Defence Pensioners requested to complete Annual Identification by 20th of February 2023

All the Defence Pensioners drawing Pension through System for Pension Administration (Raksha) or SPARSH are requested to complete Annual Identification by 20th February, 2023. The completion of the Annual Identification/Life Certification is a statutory requirement for the continued and timely credit of the monthly pension.

It may be recalled that the Ministry of Defence (MoD) had earlier approved the extension of pension payment for three months for banks’ pensioners, who migrated to SPARSH and whose identification was due in November 2022. Three lakh ninety thousand three hundred and sixty-six (3,19,366) Defence pensioners drawing pension through SPARSH have not yet completed their Annual Identification, as per the information currently available with the Defence Accounts Department. It is imperative that such pensioners complete the Annual Identification/ Life Certification before the deadline.

Annual Identification/ Life Certification can be done via the following means:

• SPARSH Pensioner: Please choose Sanctioning Authority as “Defence – PCDA (P) Allahabad” & Disbursing Authority as “SPARSH – PCDA (Pensions) Allahabad”.

Pensioners can complete Annual Identification/ Life Certification by logging in https://sparsh.defencepension.gov.in/ and opting for:

• Download & upload Manual Life Certificate (MLC) duly signed by authorized signatory, or
• By selecting Aadhaar based Digital Life Certificate (DLC)

Pensioners may also visit for completing their Annual Identification/Life Certification at nearest Service Centre established at following agencies:

• Common Service Centres (CSCs) – To find your nearest CSC click here: https://findmycsc.nic.in/
• Nearest DPDO or Defence Accounts Department Service Centre.

Legacy Pensioner (pre-2016 Retiree) who has not yet migrated to SPARSH can perform their Life Certification as was being done by them in previous years. For performing life certification through Jeevan Pramaan, they have to select respective Sanctioning Authority as “Defence – Jt.CDA(AF) Subroto Park” or Defence – PCDA (P) Allahabad” or “Defence – PCDA (Navy) Mumbai & Disbursing Authority as your respective pension disbursing bank/DPDO etc.

SPARSH is a web-based system for processing pension claims and crediting the pension directly into bank accounts of defence pensioners without any external intermediary. The system is being implemented by MoD for meeting the pension, sanction and disbursement requirements of Armed Forces. It is a centralized sanction, claim and pension disbursement system with easy validation and rectification of data through self-verification thereby creating “First-time correct data” with assured accuracy. It uses digital process for pensioner identification, removing the requirement of multiple visits by pensioners to the pension offices.

MIGRATION OF OLD DATA INTO SPARSH

1. We have received certain grievances in last few days wherein a message has been received by pensioners from SPARSH. The message talks about generation of pensioner ID and corr PPO against original PPO and pensioners have been asked to login to SPARSH after 24 hr of receipt of the message.

2. However, pensioners have not been provided any login credentials for SPARSH. This has led to unrest and anxiety amongst the affected pensioners. The matter has been referred to SPARSH team at PCDA(P), Allahabad.

3. There could be a technical issue due to which such messages have got triggered. SPARSH team is examining it and is likely to be corrected shortly. It may otherwise be noted that consequent to receipt of migration of pension acct message, the SPARSH login credentials would be generated in due course of time. Pension of Veterans will continue and will not get affected by this. The same has been clarified by PCDA(P), Allahabad.

4. It is for your information that few mandatory data i.e. mobile no, e-mail, Aadhar and PAN of offrs and spouse are directly taken from concerned bank of retirees by PCDA (P), Allahabad at the time of migration to SPARSH. User ID and password are sent to veterans through SMS/e-mail by PCDA (P), Allahabad only after generation of SPARSH PPO.

5. However, after Login, if a pensioner finds that any of above details are not there in SPARSH after migration, he can approach bank to send those details to SPARSH Cell, PCDA(P), Allahabad on email sparsharmyco.dad[at]gov.in with copy to DPCC on e-mail liaison.1986[at]gov.in.

6. During the process of migration/partial migration, password and Login ID will not be issued by PCDA(P), Allahabad and password and login ID, if issued during partial migration, it will be functional only after full migration.

SUBMISSION OF ANNUAL LIFE CERTIFICATES BY PENSIONERS

1. It is mentioned that submission of Annual Life Certificates by pensioners has emerged as a major challenge after implementation of SPARSH. Approx 4.5 lakh pensioners are yet to submit their life certificates. In case the same is not submitted by 20 Feb 23, remittance of monthly pension might get affected.

2. To facilitate pensioners, PCDA(P) has made arrangements to obtain life certificates through banks for importing into SPARSH. In this connection, a copy of PCDA (P) letter No EDP/58/ CPP/2022/ Vol-II dt 13 Oct 22 is enclosed herewith.

3. Pensioners may please be advised to visit banks and submit life certificates as was being done before.

4. For further dissemination to all concerned and wide publicity through ZSBs, CSD Canteens, ECHS Polyclinics, ESM Cells and all other possible means please.

PCDA (Pensions) has done API integration with SBI (State Bank of India). SPARSH pensioners having their pension account with SBI can visit any branch of State Bank of India across the country for submitting / updating their annual identification (Life Certificate). Important instructions for submission of Life Certificate by NRI Pensioners living abroad on SPARSH

Defence Pensioners can Submit Extended Life Certificate till Feb 2023

Ministry of Defence has approved the extension of pension payment for three months for banks’ pensioners, who migrated to SPARSH, {System for Pension Administration (Raksha)} and whose identification was due in November 2022. It is reiterated that the process of Annual Identification/ Life Certification is a statutory requirement for continued and timely credit of monthly pension. Thus, all defence pensioners who are yet to complete their annual identification are requested to complete their annual identification/ life certification by February 2023 positively to ensure smooth processing and credit of their pension entitlement.

Subject: – Performing Data Correction, Initiation of Pension Claim and Identification in SPARSH (CIVIL) – regarding

It has been observed that various Head of Offices/Pay & Audit Offices are not following correct methodology while initiating Data Correction under SPARSH System for Defence Civilians causing delay in processing of the Corrigendum claims and inconvenience to the pensioners. Accordingly, the details methodology for initiation of Data Correction, Initiation of Pension Claims and performing identification on SPARSH is attached at Annexure-A, Annexure-B and Annexure-C respectively for information and following of the given steps while performing above-mentioned activities in SPARSH (CIVIL).

Annexure-A

DATA CORRECTION IN SPARSH (CIVIL)

1. Data correction under SPARSH system will be initiated only for those cases which data has either been migrated in SPARSH and SPARSH PPO has been generated or initial (first) PPO has been notified through SPARSH portal.
2. The role of initiation of Data correction has been assigned to three users (service initiator,
   medical initiator and pay initiator). Users will be decided as per the case and field (component) wherein the correction is required to be carried out.
3. Data correction by service initiator user:-
   Data correction will be initiated by service initiator user if corrections need in service related
   fields. After completion of correction by service initiator, the correction claim will be submitted to service verifier for approval. Service verifier will login in SPARSH portal and will go to work list tab where correction claim will be available for verification. After verification, claim will be digitally signed and approved by the Service Verifier. Now the claim will go to Audit user for verification and approval. If correction affects the pay part, this correction claim will go through pay users and after amendment and approval of pay user, it will go to Audit user for verification and approval.
4. Data correction by medical initiator user:-
   Data correction will be initiated by medical initiator user if corrections need in medical related
   fields. After completion of correction by medical initiator, this claim will be submitted to
   medical verifier. Thereafter Medical Verifier will login in SPARSH portal and will go to work
   list tab where correction claim will be displayed. After verification, claim will be digitally
   signed and approved by medical verifier. Now this correction claim will go to Audit user for
   verification and approval.
5. Data correction by pay initiator user:-
   Data correction will be initiated by Pay Initiator user if correction requires in pay related fields.
   After completion of necessary correction in pay related fields by pay initiator, this correction
   claim will be submitted to pay verifier. Pay Verifier will login in SPARSH portal and will go to
   work list tab where correction claim will be displayed. After verification, claim will be digitally
   signed and approved by Pay Verifier. Now claim will go to Audit users for verification and approval. If pay correction fields link with service related fields like Rank, MACP, then claim will go through service users for changing according to pay field change and after approval of the same the claim will go to Audit users.
6. The documentation required by PAO for Audit purpose in this regard shall be communicated by concerned head of the office to respective PAOs through offline mode.

Defence Pensioners Requested to Complete Annual Identification by May 25, 2022

The ministry of defence has once again requested those defence pensioners who are yet to complete their annual identification/life certification to complete the process by May 25, 2022 positively to ensure smooth processing of monthly pension.

Upon verification of data received as of 17 May 2022, it has been noticed that 43,774 Pensioners who have been migrated to System for Pension Administration – Rakshasa (SPARSH) have not completed their annual identification, neither online nor through their respective banks by November 2021.

Further, for legacy pensioners (pre-2016 retirees) who continue to be on the old system of Pension, it is informed that nearly 1.2 lakh pensioners have not completed their annual identification through any of the means available.

The Annual Identification/Life Certification can be done via the following means:

The process of Annual Identification/Life Certification is a statutory requirement for continued and timely credit of monthly pension. However, the Monthly Pension for April 2022 was credited through a special one-time waiver for 58,275 Pensioners (out of 4.47 lakh Migrated Pensioners on SPARSH), as their annual identification details could not be verified by their respective banks by month-closing.

ADVISORY ON MIGRATION OF LEGACY PENSIONERS TO SPARSH 

1. It is brought to the kind notice of all esteemed Veteran Offrs & NoKs that PCDA (P), Allahabad has started the process of migration of legacy pensioners to SPARSH in phased In the first phase, all 7thCPC regime pensioners (i.e post 01 Jan 2016) are being migrated. To this effect 558 pensioners, who were drawing their pension from private banks have been migrated. All balance pensioners are likely to be migrated by 28 Feb 2022. Pre-2016 pensioners will be migrated in phases for which separate intimation will be given through this website on receipt from PCDA (P), Allahabad.

2. For ease of understanding & business, few salient features about SPARSH are described in succeeding paragraphs.

3. About SPARSH. System for Pension Administration – Raksha (SPARSH) is a comprehensive pension package (CPP), an end-to-end online system aimed at facilitating and easing every aspect of Defence Pensions from initiation to The project basically entails online submission of Pension Claims from Officers’ Record Office (ORO) to PCDA (P), Allahabad through PCDA (O), Pune, online verification & authentication of data and online disbursement of pension direct into account by PCDA (P) instead of Banks/CPPCs/DPDOs etc.

4. Migration of Legacy Pensioners on SPARSH. Stepwise process of migration is given at Appx A.

5. Benefits/Advantages of SPARSH.

(a) Single point contact e PCDA (P), Allahabad for all pension and data related queries.

(b) No role of any DPDO/Bank & CPPC etc as the pension will be directly credited into pensioner’s account by PCDA (P) Allahabad through SPARSH & eKuber package of Reserve Bank of India (RBI).

(d) Pensioner will have the facility of login to access following services:-

(i) View & updated profile

(ii) Raise any kind of request post login like change/update of Mobile No, Email, Address & Bank details which would be straight way approved & updated.

(iii) Raise request for amendment of names or Date of Birth (DOB) of family members duly uploading necessary supporting documents which would be visible to the dealing staff of ORO (MP-5B) for vetting and The updated data/details would be found reflected in SPARSH system post final approval of PCDA (P). No corrigendum PPO will be issued until there is a change in pensionary benefits. No hardcopies of documents are reqd to be sent.

(iv) Queries/Requests related to pension anomalies.

(v) Interactive grievance mgt as per designed modules/subjects therein.

(vi) View/Download monthly pension details/pension slip.

(vii) Income tax forms including Investment declarations to save the tax.

(viii) Track Claim.

(ix) Information about Re-employment.

6. Identifications/Submission of Life Cert. Identifications/Submission of Life Cert process is explained in detail given at Appx B.

7. Service Centres for Assistance of Pensioners. There are 938 Service centres across the Nearest service centre can be located by visiting the SPARSH website or by using direct link https://sparsh.defencepension.gov.in serviceCentreLocator’ on civil internet. Locate Service Centre, Put state/distt/pin code and click Search.

8. Pensioner’s Death/Missing Intimation by NoK. The process is given at Appx C.

9. Online Submission of Family Pension or Corr Case by ORO (MP-5B). The pensioners may process any data correction case for issue of corrigendum PPO or start of Family Pension either through SPARSH as explained above or through existing method e RODRA, email, by post etc. On receipt of requisite document, ORO (MP- 5B) will raise the “Data Correction” case online through SPARSH if pensioners have been migrated to SPARSH otherwise through legacy system. However, to avoid duplicacy, pensioners are advised to use only one medium at a time. Manual cases of migrated pensioners will no longer be accepted by PCDA (P), Allahabad.

10. All pensioners are advised to visit the SPARSH website ‘sparsh.defencepension.gov.in’ and specially the ‘FAQ’ link to acquaint themselves with the features and facilities.

MIGRATION PROCESS

Step 1. Imdtly on migration, an SMS and email is sent to the pensioner’s latest Mobile No & email ID registered with Bank for e-banking or SMS facility etc.

OR

Step 2. A pensioner can check his status by visiting the website ‘Sparsh PPO’ on civil internet.

Step 3. Select the mode by which you want to search ; the Old e-PPO No or IC No or Bank Account No and then type the same in the box given.

Step 4. Type the given Captcha and click on ‘Submit’ button. New PPO No would be reflected on screen.

OR

Step 5. Migrated pensioners may find their new PPO No under link ‘Various Functions – DAK/SPARSH migration status’ after login into RODRA also which is updated as per the list received from PCDA(P) by ORO.

OR

Step 6. If any pensioner is shown as migrated to SPARSH but he couldn’t get his user ID & password through SMS/email due to any reason, he may contact PCDA (P), Allahabad on 18001805325 or TCS on 011-20893782/83/84/85 or may try to directly login as per fwg method on SPARSH Website ‘sparsh.defencepension.gov.in’ Login page :-

Step 7. In case the officer is still unable to get his details or successfully login, he may contact ORO (MP-5B) to update his Mobile No & email ID on 8130591689 & 8368051743 (whatsapp only), through email offr.record@gov.in or RODRA grievance module.

Note :- No soft or hard copy of new PPO is being generated or issued and only a new PPO No is issued. Details of service, family, pension & other benefit are reflected under profile post login into SPARSH. If the pensioner wishes, he may keep a printout of the same for his ref as the SPARSH PPOs are just a statement with pension dtls and no longer serve as an authority for payment of pension by any agency like DPDO/Bank etc. Accordingly, the PPOs of current retirees are also issued with following Note:-

‘This document is for record of pensioner only and does not serve as authority for payment at any Pension Disbursing Agency, Payment of pension will be done centrally by SPARSH’.

IDENTIFICATION PROCESS : EXPLAINED

1. Pensioners/NoKs may use any of the following methods for initial/yearly identification or submission of Life Cert:-

(a) Method/ Option 1. DLC (Digital Life Cert) may be submitted after login into SPARSH on a Computer connected to Biometric fingerprint/iris scanner device for Aadhaar Authentication as per following process :-

Step 1. Click on Identification tab from menu on left bar.

Step 2. Click on “Perform Identification” button shown below personal particulars. A new page will open.

Step 3. Click on small circle shown against Aadhar and follow the onscreen process.

(b) Method/ Option Generate Manual Life Cert (MLC) with Token No post login into SPARSH.

Step 1 & 2. Same as above.

Step 3. Click on small circle shown against Manual Life Cert (MLC) and click on Generate MLC Number.

Step 3. Click on Initiate Request. A Certificate will be be generated, save or take a print, get it signed from any gazetted officer and upload the same in SPARSH as image/pdf through your Mobile/Tab/PC/Laptop etc after login.

(d) Method/ Option 4. Visit any nearby CSC (Citizen/Common Service Centre) which are also called as e-Mitra etc. There are approximate 4 lakh CSCs across the country located at every 5-10

Note 2. While submitting DLC/MLC other than through SPARSH, Pensioner must select or write “SPARSH PCDA (P) Allahabad” as their Pension Disbursing Authority in the other portals like ‘Jeevan Praman’ etc.

2. The pensioners who have already been migrated to SPARSH are advised to login and see whether their Identification is shown “Pending” or “Verified”. Though a pensioner might have given his MLC to his paying branch, but if the branch has not updated it on their Server, his identification will be shown as “Pending”. In such a case, the pensioners must submit their fresh Life Cert as per any of the methods mentioned in Para 6(a) to (d) above.

PENSIONER’S DEATH/MISSING INTIMATION BY NOK : EXPLAINED

1. If a pensioner has died post retirement and the NoK is not aware of the SPARSH ID & password, she may use following methods for intimation of death and start of Family Pension:-

Step 1. Go to ‘sparsh.defencepension.gov.in’

Step 2. Click on Services and then on For Family and then Report Event.

Step 3. Click on Death/ Missing/ Conviction/ Initiate Family Pension (as applicable) or use any of the direct applicable link

sparsh.defencepension.gov.in – conviction or
sparsh.defencepension.gov.in initiate family pension

2. On submissioin of above, intimation will be recd by ORO (MP-5B) to process/initiate the Family Pension claim.

3. In case of difficulty the widow/ entitled NoK may approach this office (MP-5B) also on 8130591689 & 8368051743 (whatsapp only) on all working days (Monday to Friday) between 0900 AM to 0500 PM

Subject:- Implementation of SPARSH in respect of Defence Civilian Pensioners.

Ref:- This office Circular No. SPARSH-03 dt.30.06.2021.

Please refer to this office circular No. SPARSH-03 wherein it was decided that the cases of individual retiring on or before 01.08.2021 and family pension claims (fresh cases where no PPO has been notified earlier) received till 16.07.2021 shall be processed through legacy system. The claims received after 16.07.2021 would not be entertained as it has to be processed through SPARSH w.e.f. 01.08.2021.

As roll out of web based comprehensive pension package system for Defence Civilians i.e. SPARSH (System for Pension Administration (Raksha)) is still in progress and few organizations are yet to send complete data of users, Now it has been decided by the competent authority that all pension claims of August retirees or prior to August retirees, whose pension claims were returned by this office are to be notified through the legacy system.

Therefore, all the aforesaid claims of August retirees may be re-submitted immediately to this office through speed post or via email to this office e-mail address cda.albd@nic.in at the earliest to enable this office to notify the PPO through legacy system. Subject of email should be given as “Pension claim-G1/Civil”. Head of Offices must ensure at their end that no case is processed through both system, resulting in duplicate pension sanction.

In addition, it has also been decided to process the pension claims of the under-mentioned organizations through legacy system till further order.
