The Ministry of Finance, Department of Expenditure has called for information on the subject matter, in the following format, for furnishing to PMO immediately:-

2. MoF has also stipulated that the information should contain the figure of total expenditure made by the employees i.e. the sum of invoices submitted by the employees and the cash payment claimed i.e deemed LTC fare + leave encashment, if any given to the employees under the Scheme.

3. The details may be furnished in the above format, through e-mail at maheshkr.meena69[at]gov.in with copy to durgesh.sharma31[at]gov.in. It may be ensured that the information is furnished at the earliest and in any case before 03.05.2021.

OFFICE MEMORANDUM

Subject: Clarification regarding full and final settlement of bills/claims pertaining to LTC Special Cash Package Scheme.

The undersigned directed to refer to point no. 11 of FAQ-1 of this Department issued vide O.M. of even No. dated 20th October 2020 and point no. 1 of FAQ-4 issued vide O.M. dated 10th March 2021 clarifying that “as far as possible, the claims should be made and settled well before 31st March 2021. Ministries/Departments may consider the settlement of only those claims/purchases made on or before 31st March 2021 beyond the due date, i.e, 31st March 2021”.

2. In this regard, it stated that queries are being received in this Department with respect to purchases made up to 31st March 2021 (including online purchases) and submissions of bills/claims and settlement beyond 31st March 2021. Keeping in view of practical difficulties in submission of bills/claims for purchases made particularly in late hours of 31st March 2021(including on-line purchases), it is clarified that submission of bills/claims may be entertained and settled by Ministries/Departments not later than 30th April 2021. However, it is reiterated that the payment for the purchases should be made not later than the due date i.e. 31st March 2021.

Subject: Clarification regarding queries being received in respect of Special Cash Package equivalent in lieu of Leave Travel Concession Fare for Central Government Employees during the block 2018-21.

The undersigned is directed to say that this Department has been receiving a number of queries relating to Special Cash Package equivalent in lieu of Leave Travel Concession Fare for Central Government Employees during the block 2018-21 announced by the Government on 12th October 2020. Three sets of Frequently Asked Questions (FAQs) have already been clarified vide this Department’s O.M. of even number dated 20th October 2020, 10th November 2020, and 25th November 2020 on the subject mentioned above.

2. A further set of frequently asked questions have been clarified and are attached herewith at Annexure-‘ A’.
3. This issues with the approval of Competent Authority.

Sub: Clarification regarding issuance of Privilege Pass Surrender Certificate (PPSC) and availing of Special Cash Package (SCP).

Ref: (i) Board’s letter of even number dated 05.11.2020.
(ii) RDSO’s letter No. Pass/AILTC dated 18.02.2021.
(iii) North Western Railway’s letter No. 615E/Pass/ AILTC dated 18.02.2021.

With reference to letters cited under Ref. (ii) & (iii) above, the issues on which clarifications sought have been examined in consultation with Finance Dte., of Railway Board. It has been observed that while extending the SCP Scheme notified by the Ministry of Finance for Railway  Servants, it has internally been specifically indicated under Para 4 of Board’s letter cited under Ref. that “SCP will be admissible to all those eligible for AILTC facility in terms of Board’s letter No. E(W)2017/PS5-1/3 dated 10.09.2018 and Privilege Pass Surrender Certificate will be a mandatory pre-requisite for availing SCP”. The AILTC Scheme, extended to Railway Servants vide Board’s aforesaid letter dated 10.09.2018, is. subject to the conditions stipulated by DoP&T vide their OM No. 31011/15/2017-Estt.A-IV dated 27.03.2018. Vide Para 2(v) of DoP&T’s OM ibid, it has been stipulated that “the Railway employees will surrender the Privilege Passes admissible to them in the calendar year in which they intend to avail the LTC facility……… Further, if the railway employee has already availed of a Privilege Pass, then LTC will not be allowed in that year.” In order to ensure compliance with this condition, appropriate procedure stands stipulated for issuance of PPSC, vide Para 4(iv) of Board’s aforesaid letter dated 10.09.2018.

Special Cash Package in lieu of LTC Fare for Central Government Employees – FAQ No. 4

2. The facility to avail the balance Passes in the Pass Account, as on 31st December of a calendar year, up to 30th May of next calendar year as Year-ending Passes, is applicable only for availing the passes. In the case of AILTC facility, as per the decision of DoP&T, the Railway Servants are to surrender the Privilege Passes admissible to them in the calendar year in which they intend to avail AILTC. In terms of the Scheme “SCP equivalent in lieu of AILTC fare”, only the period for availing AILTC against PPSC of 2020, which would have lapsed on 31% Dec. 2020 stands extended upto 31.03.2021. As SCP is admissible to Railway Servants during the 4-year LTC block of 2018-2021, Railway Servants can avail SCP against the PPSC already issued during the year 2020 as well as during the current calendar year 2021.

3. Accordingly, it is clarified that (i) surrender of Privilege Passes of 2020 and issuance of PPSC for the year 2020 is not permissible in the calendar year 2021, and (ii) SCP is admissible against the PPSC of 2020 as well as of 2021, on the terms and conditions as stipulated and clarified by Ministry of Finance from time to time.

4. This issues with the concurrence of the Finance Directorate of Ministry of Railways.

2. Ministries/ Departments have raised queries/clarifications with regard to :

(i) Whether any prior intimation is required just like availing of the actual LTC Scheme?

(ii) The LTC for the year 2018-19 Block was extended upto 31st December 2020. Whether claims can be made under this block till March 2021?

3. In this regard it is clarified that the Special Cash Package is in lieu of pending LTC for the Block between 2018-21 and bills for availing this scheme are to be submitted before 31.03.2021. No prior intimation as is being given in the case of LTC Scheme is required and for the year 2018-19 (extended till 31.12.2020), the claims can be made before 31.03.2021.

In this context, it is intimated that the following points may please be adhered to while submitting the LTC special cash package claims:

1. If an individual is opting for both LTC cash package and leave encashment then a single claim may be prepared: and submitted to this section for audit and payment.

2. The claim may be submitted within the stipulated time frame. As per instant order, claims Shall be settled on or before 31st March 2021.

3. Specimen signatures of countersigning authorities may be sent to this office at the earliest.

4. A certificate of family members details for which the special cash package equivalent in lieu of LTC fare has been claimed may be enclosed with the claim(As per format attached).

5. Proof of payment made by digital mode may please be enclosed along with the claim.

6. Claim may please be prepared as per the example given in Annexure A of MOF OM dt 12.10.2020.

Special cash package equivalent in lieu of Leave Travel Concession Fare for Armed Forces Personnel – Covid-19

1) Government of India, Ministry of Defence letter No. 12647/LTC/2020-21/Mod C/229/D (Mod)/2020 dated 11.11.2020, conveying sanction of the Competent Authority for extending the provisions of Ministry of Finance, Department of Expenditure E II (A) Branch, New Delhi OM F.No.12 (2)/2020-E II (A) dated 12/10/2020, (04/11/2020, 10/11/2020 & 25/11/2020) to the Armed Forces personnel and to allow reimbursement of cash package equivalent of Leave Travel Concession to the Armed Forces personnel comprising of Leave Encashment and deemed LTC fare of the entitled LTC in lieu of the LTC in the Block of 2020-21 has been received. Service personnel who have already availed LTC in the year 2020 can claim the above incentive till 31/03/2021 for the year 2021 against their due LTC. This order is effective from 12/10/2020.

2) Officers desiring to avail advance for Special cash package equivalent in lieu of Leave Travel Concession Fare may submit their claims online through a facility made available on PCDA (O) Website.

3) Officers who are not having User ID credentials on PCDA (O) Website, may forward the claim manually in the format at Annexure ‘A’. “Advance for CASH LTC” should be clearly mentioned on the top of the forwarding letter of the claim.

4) Officers are required to spend the amount under this package as per the conditions mentioned in the Govt. letters i.e purchase of Goods or Services with GST 12% or more and digital payment for the same, cited above, before 31 March 2021.

5) Last date of submission of Final claims duly preferred on contingent bill along with original invoices will be 31.03.2021.

6) Officers who are retiring before 31.03.2021 should submit their vouchers/ bills well in advance so as to settle the final adjustment claims before the date of superannuation.

7) Amount not spent by 31/03/2021 is recoverable along with Penal Interest as per provisions of LTC advance.

8) Final adjustment claim of officers for reimbursement of cash package equivalent of Leave Travel Concession may forward in the format at Annexure ‘B’.
