<h3 class="wp-block-heading">Subject: Grant of Special Casual Leave to Organ Donors &#8211; regarding.</h3>



<p>This Department has been considering grant of Special Casual Leave to Organ Donors in the light of several references/queries received, in consultation with Ministry of Health and Family Welfare. Organ removal from a donor is a major surgery, which requires time for recovery, including both hospitalization and post hospitalization periods. Further, keeping in view the noble activity to help another human being and to promote organ donation among the Central Government employees, it has now been decided to grant a maximum of 42 days Special Casual Leave to a Central Government servant for donating their organ(s) to another human being, as a special welfare measure in public interest, notwithstanding the provision under Appendix-III of the CCS (Leave) Rules 1972 regarding grant of Special Casual Leave not exceeding 30 days in any one calendar year, on the following conditions:</p>



<p>(i) Irrespective of type of surgery for removal of donor’s organ, the duration of Special Casual Leave will be a maximum of 42 days as per the recommendation of Government registered medical practitioner /Doctor.</p>



<p>(ii) The leave shall be granted to all types of Living Donors provided that donor had been duly approved for donation by the Government registered medical practitioner as per the Transplantation of Human Organs Act, 1994.</p>



<p>(iii) The Special Casual Leave shall not be combined with any other leave except in exceptional circumstances of complications of surgery on medical recommendation by the Government registered medical practitioner / Doctor.</p>



<p>(iv) Special Casual Leave shall normally be taken in one stretch starting from the day of admission in the hospital, however, in case of requirement it can be availed starting maximum one week prior to surgery on the recommendation of Government registered medical practitioner / Doctor.</p>



<p>(v) Flexibility or splitting of leaves may be permitted on the recommendation of treating Government registered medical practitioner / Doctor.</p>



<p>(vi) Treatment in connection with organ donation shall as far as possible be done from any Authorized Hospital. In a case where no authorized hospital is available in the area / zone of treatment and the treatment is done from a Private Hospital, production of medical certificate duly certified by concerned HOD of the Hospital is mandatory. </p>



<p>(vii) “Authorized Hospital” is defined as Government Hospital or Private Hospital empanelled under Central Government Health Scheme (CGHS).</p>



<p>3. These orders shall be applicable to Government employees appointed to the civil services and posts in connection with the affairs of the Union of India in terms of Rule 2 of the CCS (Leave) Rules, 1972 with effect from the date of issue of this O.M.</p>

<p>Subject- <strong>Treatment/ regularization of hospitalization/quarantine period during COVID-19 Pandemic &#8211; regarding.</strong></p>



<p>This Department has been receiving several references/queries requesting clarification relating to the treatment of the hospitalization/ quarantine period during the COVID-19 pandemic. The matter has been considered and keeping in view the hardships faced by the Government servants, it has been decided to treat the period of absence, in relaxation of CCS (Leave) Rules, 1972, as under:-</p>

No.</strong></th><th><strong>Situation</strong></th><th><strong>Treatment of period of absence</strong></th></tr></thead><tbody><tr><td></td><td></td><td></td></tr><tr><td>(1)</td><td>When the Government servant himself is COVID Positive and 1s m home isolation/quarantine</td><td>(i) Shall be granted Commuted Leave up to 20 days, if due and admissible, without Medical Certificate, on mere production of his COVID positive report.(ii) If Commuted Leave is not available, he shall be granted Special Casual Leave (SCL) for 15 days, followed by Earned Leave (EL) or Half Pay Leave (HPL) of 5 days and, in case of EL/HPL is also not available, he shall be given Extra Ordinary Leave (EOL) without insisting on production of Medical Certificate, and the period shall also be counted for qualifying service.</td></tr><tr><td>(2)</td><td>When the Government servant himself is COVID positive, and is in home isolation and has also been hospitalized.</td><td>(i) Shall be granted Commuted Leave/SCL/EL for a period up to 20 days starting from the time having tested COVID positive, if the period of home quarantine/ discharge from hospital falls within 20 days, as per SI.No. 1 above.(ii) In case of hospitalization beyond the 20th day from his testing COVID positive, he shall be granted Commuted leave, on the production of documentary proof of hospitalization.(iii) If, however, after discharge from the hospital, the Government servant is required to remain at home for post-COVID recovery, he may be granted leave of any kind due and admissible to him, with the approval of the concerned Competent Authority. as per the CCS (Leave) Rules, 1972. It is only when the Commuted Leave is not available to the credit of the Government servant that SCL of 15 days or EL or EOL shall be considered.</td></tr><tr><td>(3)</td><td>When a dependent family member of Government servant is COVID positive or parents whether dependent or not, living with him are COVID positive.</td><td>(i) Shall be granted SCL of 15 days on production of COVID- positive report of dependent family member/parents. (ii) In case of active hospitalization of any of the family member/ parents even after 15 days of the expiry of SCL, the Government Servant may be granted leave of any kind due and admissible beyond 15 days of SCL till their discharge from hospital. After discharge from the hospital of dependent family member/parents, if the Government servant wishes to avail further leave, he shall be considered for the leave due and admissible as per the CCS (Leave) Rules, 1972, subject to functional requirements and sanction of leave by the Competent Authority. The Competent Authority is advised to take a liberal view in such cases and its decision in the matter shall be final.</td></tr><tr><td>(4)</td><td>When the Government Servant comes into direct contact with a COVID-positive person and remains in Home Quarantine.</td><td>He shall be treated as on duty/ Work from Home for a period of seven days. For any period beyond that, his attendance shall be regulated as per the instructions given by the Ministry/ Department/ Office concerned , where he is working.</td></tr><tr><td>(5)</td><td>The period of Quarantine spent by Government servant, as a precautionary measure, residing in the Containment Zone.</td><td>He shall be treated as on-duty / Work from Home till the Containment Zone is de-notified</td></tr></tbody></table></figure>



<p>2. These orders shall be applicable w.e.f. 25.03.2020 and shall continue until further orders. The past cases, wherever settled, shall be re-opened if the same is beneficial to the Government servant, and where he makes a request in writing for review.</p>

<p>We are thankful to Railway Board for issuing instructions in the matter of treatment of absence during <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> epidemic lockdown.</p>



<p>Many of the employees have had to remain away from their work, subsequent to the lockdown, whose absence is pending regularization. Many of the employees were forced to remain under quarantine due to various situations, which can be classified broadly as follows:-</p>



<p><strong>(i) An employee was asked to remain in quarantine on return from outstation duty.<br />(ii) An employee remained in quarantine due to Central/ State Government instructions.<br />(iii) An employee was advised by <a href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener">Railway</a> Medical Authority to remain in quarantine.<br />(iv) An employee who chose to remain in quarantine as a precaution.<br />(v) An employee who worked from home due to co-morbidity or underlying medical conditions as per Central/ State Government instructions.<br />(vi) An employee stayed at home as a precautionary measure and later found to be COVID-19 positive.</strong></p>

<p>It is, therefore, requested that, necessary instructions for treating absence of an employee during aforementioned situations, as “<strong>Special Casual Leave</strong>”, may kindly be issued at the earliest. Orders issued for maximum 30 days “Special Casual Leave” should also be cancelled as these being granted in special circumstances of COVID-19 epidemic where lockdown had been for more than four months and all sorts of transport had not been under operation.</p>

<p>Sir,</p>



<p>A number of COVID-19 cases among the <a href="https://centralgovernmentnews.com/" target="_blank" rel="noreferrer noopener">Central Government employees</a> are being reported every day. The staff are subjected to man to man transmission of the Corona virus during the course of performing duty or otherwise. <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> Positive Central Government Employees are sent to either Home or Hospital Isolation and those come in contact are quarantined for 14 days. It is reported that, in these cases; the employees are being asked to apply for their own leave, which is not justified.</p>



<p>It may not be out of the context to mention here that, there has been a provision of Quarantine Leave in case of highly infectious diseases, This is a new disease and highly infectious with rapid transmission from man to man.</p>



<p>It is therefore requested to kindly cause necessary instructions to all Central Government</p>



<p>Departments to Grant Special Casual Leave or Quarantine leave as the case may be.</p>

<p>I am directed to convey the sanction of the President to regularise the absence period on account of ‘<strong>Lockdown</strong>‘ due to orders of GOI/ State Govt. /Local authorities/service Hqrs. on account of anti <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> measures as Special Casual Leave in r/o Army /Navy/ Air Force personnel.</p>



<p>2. Personnel are permitted to utilise fastest available means of travel (as per their entitled class/ mode so as to return to their units at the earliest, post-lifting of lockdown.</p>



<p>3. The grant of <em>Special Casual Leave</em> period shall not have any impact on current leave entitlement and permissible service of the personnel.</p>

<p>In view of complete lockdown of 21 days announced by Govt. of India, effective all over India w.e.f. 25.03.2020 on account of spread of pandemic <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong>, a number of officers / staff of this Railway who proceeded on sanctioned leave/ HQ leave/ Duty may not have been able to return to their respective place of duty owing to interruption of train service and road communication etc.</p>



<p>1. Therefore. in terms of Para 7.9 of Master Circular No. 10 of Railway Board, following instructions are issued for guidance:</p>



<p><strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/types-of-leave-admissible-leave-rules-ccs-leave-rules-1972/" target="_blank">TYPES OF LEAVE ADMISSIBLE: Leave Rules </a><a href="https://centralgovernmentnews.com/types-of-leave-admissible-leave-rules-ccs-leave-rules-1972/" target="_blank" rel="noreferrer noopener">&#8211;</a><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/types-of-leave-admissible-leave-rules-ccs-leave-rules-1972/" target="_blank"> CCS (Leave) Rules, 1972</a></strong></p>



<ul class="wp-block-list"><li>Officers staff who could not assume duty after completion of sanctioned leave period, due to suspension of Train Road Communication during the lockdown period, their over-stay is to be treated as Special Casual Leave. Similarly,in case of staff who were on HQ Leave permission as on 25.03.2020, their absence from HQ during lockdown period may be treated as Special Casual Leave.</li><li>Staff who proceeded on duty prior ta 25.3.2020 bur could not return to their respective HQs, due to suspension of Train Road communication during the lockdown period, such forced halts period to be treated as on-duty.</li></ul>



<p>2. Officer Staff who arc above 50 years of age and having underlying conditions i.e. Diabetes, Respiratory problem, Renal Diseases and other life-threatening illness may be granted Commuted leave without insisting on RMC for a period up to 4th April vide Railway Board’s Lr.No. E(P&amp;ADI- 2020 /CPC/LE-3 dated 23.03.2020.</p>



<p>3. Officer staff who have been advised for quarantine by the competent authority, their salary may be drawn for the period. However, regularization of the said period will be decided later in due course.</p>



<p>4. Keeping in view the present scenario, the following guidelines / instructions are to be followed by all Bill compiling officers / staff of this Railway :</p>

<ul class="wp-block-list"><li>Salary / Stipend for April. 2020 may be drawn for off existing regular Employees / Apprentices Trainees irrespective of their presence / absence on duty during the lockdown period, except those who are unouthorisedly absent from their duties since long (unauthorized absence prior to 25.03.2020). Over-payment found, if any, will be adjusted in the regular salary of May. 2020 or later.</li><li>List of such employees who were on sanctioned leaves/ on duty/ home quarantined / under Quarantine should be prepared by respective Bill sections Unit in charges and should be sent through the Master Roll and also brought to the notice of respective controlling officers.</li></ul>



<p>This order is provisional and subject to further order guidelines of Railway Board that may be issued in this regard.</p>

<p><strong>Statutory Rules and Orders issued by the Ministry of Defence</strong></p>



<p class="has-text-align-center"><strong>Ministry of Defence</strong><br /><strong>New Delhi, the 11th December, 2019</strong><br /><strong>THE NAVY LEAVE REGULATIONS – 2019</strong></p>



<p>S.R.O.105.—
 In exercise of powers conferred by section 184 of the Navy Act, 1957 
(62 of 1957), the Central Government hereby makes the following 
regulations namely:-</p>



<p class="has-text-align-center"><strong>CHAPTER I</strong></p>



<p class="has-text-align-center"><strong>GENERAL</strong></p>



<p>1. <strong>Short Title.</strong> These regulations may be called the Navy Leave Regulations, 2019.</p>



<p>2. <strong>Application</strong>. They shall apply to Officers (including Special Duties List Officers), Sailors and Artificer Apprentices of the Indian Navy.</p>



<p>3. <strong>Claim to Leave</strong>. Leave shall not be claimed as of right. Its grant shall be subject to the exigencies of the Service.</p>



<p>4. <strong>Classification of Leave</strong>. Leave admissible to different categories of personnel shall be of the following kinds, namely:-</p>



<p><strong>(a) Regular Officers (including Special Duties List Officers).</strong></p>



<p>(i) Casual Leave.</p>



<p>(ii) Annual Leave.</p>



<p>(iii) Furlough.</p>



<p>(iv) Sick Leave.</p>



<p>(v) Leave on invalidment.</p>



<p>(vi) Child Care Leave (for Women officers).</p>



<p>(vii) Child Adoption Leave (for Women officers).</p>



<p>(viii) Paternity Leave on birth of a child.</p>



<p>(ix) Paternity Leave on adoption of a child.</p>



<p>(x) Maternity Leave.</p>



<p>(xi) Study Leave.</p>



<p>(xii) Special Casual Leave.</p>



<p><strong>(b) Short Service Commissioned Officers.</strong></p>



<p>(i) Casual Leave.</p>



<p>(ii) Annual Leave.</p>



<p>(iii) Furlough.</p>



<p>(iv) Sick Leave.</p>



<p>(v) Special Casual Leave.</p>



<p>(vi) Leave on invalidment.</p>

<p>(v) Leave on discharge or retirement.</p>



<p>(vi) Paternity Leave on birth of a child.</p>



<p>(vii) Paternity Leave on adoption of a child.</p>



<p>(d) Artificer Apprentices.</p>



<p>(i) Casual Leave.</p>



<p>(ii) Annual Leave.</p>



<p>(iii) Sick Leave.</p>



<p>(iv) Paternity Leave on birth of a child.</p>



<p>(v) Paternity Leave on adoption of a child.</p>



<p><strong>5. Date of Commencement and Termination of Leave.</strong></p>



<p>(a)
 Leave shall commence on the date on which an individual is relieved 
from duty if relieved in the forenoon, and on the following day if 
relieved in the afternoon.</p>



<p>(b) Leave shall terminate on
 the day preceding the date of re-joining, if an individual re-joins 
duty in the forenoon, or on the date of re-joining, if he re-joins in 
the afternoon.</p>



<p>(c) Notwithstanding anything contained in this regulation:-</p>



<p>(i)
 (aa) Leave of Gorkha Officers shall commence or terminate on the date 
of crossing the Nepal border; leave of officers domiciled in Bhutan 
shall commence on the date of crossing the Bhutan border.</p>



<p>(ab)
 If a sailor, who has availed himself of the additional leave under 
regulation 46, alongwith Annual Leave or accumulated Annual Leave during
 the first year of a block of two years is granted Annual Leave or 
accumulated Annual Leave in the second calendar year of the block, that 
leave shall commence or terminate on the dates of crossing the Nepal or 
Bhutan border with no entitlement to the additional leave.</p>



<p>(ii)
 In case of personnel serving afloat, leave shall terminate on the date 
of their reporting to the ship on which they are borne; and in case the 
ship on which they are borne is temporarily away from the home port or 
from the port where it was scheduled to be at the time, the personnel 
shall report to the shore establishment of that port and their leave 
shall be considered as terminated on the date of reporting to the shore 
establishment.</p>



<p>(iii) For personnel serving ashore 
ex-India, leave in India shall commence on the date on which such 
personnel proceed on leave from the shore establishment to which they 
are appointed or transferred on arrival in India and terminate on the 
date they are required to report for duty prior to proceeding ex-India.</p>



<p>(iv)
 The leave of Naval personnel serving in the Andaman and Nicobar Islands
 and on ships based on these Islands shall commence and terminate on 
reporting at IN Ships Adyar, Netaji Subhash and Circars.</p>



<p>(v)
 Leave of Naval personnel serving in the mainland and having their homes
 in Lakshadweep Islands will begin at Naval Detachment, Kochi/ NCC, 
Calicut from the date they are put on a vessel for their home island and
 will terminate on the date of their reporting back at the station 
aforesaid. They will be transported between the mainland and the Islands
 by the earliest available suitable merchant ship. The period of travel 
to and fro between the duty station and Naval Detachment, Kochi/ NCC, 
Calicut, as well as the period of stay at Kochi/ Calicut till personnel 
are put on a vessel, will be treated as on duty. Sailors proceeding on 
Annual Leave/ accumulated Annual Leave, in whose case the period of 
journey between Naval Detachment, Kochi/ NCC, Calicut and the leave 
station exceeds two days each way, will be allowed an additional leave 
in terms of regulation 45(d) of these regulations.</p>



<p><strong>6. Prefixing and Suffixing of Holidays to Leave.</strong></p>



<p>(a)
 If a recognised holiday (such as a Sunday, Republic Day or the like) 
falls on the day immediately preceding the day from which leave has been
 granted or such holiday follows the last day of the leave granted, an 
individual who is not required for duty on such holiday may with his 
Commanding Officer’s express permission, leave his station at the close 
of the day before, or return to duty at the end of such holiday, 
provided no extra expense is caused to the State.</p>



<p>(b) 
An individual shall be considered, as on duty, during such holiday, 
which shall not count against the number of days for which leave is 
granted.</p>



<p>Explanation I : The concession prefixing or 
suffixing of holiday to leave shall not be admissible in the case of 
Gorkha personnel whose leave commences or terminates on the date of 
crossing the Nepal or Bhutan borders under Regulation 5, Sub-regulation 
(c).</p>



<p>Explanation II : The concession of prefixing and 
suffixing of holidays to leave will not be admissible to sailors who 
enjoy the benefit of additional leave in terms of Sub-regulation (d) of 
Regulation 45.</p>



<p>Explanation III : Restricted holidays 
shall be treated as recognised holidays where such holidays are prefixed
 or suffixed to leave.</p>



<p><strong>7. Place from which Leave is taken and Place at which Duty is resumed on Termination of Leave .</strong></p>



<p>(a) Individual shall ordinarily proceed on leave from, and re-join after expiry of leave at their permanent duty stations.</p>



<p>(b)
 Officers not below the rank of Captain may be permitted to proceed on, 
or re-join duty from leave at station other than their permanent duty 
stations by the Chief of the Naval Staff (in the case of officers 
serving at Naval Headquarters)and by the Flag Officer 
Commanding-in-Chief Western Naval Command, the Flag Officer 
Commanding-in-Chief Eastern Naval Command, the Flag Officer 
Commanding-in-Chief Southern Naval Command, the Commander-in-Chief 
Andaman Nicobar Command and the Naval Advisers or Attachès in Indian 
Missions abroad, within the limit of their respective Commands, provided
 that:-</p>



<p>(i) It is necessary or expedient in the public 
interest for the officer to perform temporary duty at that time at a 
station other than his permanent duty station, and</p>



<p>(ii)
 If the officer concerned is not required to perform the duty, it would 
be necessary to detail some other person to perform it.</p>



<p>(c)
 Officers below the rank of Captain may be permitted, provided it 
results in saving to the State, to proceed on, or re-join duty from, 
leave at stations other than their permanent duty stations by the Chief 
of the Naval Staff (in the case of officers serving at Naval 
Headquarters) and by the Flag Officer Commanding-in- Chief Western Naval
 Command, the Flag Officer Commanding-in-Chief Eastern Naval Command, 
the Flag Officer Commanding-in-Chief Southern Naval Command, the 
Commander-in-Chief Andaman Nicobar Command and the Naval Advisers or 
Attachès in Indian Missions abroad, within the limits of their 
respective Commands.</p>



<p>(d) Sailors serving in the ships 
and establishments may, at the discretion of the Commanding Officers, be
 permitted to proceed on or re-join duty from leave at stations other 
than their permanent duty stations in which they are serving, provided 
it results in saving to the State.</p>



<p><strong>Explanation </strong>: The provisions of this regulation shall not apply:-</p>



<p>(i) To Casual Leave which counts as duty;</p>



<p>(ii)
 In the case of officers who are granted leave on the conclusion of 
course of ten weeks’ duration or more as well as those who are detailed 
to attend such courses whilst on leave; and</p>



<p>(iii) In 
case where establishments or units of establishment move temporarily 
enbloc to places away from their permanent stations as well as to 
detachments located away from permanent stations.</p>



<p><strong>8.
 Leave Entitlement. Leave entitlement for officers and personnel 
attached to other establishments due to disciplinary cases, will be as 
follows:-</strong></p>



<p>(a) Officers and personnel attached to 
other establishments, due to disciplinary cases, are not deemed to be 
performing normal duty and no leave is, therefore, ordinarily 
permissible to them:</p>



<p>Provided that, in exceptional 
cases leave due may be granted on extreme compassionate grounds by the 
authority, who issued orders for their attachment to such establishment.</p>



<p>(b)
 Personnel permitted to proceed on leave from a station other than the 
permanent duty station may be permitted to re-join at that station, if 
necessary.</p>



<p>(c) Leave granted under this regulation 
shall be restricted to the barest minimum and shall not be granted 
unless the authority granting the leave is satisfied that it would not 
hamper or unduly delay the progress of the disciplinary case.</p>



<p><strong>9. Overstayal of Leave.</strong><br /><strong><br />(a) Officers.</strong><br /><br />(i)
 If an officer overstays his leave (except Casual Leave) no pay shall be
 admissible for the period of overstayal, unless an extension of leave 
to cover that period is granted by the Competent Authority. Cases of 
overstayal of Casual Leave beyond the normal entitlement at a time shall
 be regularised by Naval Headquarters, provided the total period of 
Casual Leave availed by the officer does not exceed the maximum amount 
of such leave admissible during the year.<br /><br />(ii) In cases where the
 maximum amount of Casual Leave admissible in a year is exceeded as a 
result of overstayal by the individual or extension by the 
Administrative Authorities, the entire spell of Casual Leave including 
the period of extension or overstayal shall be treated as Annual Leave 
or Furlough for that year, if due.<br /><br />(iii) If an officer is 
compelled to overstay his leave due to natural calamities like floods, 
earthquakes, landslides, etc, the overstayal upto 30 days in excess of 
the maximum leave admissible, may be regularised by Naval Headquarters 
at their discretion by adjustment against his future Annual Leave 
entitlement or Furlough as may be considered appropriate.<br /><br /><strong>(b) Sailors or Artificer Apprentices.</strong> If a Sailor or Artificer Apprentice overstays his leave, the following principles shall apply, namely:-<br /><br />(i)
 If found guilty, he shall be dealt with under the Navy Act 1957 and 
awarded mulcts of pay in accordance with Regulation 41 of the 
Regulations for the Navy, Part II.<br /><br />(ii) If not found guilty, (in 
case of leave other than Casual Leave) an extension to cover the period 
in question shall be granted by the Leave Sanctioning Authority, which 
shall be debited to his Annual Leave account for the current year. If no
 Annual Leave is due for that year, such leave shall be treated as an 
advance of the next year’s Annual Leave. Cases of overstayal of Casual 
Leave beyond the normal entitlement at time, shall be regularised by the
 authorities mentioned in sub-clause (ab) of clause (ii) of 
sub-regulation (d) and provided the total period does not exceed the 
maximum amount of such leave admissible during the year. In cases where 
maximum amount of Casual Leave admissible in a year is exceeded as a 
result of overstayal by the individual or extension by the Commanding 
Officer of the Ship or Establishment, the entire spell of Casual Leave 
including the period of extension or overstayal, shall be treated as 
Annual Leave for that year, if due.<br /><br />(c) In cases of overstayal of
 Casual Leave due to individual’s own sickness beyond the maximum Casual
 Leave admissible in a year, the entire period involved (Casual Leave 
and overstayal thereof) shall, in the first instance, be debited to the 
Annual Leave entitlement of the year in which Casual Leave is granted, 
if due. Cases of overstayal of Casual Leave due to individual’s own 
sickness which are not so covered by their Annual Leave entitlement 
involve overstayal up to 60 days from the date of falling sick shall be 
regularised as provided in sub-regulation (d), and by the authorities 
specified in clause (ii) therein, subject to satisfaction about its 
genuineness, after making necessary inquiries.&nbsp;</p>

of ship or establishment upto a maximum of 30 days and by the authority 
mentioned below upto a maximum of 60 days:-(aa) Commanding Officer of 
the ship of the rank of Captain or above if the ship does not have any 
Squadron Senior, but if the Commanding Officer is of the rank of 
Commander or below, then Administrative Authority in respect of sailors 
borne on the books of ship under his administrative control.
(ab) Senior Officer of the Squadron if of the rank of Commander or 
above in respect of sailors borne on the books of the ship of his 
Squadron.
(ac) Administrative Authority, if the Senior Officer is of the rank 
below that of a Commander in respect of sailors borne on the books of 
the ship of his Squadron.
(ad) Commanding Officer of the shore establishment in respect of sailors borne on the books of his establishment.</td></tr></tbody></table></figure>



<p>(iii)
 Cases involving overstayal beyond 60 days from the date of falling sick
 shall be submitted to Central Government for orders.<br /><br /><strong>Explanation </strong>1
 : In cases where future leave does not accrue to an individual due to 
his retirement or discharge, the periods mentioned in sub-clause (aa) 
and (ac) of clause (i) shall be treated as Extraordinary Leave without 
pay and allowances by the authorities specified in sub clauses (aa) and 
(ab) of clause (ii).<br /><br /><strong>Explanation </strong>2 : In case where the 
period of overstayal is required to be adjusted against the following 
year’s Annual Leave entitlement, the Annual Leave of that year shall be 
regarded as proportionately consumed for carrying out necessary 
adjustments. The grant of leave on compassionate grounds in the 
following year if necessary, shall be dealt with under Regulation 48.</p>



<p>(iv)
 If a sailor overstays the leave granted to him due to natural 
calamities like floods, earthquakes and landslides the period of 
overstayal of leave up to 30 days may be regularised by the Commanding 
Officer at his discretion (overstayal of accumulated Annual Leave shall 
be so regularised under the orders of the Administrative Authority) . 
The first 15 days of the 30 days limit may be treated as Special Leave 
with full pay and allowances, and the remaining period upto15 days may 
be adjusted against the future leave entitlement of the individual. In 
the case of Artificer Apprentices, Special Leave with full pay and 
allowances upto 15 days may be sanctioned at the discretion of the 
Commanding Officer. Any period of overstayal of leave beyond 30 days in 
the case of Sailors or 15 days in the case of Artificer Apprentices, 
shall be reported to the Chief of Personnel for orders. In such cases, 
the period of overstayal may be regularised at the discretion of the 
Chief of Personnel by grant of leave without pay.</p>

<p>The Government of India is aware that with the increased efficiency levels among women in every walk of life, more importantly in the Government sector, a good number of female candidates has been joining services in various organizations of the Central Government in different capacities at all levels ranging from Group &#8216;C&#8217; to Group &#8216;A&#8217;. While many of them have been performing duties efficiently, their physiological condition changes when they reach certain age which is a natural phenomenon. Federation desires to bring to your kind notice that there is need to consider granting Special Casual Leave for the Women employees of 45 years age and above working in the Central Government services due to the reason that they face hormonal imbalances at the menopause stage which hampers the physical and mental health of women. Therefore provision for granting Special Casual Leave for those Woman employees of 45 years age and above including those who undergo Hysterectomy Operation needs to be considered.</p>

<p>Subject: <strong>Grant of Special Casual Leave for the Purpose of Blood Donation – Reg.</strong></p>



<p>The undersigned is directed to refer to the provisions of this Department’s O.M. dated 8.10.1956, which for grant of Special Casual Leave to a Government servant who donates blood on that day.</p>



<p>In this regard, it is noted that presently this rule applies only to whole blood donation and does not cover apheresis donation. It is felt that rule should cover apheresis donation as well since it will have the added advantage of getting blood components like platelets, plasma etc.</p>



<p>In view of the above, it has now been decided that Special Casual Leave may be granted for blood donation or for apheresis (blood components such as red cells, plasma, platelets etc.) donation at licensed Blood Banks on a working day (for that day only) up to a maximum of 4 times in a year on submission of valid proof of donation.</p>

<p>In terms of Board&#8217;s letter 21.09.1982 and 28.08.1997, the facility of Special Casual Leave and Special Passes were granted to the office bearers of All India scheduled castes and scheduled Tribes Railway Employees Association (AISCSTREA) and all India OBC Railway Employees Federation/Association (AIOBCREF/A) as and when they are required to attend the Informal meetings at the zonal Railways /Railway Board’s level.</p>
<p>2. However, one of the railway has sought clarification on special Casual Leave to be granted to office bearers of the recognized welfare associations viz. AISCSTREA and AIOBCREF/A for attending the Informal Meeting called for by the Railway Board/Zonal or divisional railway administration.</p>
<p>3. The matter has been examined and it has now been decided that 2 days special casual leave should be granted )one day for informal meeting and one day prior for their internal meeting) plus the journey time to the office bearers of all India scheduled castes and scheduled Tribes Railway Employees Association and All India OBC Railway Employees Federation/Association for attending the Informal Meeting as and when called for by the Administration at Railway Board/Zonal/Divisional level.</p>
<p>This has the approval of Competent Authority.</p>
