<h4 class="wp-block-heading">Subject: Ad-hoc promotion from Stenographer-I to Private Secretary Grade.</h4>



<p>Sir/ Madam,</p>



<p>I am directed to say that this Directorate is in receipt of references on the above-mentioned subject for granting ad-hoc <a href="https://centralgovernmentnews.com/category/promotion/" target="_blank" rel="noreferrer noopener">promotion</a> to the eligible stenographers Grade-I to PS cadre.</p>



<p>2. The matter has been examined in the Directorate and it has been observed that though the Private Secretary cadre has been declared as Circle cadre there is difficulty in conducting the DPCs in Circles as previous DPCs have not been held.</p>



<p>3. Present Recruitment Rules of Private Secretary stipulates that officials who have put in three years of regular service in Stenographer Grade-I are eligible for promotion to the Private Secretary Grade. As per the seniority list of Stenographer Grade-I as of 01.01.2011 and 01.01.2017, circulated by SPN branch vide their letter No. 05-04/2016-SPN-I dated 09.11.2020 and letter no. 05.05.2017 dated 07.12.2020 respectively, most of the officials of Stenographer Grade-I are eligible for promotion to the Private Secretary Grade as they have completed more than three years’ service as of 01.01.2020.</p>



<p>4. The issue has been examined and circles are requested to process cases for grant of ad-hoc promotion for a period not exceeding 11 months to eligible Steno Grade-I Officials, as per the existing Recruitment Rules, against the vacancies of Private Secretary available in the circles. The procedure to be adopted by the circles for the purpose will be the same as being followed for grant of ad-hoc promotion to the level of PS Group B. The ad-hoc promotion may be granted only if the official is clear from a Vigilance angle.</p>

<p>Subject: <strong>Advance increments granted to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m., in the 7th CPC Scenario-reg.</strong></p>



<p>In accordance with the provisions contained in Department of Expenditure’s OM No. 7(31)E-IIKA)/75 dated 04.10.1975 and this Department’s OM No. 18/44/88- Estt.(Pay-l) dated 14.08.1989 and OM No. 1/9/98-Estt.(Pay-l) dated 30.01.2001, Stenographers of Subordinate Offices were granted one or two advance increments for qualifying speed test in shorthand at 100/120 wpm. This Department vide OM No. 18/44/88-Estt.(Pay-7) dated 07.12.2009 provided that these advance increments should be treated as pay for all purposes. Further, due to the introduction of Grade Pay and Pay Band system, consequent to the implementation of CCS (RP) Rules, 2008, this Department vide OM No. 1/1/2010-Estt.(Pay-l) dated 06.12.2012 had clarified the manner in which these advance increment(s) are to be computed.</p>



<p>2. Consequent upon the implementation of CCS (RP) Rules, 2016, the system of Pay Band and Grade Pay has been replaced by the Pay Matrix.The manner in which the advance increment(s) are to be computed and the guidelines for granting these advance increments to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m., in the <a href="https://centralgovernmentnews.com/category/7cpc/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">7th CPC</a> Scenario, have been considered in this Department, in consultation with Department of Expenditure.</p>



<p>3. The President is pleased to decide that in supersession of all the existing orders/ OMs/ instructions/ guidelines on the subject of granting the advance increment(s) to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m., w.e.f. 01.01.2016 the advance increments shall be regulated as under:</p>



<ul class="wp-block-list"><li>The stenographer who is recruited on the basis of speed test in the shorthand at 80 w.p.m. may be granted one advance increment on qualifying speed test in shorthand at 100 w.p.m. and one more advance increment on qualifying speed test in shorthand at 120 w.p.m. while in service. However, if a stenographer who is recruited on the basis of speed test in the short hand at 80 w.p.m. directly qualifies the speed test in shorthand at 120 w.p.m. while in service, he/she may be granted two advance increments.</li><li>The stenographer, who is recruited on the basis of speed test in the shorthand at 100 w.p.m., may be granted one advance increment on qualifying speed test in shorthand at 120 w.p.m. while in service.</li><li>These speed tests shall be conducted by properly constituted Authorities including Departmental Authorities.</li><li>These advance increments shall be granted from the date of passing the test.</li><li>These advance increments shall not be absorbed in future increments and the date of next increment after the grant of these advance increments shall remain the same. No option for fixation of pay from the Date of Next Increment shall be available/ allowed for fixation of pay on account of these advance increments.</li><li>The amount of these advance increments shall be treated as a separate element in addition to the basic pay and it should be counted as pay for all purposes. Further, once these advance increments are taken into account for the purpose of fixation of pay on promotion or being placed in a higher scale on grant of <a href="https://centralgovernmentnews.com/latest-macp-orders-from-dopt/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">MACP</a> or due to revision of Pay Scale or Pay Structure etc., these advance increments no longer continue as a separate element.</li><li>In respect of the stenographers, who become eligible for grant of these advance increments consequent upon the implementation of CCS (RP) Rules, 2016, they may be granted one/ two advance increments (as the case may be) in the vertical Level, in which the Government Servant is placed on the date of passing the test, as illustrated below:</li></ul>

<p>Subject: <strong>Inviting applications from the retired PA/PS of Central Govt. services for rendering their services as stenographers on monthly basis in Department of personnel &amp; Training &#8211; regarding.</strong></p>



<p>It is proposed to engage retired PAIPS of Central Govt. service to render their services as stenographers in DoPT initially for six months against the vacant posts in these grades. Their monthly remuneration would be paid on the basis of last pay drawn minus pension. No other allowances whatsoever would be payable. The engagement of such retired personnels will be purely on temporary basis which can be extended every month depending on the basis of the vacancies in respective grades.</p>

<p>Para 3 of the letter under reference should be read as under:-</p>
<p>Para 3 The entry level of Stenographers is level-4. Accordingly, the remuneration of such, contractually engaged staff should be worked out in the same way as that of JE engaged on contract basis (as per letter No. 2018/Trans./Cell/S&amp;T/Contractual Staff dated 16.03.2018) based on the work assigned to such contractually engaged stenographer/data entry operators/ Digital Office Assistants&#8221;.</p>
<p>General Managers, are however free to decided the remuneration in level-4 in consultation with PCPO &amp; PFA on the basis of work which can be assigned to them.</p>

<p>Subject: <strong>Appointment to the post of Stenographer Grade &#8216;D&#8217; of CSSS on compassionate ground- Proposed Revised Guidelines-reg.</strong></p>
<p>This Department has been receiving references regularly from various Ministries/Departments participating in Central Secretariat Stenographers&#8217; Service (CSSS) seeking clarification on the existing guidelines on compassionate appointment in the grade of Stenographer Gr. &#8216;D&#8217; of CSSS, issued vide CS-II Division&#8217;s O.M. No. 10/2/98-CS-II dated 03.12.200 I, in pursuance of various guidelines/instructions issued by the Establishment Division of this Department and also with respect to modalities to be followed while making compassionate appointments to the grade of CSSS.</p>
<p>2. In view of above, a need has arisen to frame and issue revised guidelines on the subject. The matter has been examined in this Department at length and the draft revised guidelines have been prepared and are enclosed as Annexure to this O.M. Before the guidelines are finalized and implemented, all stakeholders including Ministries/Departments participating in CSSS) are requested to offer their comments/views/suggestions, if any, in this regard latest by 05th July,<br />
2016 to the undersigned. Comments/views/suggestions may also be sent at the email address kameshwar.mishra@nic.in.</p>

<p><strong>Draft Revised Guidelines for appointment to the post of Stenographer Grade CD of esss on compassionate ground</strong></p>
<p>i. The compassionate appointments are to be regulated by the O.M. No. 14014/02/2012-Estt.D dated 16.01.2013 of this Department.</p>
<p>ii. It is an enabling provision to provide support to the family of a deceased  Government servant, wherever desirable. The requisite assessment with regard<br />
to desirability of a candidate, based on the financial destitution and the indigent condition of the family of the deceased Government Servant, whose dependent family member is being considered for compassionate appointment, would be made by the Competent Authority in the concerned cadre unit.</p>
<p>iii. Compassionate appointments are to be made against regular vacancies and up to a maximum of 5 % of the vacancies falling under the vacancies of Stenographers Grade &#8216;0&#8217; for the relevant Select List Year.</p>
<p>iv. The objective of compassionate appointment is to provide instant relief to families facing hardship due to death of an earning member. Keeping in view this objective, the persons may be appointed, if found deserving by the concerned cadre unit, subject to 5% ceiling of total regular vacancies in Steno Grade &#8216;D&#8217; for the relevant year.</p>
<p>v. The appointment is subject to the fulfillment of eligibility conditions by the candidates, except for specific relaxation provided in the O.M. No.<br />
14014/02/2012-Estt.D dated 16.01.2013 and instructions issued there under. As per the CSSS Rules 2010, educational qualification for a person for being considered for appointment as Stenographer Grade &#8216;0&#8217; is 10+2 pass. The candidates will also be required to appear and qualify skill test (Stenography test) conducted by SSC which will be of qualifying nature.</p>
<p>vi. The concerned cadre units will scrutinize the applications received for compassionate appointment and intimate the details of deserving candidates on merit basis to this Department. This Department will prepare a merit list on centralized basis and consider the candidates for examination of skill test who<br />
are having the knowledge of skill, i.e. typing and shorthand, for compassionate appointment against the 5% of vacancies earmarked for compassionate appointment.</p>
<p>vii. The candidates who qualify the skill test would be appointed subject to fulfillment of other terms and conditions. They will be included in the Select Year of the Year in which they are appointed and will be placed below all the other regularly appointed candidates of that Select List (Direct Recruits).</p>
<p>viii. As regards the candidates who qualify the skill test but do not get appointment due to unavailability of vacancies, their seniority would be considered for appointment in the following year on the basis of their seniority and they need not reappear at the skill test.</p>
<p>ix. The candidates who fail to qualify in the quarterly examination shall not be considered for appointment to the post of Steno Grade &#8216;0&#8217; in csss. However, they may pass the Steno exams within 2 years as and when ssc holds the examination.</p>
