<p>Sub:<strong> Clarification regarding prescribed Benchmark while considering MACPs to Non-Gazetted Staff.</strong></p>



<p>Reff: RBE No. 155/2016 and RBE-16/2020.</p>



<p>The comprehensive MACP Scheme on acceptance of Seventh Central Pay Commission recommendations has been issued vide RBE No-16/2020. In the light of the recommendations of the <strong><a href="https://centralgovernmentnews.com/7th-pay-commission-latest-news/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">7th CPC</a>, the Modified Assured Carrier Progression Scheme (MACPs)</strong> will continue to be administered at 10, 20 and 30 years as before. In order to implement a uniform policy all over ECoR, the following staff.</p>



<ol class="wp-block-list"><li>In terms of RBE No.-155/2016 for grant of financial up gradation under the MACPs the prescribed Benchmark has been revised for all level to “Very Good” w.e.f 25th July, 2016.</li><li>In compliance to RBE No-16/2020, enclosing DOPT’s O.M. No-35034/3/2015-Estt. (D) dated-22.10.2019, Para-17, (i) <strong>the revised benchmark of APARs i.e. “Very Good” shall be applicable for the year 2016-17 and subsequent years.</strong></li><li>White assessing the suitability of and employee for grant of MACP, the DSC (Departmental Screening Committee) shall assess the APARs in the reckoning period, the benchmark for the APARs for the years 2016-2017 and thereafter shall be “Very Good”.</li><li>For Example, if a particular MACP falls due on or after 25.07.2016, the following benchmark for APARs are applicable for Level 11 and below:</li></ol>

<p>Subject: <strong>Cooking Allowance to Non- Statutory Departmental canteen employees functioning from Central Government Offices consequent upon the recommendations of the VIIth Central Pay Commission- regarding.</strong></p>



<p>This undersigned is directed to refer to the subj ect mentioned above and to state that the Government&#8217;s Decision, on the recommendations of the Seventh Central Pay Commission relating to Canteen Staff in &#8220;List of Allowances and Recommendations&#8217; in para 8.10.16 of Chapter 8.1 (S.No. 39), was notified vide Ministry of Finance Resolution No. 11- 1/2016-IC dated 06.07.2017. This decision has been considered in consultation with Department of Expenditure, Ministry of Finance and it has been decided to extend the benefit of &#8216;Cooking Allowance&#8217;@ Rs1000/-p.m. as per cell R3H3 of the Risk and Hardship Matrix to Assistant Halwai-cum-Cook and Halwai-cum- Cook working in the Non-statutory departmental canteens functioning from Central Government Offices.</p>

<p>S.R.O ……. (E) .- In exercise of the powers conferred by the proviso to alticle 309 of the Constitution, the President hereby makes the following rules to amend the Army Pay Rules, 2017, namely: &#8211;</p>



<p>Short title and commencement. &#8211; (1) These rules may be called the Army Pay (Amendment) Rules, 2019.</p>



<p>(2) They shall be deemed to have come into force on the 1st day of January, 2016.</p>



<p>In the Army Pay Rules, 2017, in rule 5, in sub-rule (3), for clause (v), the following clause shall be substituted, namely:-</p>



<p>&#8220;(v) Group &#8216;X&#8217; Pay shall be counted as pay for the purpose of computation of dearness allowance and pension&#8221;.</p>

<p><strong>Explanatory Memorandum</strong>&#8211; The recommendations of the Seventh Central Pay Commission have been implemented with effect from the 1st day of January, 2016. Likewise, the Defence Personnel of the Union of India are eligible for Seventh Central Pay revision with effect from the 1st day of January, 2016. Accordingly, the said rules have been given retrospective effect with effect from the 1st day of January, 2016. It is hereby, certified that by giving retrospective effect to the said rules no one , will be adversely affected.</p>



<p><strong>Note</strong>:- The Army Pay Rules, 2017 were published in the Gazette of India, Extraordinary, Part II, section 4 vide notification, number S.R.O. 9(E), dated the 3rd May, 2017.</p>

<p>S.R.O ……. (E).- In exercise of the powers conferred by Section 184 of the Navy Act, 1957 (62 of 1957), the </p>



<p>Central Government hereby makes the following regulations to amend the Navy Pay Regulations, 2017,<br />
namely:-</p>



<p><strong>Short title and commencement</strong> &#8211; (1) These rules may be called the Navy Pay (Amendment) Rules, 2019.</p>



<p>(2) They shall be deemed to have come into force on the 1st day of January, 2016.</p>



<p>In the Navy Pay Rules, 2017, in rule 5, in sub-regulation (3), for clause (v), the following clause shall be substituted, namely:-</p>



<p>&#8220;(v) Group &#8216;X&#8217; Pay shall be counted as pay for the purpose of computation of dearness allowance and pension&#8221;.</p>

<p><strong>Explanatory Memorandum</strong>&#8211; The recommendations of the Seventh Central Pay Commission have been implemented with effect from the 1st day of January, 2016. Likewise, the Defence Personnel of the Union of India are eligible for Seventh Central Pay revision with effect from the 1st day of January, 2016. Accordingly, the said rules have been given retrospective effect with effect from the 1st day of January, 2016. It is hereby, certified that by giving retrospective effect to the said rules no one , will be adversely affected.</p>

<p style="text-align:right">13 FEB 2019</p>



<p>Prior to <strong>7th pay commission</strong> children of martyrs were eligible to receive full tuition and hostel fee till they get their degree</p>



<p>The details of the tuition fee and hostel charges till they get their degree prior to 7thpay commission notified vide letter No. 6(1)2009/Edu.  Concession/D(Res-II), dated 25th October, 2010 are as under:-</p>



<ul class="wp-block-list"><li><strong>Tuition Fee :-</strong>  Full reimbursement of tuition fee (capitation fee and caution money not included) levied by the educational institutions concerned (including charges levied for the school bus maintained by the school or actual fares paid for railway pass for students or bus fare certified by the Head of institutes).</li><li><strong>Hostel charges :-</strong>  Full reimbursement of Hostel Charges for those studying in boarding schools and colleges. After the <a href="https://centralgovernmentnews.com/category/7cpc/" target="_blank" rel="noreferrer noopener" aria-label="7th pay commission (opens in a new tab)">7th pay commission</a> Government had restricted the said fee to Rs. 10,000/- per month vide order No.6(1) / 2009 / Edu.Concession / D(Res-II), dated 13th September, 2017.</li></ul>



<p>The decision was taken by the Government on the recommendations made by the Seventh Central Pay Commission (7th CPC) in Para 8.17.42 and 8.17.45 regarding Educational Concessions to the Children of Armed Forces Officers / Personnel Below Officer Ranks (PBORs) Missing / Disabled / Killed in action vide order No. 6 (1) / 2009 / Edu. Concession /D(Res-II), dated 13th September, 2017.</p>



<p>The case was taken up with MoD vide TRIPAS letter No.C / 7026 / VII CPC / 73 / Allce, dated 10th October, 2017.</p>



<p>In continuation of this Department&#8217;s letter vide order No.6(1) / 2009 / Edu.Concession / D(Res-II), dated 23rd March 2018, it has been decided with the approval of competent authority that the cap of Rs.10,000/- per month imposed on the combined amount of Tuition Fees and Hostel Charges vide para-5 of the order dated 13th September, 2017 stands deleted and all other provisions remain unchanged and the Educational Concession will continue to be admissible without the cap of Rs. 10,000/- per month.</p>



<p>This information was given by Raksha Rajya Mantri Dr. Subhash Bhamre in a written reply to Shri Asaduddin Owaisi in Lok Sabha today.</p>

<p>Subject :- <strong>Revision of the rates of Deputation (Duty) Allowance/pay fixation on appointment in the Personal Staff of Ministers- regarding.</strong></p>



<p>Consequent upon the implementation of the recommendations of the Seventh Central Pay Commission, the President is pleased to decide that in supersession of this Department&#8217;s order No. 2/23/2008-Estt.(Pay&#8211;II) dated 28th May, 2009, the pay of employees who are appointed in the personal staff of Ministers will be regulated in the following manner :-</p>



<p><strong>I. OFFICERS OF CENTRAL GOVERNMENT/AUTONOMOUS BODIES APPOINTED IN THE PERSONAL STAFF OF MINISTERS:</strong></p>



<p>(i) When the officers of the Central Government/Autonomous bodies holding posts at lower levels, or those who are not cleared for appointments at levels at which the posts in the Personal Staff of Ministers exist, are appointed to higher posts, in addition to their basic pay in their parent cadre, they may be allowed Deputation (Duty) Allowance at the rate of 15 % of their basic pay, subject to a maximum of Rs.9000/- per month.</p>



<p>(ii) As regards the officers who go on deputation to equivalent or analogous posts in the Personal Staff of the Ministers, in addition to their basic pay, they may be allowed Deputation (Duty) Allowance in accordance with this Department&#8217;s OM No. 2/11/2017- Estt.(Pay-II) dated 24th November, 2017.</p>



<p>(iii) The officers of All India Services and Organized Group &#8216;A&#8217; Central Services who are appointed in the Personal Staff of Ministers under the Central Staffing Scheme, may be allowed Central Secretariat (Deputation on Tenure) Allowance in accordance with this Department&#8217;s OM No.2/10/2017-Estt. Pay.II dated 24th April,2018.</p>



<p><strong>II. OFFICERS FROM STATE GOVERNMENTS/PUBLIC SECTOR UNDERTAKINGS APPOINTED IN THE PERSONAL STAFF OF MINISTERS:</strong></p>



<p>In the case of the officers from State Governments/Public Sector Undertakings, their terms of appointment may be governed by the orders contained in this Department&#8217;s OMNo.6/8/2009-Estt.(Pay-II) dated 17th June, 2010. The rate of Deputation (Duty) allowance payable in their case will be in accordance with this Department&#8217;s OM No.2/11/2017-<br />
Estt. (Pay-Il) dated 24th November, 2017. </p>



<p><strong>III. OFFICERS FROM PRIVATE SECTOR APPOINTED IN THE PERSONAL STAFF OF MINISTERS:</strong></p>



<p>In the case of officers from Private Sector appointed in the Personal Staff of Ministers, their pay shall be fixed at the minimum pay or the first Cell in the Level applicable to the post to which such employees are appointed, as per Rule 8 of the CSS(RP) Rules, 2016. However, where it is proposed to fix their pay by granting advance increment (s), the approval of this Department will have to be obtained.</p>



<p><strong>IV. APPOINTMENT OF RETIRED PENSIONERS IN MINISTER&#8217;s PERSONAL STAFF:-</strong></p>



<p>In the case of persons retired from Defence Forces or Civilian Organizations and appointed in the personal Staff of Ministers, their pay shall be fixed in accordance with the provisions contained in OM No.3/3/2016-Estt.( Pay-IT) dated 01.05.2017.</p>



<ol class="wp-block-list"><li>Basic pay in the revised pay structure means the pay drawn in the prescribed Level of Pay Matrix.</li><li>These orders shall come into effect w.e.f 01.07.2017.</li><li>In so far as persons serving in the Indian Audit &amp; Account Department are concerned, these orders issue after consultation with the Comptroller &amp; Auditor General of India.</li></ol>

<p style="text-align: center;"><em><strong>Revision of Allowances as per 7th CPC to University and College Teachers, equivalent academic cadre, Registrars, Finance Officers and Controller of Examinations</strong></em></p>
<p>MHRD issues orders for revision of allowances of teachers, equivalent academic cadre, Registrars, Finance Officers and Controller of Examinations in the Universities and Colleges as per the Recommendations of Seventh Central Pay Commission</p>
<p>The much awaited orders on revision of allowances and special allowances for teachers and equivalent academic cadre, Registrars, Finance Officers and Controller of Examinations in Central Universities and Colleges there under have been issued by the Ministry of Human Resource Development. This also includes centrally funded Deemed to be Universities.The orders come into force with immediate effect.</p>
<p>The revised special allowance per month for Vice Chancellor, Pro-Vice Chancellor, Principal in PG College and Principal in UG College are Rs. 11,250/-, Rs. 9,000/-, Rs. 6,750/- &amp; Rs. 4,500/- respectively.</p>
<p>This is likely to benefit 30000 teaching and equivalent staff in Central Universities and 5500 in Deemed to be Universities.</p>
<p>This will serve as a bench mark for 7 lakh teachers in State Universities.</p>

<p>Subject: &#8211; <strong>Implementation of the recommendations of Seventh Central Pay Commission &#8211; Cash Handling and Treasury Allowance -reg.</strong></p>
<p>Consequent upon the decision taken by the Government on the recommendations of the Seventh Central Pay Commission vide Department of Expenditure&#8217;s Resolution No. 11-1/2016-IC dated 06.07.2017, Cash Handling Allowance and Treasury Allowance have been subsumed in &#8216;<strong>Cash Handling and Treasury Allowance</strong>&#8216;. The President is now pleased to decide that Cash Handling and Treasury Allowance shall be admissible to Central Government employees at the following rates subject to conditions mentioned in subsequent paras: &#8211;</p>
<p>2. The powers to grant Cash Handling and Treasury Allowance remain delegated to the Ministries and Head of Departments who, at their discretion, may appoint Junior Secretariat Assistants / Senior Secretariat Assistants / Assistant Section Officers / officials holding substantive post up to level 7 of Pay Matrix, to perform the duties of Cashiers. The grant of Cash Handling and Treasury Allowance shall be subject to the following conditions:-</p>
<blockquote><p>(i) The amount of Cash Handling and Treasury Allowance to be granted will depend on the average amount of monthly Cash disbursed, excluding payment by cheques/ drafts/ECS/online payments/other modes where cash handling in physical form is not involved.<br />
(ii) The Ministry or Head of the Department concerned should certify, on the basis of the previous financial year&#8217;s average, the amount of Cash disbursed and sanction the rate of Cash Handling and Treasury Allowance appropriate to that quantum. The average amount of Cash disbursed should be arrived at by taking the total amount shown as disbursed in the Cash Book reduced by the items disbursed in the form of cheques/R.T.Rs/Drafts/ECS/online payments/other modes where cash handling in physical form is not involved, etc.<br />
(iii) The Cash Handling and Treasury Allowance granted to the official should be reviewed every financial year.<br />
(iv) Every official, who is appointed to work as Cashier, unless he is exempted by the competent authority , should furnish security in accordance with the provisions contained in Rule 306 (1) to 306 (4) in Chapter 12 of the General Financial Rules, 2017 as amended from time to time.<br />
(v) The Cash Handling and Treasury Allowance is to be granted from the date of issue of order of appointment as Cashier or from the date of furnishing security, whichever is later.<br />
(vi) Not more than one official should be allowed the Cash Handling and Treasury Allowance in an office/Department.<br />
(vii) Sanction in each case should invariably be issued in the name of the person who is appointed to do the Cash work and for whom the Cash Handling and Treasury Allowance is sanctioned.<br />
(viii) In cases of Cashier appointed on direct recruitment /promotion to such a post in terms of provision of RRs, no Cash Handling and Treasury Allowance will be admissible. Further, where there are sufficient number of Cashiers in various Grades to constitute a viable cadre in a Deptt./Organisation, then the post of Cashiers would not carry any Cash Handling and Treasury Allowance.<br />
(ix) The Cash Handling and Treasury Allowance will not be admissible to Senior Secretariat Assistants cum Cashiers as Cash Handling is part and parcel of the duties of this post.</p></blockquote>
<p>3. In the case of a newly created office, where it is not possible to observe all the conditions quoted above, Ministries and Heads of Departments may themselves grant Cash Handling and Treasury Allowance to cashiers during the first year of existence on the basis of the estimated average monthly cash disbursements. The other conditions quoted in para ( 2) above will, however apply.</p>
<p>4. Any relaxation of the above terms and conditions will require the prior concurrence of the Department of Personnel &amp; Training.</p>
<p>5. These orders shall be effective from 01.07.20 17.</p>
<p>6. In so far as persons serving in the Indian Audit and Accounts Department are concerned, these orders are being issued after consultation with the Comptroller and Auditor General of India.</p>
