<p>The undersigned is directed to refer to the subject referred to above and DoP&amp;T/Board’s instructions on the subject matter issued from time to time.</p>



<h2 class="has-text-align-center wp-block-heading"><a href="https://centralgovernmentnews.com/latest-sports-quota-games-list-for-central-government-jobs/">Latest Sports Quota Games List for Central Government Jobs</a></h2>



<ol class="wp-block-list" start="2">
<li>In this regard, attention is invited to the DoP&amp;T’s instructions (No.DOPT-1668767 575965 dated 18th November, 2022) on the subject matter. As per DoPT’s instructions there is explicitly envisaged by the DoPT. Further, DoPT has also explicitly given the Order of preference (para vi ) while considering meritorious sports persons, which means all the meritorious sports persons belonging to these 65 sports disciplines will qualify for the recruitment and for their selection /appointment preference will be given as per the order of preference laid down in DOPT’s instruction referred to above.</li>



<li>DoPT’s instructions are issued to provide incentives in the form of recruitment, promotion, increment etc. to meritorious sports persons from sports disciplines as notified by DoPT from time to time. There is no provision, for any reason, to restrict sports quota recruitment to particular sports discipline(s) from the list available in the DoPT’s instructions.</li>



<li>CCAs/Zones under CBIC are advised to fill up the vacancies earmarked for sports quota in strict compliance with DOP&amp;T’s instructions referred to above, as amended from time to time &amp; without any deviations.</li>

<h3 class="wp-block-heading">Instructions on Recruitment/Promotion for Sportspersons in Government of India</h3>



<p><strong>Note:-</strong></p>



<p>(i) This document is a compilation of all relevant instructions on the subject of “Recruitment/Promotion for Sportspersons in Government of India” and therefore is intended to serve as the guide without the need, for anyone to refer to old OMs issued from time to time. The list of such OMs is given in Appendix to this document. In case any reference to the relevant OM is required, the same may be accessed from Archive Section of DOPT’s Website.</p>



<p>(ii) While due care has been taken to compile this document, however, if any omissions or correction are noticed, the same may be brought to the notice of the Department of Personnel &amp; Training.</p>



<p>1. Instructions for Recruitment/Promotion for Sportspersons in Government of India is applicable to all Central Government Civilian Employees and Central Services except Railways Services and services under the control of the Department of Atomic Energy, the erstwhile Department of Electronics, the Department of Space and the Scientific and Technical Services under the Department of Defence Research and Development.</p>

<p>The following paragraphs indicate the principles for Recruitment/ Promotion for Sportspersons to services and posts under the Central Government:-</p>



<h3 class="wp-block-heading"><strong>A. Recruitment</strong></h3>



<p><strong>I. Eligibility</strong></p>



<p>(a) Appointments under these orders can be made of sportspersons considered meritorious with reference to the following criteria:</p>



<ul class="wp-block-list">
<li>i) Sportsmen who have represented a State or the country in the National or International competition in any of the games/sports mentioned in these instructions.</li>



<li>ii) Sportsmen who have represented their University in the Inter-University Tournaments conducted by the Inter-University Sports Boards in any of the sports/games specified in these instructions, as amended from time to time.</li>



<li>iii) Sportsmen who have represented the State School Teams in the National Sports/games for schools conducted by the All India School Games Federation in any of the games/sports mentioned in these instructions.</li>



<li>iv) Sportsmen who have been awarded National Awards in Physical Efficiency under the National Physical Efficiency Drive.</li>
</ul>



<p>(b) No such appointments can be made unless the candidate is, in all respects, eligible for appointment to the post applied for, and in particular, with regard to age, educational or experience qualifications prescribed under the Recruitment Rules applicable to the post, except to the extent to which relaxations thereof have been permitted in respect of class/category of persons to which the applicant belongs.</p>

<h4 class="wp-block-heading"><strong>II. Posts to which applicable</strong></h4>



<p>(a) Appointment of meritorious sportspersons can be made to any post in Group ‘C’ or erstwhile Group ‘D’, which under the Recruitment Rules applicable thereto, is required to be filled by direct recruitment, otherwise than through the Union Public Service Commission;</p>



<p>(b) No such appointment shall be made to any post in Group ‘A’ or Group ‘B’, by direct recruitment;</p>



<p>(c) A meritorious sportsperson can be considered for appointment under sub para a) above, notwithstanding the fact that he is already in service of the Government;</p>



<p>(d) In making appointments to any post under the Government by promotion, no preference shall be given to meritorious sportspersons though that fact may be taken into consideration in assessing the overall merit.</p>

<h4 class="wp-block-heading"><strong>III.&nbsp;</strong><strong>Extent of such recruitment</strong></h4>



<p>(a) Ministries/Department of Government of India can recruit meritorious sportsmen in any year in relaxation of the recruitment procedure, to the extent that these including all other reservations under existing orders do not exceed 50% of the total number of vacancies proposed to be filled by direct recruitment.</p>



<p>(b) For the purpose of making appointment of meritorious sportsmen, the appointing authorities may at their discretion notify to the Staff Selection Commission, in all case where the recruitment to the posts have been entrusted to that Commission, vacancies reduced by upto 5% thereof and may fill such vacancies so held by appointing meritorious sportsmen subject to the overall limitations mentioned in sub-para (a) above.</p>

<h4 class="wp-block-heading"><strong>&nbsp;VI.&nbsp;</strong><strong>Order of preference</strong></h4>



<p>(a) First preference to those candidates who have represented the country in an International Competition with the clearance of the Department of Youth Affairs and Sports.</p>



<p>(b) Next preference may be given to those who have represented a State/U.T. in the Senior or Junior level national Championships organized by the National Sports Federations recognized by Department of Youth Affairs &amp; Sports or National Games organized by Indian Olympics Association and have won medals or positions upto 3<sup>rd</sup>&nbsp;place. Between the&nbsp;candidates participating in Senior and Junior National Championships/games, the&nbsp;candidates having participated and won medal in Senior National Championship should be&nbsp;given preference.</p>



<p>(c) Next preference may be given to those, who have represented a University in an Inter-University competition conducted by Association of Indian Universities/Inter University Sports Board and have won medals or positions upto 3<sup>rd</sup>&nbsp;place in finals.</p>



<p>(d) Next preference may be given to those who have represented the State Schools in the National sports/games for Schools conducted by the All-India School Games Federation and have won medals or positions upto 3<sup>rd</sup>&nbsp;place.</p>



<p>(e) Next preference may be given to those, who have been awarded National Award in physical efficiency under National Physical Efficiency Drive.</p>



<p>(f) Next preference may be given to those who represented a State/Union Territory/University/State Schools Teams at the level mentioned in categories (b) to (d) but could not win a medal or position, in the same order of preference.</p>



<p><strong>Note 1</strong>:&nbsp;<em>In the event of tie those who have secured a higher position or won more than one medal may be given the preference</em>.</p>



<p><strong>Note 2</strong>:&nbsp;<em>Participation in individual and team event/item may be given the same preference.</em></p>

<h4 class="wp-block-heading"><strong>VII.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</strong><strong>Relaxation in age limit for recruitment</strong></h4>



<p>(a) The categories of sportsperson specified in para A.I.(a) of these instructions may be allowed relaxation in upper age limit upto a maximum of 5 years (10 years in case of those belonging to Schedule Castes and Schedule Tribes) for the purpose of appointment to posts specified earlier in these instructions.</p>

<p>(b)&nbsp; This concession will be available only to those sportspersons who satisfy all other eligibility conditions relating to educational qualifications etc. and furnish a certificate in the form and from an authority prescribed in these instructions.</p>



<h4 class="wp-block-heading"><strong>VIII.&nbsp;&nbsp;&nbsp;&nbsp;Procedure</strong></h4>



<p>(a) All the recruitment of sports persons may be made only by advertisement of vacancies in Employment News and not by considering applications received otherwise.</p>

<p>(b) An application received by the appointing authority or a higher authority from a sportsman belonging to any of the categories mentioned in A.I.(a), may be considered by the Ministries/Department or the Head of the Department, as the case may be, in light of the evidence which the applicant may furnish of his having represented in any of the competitions mentioned in the previous paragraph, and subject also to the applicant fulfilling the requisite qualifications relating to education, age etc., as may be laid down in the rules for the post/service for which he is a candidate. Normally certificates awarded by the authorities mentioned in para A.V. should alone be taken into account while considering the eligibility of an applicant in terms of above paragraphs. Appointments may be made of such a candidate after the ministries/Department or Head of the Department, as the case may be, is satisfied about the eligibility of the candidate under these orders as well as his suitability for the post in all respects. Where the appointing authority is subordinate to a Head of Department, such authority may make a recommendation in this regard to the Head of the Department, along with the necessary details, for obtaining his concurrence in the proposed appointment of the candidate.</p>



<p>(c) These instructions will not affect the orders relating to reservation for SC/ST and Ex-servicemen which may be in force from time to time. In other words, the vacancies filled in accordance with these orders in a year shall be taken into account in calculating the total number of vacancies in the service/post during that year for purpose of applying the reservation orders.</p>

<h4 class="wp-block-heading"><strong>IX. Adjustment of persons appointed under sports quota in reservation roster</strong></h4>



<p>A person appointed under sports-quota should be adjusted in the recruitment/reservation roster&nbsp;against the category viz. SC/ST/OBC/General to which he/she belongs, e.g., a sportsperson from&nbsp;SC category will be counted against the SC reservation point; if he belongs to ST/OBC he will be&nbsp;counted against ST/OBC point, and if he belongs to General category he will be shown against the&nbsp;General category vacancy point in the reservation roster.</p>

<h3 class="wp-block-heading"><strong>B.&nbsp;</strong><strong>Scheme for Out Of Turn Promotion For Sportspersons&nbsp;&nbsp;</strong></h3>



<h4 class="wp-block-heading"><strong>I. Objective</strong></h4>



<p>To promote a sportsperson for excellence in sports events by upgradation of the post personal to&nbsp;the sportsperson till it is vacated by the sportsperson either by his/her subsequent promotion,&nbsp;resignation or on retirement.</p>



<h4 class="wp-block-heading"><strong>II. To whom applicable</strong></h4>



<p>The scheme is applicable to all Central Government Civilian Employees and Central Services&nbsp;except Railways Services and services under the control of the Department of Atomic Energy, the&nbsp;erstwhile Department of Electronics, the Department of Space and the Scientific and Technical Services under the Department of Defence Research and Development.</p>



<h4 class="wp-block-heading"><strong>III.&nbsp;</strong><strong>Performance to be rewarded by out of turn promotion</strong></h4>



<p>The medal winning performance in sports events to be eligible for out of turn promotion will be&nbsp;restricted to regular disciplines of:</p>



<ol class="wp-block-list">
<li>Olympic Games,</li>



<li>Commonwealth Games,</li>



<li>Asian Games</li>



<li>World Championships and</li>



<li>Record breaking medal winning performance in National Games conducted by Indian&nbsp;Olympic Association in the regular disciplines of Olympics, Commonwealth Games, Asian&nbsp;Games and World Championships</li>



<li>The Scheme will also cover differently-abled sportspersons for equivalent events/games&nbsp;organized for them.</li>
</ol>



<h4 class="wp-block-heading"><strong>&nbsp;IV.&nbsp;</strong><strong>Number of out of turn promotion to be allowed</strong></h4>



<p>A maximum of three out of turn promotion in the entire service career, subject to following&nbsp;conditions can be allowed to sportspersons for excellence in International/National Sports events:</p>



<p><strong>(a)&nbsp;</strong><strong>Excellence in international sports events</strong></p>



<p>(i) A sportsperson winning Gold, Silver or Bronze or more than one medal in Olympic Games, Commonwealth Games, Asian Games and World Championships in a particular year will be eligible only for one out of turn promotion in that year.</p>



<p>(ii) Only the medal winning performance in aforesaid sports events will be considered for out of turn promotion. If a sportsperson or more than one sportspersons while competing in a discipline in Olympic Games, Commonwealth Games, Asian Games and World Championships, does not win a medal but gives better performance than the previous national record in the discipline then no out of turn promotion will be allowed.</p>



<p>(iii) In case of a team event, a sportsperson will qualify for out of turn promotion only if he has played at least 50% of the matches in the same event. Reserve player, if any, shall not be entitled for any out of turn promotion.</p>



<p>(iv) An out of turn promotion be considered for performance as a Coach if he/she has trained a sportsperson or a team which goes on to win a medal in any of the international Games/Championships mentioned in&nbsp;<strong>para III</strong>&nbsp;above. A Coach who is a&nbsp;Government employee will be considered for out of turn promotion even if the&nbsp;sportsperson(s) he/she has trained is not a Government Servant provided he has&nbsp;already intimated his/her office the name of sportsperson(s) or team which have been&nbsp;receiving training from him. In case more than one Coach has trained a sportsperson&nbsp;or a team which eventually wins a medal then only the main Coach, subject to other&nbsp;conditions will be considered for out of turn promotion.</p>



<p>(v)&nbsp; The number of out of turn promotions allowed to a Coach will be capped at two with a gap of four years. However, the total number of out of turn promotions allowed to a Coach will not exceed three in the entire career including those given to him/her in the past for performance as a sportsperson.</p>



<p><strong>(b)</strong>&nbsp;<strong>Excellence in national sports events</strong></p>



<p>In case of National Games conducted by Indian Olympic Association record breaking medal&nbsp;winning performance in an individual discipline would be considered for one out of turn&nbsp;promotion during the entire service career. In case more than one sportsperson gives better&nbsp;performance than the existing national record in the discipline in the same National Games, then all sportspersons winning medals shall be considered for one out of turn promotion.</p>



<h4 class="wp-block-heading"><strong>V.&nbsp;</strong><strong>Vacancy</strong></h4>



<p>&nbsp;As out of turn promotion to sportsperson is to be allowed by upgradation of post personal to the&nbsp;sportsperson, no separate post will be created for grant of out of turn promotion to a&nbsp;Sportsperson/Coach. Such a post will continue to be upgraded in higher grade till it is vacated by the sportsperson either by his/her subsequent promotion, resignation or on retirement. No out­&nbsp;of-turn promotion shall be granted during the probation period. The out of turn promotion will be&nbsp;granted only in the hierarchy of the post and no level jumping will be allowed.</p>



<h4 class="wp-block-heading"><strong>VI. Procedure</strong></h4>



<p>Out of turn promotion would be allowed on regular basis only. The procedure for regular&nbsp;promotion including vigilance clearance should be followed while considering the cases for out of&nbsp;turn promotion. The composition of DPC for grant of out of turn promotion to the sportsperson&nbsp;will be same as that prescribed in the statutory recruitment rules applicable to the post to which&nbsp;promotion is being made.</p>



<h4 class="wp-block-heading">&nbsp;<strong>VII.&nbsp;&nbsp;&nbsp;Relaxation in qualifying/eligibility service required for promotion</strong></h4>



<p>The appointing authority for the post prescribed in the relevant recruitment rules shall be competent authority for grant of relaxation from requirement of completing the qualifying service (residency period in the feeder grade), educational qualification, completion of pre- promotion training or any other condition that may be prescribed in the statutory recruitment rules applicable to the promotional post. This shall have prior approval of the Secretary concerned in case of the Ministry/Department and the Head of the organisation in the case of attached and subordinate offices.</p>



<h4 class="wp-block-heading"><strong>VIII.&nbsp;&nbsp;Time limit for out of turn promotion</strong></h4>



<p>The entitlement of a sportsperson for out of turn promotion may be processed within a period of three months from the date of occurrence of event which entitles him/her for out of turn promotion. It will be responsibility of the concerned administrative Ministry/Department to consider a sportsperson for out of turn promotion within the prescribed time limit.</p>



<h4 class="wp-block-heading"><strong>IX. Date from which promotion will be effective</strong></h4>



<p>The out of turn promotion will be effective from the date of conclusion of event.</p>



<h4 class="wp-block-heading"><strong>X. Fixation of seniority</strong></h4>



<p>A sportsperson/Coach appointed to a post/Grade by grant of out of turn promotion in relaxation of provisions of statutory recruitment rules applicable to the post/Grade, will be assigned seniority below all the regular personnel appointed (recruited/promoted) in that particular year.</p>



<h4 class="wp-block-heading"><strong>XI. Pay fixation</strong></h4>



<p>The pay on out of turn promotion of sportsperson will be fixed as in the case of regular promotion.</p>



<h4 class="wp-block-heading"><strong>XII.&nbsp;</strong><strong>UTILISATION OF SERVICES OF SPORTSPERSON</strong></h4>



<p>As far as possible the services of the sportspersons, should be utilised for sports related activities after their active sports career is over, whether it is coaching or other technical areas.</p>



<h4 class="wp-block-heading"><strong>XIII.</strong>&nbsp;&nbsp;<strong>POWER TO RELAX</strong></h4>



<p>Prior approval of DoP&amp;T is required to be obtained to relax any of the provisions of this scheme.</p>

<p>(a) &amp; (b) Sportspersons are recruited in Indian Railways against sports quota berths allotted to Zonal Railways /Units etc. The details of allotted sports quota berths are appended as Appendix.</p>



<p>(c) 746 sportspersons have been recruited against sports quota in the last three years. The details are as under :</p>

<p>(d) Indian Railways encourages in-service sports persons to excel in their career by :</p>

<li>(ii) providing quality facilities for training and practice;</li>



<li>(iii) facilitating them to participate in National / International events; and</li>

<h3 class="wp-block-heading">Subject: Filling of vacancies under Sports quota- regarding.</h3>



<p>Madam / Sir,</p>



<p>I am directed to refer to Directorate’s letters of even number dated 15.05.2019, 05.07.2019, 12.09.2019 and 11.10.2019 regarding filling up of the vacancies earmarked for sports quota in accordance with the instructions issued by the Department of Personnel &amp; Training (DOP&amp;T).</p>



<p>2. Vide aforesaid letter dated 15.05.2019, following was communicated: &#8211;</p>



<p><em>‘<strong>while making recruitment under sports quota, Circles are required to notify such vacancies without restricting them to a specific sport/ discipline or to specific gender. The notification shall invite all meritorious sports persons belonging to approved disciplines and recruitment to these vacancies shall thereafter be made based on criteria stipulated in DOP&amp;T O.M. No. 14034/01/ 2013-Estt. (D) dated 03.10.2013.</strong>”</em></p>

<p>3. Despite these instructions, references were received from various circles conveying that recruitment of meritorious sport persons in all the approved disciplines included in the instructions of DOPT will hinder development of teams at national level in any particular discipline. Thus, Circles were seeking clarification in this regard.</p>



<p>4. The matter was examined in detail and It was decided by the Competent Authority to obtain the advice of DOP&amp;T in the matter. DOPT has advised as under: &#8211;</p>



<p><em>“<strong>we may advise DoP that their pursuit of participating at major sporting events related to 13 identified sports disciplines has no bearing on appointment of meritorious sportsperson as per O.M. dated 03.10.2013, as the two are separate activities, DoP may participate In events relating to the proposed 13 sports disciplines by forming their own teams.  However, if any post is to be filled under the sports quota, meritorious sports persons relating to any of the 43 discipline are equally eligible to apply for such posts, in terms of O.M. dated 03.10.2013. Such appointment cannot be linked to development of a team to represent DoP at a national level.</strong></em></p>



<p>6. With regard to O.M, dated 03.10.2013, it may be informed to the Administrative Department that the said instructions are issued to provide incentives to already meritorious sportsperson who have achieved in their respective sports in the form of recruitment, promotion, increment etc. No such provision of recruiting sportsperson for formation of team in particular sports discipline is available in the said instructions. Therefore, restricting sports disciplines to 13 (in place of total 43 disciplines given in DoPT instructions) by the AD with the motive of developing team in a particular discipline appears to be denying right to sports persons of other disciplines to get the above mentioned incentives which is not considered to be in consonance with the above mentioned instructions issued by DoPT.”</p>



<p>5. In view of the above, Circles are requested to fill up the vacancies earmarked for sports quota in strict compliance with DOP&amp;T O.M. No. 14034/01/2013 -Estt. (D) dated 03.10.2013, as amended from time to time. Further, Circles may note that DOP&amp;T vide O.M. No. 140341/2013 (D)-Estt. dated 01.09.2020 (copy enclosed) has provided a list of 63 sports disciplines which have been identified for recruitment under sports quota.</p>



<p>6. The notification issued by the circles shall invite applications from meritorious sports persons belonging to all approved disciplines. If any circle has already notified sports quota vacancies for a limited number of sports disciplines and selection of candidates against such notification has not been finalized , such notification may be cancelled forthwith and a fresh notification accordance with the guidelines.</p>



<p>7. Further, as communicated vide letter of even number dated 15.05.2019, field trial shall not be conducted and selection of candidates will be done as per the criteria outlined in the guidelines issued by DOPT from time to time.</p>



<p>8. Circles may take note that no further reference on the issue of restricting the recruitment to a limited sports discipline and conducting field trial shall be entertained by the Directorate.</p>

<p>ESIC has recruited 135 talented sports persons from all across India. Out of these 135 sportspersons, 26 are football players, 21 are Badminton players (01- Para Badminton), 30 are Table Tennis players (03 – Para Table Tennis), 22 are Volleyball players, 11 are Kabaddi players, 10 are  from Archery, 07 are Boxers, 06 are Wrestlers and 01 is a Para Athlete.  In the above list, 15 are female players representing Archery (03), Badminton (03), Table Tennis (08) and Para Table Tennis (01).</p>
<p><strong>The top 10 sports persons who received the ‘Offer of Appointment’ from the hands of Shri Bandaru Dattatreya, Chairman, ESIC and Hon’ble Minister (Labour &amp; Employment), Govt. of India are as following:-</strong></p>
<blockquote><p>1. Shri Pramod Bhagat comes from the State of Odisha and is a Gold Medalist (Men’s Single) in BWF Para Badminton World Championship, 2015, England.  He also won a Silver in Men’s Doubles.  Earlier also, he participated in 2013 Edition of the same tournament at the international level.  Shri Bhagat also achieved 3rd place in Asian Para Games, 2014 held at  Inchen.</p>
<p>2. Shri Ajay Singh Sekhawat, who comes from the State of Rajasthan, backed 1st place in 2015 Asian Archery Taipei Open Tournament, Asia Cup 2015, Bangkok, Thailand.  He also achieved 1st place in 36th National Archery Championship, 2015 and a Bronze Medalist in 37th Junior National Archery Championship, 2014.  He won All India Inter University Archery Tournament.</p>
<p>3. Ms. Patel Bhavinaben  belongs to the State of Gujarat and is a Bronze Medalist in Para Table Tennis Thailand Open 2015.  She is also  a Silver Medalist in 2013 ITTG PTT Asia Table Tennis Regional Championship. Her world ranking is 12 and she is also preparing for World Cup 2018.</p>
<p>4. Shri Avnil Kumar, a Para Athelete,  is a Silver Medalist in 2016 IPC Athletics Asia-Oceania Championship Dubai and participated in IBSA  Word games.  He also participated in Malaysia Open.</p>
<p>5. Shri Jatin participated in Cadet Asian Championship 2013 (Wrestling) and achieved 3rd place in Zrenjanin, Serbia.</p>
<p>6. Ms. Esha Monga is a sportperson in Table Tennis and a Silver Medalist in ITTF World Junior Circuit 2007.  She is also a  Senior National Gold Medalist 2013.</p>
<p>7. Shri Jagdar Singh got 2nd place in  40th Junior National 2014 (Volleyball).  He also represented  Rajasthan (as Captain) in 18th Youth National, 2016 and in 17th Youth National 2015.  He is also a winner in All India Inter University 2014-15.</p>
<p>8. Shri S. Shanmugham is a Volleyball player from Tamilnadu and a Gold Medalist in Junior National.</p>
<p>9. Ms. S. Krithicka from Tamilnadu, achieved 5th position  (Table Tennis) in 75th Senior National, 2014.  She is also a Silver Medalist in 75th Youth &amp; Junior National, 2014.</p>
<p>10. Shri Subhendu Show participated in 77th Senior National &amp; Inter State TT Championship 2015.  He got 3rd position in All India Inter University, 2014 and a Junior National Silver Medal.</p></blockquote>
<p>The ESI Corporation is holding a 3 day Induction Training for all the above newly recruited officials under Sports Quota.  The opening ceremony in which the <strong>Offer of Appointment</strong> was distributed, was attended by Shri Bandaru Dattatreya, Hon’ble Minsiter of State (Independent Charge), for Labour &amp; Employment, Govt. of India, Shri Rajiv Pratap Rudy, Hon’ble Minister of State (Independent Charge) for Skill Development and Entrepreneurship, Govt. of India, Shri Vijay Goel, Hon’ble Minister of State (Independent Charge) for Ministry of Youth Affairs &amp; Sports, Govt. of India, Smt. Meenakashi Lekhi, Hon’ble Member of Parliament (Lok Sabha),  Shri Manoj Kumar Tiwari, Hon’ble Member of Parliament (Lok Sabha), Smt. M. <p>Attention is invited to Annexure-I to Board’s letter No. 2013/E(Sports)/4(1)/1/Policy Clarifications dated 23.12.2013 circulating the List of Junior National Championships recognized by RSPB for recruitment of sportspersons on Indian Railways against sports quota.</p>
<p>The 4th item of SN/12 of the list, name Vijay Hazare Trophy (One Day Limited Overs All India Inter Zonal Championship) as under-19 Men Cricket Championship.</p>
<p>However as per the Board of Control for Cricket in India (BCCI) Handbook, the Vijay Hazare Trophy is for Seniors and is not a Junior Championship. The inclusion of the said Championship in the List of Junior Championship in the above said Board’s policy letter dated 31.12.2010 is thus a clerical mistake and may be treated as deleted.</p>

<p>Subject: <strong>Probation Period for persons recruited against Sports Quota.</strong></p>
<p>Ref: Board’s letter no. 2010/E (Sports)/4(1)/1 (policy) dated 31.12.2010 (RBE No. 189B/2010) and clarifications/corrigendum issued thereto.</p>
<p>Attention is invited to para 8.3.3 and 8.3.4 of Board’s letter No. 2010/E (Sports)/4(1)/1 (policy) dated 31.12.2010 stipulating that before completion of the probation period, the performance of the sportsperson shall be reviewed at the Railway/Unit level by a three members Committee comprising:-</p>
<p>(i) President/Hony. General Secretary of the Sports Association of Zonal Railway/Unit.<br />
(ii) A personnel officer of Sr. Scale/ JAG level; and<br />
(iii) Captain/ Coach of the particular discipline.</p>
<p>If the performance of a person recruited on sports account is considered to be unsatisfactory, the probation period will be extended maximum up to two years and the person will have to improve his/her performance to get confirmed in appointment. Even after extended probation, if the performance is found unsatisfactory, then normal procedure will be followed for termination, before the completion of extended probation.</p>
<p>Instances have come to the notice of Railway Board that in spite of the above mentioned instructions no review has been done for years and this non compliance of extant instructions by Administration is leading to hardship being faced by outstanding sportspersons.</p>
<p>All Zonal Railways/Production Units may scrupulously adhere to the extant instructions and pull up arrears, if any.</p>

<p>Subject:- <strong>Filling up of 5% Sports quota and 5% Compassionate quota vacancies, out of the total Direct Recruitment vacancies in the grades of Income Tax Inspectors and Tax Assistants.</strong></p>

<p>Kindly refer to the above subject.</p>
<p>2. Additional posts at various levels in Gr. B &amp; C were created vide CBDT Order F.No. A-11013/1/2013-Ad.VII, dt. 31-05-2013. Vide ietter F.No. HRD/CM/ 102/28/2013-14/4488, dt. 17-10-2014 at Annexure Q (copy enclosed), the vacancies pertaining to D.R quota (including Sports and Compassionate appointment quota) were communicated to ail Pr. CCsIT.</p>
<p>3. I am now directed to communicate the region-wise Direct Recruitment quota for Income Tax Inspector and Tax Assistant grades (Annexure A and B) being 5% each of the D.R quota indicated at Annexure Q. These are included in the figures mentioned at Annexure Q of CBDT.</p>
<p>4. I am, further directed to request you to fill up the Sports and Compassionate quota vacancies of 2013-14 in your Region, including the vacancies as per the above Annnexure , evenly and fully, taking care to include various sports, as per Government instructions in the matter.</p>
<p>5. Some sports quota and compassionate ground vacancies of earlier years or for vacancy year 2014-15 also may be existing with your Regions. It is requested that the Sports &amp; compassionate quota appointments for other vacancy years, including vacancy year 2014-15, may also be filled up, as per Government instructions in tho matter.</p>

										<content:encoded><![CDATA[<p><strong>78 Railway Players &amp; Coaches Selected to be a Part of the Indian Contingent to Participate in the Forthcoming Asian Games, South Korea</strong></p>
<p>A good numbers of Railway sports persons have found place in the Indian contingent participating in the forth coming Asian Games to be held at Incheon City of South Korea from 19th September to 4th October 2014.</p>
<p>A total number of 78 railway players and coaches have been selected to represent India in Athletics, Cycling hockey, Volleyball, Swimming, Handball, Basketball, Rifle Shooting, Weightlifting, Gymnastics, Wrestling and Archery.</p>
<p>Earlier this year, the railway players as a part of the Indian contingent, at the Commonwealth Games-2014 held at Glasgow in Scotland, from 21st July to 3rd August 2014 bought laurels to the country by bagging many medals. Out of total 64 Medals won by India, Railway players bagged 9 Medals.</p>
<p>The performance of Railway weightlifters and wrestlers in particular has been remarkable. They have contributed two Gold, four Silver and three Bronze Medals.</p>
<p>In addition, four railway sprotspersons received the Arjuna Award-2014 from Hon’ble President of India at a special function at Rashtrapati Bhavan, last month.</p>
