<p>Union Minister of State (Independent Charge) Science &amp; Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh today lauded the efforts of the Staff Selection Commission for deciding to conduct the Multi-Tasking (Non-Technical) Staff examination 2022 in 13 regional languages in addition to Hindi and English for the first time.</p>



<p>Dr Jitendra Singh said, the move is in tune with Prime Minister Narendra Modi’s vision of providing level playing field to all the job aspirants and to ensure that no one is denied an opportunity or being at disadvantaged due to language barrier.</p>



<p>The thirteen regional languages are Urdu, Tamil, Malayalam, Telugu, Kannada, Assamese, Bengali, Gujarati, , Konkani, Manipuri(also Meiti), Marathi, Odia and Punjabi.</p>



<p>Dr Jitendra Singh said, the move will fulfil the long pending demand of candidates from different States, and particularly from South India for the Exams being conducted earlier in English and Hindi Languages. This is likely to benefit a very large number of candidates from all over the country, the Minister added.</p>



<p>Dr Jitendra Singh asserted that after this historic move, efforts are on to gradually include all the languages mentioned in Eighth Schedule to the Constitution.</p>



<p>Dr Jitendra Singh pointed that Modiji during the inauguration of the the “Kashi Tamil Sangamam” in Varanasi in November, 2022 pointed out that “despite having one of the world’s oldest living languages, i.e., Tamil, we lack in honouring it fully. “This is the responsibility of 130 crore Indians to preserve the legacy of Tamil and enrich it. We have to remember to remove linguistic differences and establish emotional unity”.</p>



<p>Dr Jitendra Singh said, it is the continuous endeavour of the Staff Selection Commission to provide level playing field to different sections of the population so as to bridge the regional disparities and attain the ideals of the Constitution while at the same time celebrating the linguistic diversity of our country.</p>



<p>The Minister informed that in order to review the scheme and syllabus of examinations conducted by the Staff Selection Commission, including the medium in which the examinations are conducted, the Department of Personnel and Training had constituted an Expert Committee. The Committee, has, inter-alia, recommended that it would be in fitness of things to conduct the examinations for lower-level posts in multiple languages, which, to begin with, can start with a few languages and then gradually increase to include all the languages mentioned in Eighth Schedule to the Constitution. The Government has accepted the recommendations of the Committee.</p>



<p>Staff Selection Commission is one of the largest recruiting agencies of the Government of India, its main mandate being recruitment to all Group B (Non-Gazetted) and Group C (Non-Technical Posts) in various Ministries/ Departments of the Government of India the medium of examinations conducted by the Commission is normally Hindi and English.</p>

<p><strong>NOTE (i):</strong>&nbsp;The date of holding the examination as mentioned above is liable to be changed at the discretion of the Commission.</p>



<p><strong>NOTE (ii):</strong>&nbsp;The above number of vacancies is tentative and may be changed at any stage by Services H. Q.</p>



<p><strong>N.B. (I) (a):</strong>&nbsp;A candidate is required to specify clearly in respective column of the Online Application the Services for which he/she wishes to be considered in the order of his/her preference. A male candidate is advised to indicate as many preferences as he wishes to, subject to the condition given at paras (b) and (c) below, so that having regard to his rank in the order of merit due consideration can be given to his preferences when making appointment.</p>



<p>Since women candidates are eligible for OTA only, they should give OTA as their first and only preference.</p>



<p>(b) (i) : If a male candidate is competing for Short Service Commission (Army) only, he should indicate OTA as the one and only choice. However, a male candidate competing for Short Service Commission Course at OTA as well as Permanent Commission course at IMA, Indian Naval Academy and Air Force Academy should indicate OTA as his last preference, otherwise OTA will be deemed to be the last choice even if it is given a higher preference by the candidate.</p>



<p>(b) (ii) : Women candidates are being considered only for Short Service Commission at OTA. They should indicate OTA as the only choice.</p>



<p>(c) Candidates who desire to join Air Force Academy must indicate AFA as first choice, as they have to be administered Computer Pilot Selection System (CPSS) and/or and AF Medicals at Central Establishment/Institute of Aviation Medicines. Choice exercised for AFA as second/third etc. will be treated as invalid.</p>



<p>(d) Candidates should note that, except as provided in N.B. (II) below, they will be considered for appointment to those courses only for which they exercise their preference and for no other course(s).</p>



<p>(e) No request for addition/ alteration in the preferences already indicated by a candidate in his/her application will be entertained by the Commission. No change of choice once exercised will be allowed. Second choice will come for consideration only when the first choice is not offered to the candidate by Services HQ. When first choice is offered and a candidate declines the same, his/her candidature will be cancelled for all other choices for regular Commission.</p>



<p><strong>N.B. (II)</strong> The left-over candidates of IMA/ Indian Naval Academy/ Air Force Academy courses viz., those who have been recommended by the Union Public Service Commission for grant of Permanent Commission on the basis of the final results of this Examination, but who could not be inducted in these courses for any reason whatsoever may be considered for grant of SSC even if they have not indicated their choice for this course in their applications, if they are subsequently willing to be considered for this course subject to the following conditions :</p>



<ul class="wp-block-list"><li>(i) There is a shortfall after detailing all the candidates who competed for the SSC Course; and</li><li>(ii) The candidates who are detailed for training even though they have not expressed their preference for SSC will be placed in the order of Merit List after the last candidate who had opted for this Course, as these candidates will be getting admission to the Course to which they are not entitled according to the preference expressed by them.</li><li>(iii) Candidates with Air Force as first and only choice cannot be considered as left-over for grant of SSC (OTA) if they fail in Computer Pilot Selection System (CPSS) and/or Pilot Aptitude Battery Test. Such candidates, if they desire to be considered for SSC (OTA) should exercise their option for OTA also.</li></ul>



<p><strong>NOTE 1 : NCC “C”</strong>&nbsp;Certificate&nbsp;<strong>(Army Wing (Senior Division)/ Air Wing/ Naval Wing)</strong>&nbsp;holders may also compete for the vacancies in the Short Service Commission Course but since there is no reservation of vacancies for them in this course, they will be treated as general candidates for the purpose of filling up vacancies in this course. Candidates who have yet to pass NCC “C” Certificate&nbsp;<strong>(Army Wing(Senior Division)/Air Wing/Naval Wing)</strong>&nbsp;examination, but are otherwise eligible to compete for the reserved vacancies, may also apply but they will be required to submit the proof of passing the NCC “C” Certificate (Army Wing(Senior Division)/Air Wing/Naval Wing) examination to reach the IHQ of MoD (Army)/Dte Gen of Rtg (Rtg A) CDSE Entry for SSC male candidates and SSC women entry for female candidates West Block III, R. K. Puram, New Delhi-110066 in case of IMA/SSC first choice candidates and IHQ of MOD (Navy) DMPR, (OI&amp;R Section), Room No. 204, “C” Wing, Sena Bhawan, New Delhi- 110 011 in case of Navy first choice candidates and PO 3 (A)Air Headquarters “J” Block, Room No. 17, Opp. Vayu Bhawan, Motilal Nehru Marg, New Delhi-110 106 in case of Air Force first choice candidates by 13th May 2021. To be eligible to compete for reserved vacancies the candidates should have served for not less than 3 academic years in the Senior Division Army Wing/ Air Wing/Naval Wing of National Cadet Corps and should not have been discharged from the NCC for more than 24 months for IMA/Indian Naval Academy/Air Force Academy courses on the last date of receipt of Application in the Commission‘s Office.</p>



<p><strong>NOTE 2</strong> : In the event of sufficient number of qualified NCC “C” Certificate (Army Wing (Senior Division)/Air Wing/Naval Wing) holders not becoming available on the results of the examination to fill all the vacancies reserved for them in the Indian Military Academy Course/ Air Force Academy Course/ Indian Naval Academy Course, the unfilled reserved vacancies shall be treated as unreserved and filled by general candidates. Admission to the above courses will be made on the results of the written examination to be conducted by the Commission followed by intelligence and personality test by the Services Selection Board of candidates who qualify in the written examination. The details regarding the (a) scheme, standard, syllabus of the examination, (b) Guidelines with regard to physical standards for admission to the Academy and (c) Brief particulars of services etc. for candidates joining the Indian Military Academy, Indian Naval Academy, Air Force Academy and Officers‘ Training Academy are given in Appendices I, II and III respectively.</p>



<ol class="wp-block-list" start="2"><li>CONDITIONS OF ELIGIBILITY</li><li>FEE</li><li>All candidates whether already in Government Service including candidates serving in the Armed Forces, Government owned industrial undertakings or other similar organizations or in private employment should submit their applications online direct to the Commission.</li></ol>



<p>N.B.I: Persons already in Government Service, whether in permanent or temporary capacity or as work charged employees other than casual or daily rated employees or those serving under the Public Enterprises are, however, required to inform their Head of Office/Department in writing that they have applied for the Examination.</p>



<p>N.B.II: Candidates serving in the Armed Forces are required to inform their Commanding Officer in writing that they have applied for this examination. They are also required to submit NOC in this regard at the time of SSB interview.</p>



<p>Candidates should note that in case a communication is received from their employer by the Commission withholding permission to the candidates applying for/appearing at the examination, their applications will be liable to be rejected/candidatures will be liable to be cancelled.</p>



<ol class="wp-block-list" start="5"><li>The decision of the Commission as to the eligibility or otherwise of a candidate for admission to the examination shall be final.</li><li>No candidate will be admitted to the examination unless he holds a certificate of admission for the examination.</li><li>If any of their claims is found to be incorrect/false/fraud/fabricated they may render themselves liable to disciplinary action by the Commission in terms of the following provisions:</li><li>The courses to which the candidates are admitted will be according to their eligibility as per age and educational qualifications for different courses and the preferences given by the candidates.</li></ol>



<p>The candidates should note that their admission to the examination will be purely provisional based on the information given by them in the Application Form. This will be subject to verification of all the eligibility conditions.</p>

<p>Subject: &#8211; <strong>Considering transfer under Rule 38 against vacancies reported for filling up through Direct recruitment examination conducted by Staff Selection Commission.</strong></p>



<p>Sir/Madam,<br />
As per guidelines for transfer under Rule 38 of Postal Manual Volume-IV, vacancies left over after considering transfer cases are reported for filling up through Direct recruitment / LDCE. Moreover, transfer under Rule 38 is considered only against concerned mode of recruitment and category of an employee seeking transfer.</p>



<p>It is observed that Circles are not considering transfer requests against reported vacancies presumably for the reason that candidates in relevant category will be allocated on completion of examination process. </p>



<p>Examination process is a time consuming affair and the concerned unit has to wait for almost two (2) years for appointment of a candidate from the date of reporting of vacancies by Circles. Resultantly, inspite of availability of vacancies in a Circle, officials from other Circles seeking transfer are waiting for vacancy to arise in subsequent recruitment year.</p>



<p>Request for transfer under Rule 38 is made by an employee on personal grounds, primarily for joining their family who are away from their workplace.</p>



<p>The matter has been examined in detail and it has been decided as under:</p>



<p>a) Before consideration of transfer under Rule-38 as per the schedule for the year 2019, which will cover the vacancy to be occurred in 2020 recruitment year (01.01.2020 ta 31.12.2020), all applications pending till 31.03.2019 may be considered even if vacancy for Direct Recruitment through SSC/Examinations conducted by the Department has been reported/earmarked.</p>



<p>b) While considering the applications as at (a) above, the following shall be taken into consideration: &#8211;</p>



<ul class="wp-block-list"><li>Transfer against vacancy reported or earmarked for Direct Recruitment through Staff Selection Commission (SSC) can be considered if the application was received prior to end of the recruitment year for which vacancy has been reported. [E.g. Applications received till 31.03.2018 can be considered only if relevant category of vacancy has been reported for 2017-18 recruitment year or subsequent recruitment years.] As on date, vacancy has been reported to SSC for (i) CGL 2017, (ii) CGL 2018, (iii) CHSL 2017, (ii) CHSL 2018 examinations.</li><li>Transfer against vacancy earmarked for Limited Departmental Competitive Examination ODCE) / Competitive Examination limited to Gramin Dak Sevak (GDS) can be made only if the examination for relevant recruitment year is yet to be held by relevant Circle (s), i.e. in case of inter-Circle transfer, examination should not have been held in both Circles. Transfer against vacancy of a recruitment year can be considered only if the application was received prior to end of the relevant recruitment year as explained above.</li><li>Guidelines circulated vide Directorate communication No.141-141/2013- SPB II dated 31.01.2014 shall be followed for vacancy available till 31.12.2018. Guidelines circulated vide Directorate Communication No. 141- 141/2013-SPB II dated 31.07.2018 shall be followed for vacancy available during 2019 recruitment year (01.01.2019 to 31.12.2019).</li><li>Since transfer under Rule 38 is permissible against relevant category of vacancy, (“e.g. SC/ST/ OBC/UR candidate against SC/ST/ OBC/UR vacancy respectively), instructions issued by the Government for appropriate representation of SC/ST/OBC, etc. should be followed.</li><li>An official belonging to a particular category in Circle-X can be transferred to CircIe-X only if Circle-Y has reported vacancy for that category in the relevant recruitment year and after approval of the transfer under Rule-38, relevant category of vacancy of Circle-Y will be transferred to Circle-X for allocation of relevant category of candidate. [E.g. An OBC candidate of Circle-X applied for transfer in July 2018 can be transferred to Circle-Y only if Circle-Y has reported OBC vacancy for 2018 or 2019 recruitment year. After approval of the transfer of the official under Rule-38, one (1) OBC category of vacancy will be reduced from the total number of OBC vacancy reported by Circle- Y and consequently one (t) OBC category of vacancy will be added to the total number of OBC vacancy reported by Circle-Y for allocation of candidate.]</li><li>(vi) This will be a one time exercise to be completed by Circles by 15.05.2019. After completion of the exercise, Circles shall inform the details of inter Circle transfer made, category-wise, against vacancy reported for Direct Recruitment through SSC. For vacancy earmarked for examinations conducted by Directorate, revised vacancy status shall be communicated to DE Section of the Directorate. For examination conducted at Circle level, concerned Circle will take appropriate action.</li></ul>

<strong>Recruitment of Pilots in Armed Forces</strong></p>
<p align="right">05 MAR 2018</p>
<p>There are four modes of entry for becoming a pilot in the Indian Air Force (IAF) [NDA, CDSE, AFCAT and NCC special entry]. A written test is conducted for NDA/CDSE (by UPSC) and AFCAT (by IAF) entries followed by SSB testing. NCC special entry candidates with valid &#8216;C&#8217; certificate (Air Wing) are directly called for SSB testing. The recommended candidates undergo medical tests. The final merit list is prepared based on the candidate&#8217;s performance and medical fitness. On successful completion of flying training at Flying Training Establishments (FTEs) of the IAF, the cadet is commissioned as a pilot in the IAF.</p>
<p><strong>Pilots are inducted in the Indian Navy as Permanent Commission (PC) or Short Service Commission(SSC).</strong></p>
<ul>
<li>Permanent Commission (PC) : Volunteers from serving Executive branch officers (upto 25 years of age) are selected for pilot training biannually.</li>
<li>Short Service Commission (SSC) : Short Service Commissioned officers are inducted biannually through Direct Entry Scheme.</li>
</ul>
<p><strong>All pilots in Army Aviation are commissioned officers. Options to join Army Aviation are as under:-</strong></p>
<ul>
<li>Volunteers who opt for Army Aviation during pre-commissioning training at IMA and OTA.</li>
<li>Volunteer Officers from any Arm of Indian Army on completion of one and half years of service.</li>
</ul>
<p><strong>Volunteer Officers are required to undergo the following tests:-</strong></p>
<ul>
<li>Pilot Aptitude and Battery Test (PABT)</li>
<li>Aviation medical examination</li>
</ul>
<p>Officers clearing the PABT and medical examination undergo the Basic and Advance flying training, on completion of which they become pilots in the Indian Army.</p>
<p>As on 1st February, 2018, sanctioned strength and strength of pilots in <strong>Indian Air Force (IAF) </strong>is as follows:</p>

<p>A study on Restructuring of Army Pilot Cadre was conducted and salient decisions that have been implemented are:</p>
<ul>
<li>There has been an increase in Direct Commissioned Officers (DCO) both from IMA and OTA.</li>
<li>For the DCO, the lower service limit of two years of attachment period with fallback arm after commissioning has also been reduced to one and half years.</li>
</ul>
<p>IAF ensures that the aircrew are fully utilized in a cockpit vacancy for the maximum duration which is well beyond the period required for amortization of the cost of training. It is also ensured that only limited numbers are given release such that the combat potential of IAF is not compromised at any stage</p>
<ul>
<li>Setting up of an Air Force Selection Board (AFSB) at Gandhinagar in 2013.</li>
<li>The selection process into the IAF has been simplified with the introduction of the Air Force Common Admission Test (AFCAT) for non-UPSC entries. Under this format, a candidate may apply for selection in any branch for which they meet the QRs, through a single application in a selection cycle.</li>
<li>Proactive steps have been taken by the IAF to reduce the shortage of pilots, which include participation in career fairs/exhibitions, advertisements in print and electronic media, motivational lectures in schools, colleges, visuals/signage at strategic locations etc.</li>
</ul>

<p>Attention is invited to Department of Posts letter No. 04-02/2017-SPBI (Pt) dated 27.09.2017 read with corrigendum dated 29.09.2017 wherein candidates recommended by Staff Selection Commission (SSC), on the basis of Combined Higher Secondary Level Examination, 2015 (CIISL 2015) for appointment as Postal Assistant / Sorting Assistant. were advised to submit their preference / option for allocation of Postal Circles by email and Speed Post / Register Post.</p>
<p>2. Postal Circles have been allocated to 5054 candidates, whose dossiers have been received from different regions of SSC, as per the criteria stipulated in aforesaid lefter dated 27.09.2017. Postal Circle allotted to these 5054 candidates can be seen in the enclosed document in the order of Rank in the CHSL 2015.</p>
<p>3. Dossiers of the candidates are being sent to Postal Circle concerned for initiating the process of appointment. The candidates are advised that further correspondence, if any, may be made with the Postal Circle concerned.</p>

<p><strong>Junior Engineers (Civil, Mechanical, Electrical, Quantity Surveying and Contract) Examination, 2016 &#8211; Calling of Candidates for Document Verification- reg.</strong></p>
<p>The Result of Junior Engineer Examination, 2016 for appearing in Document Verification was declared by the Commission on 15.12.2017 and the same was uploaded on the website of the Commission on the same day.</p>
<p>2. In the Write up of the Result of the said Examination it was inadvertently mentioned the following in Para 2 (i): &#8220;Revised options may be submitted by the candidates during the document verification, if they desire as per the qualifications possessed by them and specific requirements of the different posts, which will be final. If options are not revised, the option submitted in the applications will be accepted as final.&#8221;</p>
<p>3. The same may be replaced with the following: &#8220;No changes/additions will be allowed for revised option for the Departments at the time of Document Verification against the posts already opted by the Candidates in their original online applications. The option submitted in the applications will be treated as final.&#8221;</p>

<p align="justify">Presently, women are recruited in Indian Army as Officers through Short Service Commission (SSC) on all India merit basis along with men candidates.  Women Officers are inducted in Army Service Corps, Army Ordnance Corps, Army Education Corps, Judge Advocate General Branch including Engineers, Signals, Intelligence and Electrical &amp; Mechanical Engineering branches.  In addition, they are also commissioned in Medical Branch Army Medical Corps (AMC), Army Dental Corps (ADC) and Military Nursing Service (MNS).  Further, Women Officers are eligible for grant of Permanent Commission in Judge Advocate General (JAG) Department and in Army Education Corps (AEC) of Army.</p>
<p align="justify">The IAF has pioneered the entry of women as officers in flying and ground duty.</p>
<p align="justify">In Indian Navy, women officers are inducted through Short Service Commission, in Logistics, Law, Observers, Air Traffic Control (ATC), Pilots (Maritime Reconnaissance Stream), Naval Armament Inspectorate cadre (NAIC), Naval Architecture and Education Branch.</p>
<p align="justify">The details of women officers in Army (excluding Medical, Dental &amp; Nursing Branch), in Indian Air Force (excluding Medical and Dental Branch) and in Indian Navy recruited during the last three years, Service-wise, are as under:-</p>

<p align="justify"> In 2011, the Government approved consideration of women Short Service Commission Officers (SSCOs) for grant of permanent commission along with men SSCOs in specific branches in the three services viz. Judge Advocate General (JAG), and Army Education Corps (AEC) of the Army and their corresponding branches in Navy and Air Force, Naval Constructor in Navy and Accounts Branch in Air Force.</p>
<p align="justify"> In March 2016, approval has been accorded for induction of women Short Service Commission (SSC) officers as Pilots in Maritime Reconnaissance (MR) stream and in the Naval Armament Inspectorate (NAI) cadre.  The inductions are planned commencing from mid 2017.</p>
<p align="justify"> In the Indian Air Force since 1993, women officers have been inducted in all branches and stream as Short Service Commissioned Officers except in the fighter stream.  However, IAF has revised Short Service Commission scheme to induct women into the fighter stream on experimental basis for five years.  The first batch of three women officers was commissioned in the fighter stream on June 18, 2016.</p>
<p align="justify"> In addition, steps like increasing tenure of women officers and improving promotional prospects in Army have been taken to increase participation of women in the Army.</p>
<p align="justify"> This information was given by Minister of state for Defence Dr. Subhash Bhamre in a written reply to Shri Harish Chandra alias Harish Dwivedi in Lok Sabha today.</p>

<p>On experimental basis, the Government has inducted three women Short Service Commissioned Officers (SSCOs) in Air Force into the fighter stream on 18.6.2016. This experimental entry scheme for women in fighter stream will be valid for 5 years from the date of issue of Government of India letter dated 2.12.2015. However, presently there is no proposal with the Government to induct women officers for combat duties in Army or for deployment of women onboard warships.</p>
