<h3 class="wp-block-heading">Subject: Consolidated Guidelines and criteria for grant of 2 hours off/ concession to sportspersons and coaches for practice &#8211; reg.</h3>



<p>Madam /Sir,</p>



<p>The undersigned is directed to refer to the Department’s letters No. 8-2/2011-WI&amp;Sp dated 25.07.2011, 9-6/99-WI&amp;Sp dated 30.08.1999, 8-4/98-WI&amp;Sp dated 04.06.1998, 12-4/94-WI &amp;Sp dated 18.02.1994, 12-1/92-WL/Sports dated 17/3/92, 12-1/90- WL/SPORTS dated 30/1/1990, 12-5/88-WL/Sports dated 31/5/1988. 9-6/78-Sports dated 26/3/1979 and No. 9-6/78/Sports dated 6.11.1978 and all other correspondence inter alia regarding the grant of two hours off to sports persons and coaches for practice while working in the Department of Posts.</p>



<p>2. This office has received multiple communications from various Circles and Staff Unions regarding the implementation of the said guidelines in letter and spirit, including clarifications regarding eligibility and the competent authority to grant the said facility.</p>



<p>3. The previous guidelines have been reviewed and, to address all the queries, consolidated guidelines on the above-mentioned subject, assimilating all the previous orders, are being circulated as per Annexure.</p>

<h3 class="wp-block-heading"><strong>Consolidated guidelines on Two-Hours off to sports persons and coaches for practice</strong></h3>



<h4 class="wp-block-heading">1. General Conditions:</h4>



<ol class="wp-block-list">
<li>All Departmental employees (sports quota or non-sports quota) are eligible for grant of this facility subject to fulfillment of the below mentioned criteria.</li>



<li>The facility is subject to administrative exigencies and cannot be claimed as a matter of right.</li>



<li>The Postal Sports Board and Circle Sports Board reserves the decision to grant/ review/ discontinue the facility at any point of time.</li>
</ol>



<h4 class="wp-block-heading">2. Mode of application</h4>



<p>Officers/ officials wishing to avail this facility may submit an application with their performance certificates to their respective Circle Sports Boards. Circle Sports Board may specify formats or procedure for the same if deemed suitable.</p>



<h4 class="wp-block-heading">3. Criteria for grant of the Facility:</h4>



<ol class="wp-block-list">
<li>Two hours off (i.e. two-hours lesser duty time from total number of duty hours per day) for practice may be granted to the players/coaches who are actively/regularly participating and performing in National/International Level tournaments aid are also participating in All India Postal Tournaments (if the same is conducted in that discipline).</li>



<li>In case AIP Tournament in a particular sport is not being’ organized, participation/performance in National/International Level tournaments alone shall be taken into consideration for granting/reviewing the facility.</li>



<li>For cases where a non-sports quota player (or sports quota player of a different sporting event) is participating only in AIP tournaments (i.e. not in National/International Event of that sports), the facility shall be granted in a restricted manner while keeping in view the seriousness and performance level of the player.</li>



<li>The Postal Sports Board may include or exclude any particular sporting event from eligible sporting events for the purpose of this facility.</li>
</ol>



<h4 class="wp-block-heading">4. Definition of Active Participation</h4>



<p>Active participation for this purpose may vary from case to case, as it is observed that not all tournaments are conducted with the same frequency. To this effect, granting authority may ensure that the player is actually participating in maximum possible national/international sporting events and AIP tournaments (if conducted for that discipline), except if administrative exigencies doesn’t permit him/her (eg. Suppose an outstanding player is unable to take part in some of the tournaments due to administrative exigencies. In that case. he or she may still be granted the facility provided the granting authority is satisfied with the genuineness of the case).</p>



<h4 class="wp-block-heading">5. Granting and monitoring of the facility</h4>



<ol class="wp-block-list">
<li>Two hours off for practice may be granted each year by Circle Sports Boards in the month of April, based on previous years participation/performance/attitude towards the sports of the concerned player/coach.</li>



<li>Facility once granted shall be applicable till the end of the financial year or till next review. whichever is earlier.</li>



<li>Once the facility is granted by the Circle Sports Board, the divisional head concerned may monitor proper utilization of the facility by the official/player.</li>
</ol>



<h4 class="wp-block-heading">6. Review of the facility</h4>



<ol class="wp-block-list">
<li>Review of the facility may be done periodically however, not less than once per year at the level of Circle Sports Boards.</li>



<li>In light of administrative exigencies. the Divisional Heads, may require a player/official to work for the full hours of duty for a limited period, even if he/she has been granted the said facility, under intimation to the Circle Sports Boards that had granted the facility.</li>



<li>The facility shall be discontinued if the player/coach is found misusing the facility (eg. not utilizing the time to practice and instead of whiling away the time). However, for players of International Level, the case may be referred by the Circle to the Postal Sports Board before discontinuing the facility.</li>
</ol>



<h4 class="wp-block-heading">7. Facility for participants/artists of the Cultural Meet</h4>



<ol class="wp-block-list">
<li>For participants/artists of All India Postal Cultural Meet, the aforesaid facility may be extended only for 1 month before the event.</li>



<li>The facility may be granted for participants/artists of the All India Civil, Music, Dance, and Short Play Competition (organized by the Central Civil Services Cultural &amp; Sports Board) from the date of selection for participation until the end of the event.</li>

<p>2. In this connection it is intimated that Secretary (Coordination), Cabinet Secretariat convened a meeting on 21.10.2020 at 10.30 A.M. through video conference lo discuss the rules/ provisions in MO recruitment/career management of sportsperson in their organization/PSUs.</p>



<p>3. Joint Secretary &amp; Additional FA(AN) attended the meeting and directed to obtain the information on the following issues:</p>



<ul class="wp-block-list"><li>a) No. of recruitment of the meritorious sportsperson made by the Defence Accounts Department in terms of DoP&amp;T OM dated 04.08. 1980.</li><li>b) As on date, in which grade/post, candidates who are recruited as meritorious sportsperson (Group B &amp; C) in Defence Accounts Department are placed. Total no. in each grade to be indicated.</li><li>c) Provision in the existing RRs (Group &#8216;B&#8217; &amp; &#8216;C&#8217;) for the recruitment in r/o of sportsperson in DAD.</li><li>d) Provisions regarding career Progression in the existing RRs in r/o sportsperson.</li></ul>

<h3 class="wp-block-heading">Sub: Time bound grant of special incentives to outstanding sports persons- reg</h3>



<p>This is regarding time bound grant of below mentioned special incentives to outstanding sports persons/ officials:</p>



<p><strong>a. Increment (Personal Pay)</strong>: Reference is invited to DOPT letter No 14034 01/2013-Estt (D) dated 3rd Oct 2013, Para B (I). The grant of increment may be done at the earliest; suitably within same financial year.</p>



<p><strong>b. Out of Turn Promotion:</strong> Reference is invited to DOPT letter No 14034/01/2013- Estt (D) dated 3. Oct 2013, Para C. Wherein, it has been stated that: -The entitlement of a sportsperson for out of turn promotion may be <strong>processed within a period of three months from the date of occurrence of event</strong> which entitles him/her for out of turn promotion. It will be r<strong>esponsibility of the concerned administrative Ministry/Department to consider a sportsperson</strong> for out of turn promotion within the prescribed time limit”. Accordingly, such cases may be processed within 3 months as per guidelines.</p>

<p><strong>c. Cash Awards:</strong> Reference is invited to this office letter no. 8-01/2014- WI&amp;Sports dated 20.06.2017 (read with letter 11-8/87-WL&amp;Sp dated 18.05.1993). In this regard, since sports fund is allotted annually and audit for the same is conducted at end of financial year, it is best suited that all necessary claims of cash awards may be settled within the same financial year. It would also help this office to make budget estimates for next year.</p>

<strong>Promotion of sports among rural youth</strong></p>
<p style="text-align: right;">31 DEC 2018</p>
<p>&#8216;Sports&#8217; is a State subject and promotion of sports in the country, including promotion of Sports among rural youth is primarily the responsibility of the State Governments and the National Sports Federations (NSFs) concerned. The Central Government complements/supplements the efforts of the State Governments and the NSFs. Government is already running several schemes to increase participation of the rural youth in sports.</p>
<p>The Khelo India Scheme implemented by the Ministry of Youth Affairs and Sports provides for promotion of sports among entire population including rural youth. Also, the scheme has a dedicated vertical, viz., Promotion of rural and indigenous/tribal games which provides for financial assistance to NSFs / Non Government Organizations (NGOs) etc for promotion of sports in the country including rural areas. Under this vertical, various NSFs have been provided financial assistance to hold competitions in various parts of the country including those in rural areas. During the period from January to October 2018, a total number of 36 such competitions / exhibition events had been held.</p>
<p>Sports Authority of India (SAI), an autonomous organization under the aegis of the Ministry of Youth Affairs &amp; Sports, is implementing following sports promotional schemes across the country to identify talented sports persons in the age group of 8-25 years and nurture them to excel at national and international competitions:</p>
<ul>
<li>National Sports Talent Contest Scheme (NSTC)</li>
<li>Army Boys Sports Company (ABSC)</li>
<li>SAI Training Centre (STC)</li>
<li>Special Area Games (SAG)</li>
<li>Extension Centre of STC/SAG</li>
<li>Centre of Excellence (COE)</li>
<li>National Sports Academies (NSA)</li>
</ul>
<p>Many of the sports persons identified under SAI Sports Promotional Schemes belong to the rural, tribal, backward, coastal and inaccessible hilly areas of the country and are provided with training facilities in the form of expert sports coaches, requisite playing facilities, boarding &amp; lodging, sports kit, competition exposure, educational expenses, medical/insurance and stipend as per the approved norms.</p>
<p>In addition, Nehru Yuva Kendra Sangathan (NYKS), an autonomous organization under aegis of Ministry of Youth Affairs &amp; Sports, undertakes programmes such as Block and District level Sports Meets, providing sports material to Youth Clubs etc., for popularizing and encouraging sports and develop competitive spirit among youth including rural youth. During 2017-18, a total 2965 Block level sports meets and 556 District level sports meets were conducted by NYKS.</p>
<p>The Government does not have any proposal for starting programme in addition to already existing programmes to increase participation of the rural youth in sports.</p>
<p>This information was given by Minister of State (Independent Charge) for Youth Affairs and Sports Col. Rajyavardhan Rathore (Retd.) in a written reply to the Rajya Sabha today.</p>

										<content:encoded><![CDATA[<p><strong>Revision of Scheme of National Welfare Fund of Sportspersons</strong></p>
<p>The National Welfare Fund for sports persons was set up in March, 1982 with a view to assisting outstanding sportspersons of yesteryears, who had brought glory to the country in sports, now living in indigent circumstances,. The scheme was last reviewed and revised in July 2009.</p>
<p>Scheme of National Welfare Fund of Sportspersons has been reviewed again and has been revised extensively.</p>
<p>Under the revised Scheme, amount of annual income for being eligible for getting financial assistance from the Fund has been raised from the existing Rs. 2 lakh to Rs. 4 lakh.</p>
<p>Scope of the Scheme has also been expanded to include more sportspersons for being considered for financial assistance from the Fund.</p>
<p>Quantum of assistance from the Fund has also been substantially enhanced.</p>
<p>Under the revised scheme, sportspersons and family members of the sportspersons living in indigent circumstances will be eligible for following amounts of financial assistance:</p>
<blockquote><p>(i) Financial assistance may be granted to an outstanding sportsperson now living in indigent circumstances, subject to a maximum of Rs. 5 lakh.</p>
<p>(ii) Financial assistance subject to a maximum of Rs. 10 lakh may be granted to an outstanding sportsperson for injuries sustained during training for and participation in sports competitions.</p>
<p>(iii) Financial assistance not exceeding Rs. 5.00 lakh may be provided to the families of deceased outstanding sportspersons living in indigent circumstances.</p>
<p>(iv) Financial assistance not exceeding Rs. 10 lakh may be provided for medical treatment of an outstanding sportsperson or of any of his/her family members living in indigent circumstances.</p>
<p>(v) Financial assistance not exceeding Rs. 2 lakh may be provided to coaches and support personnel such as sports doctors, sports psychologists, sports mentors, physiotherapists, masseurs who have been attached with national coaching camps for senior category players and national teams (senior category), and umpires, referees and match officials, who have been associated with recognized national championships (senior category) and international tournaments (senior category) in the sports disciplines included in Olympic Games, Asian Games and Commonwealth Games who are living in indigent circumstances or to family members of such deceased support personnel living in indigent circumstances.</p></blockquote>

<blockquote><p><strong>Facilities for sportspersons</strong></p></blockquote>
<p>The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that the Ministry of Youth Affairs &amp; Sports provides Special Awards to Medal winners for the medals won in International Sports Events. Medal winners in National Games are not covered in the Ministry’s scheme of Special Awards.</p>
<p>In a written reply in the Rajya Sabha today Shri Sonowal said, as Sports is a State subject, the primary responsibility for promotion and development of sports including identification and nurturing of potential talent is that of States. However, the Ministry of Youth Affairs &amp; Sports and the Sports Authority of India, an autonomous body under administrative control of the Ministry, supplement the efforts of the States under the following schemes:</p>
<p>I. Schemes being implemented by the Department of Sports, Ministry of Youth Affairs &amp; Sports</p>
<blockquote><p>
(i) “Rajiv Gandhi Khel Abhiyan” (RGKA), a centrally sponsored scheme introduced in 2014-15 in place of erstwhile Panchayat Yuva Krida aur Khel Abhiyan, aims at construction of Integrated Sports Complexes in all block panchayats of the country in a phased manner and providing access to organized sports competitions at block, district, state and national levels.<br />
(ii) Urban Sports Infrastructure Scheme, introduced in 2010-11, envisages development of playfields by the State Governments through Playfield Associations, coach development programme through Central and State Governments, creation of infrastructure including laying of artificial turfs for hockey, football and athletics, and construction of multi-purpose hall. Under the Scheme, State Governments, local civic bodies, schools, colleges, universities and sports control boards are eligible for assistance.<br />
(iii) Scheme of Assistance to National Sports Federations (NSFs) for conduct of National Championships at Senior, Junior, Sub-Junior level for men and women, conduct of international tournaments in India, participation of sportspersons in international sports competitions, organizing coaching camps, engagement of foreign coaches, and procurement of sports equipments.<br />
(iv) National Sports Development Fund (NSDF) for various activities including giving assistance to elite athletes, who are medal prospects for their customized and tailor-made training and competition exposure.<br />
(v) Scheme of Human Resource Development in Sports focusses on developing human resources in sports sciences and sports medicine for the overall development of sports and games in the country. The scheme also provides assistance to coaches and referees / judges to upgrade knowledge / accreditation level and assistance for participation in and conduct of seminars in India, etc.<br />
(vi) Scheme of Special Cash Awards for Winners of medals in international sports events and their coaches.<br />
(vii) Scheme of Pension to Meritorious Sportspersons after they retire from active sports career with the objective of providing them financial security and incentivizing sporting achievements.<br />
(viii) Scheme of National Sports Awards, viz, Rajiv Gandhi Khel Ratna, Arjuna Awards, Dronacharya Awards, Dhyanchand Awards for honouring them for their achievements and contributions as sportspersons and coaches.<br />
(ix) National Welfare Fund for Sportspersons for providing lump sum financial assistance to sportspersons now living in indigent conditions for their medical treatment etc.<br />
(x) Scheme of Sports &amp; Games for Persons with Disabilities for broad-basing of sports among differently-abled sportspersons by way of conduct of training for community coaches, conduct of sports competitions and providing assistance to schools/institutes having differently-abled sportspersons on their rolls for procurement of sports equipments and engagement of coaches on contract basis.</p></blockquote>
<p><strong>II. Schemes being implemented by Sports Authority of India</strong></p>
<blockquote><p>(i) National Sports Talent Contest (NSTC): The main objective of the scheme is to identify gifted and talented sportspersons among school children in the age group of 8-14 years.<br />
(ii) Army Boys Sports Companies (ABSC) is implemented in collaboration with the Army. Children in the age group of 8-16 years are imparted scientific training to achieve excellence at national and international levels. The scheme also provides job opportunities in the Indian Army. Similar arrangements are proposed to be made in Central Para-military forces.<br />
(iii) Special Area Games (SAG): This Scheme follows an area-specific approach to scout and nurture talent for modern competitive games and sports from tribal, rural, coastal and hilly areas of the country. The main objective of the scheme is to train talented and meritorious sportspersons in the age group of 12-18 years.</p>
<p>(iv) SAI Training Centres (STC): Under this scheme, talented youth in the age group of 12-18 years are given the option to join the scheme on residential or non-residential basis.</p>
<p>(v) Centres of Excellence (COE): The main objective of this scheme is to identify and train outstanding sportspersons who are medal prospects for the country in international competitions.</p></blockquote>

<p>Pension to Sports Persons</p>
<p>The Minister of State (Independent Charge) for Youth Affairs &amp; Sports Shri Jitendra Singh has said that there is already a Scheme titled “Scheme of Pension to Meritorious Sportspersons” under which medal winners in  Olympic Games, Commonwealth Games, Asian Games and World Cups/World Championships (in Olympic and Asian Games disciplines) and Para-Olympic Games, after they attain the age of 30 years or retire from active sports, whichever is later, are eligible for monthly pension at following rates:</p>

In a written reply in the Lok Sabha today Shri Singh said, at present, 620 Sportspersons are getting pension under the “Scheme of Pension to Meritorious Sportspersons” on monthly basis.</div>
<div>
The Minister said, the Ministry of Youth Affairs &amp; Sports has a Scheme of National Welfare Fund for Sportspersons, which provides for ex-gratia financial assistance to outstanding sportspersons of yesteryears, now living in indigent circumstances, whose annual income is less than Rs. 2 lakh for medical treatment etc.</p>
<p>The funds from the National Welfare Fund for Sportspersons can be utilized for following proposes:</p></div>
<div>(i) to provide suitable assistance to outstanding sportspersons now living in indigent sportspersons;</div>
<div></div>
<div>(ii) to provide suitable assistance to outstanding sportspersons injured during the period of their training for competitions and also during the competitions, depending on the nature of the injury;</div>
<div></div>
<div>(iii) to provide suitable assistance to outstanding sportspersons who bring glory to the country in the international field and who are disabled as an after-effect of their strenuous training or otherwise and to provide them assistance for medical treatment;</div>
<div></div>
<div>(iv) to administrator and apply the funds of the Fund to promote the welfare of the sportspersons generally in order to alleviate distress among them and their dependents in indigent circumstances;</div>
<div></div>
<div>(v) to administer and apply the funds of the Fund for active sportspersons individually or collectively as a group;</div>
<div></div>
<div>(vi)  to encourage and provide assistance in cash or kind (sports equipments, kit, etc) to budding sportspersons, in their pursuit for achieving excellence in sports;</div>
<div></div>
<div> (vii) to do all other things which are incidental to the above objectives.</p>
<p>Shri Jitendra Singh said, quantum of assistance admissible from the National Welfare Fund for Sportspersons is as follows:</p></div>
<div>(i) Assistance to sportspersons living in indigent circumstances: A lumpsum ex-gratia financial assistance may be granted to an outstanding sportsperson now living in indigent circumstances, subject to a maximum of Rs. 5 lakh.</div>
<div></div>
<div> (ii) Assistance for injuries sustained during training for and participation in international competitions: A lumpsum financial assistance to an outstanding sportsperson or his/her family may be granted under the Scheme:</div>
<div></div>
<div>(a) in case of sustaining a fatal injury during training  for, or participation in, an international competition, subject  to a maximum of Rs. 5.00 lakh;</div>
<div></div>
<div>(b) in case of sustaining injury other than a fatal injury, subject to a maximum of Rs.2.00 lakh provided that the assistance shall in no case be less than Rs. 10,000/-.</div>
<div></div>
<div>(iii) Assistance to Families of Outstanding Sportspersons :  A lumpsum financial assistance, not exceeding Rs. 2.00 lakh in each case, may also be provided to the families of outstanding sportspersons in indigent circumstances.</div>
<div></div>
<div>(iv) Assistance for Medical Treatment:   Financial assistance not exceeding Rs. 2.00 lakh  may also be provided for medical treatment of an outstanding sportsperson in indigent circumstances.</div>
<div></div>
<div>(v) Assistance to Sports Promoters:  Lumpsum financial assistance, not exceeding Rs. 50,000/- may be provided to referees, coaches and umpires, who were eminent, but are not well off and are in indigent circumstances.</div>
<div></div>
<div>The Minister said, the Scheme of National Welfare Fund for Sportspersons also has a clause under which the Chairperson of the General Committee of National Welfare Fund for Sportspersons has the discretionary powers under which the Chairperson may sanction assistance in deserving cases even to those who, technically, are non-eligible, depending upon the facts and circumstances of each case. The Chairperson will have the discretion to decide the quantum of assistance.</p>
<p>All schemes of the Ministry and the Sports Authority of India are inclusive schemes and are equally applicable to women sportspersons. Further, for encouraging sports among women, sports competitions are held at district, state and national levels under the scheme of National Championship for Women, presently merged with the scheme of Panchayat Yuva Krida aur Khel Abhiyan (PYKKA), the Minister added.</p></div>
