<p>Chandigarh: Punjab Finance Minister Parminder Singh Dhindsa today gave his nod to release 6 per cent dearness allowance (DA) with November salary or pension for the government employees and pensioners.</p>
<p>With the release of this DA installment, the state would touch 125 per cent from present 119 per cent of the basic pay/pension, Dhindsa, in a statement issued here, said.</p>
<p>In a relief to foreign settled retired employees, he said DA would continue with their pensions.</p>
<p>The government has decided to take back a letter stopping DA of pensioners who have acquired foreign citizenship, he added.</p>

<p>PENSION  –  <b>Dearness  Allowance  to  the  Pensioners  and  Family  Pensioners  – Revised rate admissible from 1st  January, 2016 – Orders – Issued.</b></p>

<p><b>    ORDER</b> :</p>
<p>In   the   Government   Order   first   read   above,   orders   were   issued sanctioning the revised rate of Dearness Allowance to the State Government Pensioners / Family Pensioners as detailed below:-</p>

<p>2. The  Government  of  India,  in  its  Office  Memorandum  third  read above  has  enhanced  the  Dearness  Allowance  payable  to  its  Pensioners  / Family Pensioners from the existing rate of 119% to125% with effect from 1st January, 2016.</p>
<p>3. Following   the   orders   issued   by   the   Government   of   India,   the Government  has  now  decided  to  sanction  one  additional  instalment  of Dearness Allowance at the rate of 6% to the Pensioners / Family Pensioners of   the   State   with  effect  from  1-1-2016.     Accordingly,   the   Government sanction the revised rate of Dearness Allowance to the State Government Pensioners / Family Pensioners as indicated below:-</p>

<p>4. The   Government   also   direct   that   the   increase   in   Dearness Allowance  shall be paid in cash to the Pensioners  / Family Pensioners with effect from 1-1-2016.</p>
<p>5. While  arriving  at  the  revised  Dearness  Allowance,  fraction  of  a rupee  shall  be  rounded  off  to  the  next  higher  rupee  if  such fraction  is  50 paise and above and shall be ignored if it is less than 50 paise.  It will be the responsibility  of  the  Pension  Disbursing Authority  including  Public  Sector Banks to calculate the quantum of Dearness Allowance payable in each individual case.</p>
<p>6. Pending formal authorisation  by the Principal  Accountant  General, the  revised  Dearness  Allowance  shall  be  paid  straightaway  by the Pension Pay   Officer,   Chennai-6,   Treasury   Officers   and   Public   Sector   Banks concerned.</p>
<p>7. This order will apply to the following categories of pensioners:-</p>
<p>(i) Government  Pensioners,  Teacher  Pensioners  of aided  and  local body  educational  institutions  and  other  pensioners  of  local bodies.</p>
<p>(ii) The  State  Government  employees  who  had  drawn  lumpsum payment on absorption in Public Sector Undertaking / Autonomous Body / Local Body / Co-operative institution and have become entitled to restoration of 1/3rd commuted portion of pension as well as revision of the restored amount.</p>
<p>(iii) Present  and  future  family  pensioners;  In the  case  of divisible family pensioners, Dearness Allowance shall be divided proportionately.</p>
<p>(iv) Former   Travancore-Cochin   State   pensioners   drawing   their pension  on  1st   November,  1956  in  the  Treasuries  situated  in the areas transferred to Tamil Nadu State on that date, i.e. Kanniyakumari District and Shencottah taluk of Tirunelveli District.</p>
<p>(v) Pensioners who are in receipt of special pensions under Extra- ordinary Pension Rules, Tamil Nadu and Compassionate Allowance.</p>
<p>8. The expenditure  on Dearness  Allowance  payable  to the Pensioners and Family  Pensioners shall  be  debited to the  following Heads of Account respectively:</p>
<p>“2071.   Pension   and   Other   Retirement   Benefits   –   01.   Civil   –  101. Superannuation  and Retirement  Allowances  – I. Non-Plan  – AC. Dearness Allowance to Pensioners – 03. Dearness Allowance (D.P.Code 2071 01 101 AC 0306)”</p>
<p>“2071.   Pension   and   Other   Retirement   Benefits   –   01.   Civil   –  105. Family Pensions – I. Non-plan – AC. Dearness Allowance to Family Pensioners of Tamil Nadu Government – 03. Dearness Allowance (D.P. Code 2071 01 105 AC 0308) “.</p>
<p>9. Orders regarding sanction of Dearness Allowance to the widows and children of the deceased Contributory Provident Fund / Non Pensionable Establishment  beneficiaries  of  State  Government  and the  former  District Board who are drawing ex-gratia will be issued separately.</p>
<p>10. The   increased   expenditure   due   to   the   sanction   of   Dearness Allowance in this order is allocable among the successor States as per the provisions laid down under the State Reorganization Act, 1956.</p>

<p>Thiruvananthapuram: Kerala Chief Minister Oommen Chandy today told the state assembly that new pay scales for government employees would be implemented by January end or in February next.</p>
<p>&nbsp;</p>
<p>Replying to a notice for an adjournment motion on the issue moved by CPI(M)-led LDF opposition, Chandy said the cabinet sub-committee, set up to study the 10th Pay Revision Commission report,had already considered the report two times.</p>
<p>&nbsp;</p>
<p>The report was submitted in July last.</p>
<p>&nbsp;</p>
<p>Government would not delay implementing salary revision, the chief minister said, adding, “UDF government would take employees into confidence before implementing the revision.”</p>
<p>&nbsp;</p>
<p>Seeking notice for the motion, A K Balan (CPI-M) said UDF was trying to sabotage the recommendations by delaying it even though the report was submitted six months ago.</p>
<p>&nbsp;</p>
<p>More than five lakh government employees and four lakh pensioners would benefit by the revision, he said.</p>

<p>MEMORANDUM</p>
<p style="text-align: left;">
Subject : <strong>Grant of ex-gratia payment to the State Government Pensioners.</strong></p>
<p>The undersigned is directed by order of the Governor to say that in order to provide some relief to the State Government Pensioners during the ensuring festivals, the Governor has been pleased to decide that all State Government Pensioners including the holders of provisional pension who retired prior to 30.9.2012 and also the pensioners who retired or died after 30.9.2012 but prior to 01.09.2013 and whose basic pension plus relief on pension as on March 31, 2013 did not exceed Rs.22000/-(Rupees twenty two thousand) only and are not eligible for ad-hoc bonus shall be paid an ex-gratia grant of Rs. 1000/- (Rupees One thousand) only in lump per head.</p>
<p>2. The charge is debitable to the head “2071-Pensions and other retirement Benefits-01 Civil-800-other Expenditure-NP-001-fund required for meeting other expenditure-V-04-Pension / Gratuities” during the current financial year.</p>
<p>3. The ex-gratia sanctioned herein will also be admissible to :-<br />
i) The holders of family pension, ex-gratia family pension and adhoc family pension;<br />
ii) Pensioners (including widow pension holders) who draw their pension sanctioned under French Pension Rules;<br />
iii) Holders of extra-ordinary pension; and<br />
iv) Holders of ex-gratia pension.</p>
<p>The benefit will also be admissible to the pensioners of the undivided Government of Bengal and the pensioners of the erstwhile East Pakistan (now Bangladesh) Government who migrated to West Bengal and are receiving pension under “Provisional Payment of Pension Scheme”.</p>
<p>4. The ex-gratia grant sanctioned herein will not be admissible to the special categories of pensioners, such as :-</p>
<p>i) Pensioners who have migrated from Pakistan ;<br />
ii) Political Pensioners ;<br />
iii) Special Pensioners ;<br />
iv) War Risk Pensioners ;<br />
v) Pensioners governed by the All India Services Rules.</p>
<p>5. The benefit will also not be admissible to those who are entitled to ad-hoc bonus sanctioned by the State Government and those who are employed/re-employed under any Public Undertakings/Statutory Bodies under the Government and are in receipt of bonus or ex-gratia payment in lieu there of during the current financial year.</p>
<p>6. State Government pensioners who draw their pension through Public Sector Banks will get this ex-gratia grant through their respective Bank Accounts. The Principal accountant General (A&amp;E), West Bengal will issue an authority for this purpose to all such Banks under the Kolkata Payment Scheme immediately on receipt of this order so that the pensioners may draw the ex-gratia grant immediately to make their commitments for their festival. The Treasury/Sub-Treasury Office will take appropriate steps for issue of cheque to the respective paying branches of the Banks and Post Offices, so that the pensioners receiving pension through Banks and Money Order get the payment of ex-gratia immediately to meet their commitments for their festival. No authority of the Principal Accountant General (A&amp;E), West Bengal will be required for this purpose.</p>
<p>7. Subject to para 6 above, this order will also be applicable to those who are eligible for this ex-gratia grant but whose pension/family pension has not yet been sanctioned. In their cases and in the case of persons who are drawing provisional pension, this amount of ex-gratia will be drawn by the authority competent to draw provisional pension in the same manner as the amount of provisional pension is drawn by him. In their cases, the facts of payment of ex-gratia grant should be intimated to the Principal Accountant General (A&amp;E), West Bengal at the time of forwarding their pension papers for final sanction of pension.</p>
<p>This benefit of ex-gratia grant of Rs. 1000/- per head as has been sanctioned in this memorandum for the State Government Pensioners will also be allowed to the teaching and non-teaching Pensioners of State aided Non-Government Educational Institutions and Pensioners of Panchayats, the Pensioners of Municipal Corporations/Municipalities/Local Bodies and other Organisations for whom pension is authorized either by the Accountant General, West Bengal or the DPPG, West Bengal. In such cases the respective Administrative Department may sanction the benefit of ex-gratia payment @ Rs. 1000/- per head this year to the pensioners concerned under their control without making any further reference to Pension Branch of this Department.</p>
<p>The payment of ex-gratia as sanctioned herein above should be made by 6th August, 2013 for the Muslim Pensioners / Family Pensioners and other than Muslim Pensioners / Family Pensioners the benefits should be disbursed in between 23rd September,2013 to 30th September,2013.</p>

<p>According to the official order, the State government of West Bengal has decided to issue Rs.1000 as ex-gratia to pensioners and family pensioners.</p>
<p>Ahead of festival seasons the pensioners of WB state will get an ex-gratia of Rs.1000 in lump per head. The payment will be made to the pensioners and family pensioners between 23.9.2013 to 30.9.2013.</p>
<p>The following categories are eligible to get ex-gratia…</p>
<p>The holders of family pension, ex-gratia family pension and adhoc family pension;<br />
Pensioners (including widow pension holders) who draw their pension sanctioned under French Pension Rules;<br />
Holders of extra-ordinary pension; and<br />
Holders of ex-gratia pension.</p>

<p>Dear Sir<br />
<strong>Pension payments to Central / State Government pensioners by Agency banks &#8211; Compensation for delay</strong><br />
Please refer to our circular DGBA.GAD.No.H-6212 / 45.01.011 / 2010-11 dated March 11, 2011, on the captioned subject, wherein we had advised the agency banks that all the pensioners, including non-State resident pensioners, would be compensated for delay in credit of pension / revised pension / arrears, for the delayed period beyond the due date at the &#8220;Bank Rate plus two per cent&#8221; penal interest.<br />
2. Recently. the Bank Rate, which was kept unchanged at 6 per cent since April 2003, has been aligned with Marginal Standing Facility (MSF) rate and currently stands at 9.5 %. Henceforth, whenever there is an adjustment to the MSF rate, the Reserve Bank will consider and align the Bank Rate with the revised MSF rate.</p>
<p>3. It has now been decided todelink the penal interest levied for delayed credit of pension / revised pension / arrears, from the Bank Rate plus two per cent, and charge a fixed interest rate of 8 per cent on such delays. This rate will be subject to review by RBI as considered appropriate.</p>
<p>4. You may please issue suitable instructions to your concerned Regional Offices / branches authorized to disburse pension, accordingly.</p>
<p>5. Please acknowledge receipt.</p>
