New Delhi, the 6th July, 2017

S.R.O. 19(E). – In exercise of the powers conferred by Section 184 of the Navy Act, 1957 (62 of 1957), the Central Government hereby makes the following regulations to amend the Navy Officers Pay Regulations namely:

1. Short title and commencement. – (1) These regulations may be called Navy Officers Pay (Amendment Regulations, 2017.

(2) They shall be deemed to have come into force on the 1st day of January, 2016.

2. In the Navy Officers Pay Regulations, 2017.-

(a) in regulation 3, in clause (g), the following Note shall be inserted, namely: –

Note: “In any kind of calculation which attempts to work with the maximum pay of a particular level the last figure of the Level shall not be calculated and the end-points of the Level, representing the possible highest and lowest pay in that level, may not be treated as the maximum and minimum of any closed pay scale, as used to prevail prior to the implementation of the 6th CPC”;

(b) in the Schedule, for Part ‘A’ the following Part shall be substituted namely:- “PART A”.

S.R.O. 18(E). – In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Army Officers Pay Rules, 2017, namely:

1. Short title and commencement. – (1) These rules may be called Air Force Officers Pay (Amendment) Rules, 2017.

(2) They shall be deemed to have come into force on the 1st day of January, 2016.

2. In the Air Force Officers Pay Rules, 2017.-

(a) in rule 3, in clause (g), the following Note shall be inserted, namely:

Note: “In any kind of calculation which attempts to work with the maximum pay of a particular level the last figure of the Level shall not be calculated and the end-points of the Level, representing the possible highest and lowest pay in that level, may not be treated as the maximum and minimum of any closed pay scale, as used to prevail prior to the implementation of the 6th CPC”;

OFFICE MEMORANDUM

Subject : Revision of pension of pre-2016 pensioners / family pensioners in implementation of Government’s decision on the recommendations of the 7th Central Pay Commission – Concordance Table Corrigendum regarding.

The undersigned is directed to refer to this Department’s OM of even number dated 06.07.2017 on the subject mentioned above and to say that there is some error in the entries relating to the pre-revised pay of Rs.21820/- (6th CPC Grade Pay : Rs.5400/- 7th CPC Level-9) in Table 29 enclosed therewith.

2. It is requested that the existing Table 29 may be substituted by the enclosed Table 29. The revised entries have been shown in bold letters.

Based on the recommendations of 7th Central Pay Commission and due consultation and examination by the Empowered Committee of Secretaries and consideration by the Government, the following notifications have been issued and published on the website of Department of Defence:

• Issue of Armed Forces Pay Rules / Regulations, 2017 (for both Officers & JCOs / ORs) dated 3rd May 2017 and amendments thereto dated 6th July 2017 and 14th July 2017 respectively.
• Issue of Non-Combatant (Enrolled) of Air Force Pay Rules, 2017 dated 30th June 2017.
• Issue of Military Nursing Service Pay Rules, 2017 dated 14th July 2017.

Orders for revision of pension / family pension with a multiplication factor of 2.57 to existing pension of pre-2016 retirees Defence Pensioners have been issued and all Pension Disbursing Agencies have implemented the order and released the arrears to pre-2016 Defence pensioners / family pensioners. This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Shri Arvind Sawant and Shrimati Rekha Verma in Lok Sabha today.

OFFICE MEMORANDUM

Subject: Abolition of Special Compensatory (Hill Area) Allowance – Recommendations of the Seventh Central Pay Commission.

Consequent upon the decision taken by the Government on the recommendations of the Seventh Central Pay Commission, the President is pleased to decide that, Special Compensatory (Hill Area) Allowance stands abolished with effect from 1 st July, 2017. This allowance was admissible to Central Government employees vide this Ministry‘s OM. No. 4(2)/2008~E,II(B) dated 29th August, 2008.

2. These orders shall also apply to the civilian employees paid from the Defence Services Estimates in respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry-of Railways, respectively.

3. In so far as the employees working in the lndianAudit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

The following steps have been taken to implement the recommendations of 7th Pay Commission Report in respect of Armed Forces personnel:

(i) Issue of Resolution dated 25th July 2016 by Ministry of Finance.

(ii) Issue of Resolution dated 5th September 2016 by Ministry of Defence.

(iii) Issue of orders dated 10th October, 2016 by Ministry of Defence for payment of ad-hoc arrears equal to 10% Basic Pay and Dearness Allowance.

The order for revision of pension to ex-servicemen pursuant to the recommendations of 7th Pay Commission Report was issued on 29th October, 2016. As per information available in respect of pre-2016 pensioners, 24 public sector banks have revised pension of 18,99,697 pensioners and have paid Rs.5883.27 crore (approx) on account of arrears of pension / family pension.

This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Shri Arvind Sawant in Lok Sabha today.

RESOLUTION

New Delhi, the 1st September, 2016

No. 1-2/2016-IC.— In partial modification of the Resolution of even number dated 25.07.2016 [click to view], para 3 of the said Resolution may be read as under:
“3. The Government has accepted the Commission’s recommendations on Minimum Pay, Fitment Factor, Index of Rationalisation, Pay Matrices and general recommendations on pay without any material alteration with the following exceptions in Defence Pay Matrix, namely :-

(i) the Index of Rationalisation of Level 13A (Brigadier) in Defence Pay Matrix may be revised upward from 2.57 to 2.67;

(ii) additional three stages in Levels 12A (Lieutenant Colonel), three stages in Level 13 (Colonel) and two stages in Level 13A (Brigadier) may be added appropriately in the Defence Pay Matrix.”

New Delhi: Concerned over increasing pay disparity between Paramilitary personnel and their defence and civilian counterparts, the five paramilitary chiefs on Wednesday met Union Home Minister Rajnath Singh and discussed issues related to “anamolies and shortcomings” in the Seventh Pay Commission report.

Five chiefs, including Krishna Chaudhary (ITBP), K Durga Prasad (CRPF), Archana Ramasundaram (SSB), Surender Singh (CISF) and O P Singh (NDRF), met the Singh at his office in South Block here and before discussion, they presented a memorandum to him.

The government in January had set up a 13-member Empowered Committee of Secretaries (CoS) headed by the Cabinet Secretary for processing the recommendations of the 7th Pay Commission, which has bearing on remuneration of 48 lakh central government employees and 52 lakh pensioners.

The Empowered Committee of Secretaries is functioning as a Screening Committee to process the recommendations with regard to all relevant factors of the Commission in an expeditious detailed and holistic fashion.
