<p>The Government of India in its Office Memorandum (No.1/1/2016-E-II (B), dated, 7th April 2016) second read above has now enhanced the Dearness Allowance to its employees from 119% to 125% with effect from 1st January, 2016. Following the orders issued by the Government of India, the State Government of Tamil Nadu sanction the revised rate of Dearness Allowance to the State Government employees as indicated below:-</p>
<p><strong>Date from which payable : 1st January, 2016</strong><br />
<strong>Rate of Dearness Allowance (per month) : 125 per cent of Pay plus Grade Pay</strong></p>
<p>The Government also direct that the above increase in Dearness Allowance shall be paid in cash with effect from 01.01.2016. The arrears of Dearness Allowance for the months of January, February and March 2016 shall be disbursed in cash.</p>

<p>CGHS beneficiaries including senior citizens can avail of specialist consultation from any government institution of the Central Government, State Government or local bodies. However, to avail of a procedure/investigation from a private empanelled hospital, a referral from the concerned CGHS Wellness Centre is necessary.</p>
<p>Following efforts have been made to provide better services to the senior citizens/pensioners:</p>
<blockquote><p>1. There is a separate queue for senior citizens/ pensioners at registration counter and pharmacy counter in the CGHS Wellness Centres.</p>
<p>2. Senior citizens / pensioners can consult CMO i/c without standing in queue.</p>
<p>3. In case of emergency, CGHS beneficiaries including Senior citizens / pensioners can visit any hospital, empanelled or non-empanelled and avail medical treatment without any referral.</p></blockquote>
<p>The Health Minister, Shri J P Nadda stated this in a written reply in the Lok Sabha here today.<br />

<p>Mumbai: Keeping in view guidelines of the Centre, the Maharashtra government has decided to increase the festival advance of non-gazetted employees to Rs 10,000.</p>

<p>The advance, which was earlier Rs 5,000, will cover nine major festivals – Diwali, Ramzan Id, Christmas, Parsi New Year, Rosh Hoshnaa (Jewish new year), Buddha Jayanti, Independence Day, Republic Day and Sanvatsari (last day of Jain’s ‘Paryushan).</p>
<p>&nbsp;</p>
<p>“Non-gazetted state government employees will now get festival advance of Rs 10,000 for nine major festivals. The limit earlier was Rs 5,000. Finance Minister Sudhir Mungantiwar has taken this decision keeping the guidelines of the Central government in mind,” an official from the state finance department said.</p>
<p>&nbsp;</p>
<p>A Government Resolution (GR) in this regard has also been issued by the finance department on October 18.</p>
<p>&nbsp;</p>
<p>“As per the GR, non-gazetted state government employees having pay band of Rs 4,800 or less will get this benefit,” the official said.</p>

<p>Mumbai: The Maharashtra government today decided to hike the Dearness Allowance (DA) of state government employees by six per cent with effect from January 1, 2015.</p>
<p>The DA is now 113 per cent from the existing 107 per cent.</p>
<p>DA is calculated on total of basic pay and grade pay.</p>
<p>Finance Minister Sudhir Mungantiwar said the arrears would be given from October 1, 2015. Separate orders would be issued for payment of arrears from January 1, 2015 to September 30, 2015.</p>
<p>He said the decision was government’s Diwali gift to the employees. The decision will benefit 18 lakh officials and employees as well as 6.5 lakh pensioners.</p>

<p>&nbsp;</p>
<p>Mumbai: Maharashtra government today decided to increase the retirement age for government doctors under the medical and health services group ‘A’ category in the state to 60, from 58.</p>
<p>The decision was taken at a meeting of the state Cabinet, chaired by Chief Minister Devendra Fadnavis here.</p>
<p>The decision will be implemented with retrospective effect from May 31, an official said after the Cabinet meeting.</p>
<p>Government doctors holding post graduate diplomas and degrees will be given special increments to ensure availability of sufficient human resources to provide health services.</p>
<p>The Cabinet also approved a proposal to amend the lacunae in the Transplantation of Human Organs Act (1994), and increase quantum of punishment for crimes pertaining to human organ transplants.</p>
<p>The Cabinet also approved a draft of the Maharashtra Acupuncture Treatment Act-2015. This will help in better coordination of acupuncture treatment.</p>
<p>At the meeting, it was decided to shortlist three backward cooperative ginning mills for financial assistance under the 12th Five Year Plan.</p>

<p>Ministry of Finance, Department of Expenditure vide ID No. 2(2)12007/E-li (B) dated 19.02.2007 have informed MoD that the MoD should checkup the matter with the State Government/Local Authorities to confirm whether Yeddumailaram (Medak) and Eddumailaram (Census Town), Medak are two different cities or both are one and the same. It was further clarified that if it happen to be the same city then HRA / CCA is already admissible at Hyderabad rates being part of Hyderabad (UA). Accordingly, Ministry of Defence after consulting the State Government Authorities have issued instructions vide ID No. 6(6)/2005 D (Civ.) dated 16.05.2007 clarifying Yeddumailaram (Medak) and Eddumailaram (Census Town). Medak are one and the same city and accordingly they are eligible for HRA / CCA as applicable to Hyderabad (UA).</p>

<p>Ministry of Finance vide its ID No. 2(2)/2007-E-li(B) dated 01.12.2014 have advised Ministry of Defence that payment of HRA at Hyderabad rates to the employees of Ordnance Factory Yeddumailaram (Medak) and Eddumailaram (Census Town), Medak may be stopped with immediate effect. Accordingly, Ministry of Defence have issued instructions to Ordnance Factory Board to immediately reduce the rate of HRA to the above employees from existing 30% to 10%.</p>
<p>&nbsp;</p>
<p>In this regard it is stated that Eddumailaram (Census Town) was declared / treated as Urban (i.e. Census Town) at 2001 Census vide Government of India, Ministry of Home Affairs, Director of Census Operation Letter No. 4646/Census CeIl/2001 dated 12.08.2002 (copy enclosed for ready reference) Moreover, as per the publication of Government of Andhra Pradesh regarding concept of Urban Agglomeration defined in Chapter 1 of introduction, concepts and definitions, jurisdictional changes, Rural – Urban Frame Andhra Pradesh in Para 1.3.7 it is clearly mentioned that the Medak District falls within the Urban Agglomeration of Hyderabad (UA).</p>

<p>In view of the above Department of Expenditure is requested to re-examine the whole issue in terms of the supporting documents stated in the Preceding Para and arrange to issue instructions to continue 30% HRA for the Defence Civilian Employees of Ordnance Factory Yeddumailaram (Medak) and Eddumailaram (Census Town), Medak, This issue may please be considered seriously and urgently since the Defence Production Unit is facing serious industrial unrest owing to stoppage of HRA at par with Hyderabad (UA) rates.</p>

<p>Belagavi (KTK): <i><b>Karnataka government</b></i> today announced pay hike in the range of Rs 5,000 to Rs 35,000 to its doctors, with an intention to attract more doctors for government service.</p>

<h3><span style="color: #ff0000;"><b>The monthly salary of MBBS or BDS qualified doctors with six years experience has been increased from Rs 54,989 to Rs 59,989, with six to 13 years experience from Rs 63,620 to Rs 68,620, with 13 to 20 years experience from Rs 73,569 to Rs 78,569 and with 20 years from Rs 87,649 to Rs 92,649.</b></span></h3>

<p>The hike is effective today, Health Minister U TKhader said making the announcement in the Assembly.</p>
<p>Khader said for doctors with post graduate degree or diploma qualification with 6 years experience, the pay has been increased from Rs 59,780 to Rs 84,780, with 6-13 years experience from Rs 70,166 to Rs 95,166 and with 13-20 years experience from Rs 87,919 to Rs 1,12,919.</p>
<p>For Super Speciality Doctors with 6 years experience, the pay has been increased from Rs 62,980 to Rs 92,989, with 6-13 years from Rs 72,466 to Rs 1,02,466 and those with 13-20 years from Rs 84,319 to Rs 1,19,319.</p>
<p>BJP MLA C T Ravi questioned why pay has not been hiked for Ayurveda Doctors.</p>
<p>“Their salary also should be increased, if not it will lead to discrimination. We will have to support Ayurveda, whole world is turning towards Ayurveda,” he said.</p>
<p>Responding to this, Khader said, “I will look into it.<br />

										<content:encoded><![CDATA[<p><strong>Punjab Government to switch over E-office in government departments</strong></p>
<p>Chandigarh: Ushering in a change in handling of work, Punjab government will switch over from manual style to the electronic mode with the implementation of ‘E-Office’ project in all state administration departments.</p>
<p>The project will be implemented in all deputy commissioner and divisional commissioner’s offices at a cost of Rs 29.11 crore, an official spokesperson said adding work flow based ‘E-office’ system will replace existing manual handling and transfer of files and documents with an efficient electronic system.</p>
<p>He said this new system comprises modules like file management system (e-file), knowledge management system (KMS) and collaboration and messaging services (CAMS) for conducting government office procedures electronically in more efficient mode.</p>
<p>Giving details, he said it includes electronic file movement, work flow automation, archival and e-record management, content and document management, collaboration and messaging service, single standard based directory service, unified view of data, electronic communication and identity and accessing management role.</p>
<p>The project will cost Rs 29.11 crore which includes Rs 11.50 crore on back-end infrastructure and support, Rs 6.66 crore on local area networking infrastructure, Rs 7.95 crore on computing infrastructure and Rs 3 crore on training labs and setting up central registry unit, the spokesman said.</p>

<p><b>Supervisor Instructor</b> is the key teaching post in <b>ITI</b> of all states. ITI stands for the Industrial Training Institute which provide the quality technical education across the country. ITI is managed by the State Government by the particular state. So, 7th Pay Commission pay scales and benefits will not be directly applicable to them. Generally, the most of the state governments will accept new pay commission for their employees. That’s why we have provided predicted pay scale and pay band of ITI’s teaching staff i.e. Supervisor Instructor.</p>
<h2>Expected Pay Scale and Grade Pay of Gujarat ITI Supervisor Instructor in 7th Pay Commission</h2>

<p>Jammu: The National Mazdoor Conference(NMC) today urged Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed to formulate a comprehensive policy for regularisation of around 61,000 daily wage workers in various departments of the state government.</p>
<p>“There are 61,000 daily wage workers, casual and seasonal labourers engaged in various departments of the state government,” Subash Shastri, NMC president said.</p>
<p>“We urge the Chief Minister and the Finance Minister to formulate a comprehensive policy for regularisation of these workers,” he added.</p>
<p>The NMC president said that such a policy was need of the hour as the lives of these people and their family members was directly related to this.</p>
<p>“Government must take action on this issue at an earliest so as to mitigate the problems being faced by these people,” he said.</p>
<p>Shastri said that such a policy must come to affect before May 1, the International Labour Day as a gift to these workers of the state.</p>
