Pension to Ex-Servicemen

As per the current pension structure applicable to Armed Forces personnel, the following pensionary awards are given:

• Retiring Pension/ Service Pension
• Retiring Gratuity/ Service Gratuity
• Special Pension/ Special Gratuity
• Invalid Pension/ Invalid Gratuity
• Retirement Gratuity/ Death Gratuity
• Disability Pension/ War injury pension
• Ordinary Family pension/ Special Family pension/Liberalized Family pension
• Dependent pension/Second life award of special family pension/ Liberalized family pension
• Family Gratuity

Pension is calculated at 50% of the last emoluments drawn by the individual. The minimum qualifying service for earning a service pension is 20 years in the case of Commissioned Officers and 15 years in the case of Personnel Below Officer Rank.

Pension in respect of Armed Forces personnel has increased from time to time on the basis of recommendations of various Central Pay Commissions. In addition, various Government policy letters have been issued from time to time which resulted in an increase in pension/family pension.

This information was given by Raksha Rajya Mantri Shri Ajay Bhatt in a written reply to Shri Tiruchi Siva in Rajya Sabha today.

Subject: Implementation of Hon’ble Supreme Court Order dated 27.09.2018 in Contempt No.1860/2017 and 924/2018 and MA No. 1067/2018 in Civil Appeal No.2147/2011 with Contempt Petition (C) No.04/2018 in SLP(C) No.19790/2010 for grant of Special Pension under Regulation 95 of Navy (Pension) Regulations, 1964.

Sir,
I am directed to refer the cited Hon’ble Supreme Court Order dated 27.09.2018 and convey sanction of the Competent Authority for grant of Special Pension under Regulation 95 of Navy (Pension) Regulations, 1964 to the ex-sailors appointed prior to 03.07.1976 and discharged on or after 03.07.1976 on expiry of 10 years of service.

2. The amount of pension payable is Rs.9000 (Rupees Nine thousand) per month to each of the ex-sailors under Regulation 95 Navy (Pension) Regulations, 1964, payable September 2018 as per the Court Order under reference.

3. The amount of gratuity and DCRG paid, be adjusted the amount payable. Necessary PPO may be issued immediately.

4. The expenditure incurred on this account will be paid under Charged Expenditure and be debited to the relevant Head of Account.

5. This issues with concurrence of Ministry Defence vide their U.O. No. 1023/Fin/Pen Dated 17.10.2018.

6. Govt of India, Ministry of Defence letter No. 4(10)/2017-D (Pen/Legal) dated 26th September, 2017 may be treated as cancelled.

Subject: Enhancement in the rate of Special Pension to Blinded Ex-servicemen under AO 606/75.

Sir,

In supersession of Government of India, Ministry .of Defence letter No. 12-SB(8)/52-2001/958/D(Res) dated 16th Nov.2001, I am directed to convey the sanction of the President to enhance the Special Pension to blinded Ex-Servicemen from Rs. 500/- p.m. to Rs. 4000/-per month with effect from June, 2017. The expenditure will he debited to relevant Head of account of Defence Services Estimates.

2. The sanction is issued with the concurrence of Ministry of Defence (Fin/Pen) vide their ID No 10(12)/2016/FIN/PEN dated 05/06/2017.
