<p style="text-align: center;"><strong>Reservation for Scheduled Castes</strong></p>
<p style="text-align: right;">31 JUL 2018</p>
<p>The Constitution of India provides proportionate representation to Scheduled Castes in House of People, Legislative Assemblies of the States, Panchayats and Municipalities. Reservation in admission to educational institutions and services under the State is also available to Scheduled Castes under the Constitution. The Supreme Court has held that reservation in educational institutions and services under the State for Scheduled Castes, Scheduled Tribes and Other Backward Classes should not ordinarily exceed 50%.</p>
<p>This information was given by Minister of State for Social Justice and Empowerment Shri Vijay Sampla in a written reply in Lok Sabha today.</p>

<p>(a): The details of number of people from Scheduled Caste/ Scheduled Tribe (SC/ST) category who have been provided employment in different offices of the Ministry during the last three years and the current year are attached as Annexure-I. Details of appointment of SC/ST category people in Offices of the Directorate General of Labour Bureau, Employees<b>&#8216;</b> State Insurance Corporation, Employees’ Provident Fund Organization and Group-C posts in Chief Labour Commissioner (Central) are being collected and will be laid on the table of the House.</p>
<p>(b): Upgradations/Promotions are made as per Recruitment Rules and Instructions issued by the Department of Personnel &amp; Training. No specific instructions have been issued by the Ministry.</p>

GOVERNMENT REITERATES ITS COMMITMENT TO THE WELFARE OF SCs &amp; STs</p>

<p>The <strong>Central Government</strong> has said that it is committed to the welfare of SCs and STs and this year an amount of Rs 50,548 crore is proposed under the SC Plan and Rs 32, 387 crore under TSP. The Union Finance Minister Shri Arun Jaitley while presenting his maiden Budget, in the Lok Sabha today said that to provide credit enhancement facility for young start up entrepreneurs from Scheduled Castes, who aspire to be part of the neo-middle class, a sum of Rs 200 crore will be opertionalised through a scheme by IFCI. For the welfare of the tribals “Van Bandhu Kalyan yojana” is being launched with an initial allocation of Rs 100 crore. Shri Jaitley has announced a sum of Rs 100 crores for modernization of Madarsas.<br />
Shri Jaitley said that NDA Government during its last term in office had introduced the Varishtha Pension Bima Yojana (VPBY) as a pension scheme for senior citizens. Under the scheme a total no. of 3.16 lakh annuitants are being benefitted and the corpus amounts to Rs 6,095 crore. The Finance Minister proposed to revive the scheme for a limited period from 15 August , 2014 to 14, August, 2015 for the benefit of citizens aged 60 years and above. He also proposed to set-up a committee to examine and recommend the use of unclaimed amounts with PPF, Post Office, saving schemes etc for the benefit of senior citizens.</p>
<p>Shri Jaitley said that the Government is fully committed to the social security and welfare of employees serving in the organized sector. It is notifying minimum pension of Rs 1,000 per month to all subscriber members of EP Scheme and has made an initial provision of Rs 250 crore in the current financial year to meet the expenditure. Further, increase in mandatory wage ceiling of subscription to EPS from Rs 6,500 to Rs 15,000 has been made and a provision of Rs 250 crore has been provided in the current budget. For the convenience of the subscribers, EPFO will launch the “Uniform Account Number” Service for contributing members to facilitate portability of Provident Fund accounts.</p>
<p>The Finance Minister said that the Government will make all out efforts to create a more inclusive society for Persons with Disabilities to enable them to enjoy equal opportunity to lead an empowered life with dignity. He also proposed to establish National level institutes for Universal Inclusive Design and Mental Health Rehabilitation and also a Centre for Disability Sports.</p>

<p>Subject:- <strong>Question whether the Commissioner for Scheduled Castes and Scheduled Tribes can call for original records and files in specific cases where complaints have been made to him and whether Scheduled Caste and Scheduled Tribe servants can write to him direct</strong></p>

<p>The undersigned is directed to refer to this Ministry Office Memorandum No. 8/2/69-SCT(1), dated 1-10-1974 on the above subject addressed to all Ministries/Departments of the Government of India and to say that this Ministry had been receiving requests for clarification whether the Scheduled Caste and Scheduled Tribe Government employees may be permitted to write to the Commissioner for Scheduled Castes and Scheduled Tribes direct on matters relating to appointments against the reserved quota without seeking prior permission from the Departments concerned. It is clarified for general information that in such cases it is not necessary for the Scheduled Caste and Scheduled Tribe Government employees to seek prior permission of the concerned administrative Ministries/Departments of the Government of India for sending their representations to the Commissioner for Scheduled Castes and Scheduled Tribes direct.</p>

<p>(a) whether Public Enterprises Selection Board (PESB) has recommended any person belonging to SC/ST category to any of the PSUs;</p>
<p>(b) if so, the details thereof; and</p>
<p>(c) if not, the reasons therefor?</p>
<p><strong>ANSWER</strong>:<br />
Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office. (SHRI V. NARAYANASAMY)</p>
<p>(a): PESB makes its recommendation for the Board level posts in Central Public Sector Enterprises (CPSEs) in view of the performance of candidates interviewed with special regard to their qualities of managerial capability, leadership, broad vision, track record, available ACRs &amp; the inputs given by the Secretary of the concerned Ministry in case of the selection of CMD for Schedule A CPSEs and Secretary/Additional Secretary in case of selection of CMDs for Schedule B, C &amp; D CPSEs. In the selection of Directors, the inputs of the Secretary/Additional Secretary of the Ministry and the CMD concerned are taken into account. For such appointments, SC/ST candidates are treated on a par with general candidates. The details of category of an official recommended for a Board level functionary in PSUs, are not available in PESB because the application form does not contain such data.</p>

<div>Subject:<strong> Advertisement for inviting proposals under Central Sector Scheme of “Free Coaching for SC &amp; OBC Students&#8221; during 2012-13</strong>.</div>
<div></div>
<div>The,  Ministry of Social Justice &amp; Empowerment,  Department of Social Justice and Empowerment invites proposals from reputed coaching institutions/centres for providing free coaching to students belonging to the Scheduled Castes (SCs) and Other Backward Classes (OBCs) in the ratio of 70:30.  The programme would cover coaching for:</div>
<div></div>
<div></div>
<div>i) Group A and B examinations conducted by the Union Public Service Commission (UPSC), the Staff Selection Commission (SSC) and the various Railway Recruitment Boards (RRB);</div>
<div></div>
<div>ii) Group A and B examinations conducted by the State Public Service Commissions;</div>
<div></div>
<div>iii) Officers’ Grade examinations conducted by Banks, Insurance Companies and Public Sector Undertakings (PSUs) and;</div>
<div></div>
<div>iv) Premier Entrance Examinations for admission in (i) Engineering (eg. IIT-JEE &amp; AIEEE),(ii) Medical (eg. AIPMT), (iii) professional courses like Management (eg. CAT) and Law (eg. CLAT) and (iv) such other disciplines may decide from time to time.</div>
<div></div>
<div>v) Finishing courses/job-oriented courses for employment in the private sector like IT, Bio-technology etc. in need of soft skill as well;</div>
<div></div>
<div>The details of the Scheme and application format can be downloaded from the website  <strong>www.socialjustice.nic.in</strong> of Ministry of Social Justice and Empowerment.</div>
<div></div>
<div><strong>ELIGIBILITY OF INSTITUTIONS </strong></div>
<div></div>
<div>The Scheme will be implemented through the reputed institutions/centres run by the</div>
<blockquote>
<div>(i) Central Government /State Governments /UT Administrations /PSUs/Autonomous bodies under Central/State Governments.</div>
<div>(ii) Universities (both Central and State including the Deemed Universities in the private sector) and,</div>
<div>(iii) Registered private institutions/NGOs.</div>
</blockquote>
<div>The institutions/centers should be running at least for the last three years and should have achieved distinction measured in terms of success rate of candidates coached by them. While submitting the list of successful candidates as per para-III of the application form, contact/phone number of the successful candidates should also be submitted along with Roll No., full address and examination qualified/ placement details.</div>
<div></div>
<div><strong>SUBMISSION OF PROPOSALS AND SELECTION OF COACHING INSTITUTIONS </strong></div>
<div>Central/State Governments, Central/State Public Sector Undertakings, Autonomous Bodies under Central/State Governments and Central / State Universities may submit their proposals directly to the Union Ministry of Social Justice and Empowerment.</div>
<div></div>
<div>Registered private institutions/NGOs would submit their proposals through respective State Govt./ U.T. Administration.  The State Govt./UT Admn. would forward the proposal of the institutions with their recommendation in prescribed Form – II.</div>
<div></div>
<div>The proposals received from the implementing agencies will be considered by a Committee prescribed under the Scheme. The Committee will decide (i) the fee payable to the coaching institution/centres, (ii) the number of SC and OBC students to be sanctioned to the centres and (iii) the type of course/ examination for which coaching is to be imparted, including its duration.</div>
<div>The institution selected by the Ministry would provide  free coaching to SC/ OBC students.    No charges whatsoever are to be collected from SC/OBC students by the coaching institutions/centers under the scheme.</div>
<div></div>
<div><strong>STIPEND PAYABLE TO SC/OBC STUDENTS </strong></div>
<div>Stipend will be payable to SC and OBC students admitted for coaching at the rate of <strong>Rs.3000/- and Rs.1500/- per student per month for outstation  and local  students</strong> respectively.  The amount of stipend will be paid through cheque/ECS by the coaching institution/centres concerned where the student is admitted.</div>
<div></div>
<div><strong>ELIGIBILITY OF STUDENTS</strong></div>
<div>i) The students should be selected based on merit</div>
<div></div>
<div>ii) The students must have secured percentage of marks in the qualifying examination as prescribed for the course/ examination for which free coaching is being imparted</div>
<div></div>
<div>iii) Only students belonging to SCs and OBCs having total family income up to<strong> Rs. 3.00 lakh per annum</strong> will be eligible under the Scheme.</div>
<div></div>
<div>iv) Benefits under the scheme can be availed by particular student not more than two times, irrespective of the number of chances, he/she may be entitled to in a particular competitive examination</div>
<div></div>
<div><strong>HOW TO APPLY </strong></div>
<div>The coaching institutions/centers run by Registered private institutions/NGOs are required to submit their complete proposals in the prescribed format-I to the concerned Department of  State Government/UT Administration within 30 days of the publication of this advertisement.  The concerned State Department/UT Administration should have the coaching institution inspected and their proposal analyzed before forwarding the same with recommendation in the prescribed format-II  to the Joint Secretary (SCD), Ministry of Social Justice and Empowerment, Government of India, Room No. 613, A Wing, Shastri Bhawan, New Delhi-110001 in batches or all together not later than  22.10.2012.</div>
<div></div>
<div>The institutions/centres run by the Central Government /State Governments /UT Administrations /PSUs, autonomous bodies under Central/State Government, Universities (both Central and State including the Deemed Universities in the private sector) are required to submit their complete proposals,   along with all prescribed documents mentioned in the application format directly to the Joint Secretary(SCD), Ministry of Social Justice and Empowerment at above address latest by 22.10.2012. Application may also be deposited in the Central Registry of this Ministry in Room No. 646,  A-Wing,  6th Floor, M/o Social Justice &amp; Empowerment, Shastri Bhawan, New Delhi – 110001.</div>

<div>Applications received after 22.10.2012 will be rejected. Applications without complete information/documents will also be rejected.</div>
