<p>The undersigned is directed to refer subject mentioned above and to say that the closure activity of APARs on SPARROW application for assessment year 2022-23 will be performed on 31st December, 2023. CS to Member (P), State Custodians and all concerned are requested to take action accordingly as the SPARROW application for assessment year 2022-23 will completely be closed on 31st December, 2023.</p>

<h3 class="wp-block-heading">Subject: Revised and consolidated Guidelines for writing Annual Performance Appraisal Reports (APARs) of top management incumbents of Central Public Sector Enterprises (CPSEs).</h3>



<p>The undersigned is directed to state that this Department had issued detailed guidelines and procedure for writing of Annual Performance Appraisal Reports (APARs) of top management incumbent of CPSEs vide DPE DO letter No. 9(1)/2000-GM dated 5 April 2010. Some of the provisions of these guidelines were subsequently amended vide DPE OM No. 5(1)/2000-GM dated 6th July, 2010, OM No. 18(1)/2013-GM dated 2.4 March, 2015, 29th November, 2016, 15 June, 2018 &amp; 4th December, 2018, OM No 16(2)/2010-GM dated 79th November, 2015 and OM No. 9(7)/2018 dated 9 April 2019.</p>



<p>2. The implementation of the guidelines on the subject matter are reviewed again in light of above changes stated over the years and following revised / updated consolidated guidelines / procedure for APAR have been approved:</p>



<p><strong>(i) Writing of APAR through DPE SPARROW on-line system:</strong></p>



<p>The electronic Annual Performance Appraisal Report (Smart Performance Appraisal Report Recording Online Window (SPARROW)) is an online system in place since 2019 based on the comprehensive performance appraisal dossier that is maintained for each officer by a CPSE. The aim of this system is to facilitate the electronic filling of PAR by officers in a way that is not only user friendly but also allows to fill from anywhere anytime as per their convenience. The system also give convenience to the officers at different Stages in the workflow hierarchy of filling and submission process. To reduce delays in submission of completely filled PARs the nodal officers and CPSE’s Board level incumbents have been provided with a unique NIC email ID linked to their mobile number. NIC email ID is user ID for the system and password of email ID is the password, which is a pre-requisite to access the system. For online filing of APAR, either Digital Signature Certificate (DSC) or e-sign with Aadhaar enabled system is required by every user for authentication.</p>



<p><strong>(ii) Procedure for online writing of APARs:</strong></p>



<p>The performance appraisal should commence with the fixation of targets. The deliverables as well as relative weights in respect of each assigned tasks will be decided by the Reporting Authority after consulting the officer reported upon within two months from the Start of the period of report. The on-line system provides for a step-wise workflow oriented movement of APAR through different levels. An online Help manual in the form of Step by step guide is available under the Help tab on the system.</p>



<p><strong>(iii) Schedule of commencement and completion of Online PARs:&nbsp;</strong></p>



<p>The schedule of commencement and completion of various Stages in the Performance Appraisal exercise which should be Strictly followed:-</p>

<p>Finalization of targets and relative weights by the Reporting Authority in consultation with the officer reported upon and sending a copy thereof to the nodal officer of concerned administrative Ministry/Department for record- will be completed as per extant practice in offline mode (By 15 May of reporting year)</p>



<ul class="wp-block-list">
<li>Cut-off date from S. No (i) to (vi) will be in the year following the financial year for which PAR is written (2024 for the reporting year 2023-24) and for S. No. (vii) onwards the cut-off date mentioned will be next year of the financial year i.e. 2025 for reporting year 2023-24. In case these dates fall on holidays, the cut-off date will be automatically extended to the next working day.</li>



<li>APAR will be submitted to Accepting Authority for appraisal only after MoU score/achievements have been included in the APAR. The time line would stand amended accordingly depending upon release of MoU scores by the Government.</li>
</ul>



<p>(iv)&nbsp;<strong>Format of PAR</strong>: – There would be a common format for Chief Executives, Functional Directors and Executives at E9 &amp; E8 level&nbsp;<strong>(Annex A / page-10). The Same format may be used by CPSEs from E-7 to E-5 level also</strong>.</p>



<p>(v) <strong>Components of PAR and their relative weights</strong>:- The proposed weightage for achievement of MOU targets (as determined by DPE), individual targets, personal attributes and functional! competencies for all the levels of management incumbents of CPSEs up-to ES level would be as under:</p>



<p>3. All administrative Ministries / Departments are requested to take necessary action and also bring the contents of this Office Memorandum to the notice of CPSEs under their respective administrative jurisdiction for information and compliance under intimation to this Department.</p>

<p>Ref: Board’s letter of even number dated 24.03.2022.</p>



<p>Attention is invited to this Ministry’s letter of even number dated 24.03.22 vide which a time schedule for completion of APAR was advised.</p>



<p>2. In order to give effect to the time-bound recording of PARs, Board have now decided to implement the provision for auto-forwarding of PARs from one stage to the next stage after the specified due date from the assessment year 2022-23 in SPARROW. At present, this auto-forwarding of APAR will be applicable for Self-Appraisal level only. Under the newly provided schedule for completion of PAR, PARs will automatically move forward from the account of Officer Reported Upon (ORU) to the Reporting Authority on the specified due date even if the PAR is not recorded by the Reportee Officer. This will be as per time scheduled as under: </p>

<h3 class="wp-block-heading">Sub: Online recording of Annual Performance Appraisal Report (APAR) on SPARROW Portal for all IP&amp;TAFS Group ‘A’ Officers for the Reporting Year 2021-22-reg.</h3>



<p>The undersigned is directed to refer to this office O.M. of even no. dated 11.03.2022 on the subject cited above. It has been observed that timelines circulated vide O.M. dated 11.03.2022 for recording of PARs i.e. self appraisal by Officers Reported Upon (ORUs) and further recording of PARs by Reporting, Reviewing and Accepting Authorities are not being adhered to.</p>



<p>2. The last date for submission of self-appraisal to the Reporting Officer is 15.04.2022. A no. of. IP&amp;TAFS Group ‘A’ officers (as per list attached) have not yet submitted their self-appraisal to their respective Reporting Officers and e-APARs are still pending at the level of ORUs.</p>



<p>3. <span style="text-decoration: underline;">All IP&amp;TAFS Officers who have not submitted their self-appraisal to their respective Reporting Officers, are requested to forward their self appraisal to Reporting Officers within a week of issue of this O.M. failing which e-PARs will be force forwarded to the respective Reporting Officer for recording their comments.</span></p>



<p>4. In order to give effect to the time bound recording of PARs, all IP&amp;TAFS officers are requested to ensure that the timelines for recording of PAR at each level circulated vide O.M. dated 11.03.2022 are strictly adhered to failing which PARs will be auto forwarded / force forwarded to the next level.</p>



<p>5. lt is requested to bring to the notice of all concerned the above instructions for strict compliance to ensure recording of PARs in time bound manner as per stipulated timelines.</p>



<p>6. This issues with the approval of the Competent Authority.</p>

<p>The NIC has intimated that in terms of DOP&amp;T guidelines, closure activity for PARs for Assessment Year 2020-21 on SPARROW application will be performed on 31st March 2022 midnight.</p>



<p>2. It is, therefore, requested to ensure that all activities regarding PARs for Assessment Year 2020-21 are completed on or before 31st March 2022 since reversal or amendment/any sort of change will not be possible after closure activity.</p>



<p>3. In this regard, it is further requested that a confirmation regarding closure of APARs 2020-21 through SPARROW application may be forwarded to this HQrs office by mail before 25.03.2022.</p>

<p>Sub: <strong>Auto-forwarding of PARs from the assessment year 2020-21 reg.</strong></p>



<p>Mam,<br />I am to refer to the Gazette Notification No. G.S.R No. 519 (E) dated 23.07.2019 already communicated vide DoPT letter no. 11059/01/2016 &#8211; AIS-Ill dated 27.09.2019 vide which AIS (PAR) Amendment Rules, 2019 were notified. It may kindly be recalled that electronic recording of PAR was made mandatory from the year 2014-15 and later the provision for same was made in the AIS (PAR) Amendment Rules, 2017.</p>



<ol class="wp-block-list" start="2"><li>Though the outer limit for the recording of PAR i.e. 31st December of the assessment year in which the assessment year ends, was being followed sacrosanctly, the timelines laid down in General Guidelines for the recording of PARs by the Reporting, Reviewing, and Accepting authorities were still not being adhered to. In order to give effect to the time-bound recording of PARs, provision for auto-forwarding of PARs from one stage to the next stage after the specified due date has been introduced from the assessment year 2019-20 in SPARROW. Under the newly provided schedule for completion of PAR in respect of all levels of lAS officers, PARs will automatically move forward from the account of ORU to the Reporting authority and thereafter to the next authority on the specified date even if the PAR is not recorded by the concerned authority.</li><li>It may be pertinent to mention that due to the <a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a> pandemic, auto-forwarding provision in respect of PARs for the assessment year 2019-20 was not implemented, as a one-time measure only. However, from the year 2020-21, PARs will automatically move from one level to the other after the due date, in SPARROW.</li><li>In view of the above, it is requested to kindly bring to the notice of all the concerned regarding auto-forwarding of PARs from this assessment year i.e. 2020-21 onwards.</li></ol>

<p>Sir / Madam,</p>



<p>Reference is invited to Rule 18(1)(ii) of CCS Conduct Rule 1964 and this office letter No. C-24/11/01/ AIPR/2019-Vig. dated 17/01/2020 in regards to submission of Annual Immovable Property Returns (AIPRs) of the Group ‘A’ &amp; ‘B ‘officers/officials (Non-Medical/ Medical/ Nursing/ Paramedical) and SSOs (Group &#8216;C&#8217; officials). Through this letter, it was emphasized that as per the instructions from Ministry of Labour and Employment &#8211; Govt. of India, Annual Immovable Property Returns (AIPR) in respect of Group &#8216;A&#8217; &amp; &#8216;B&#8217; Officers/ Officials (Non-Medical/ Medical/ Nursing/ Paramedical) and SSOs (Group C) category working in ESIC are to be filled online.</p>



<p>In this regard, it is informed that the SPARROW Module for online filing of IPRs for the officers/ officials of Group &#8216;A&#8217;, &#8216;B&#8217; and SSOs (Group &#8216;C&#8217; officials) of the ESI Corporation has already been implemented since last year. In the said SPARROW Module, provision for filing of <strong><span style="text-decoration: underline;">Annual Immovable Property Returns (AIPRs)</span></strong> has already been activated for the officers/ officials of the ESI Corporation from the year 2019 onwards. Hence, all the officers/ officials of the ranks mentioned above are hereby advised to submit their AIPRs online in the said Module only, as offline AIPR copies will not be accepted in this office hereon.</p>



<p>All the Officers/ Officials are required to follow the following <span style="text-decoration: underline;">Steps for filing the IPR on SPARROW module:</span></p>

A new window will open for “IPR(ESIC)”.</li><li>Again, click on “<span style="text-decoration: underline;">IPR</span>” tab on the left side of the page.</li><li>Click on “<span style="text-decoration: underline;">Declaration</span>” tab.</li><li>Select <span style="text-decoration: underline;">Statement as on Date: 01-01-2021</span>,</li><li>Click on “<span style="text-decoration: underline;">Fill New Declaration’’ “Copy Data from Previous Year Declaration”/ “NIL Declaration</span>”.</li><li>After filling, select “<span style="text-decoration: underline;">Save as Draft</span>” so as not to lose the data filled.</li><li>Then, click “<span style="text-decoration: underline;">Sign &amp; Submit</span>”.</li><li>Fill in the <span style="text-decoration: underline;">AADHAR</span> details and then fill in the <span style="text-decoration: underline;">OTP</span> received on your mobile number and</li></ol>



<p><span style="text-decoration: underline;"><strong>Submit</strong>.</span></p>



<p><strong>Note</strong>: The partially filled IPR can be saved as Draft during the process as and when required.</p>



<p>All the concerned officers and staff of EST corporation are, therefore, advised to ensure that they initiate and complete the action required for filing Immovable Property Return (IPR) through <strong>SPARROW by 31st January 2021.</strong></p>



<p>Contents of this circular may be brought to the notice of all concerned immediately by all the Heads of Offices/ Controlling authorities and ensure timely filing of IPRs online by all the officers/officials under their control. <strong><span style="text-decoration: underline;">As per CVCs strict instructions, administrative action will be taken against the concerned officers/ officials who do not file their IPRs within the time frame.</span></strong></p>



<p><em>In addition to the above, it is also emphasized that the officers not currently present in the office for some reason (whether it be study leave, extra-ordinary leave, maternity leave or any other leave, tour, absence etc.) shall also submit their IPRs online through SPARROW within the time period and it shall be ensured by the Head of Office that these employees are intimated of the same as soon as possible so to avoid any delay</em>.</p>



<p>In case of <span style="text-decoration: underline;">retiring </span>employees, it must be ensured that the IPR for the concerned year has been filed by such Officer/ Official before the due date of retirement.</p>



<p>After the completion of the process, the Heads of Offices shall submit a report to Vigilance Branch &#8211; Headquarters’ office at the <em>email id</em> &#8211; manisha.shukla at esic.nic.in by <strong>15 February 2021</strong> certifying that &#8211; “IPR filing of all the concerned employees under my control has been<br />completed.”</p>



<p><em>** In case you are unable to access your SPARROW account. e-mail your details to the ICT Branch, Headquarters’ Office and HELPDESK SPARROW as soon as possible. Under any circumstances, never share your password with anybody as the ICT Branch or HELPDESK will never ask for your password.</em></p>



<p><em>** With regards to medical staff (Medical/ Nursing/ Paramedical), whosoever falls under Group ‘A’ &amp; ‘B’ are liable to file their IPRs online.</em></p>



<p>Through this Circular, it is also being instructed that the Custodian of each unit should ensure the following from now on and also regarding the old data:</p>



<ul class="wp-block-list"><li>a) All the SPARROW accounts of Retired Officers/ Officials in your unit should be deactivated immediately.</li><li>b)Initiate the Transfer of unit in SPARROW accounts of all the Officers/ Officials who have transferred from your unit, immediately.</li><li>c) Initiate the Joining in SPARROW accounts of all the officers/ Officials who have joined your unit, immediately.</li><li>d) The SPARROW account of your unit should only consist of those Officers/ Officials who are currently working there.</li></ul>



<p>It is the responsibility of the Custodian of every unit to ensure the above-mentioned points as early as possible.</p>

<p>In order to bring all the physical APARs of CSS officers into the online SPARROW system, it has been decided to digitalize the APARs of CSS officers and migrate them onto SPARROW portal in a phased manner. The APARs of US and above are already available in CS-I Division, whereas the APAR dossiers of SOs and ASOs are maintained in respective cadre units.</p>



<p>2. As a part of the ongoing digitalization activity, this Division vide OM of even number dated 06.11.20 had requested all the cadre units to send the APARs of SOSLs 2011 and 2012 to CS. Division. It has now been decided to take up digitalization of APAR dossiers of Section Officers of Select Lists 2013 and 2014.</p>



<p>3. Hence, all the cadre units are requested to send the APAR dossiers of the SOSLs of 2013 and 2014 <strong>WITHIN FIVE WORKING DAYS</strong>. OM No. 5/4/2019 &#8211; CS.I (U), dated 23.5.2019 may be referred to in this regard.</p>

<p>e-HRMS, an outline platform was launched for <strong><em><a href="https://centralgovernmentnews.com/central-government-employees-news-latest-update/" target="_blank" rel="noreferrer noopener">Central Government Employees</a></em></strong> as part of good governance, to furnish a comprehensive view of the human resource deployed by the Government, so that all processes of personnel management from hiring to retiring will be on digital platform and manual system of handling personnel matters will be dispensed with.</p>



<ol class="wp-block-list" start="2"><li>In order to fulfill the objectives of the e-HRMS, a total of 20 modules have been developed so far for various service related activities. SPARROW (Smart Performance Appraisal Report Recording Online Window) is one of the applications, which will be merged in the e-HRMS.</li><li>In order to bring all the physical <a href="https://centralgovernmentnews.com/tag/APAR/" target="_blank" rel="noreferrer noopener">APAR</a>s of CSSS officers into the online SPARROW system, it has been decided to digitalize the APARs of CSSS officers and migrate them into SPARROW portal in a phased manner. The APARs of PPS and above are already available in CS-II Division, whereas the APAR dossiers of PSs and below are maintained in respective cadre units.</li><li>The legacy APARs of PPS and above officers are already being digitized. In the next stage, APARs of PSs will be taken up for digitization. As a part of this activity, in the first instant APARs of the senior most PSs belonging to Select List 2012 and 2013 and earlier SLs will be taken up.</li><li>Hence, all the cadre units are requested to send the APAR dossiers of the PSs of SL 2012 and 2013 &amp; earlier SLs, if any, within 5 working days from the issue of this O.M. to CS-II Division to enable the digitization of their APARs.</li></ol>
