;s letter No. PC-V/2008/PS/1 (Stipend) dated 15-12-2008</p>
<p>Consequent upon the promulgation of Railway Services (Revised Pay) Rules, 2016 on the basis of the recommendations of the Seventh Central Pay Commission, the issue of revision in the rates of stipend to apprentices and trainees (non-gazetted) on Railways was under consideration. Now, the President is pleased to revise the rates of stipend to the apprentices and trainees as per the schedule attached herein.</p>
<p>2. It is likely that some of the existing categories of apprentices on certain Railways may not have designations identical to what appears in the enclosed Schedule. In such cases, the Railway administration, in consultation with FA &amp; CAO, should identify the designation/category of the apprentice concerned with similar case appearing in the Schedule and determine the rate of stipend applicable thereto. Wherever such identification is not possible, specific cases may be reported to the Board with verbatim comments of the FA &amp; CAO.</p>
<p>3. In case, the period of training as indicated in these orders is at variance with the actual practice in respect of one or more categories, the matter should be referred to the Railway Board for decision.</p>
<p>4. The apprentices and trainees will draw the revised rates of Dearness Allowance appropriate to the revised rates of stipend.</p>
<p>5. The revised rates of stipend will take effect from 01.08.2016.</p>
<p>6. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>

<div>The undersigned is directed to refer to the minutes of the separate meeting held on 15.07.2015 on the leftover PNM/NFIR items and to state that,DoP&amp;T’s OM dt.03.04.2012 have been adopted by the Board vide letter dt. 14.09.2012 (RBE No.102/2012) issued by its Estt. Dte. Accordingly, the matter has been examined in consultation with Estt. Dte. of Railway Board and they have clarified that Board’s instructions dt. 14.09.2012 applies exclusively in cases, where candidate being considered for appointment on <b>Compassionate grounds are not meeting the minimum qualification for entry into the Government service that is, in Grade Pay Rs. 1800/- and the word ‘trainees’ have been coined only for this limited purpose</b>. It has nothing to do with trainees (who get stipend and not salary) in various posts of Grade Pay Rs.1900 &amp; above, where it is mandatory for persons to complete the training successfully, before joining a working post.</div>

<div>In view of the above position Federation’s demand is not feasible for acceptance.</div>

<p>Sub : <strong>Revised rate of stipend to Trade Apprentices</strong></p>
<p>A copy of Ministry of Labour &amp; Employment, Directorate General of Employment and Training, Gazette Notification dated 27-09-2013 issued under GSR 662(E), received under Ordnance Factory Board, Kolkata letter No. 13/06/2013/TA/STIP-A/HRD dated 06-11-2013 is forwarded herewith for information and guidance of all concerned.</p>
<p>The rates of stipend of Trade Apprentices have been revised as follows:</p>
<p><strong>i) During first year of training &#8211; Rs.2100/- per month</strong></p>
<p><strong>ii) During second year of training &#8211; Rs.2400/- per month</strong></p>
<p><strong>iii) During third year of training &#8211; Rs.2800/- per month</strong></p>
<p><strong>iv) During fourth year of training &#8211; Rs. 3100/- per month</strong></p>
<p>The monthly stipend to the trade apprentices may be paid accordingly with effect from 27-09-2013.</p>
<p>All Branch Accounts Offices under your administration may please be informed accordingly.</p>
