<p>It is to state that the Govt of India, Department of Pension and Pensioners Welfare has issued an Office Memorandum No.F.No.42/04/2019-P&amp;PW(D) dated 06th March 2019 regarding the revision of rates for Dearness Relief to Central Government Pensioners/Family Pensioners (drawing pension under Seventh CPC) from 9% to 12% w.e.f. 01.01.2019.</p>

<p>Subject: <strong>Revision of Entitlement of TA/DA to JCM Members after implementation of Seventh CPC recommendations.</strong></p>
<p>The undersigned is directed to say that consequent upon the revision of rates of Travelling Allowance/Daily Allowance by the Department of Expenditure vide O.M. No. 19030/1/2017-E.IV dated 13/07/2017, the Staff Side Members of the National Council (NC)/Departmental Councils and Third Level/Regional Councils of JCM shall be entitled to TA/DA etc. in the following manner w.e.f. 01.07.2017.</p>
<p><strong>A. National/Departmental Council JCM</strong></p>
<p>TA/DA entitlement as admissible to officers in Pay level 12 &amp; 13 as per Department of Expenditure’s O.M. No. 19030 /1/2017-E.IV dated 13/07/2017 as under:</p>
<p>(i) Travel entitlement within the country &#8211; Economy class by Air or AC-I Class by Train including travel in Premium /Premium Tatkal /Suvidha/Shatabdi / Rajdhani Trains.</p>
<p>(ii) Reimbursement for Hotel Accommodation of upto Rs. 4500/- per day.</p>
<p>(iii) Reimbursement of food bills not exceeding Rs.1000/- per day.</p>
<p>(iv) Reimbursement of AC Taxi Charges of upto 50 kms per day.</p>
<p><strong>B. Regional/ Office Council (JCM)</strong></p>
<p><strong>TA/DA entitlement as admissible to officers in Pay level 11 as per Department of Expenditure’s O.M. No. 19030 /1/2017-E.IV dated 13/07/2017 as under :</strong></p>
<p>(i) Travel entitlement within the country &#8211; Economy Class by Air or AC-II Class including Rajdhani/ Shatabdi Express etc.</p>
<p>(ii) Reimbursement for Hotel Accommodation of upto Rs. 2250/- per day.</p>
<p>(iii) Reimbursement of food bills not exceeding Rs. 900/- per day.</p>
<p>(iv) Reimbursement of non-AC taxi charges of up-to Rs. 338/- per day for travel within the city</p>
<p>2. The admissibility of DA in case of free boarding and lodging, has been considered in Department of Expenditure. Daily Allowance is given to the Govt. employees as a reimbursement of the expenditure incurred by him on tour for his stay, food and travel at that station. In case of free boarding and lodging, the Govt. employee, if incurring any expenditure on local travel, can claim the same as per Para 2 E(i) and (iii) of the Annexure to OM No.19030/1/2017 E.IV dated 13.07.2017. The earlier system of giving 25% of DA has been discontinued. Also after implementation of 7th CPC recommendations, the facility of DA at 5th CPC rates is done away with.</p>
<p>3. This O.M. is issued with concurrence of the Ministry of Finance, Department of Expenditure vide I.D. No.300377130/2018-E.IV dated 31.07.2018</p>

<p>Subject: <strong>Restoration of pension in respect of Defence Service Personnel who had drawn lump sum payment on absorption in Public Sector Undertakings/ Autonomous Bodies &#8211; delinking of qualifying service of 33 years for revised pension with effect from 1.1.2006 reg.</strong></p>
<p>Sir,</p>
<p>The undersigned is directed to refer to this Ministry’s letter No.1(04)/2007-D(Pen/Policy) dated 18th Sept,2017 under which orders have been issued for restoration of full pension for those Defence pensioners who had drawn lump sum payment on absorption in Public Sector Undertaking/Autonomous Bodies after expiry of commutation period of 15 years from the date of payment of 100% lump sum amount. The said order also allows revision of pension in accordance with the instructions issued from time to time in implementation of the recommendations of the Pay commissions including Seventh CPC.</p>
<p>2. Instructions were issued by this Ministry vide letter No 1(2)/2016- D(Pen/Pol.) dated 30.9.2016 to the effect that w.e.f.1.1.2006 revised consolidated pension and family pension of pre-2006 Armed Forces pensioners shall not be lower than 50% and 30% respectively of the minimum of the pay in the Pay Band plus Grade pay corresponding to the pre–revised scale from which the pensioner had retired/ discharged/ invalided out/ died including Military Service Pay and ‘X’ Group pay, if any, without pro rata reduction of pension even if they had rendered qualifying service of less than 33 years at the time of retirement.</p>
<p>3. Matter has been considered by the Government and it has been decided that while determining the revised pension of above said category of absorbee pensioners/ family pensioners with effect from 1.1.2006, the pension/ family pension shall also be revised in accordance with the provisions contained in this Ministry’s letter dated 30.9.2016 referred above.</p>
<p>4. The revised pension in terms of this order shall be revised by respective Pension Sanctioning Authorities suo-moto by issuing Corrigendum PPOs in all affected cases. No application in this regard shall be called for either from the pensioners or from the PDAs concerned.</p>
<p>5. This issues with the concurrence of the Finance Division of this Ministry vide their ID No.31(8)/09/Fin/Pen dated 23-05-2018.</p>

<p>The unprecedented strike of three lakhs Gramin Dak Sevaks of Postal department will enter the 14th day on Monday. Functioning of  rural postal services has come to a grinding halt. Out of 1,55,000 Post offices, 1,29,500 rural Post offices are completely shut down. GDS are not demanding to give them the &#8220;Moon&#8221; from the sky. They are demanding their legitimate wage revision. If 32 lakhs departmental employees wage revision can be implemented within eight months after submission of Seventh CPC report, why the unjustified delay of eighteen months for implementation of wage revision of only three lakhs low-paid GDS employees? Why lamenting about the deficit of the department only when GDS wage revision comes? Are GDS responsible for the deficit? No, not at all.</p>
<p>Postal &#8220;Gods&#8221; and Central Government are in deep slumber for eighteen months, when poor GDs are waiting..waiting..and waiting. The strike is a natural outburst of pentup discontentment and anger of the marginalized section after desperately waiting for long. Then suddenly the sleeping &#8220;Gods&#8221; wokeup. Appeal after appeal started pouring in all languages just like distributing chocolates to lure children. But 96% of GDS stood united and continued their struggle. They declared they will not surrender their self-respect and prestige, even if they and their families are made to starve or die by prolonging the strike.</p>
<p>They know, many had lost their lives and many sacrificed before our country got freedom. Mahatmaji had told the Britishers &#8220;you can kill me, but you can not make me surrender&#8221;.</p>
<p>They know, many had lost their lives and many sacrificed before the most dreaded &#8220;apartheid&#8221; system is legally banned and abolished in South Africa. Nelson Mandela has taught them “never to give up or surrender&#8221;.</p>
<p>They know, many had lost their lives and many sacrificed before the &#8220;slave system&#8221; is legally abolished in United States. Martin Luther King had told them &#8220;I have a dream&#8221; and his dream had come true later.</p>
<p>GDS system is a &#8220;beggar system&#8221;and nothing but slavery and bonded labour. This heroic struggle of GDS will definitely mark the beginning of the end of this slave system which is a &#8220;black mark in the face of Indian democracy&#8221;. Those GDS and departmental employees (though in some states only) who participated in this historic struggle for emancipation of the most down trodden section of the society will be remembered for ever in the history and their sacrifice will never go in vain.</p>
<p>Those Government&#8217;s supporters in the bureaucracy are propagating that GDS unions have committed a great mistake and unpardonable crime by going on an &#8220;untimely&#8221; indefinite strike, that too all the four Unions together. We have only to remind them the old saying &#8220;when a beggar come to your house, you need not give money to him if you don’t like, but please don’t unleash your dogs to bite him&#8221;.  Let the GDS fight for their own destiny. Government may allow their right or not. This struggle is not the end of history. As long as injustice and discrimination are there, strikes and protests will emerge again and again like phoenix bird from the ashes.</p>
<p>Now the ball is in the court of the Government and Postal Department. It is they to decide how to play. What is wrong in inviting the GDS unions for negotiation and in reaching an honourable settlement, instead of distributing pamphlet type appeals one after another? What is the mindset of the top bureaucracy of the Postal Board? Are they thinking like olden days feudal landlords and expecting the GDS Union leaders &#8220;to obey them and not to question them&#8221;. Sorry, they are thoroughly mistaken and they should understand the writings on the wall. Only mutual trust and goodwill can build confidence in the mind of striking GDS and that can only lead to an amicable settlement.</p>
<p>We hope that good sense will prevail upon the powers-that-be. We want to make it clear that any attempt to break or crush the strike by attempting to victimization or any other coercive methods will only complicate the situation and the entire Central Government Employees will be forced to come out to defend and protect the striking GDS at any cost.</p>

<p><strong>Subject: LTC to Railway employees (and Government servants whose spouses are Railway servants)</strong></p>
<p>The undersigned is directed to say that as per extant LTC instructions, Government servants and their spouses who are working in Indian Railways are not entitled for the facility of LTC as the facility of &#8220;<strong>Free Pass&#8221;</strong> is available to them. However, Seventh CPC in its report has recommended for bringing Railway employees (and employees whose spouses are Railway servants) into the fold of LTC.</p>
<p>2 The matter has been considered in this Department in consultation With Ministry of Railways. It has been decided that Railway employees may be allowed to avail All lndia LTC once in a block of four years under CCS(LTC) Rules, 1988, subject to the following conditions·</p>
<blockquote><p>(i) The railway employees shall continue to be governed fully by the Railway Servants (Pass) Rules only and availing of &#8220;<strong>All India LTC</strong>&#8221; under CCS (LTC) Rules by them will be facilitated through a Special Order under the relevant provision of the said Pass Rules.</p>
<p>(ii) &#8220;<strong>All India LTC</strong>&#8221; will be purely optional for the railway employees.</p>
<p>(iii) Even after availing &#8220;<strong>All India LTC</strong>&#8221; in a year, it will not be mandatory for the railway employee to opt for &#8220;<strong>All India LTC</strong>&#8221; 1n the next or subsequent block years</p>
<div>(iv) No &#8220;<strong>Home Town LTC</strong>&#8221; will be admissible to Railway employees and on the same analogy, no Home Town converted LTC shall be allowed to them.</div>
<p>(v) The railway employees will surrender the Privilege Passes admissible to them In the calendar year in which they intend to avail the LTC facility. However they would continue to be eligible for Privilege Ticket Orders and other kinds of Passes viz., Duty Pass. School Pass, Special Passes on Medical grounds. etc., as admissible under the Pass rules. Further, if the railway employee has already availed of a Privilege Pass, then LTC will not be allowed in that year.</p>
<p>(vi) The railway employees on deputation to any other organization, Including Railway PSUs, would also continue to be eligible for optional LTC in lieu of Privilege Pass entitlement.</p>
<p>(vii) The definition of beneficiaries e g members of family, dependents etc. and other conditions as laid down in the CCS(L TC) rules will be applicable for availing ‘All India LTC” facility by the railway employees even if such beneficiaries are not entitled for Privilege Pass under the Pass Rules.</p>
<p>(viii) If both spouses are Railway employees then both will surrender admissible in the calendar year, if they opt for All India LTC.</p>
<p>(ix) In case of the Government employees whose spouse is working In Railways, want to avail All India LTC, either Independently or with family members, then he/she they may be allowed subject to the condition of surrendering privilege passes admissible in that calendar year for him/her/them and an undertaking in this regard shall be<br />
given by the Government servant to his office</p></blockquote>

<p>Will the Minister of RAILWAYS be pleased to state:</p>
<p>(a) the number of loco running staff in Railways at present;</p>
<p>(b) their average work load per week;</p>
<p>(c) the maximum hours of continuous work they have to do in a week;</p>
<p>(d) how much increase in their emoluments have been given during the last three years; and</p>
<p>(e) how do they compare with emoluments of other railway staff?</p>

<p>(a) to (e): A Statement is laid on the Table of the House.</p>
<p>STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF UNSTARRED QUESTION NO. 960 BY SHRI C.P. NARAYANAN ANSWERED IN RAJYA SABHA ON 09.02.2018 REGARDING LOCO RUNNING STAFF</p>
<p>(a) As on 01.04.2017, over Zonal Railways, total number of employed staff in loco running category is 87196.<br />
(b) &amp; (c) As per the provision of the Railways Act, 1989 and the Railway Servants (Hours of Work &amp; Period of Rest) Rules, 2005, Loco running staff on the Railways are classified as ‘Continuous’ and as such, their rostered hours of work is 54 hours a week on an average in a two-weekly period of 14 days.</p>
<p>(d) &amp; (e) After the Seventh CPC (Central Pay Commission) recommendations, the basic pay of the non-running staff has been increased by a multiplication factor of 2.57 with effect from 01.01.2016 and then fixed in the appropriate cell of the relevant Level in the Seventh CPC pay matrix, while for the running staff the multiplication factor of 2.945 was used. Further, the actual raise in the pay of the running staff has been ensured at a minimum of 14.29 percent with the Ministry of Finance (MoF) concurrence. This has resulted in an effective multiplication factor of around 3.01 for Running Staff. The running staff also get allowances like Dearness Allowance and House Rent Allowance on the basic pay enhanced by 30%.</p>

<p>Sub: &#8211; <strong>Revision of provisional pension sanctioned under Rule 69 of the CCS (Pension) Rules, 1972</strong></p>
<p>The undersigned is directed to say that in implementation of the decision taken on the recommendations of the 7th CPC, orders were issued vide this Departments&#8217; OM No. 38/37/2016- P&amp;PW(A) (ii) dated 04.08.2016 for revision of pension of pre-20 16 pensioners/family pensionersw.e.f 01.01.20 16 by multiplying the pre-revised pension/ family pension by a factor of 2.57. Subsequently, vide OM No. 38/37/20 16-P&amp;I&#8217;W(A) dated 12.05.2017, it has been decided that the pension/family pension of all Central civil pensioners/ family pensioners, who retired/died prior to 01.01.2016, may be revised w.e.f. 01.01.20 16 by notionally fixing their pay in the pay matrix<br />
recommended by the 7th CPC in the level corresponding to the pay in the pay scale/pay band and grade pay at which they retired/died.</p>
<p>2. Instructions were issued vide this Department&#8217;s OM of even number dated 30.11.2016 for extending the benefit of OM dated 4.8.2016 to the following categories of pensioners drawing provisional pension under Rule-69 of the CCS (Pension) Rules, 1972.</p>
<blockquote><p>(i) Retired before 1.1.2016 and sanctioned provisional pension under Rule-69 of the CCS (Pension) Rules on account of departmental/ judicial proceedings or suspension.<br />
(ii) Suspended before 1.1.2016 and sanctioned provisional pension, based on their pre revised pay under Rule-69 of the CCS (Pension) Rules on retirement on or after<br />
1. 1.2016.</p></blockquote>
<p>3. It has now been decided that provisional pension sanctioned in the above cases may be revised w.e.f. 1. 1.2016 in accordance with the instructions contained in this Department&#8217;s OM No.38/37/2016-P&amp;PW(A) dated 12th May, 2017. Higher of the two formulations i.e. OM dated 4.8.2016 or OM dated 12.5 .2017 would be the revised provisional pension w.e.r. 1.1.2016 in such cases.</p>
<p>4. This issues with the approval of Department of Expenditure, Ministry of Finance lD No.I(21 )/E-V/2016 dated 15.01.2018</p>

<p>Sub: <strong>Recommendations of Seventh CPC with regard to EDP Cadre.</strong></p>
<p>The undersigned is directed to refer to this Department&#8217;s 0M of even number dated 17.10.2016 (copy enclosed) requesting therewith to furnish information on the following points:</p>
<blockquote><p>I. Whether EDP cadre is existing, if yes, the hierarchy and the strength in each grade/level thereof;</p>
<p>II. Copy of existing Recruitment Rules for all the levels.</p>
<p>III. Suggcstions, if any, regarding the cadre restructuring in the cadre.</p>
<p>IV. Comments on the recommendations of 7th CPC.</p></blockquote>
<p>2. As reply/comments from Ministries/Departments is still awaited even after a lapse of a year, it is requested to furnish information, if any, at the earliest so to enable this Division to expedite the matter of revisiting the model Recruitment Rules for the EDP cadre. If there is no information/comments to be provided the same may kindly be intimated in a fortnight.</p>

										<content:encoded><![CDATA[<p><strong>GDS News: Demanding Immediate Implementation of The Kamalesh Chandra Committee Report</strong></p>
<p><em><strong>MEMORANDUM SUBMITTED TO THE HON&#8217;BLE DY.MINISTER OF FINANCE, UNION OF INDIA, CAMP AT NAGERCOIL-629001 BY THE CIRCLE SECRETARY OF TAMIL NADU, ALL INDIA GRAMIN DAK SEVAKS UNION</strong></em></p>
<p>Respected Sir,</p>
<p>I. As per the decision of the Central Government one man committee was appointed to submit the report for the wage revision of GDS employees headed by Sri.Kamalesh Chandra Ex.Member (Personal) of this Department in leiu of seventh CPC to Central Government Employees and submitted its report to the Government on 24th November ,2016.Most of our suggestions have been given due consideration by the committee . The Secretary Post submitted this report to the Minister of communication and now the same is kept in the Ministry of Finance for approval.</p>
<p>2. In our department other departmental employees were getting their wage revision by the recommendations of 7th Central Pay Commission with effect from 01.01.2016 onwards.</p>
<p>3 Since there is an inordinate delay in considering and implementation of the Kamalesh Chandra Committee&#8217;s report, our AIGDS Union has announced indefinite strike from 16.08.2017 to 22.08.2017 and a mutual agreements were reached between our leaders and the Government after completion of 7 days strike. Due 10 the promise by our high dignitaries of the department at the time of discussion the indefinite strike was called off and gentleman agreement was reached between Government and the leaders and assured that the committee’s report would be implemented soon. But it is learnt that it is kept pending with the Ministry of Finance for a long period.</p>
