<p>In view of the prevailing economic scenario and in order to promote fiscal discipline, Government of India has issued Economy instructions which, inter alia, impose a ban on creation of new posts. However, proposals for creation of posts are examined/concurred to in the Ministry on case to case basis if supported by adequate functional justification.<br />
All Ministries/Departments are required to review their vacancies vis-a-vis the work load regularly to take necessary steps for filing up vacancies as per their requirements subject to extant guidelines and rules on the matter.<br />
This information was given by the Minister of State for Finance, Smt. Nirmala Sitharaman in written reply to a question in Lok Sabha today.</p>

<p>To facilitate and smoothen the process of on-line submission of data, all the Cadre Units are again requested to furnish the sanctioned strength and incumbency position of UDC, ad-hoc UDC, UDC and ad-hoc Assistant, with representation of SCs, STs, OBCs and Persons with Disabilities in each grade as on 01.01.2012 and 01.01.2013 within 10 days.</p>

<p>The undersigned is directed to say that this Department is in the process of streamlining the procedure for collecting on-line data/information regarding sanctioned strength and incumbency position in the grade of <a href="http://centralgovernmentnews.com/category/ldc-udc/">LDC</a>, <a href="http://centralgovernmentnews.com/category/ldc-udc/">UDC</a> and ad-hoc Assistant, with representation of SCs, STs, OBCs and Persons with Disabilities in each grade. To facilitate and smoothen the process of on-line submission of data, all the Cadre Units are requested to furnish the sanctioned strength and incumbency position of LDC, ad-hoc UDC, UDC and ad-hoc Assistant, with representation of SCs, STs, OBCs and Persons with Disabilities in each grade as on 01.01.2012 and 01.01.2013, in the enclosed proforma, to this Department immediately, latest by 15.07.2013.</p>

<p>A proposal has been sent to Ministry of Defence to get its approval on Cadre restructuring of Store Keeping Staff in Ordnance Factories. Staff Side demanded to review the Cadre of Store keepers and remove the acute stagnation in various levels of meeting. Accordingly the issue has been examined by this Department, a proposal has been made and forwarded to MoD to obtain approval. The complete order is published on the official blog of INDWF today.</p>

<p style="text-align: justify;">After the implementation of the VIth CPC by the Govt. of India, there is a growing demand from staff side to review the Cadre of Store Keeping Staff in the Ordnance Factories Organisation.</p>
<p style="text-align: justify;">2. Accordingly the issue has been examined with the following terms of reference.</p>
<blockquote><p><span style="text-align: left;">i) To examine the stagnation profile of existing Supervisor(Stores) and Store Keepers.</span><span style="text-align: left;"><br />
</span><span style="text-align: left;">ii) To examine any other issues related to the career progression brought out by the Indian Ordnance Factories Non-Technical Supervisory Staff Association.</span><span style="text-align: left;"><br />
</span><span style="text-align: left;">iii) To suggest a viable cadre structure proposed in the Non-Tech. (Stores) discipline for the Supervisors (Stores) and Store Keeper.</span></p></blockquote>
<p style="text-align: justify;">3. Consequent upon the implementation of the 6th CPC the cadre structure of Store Keeping Staff in the OF. Organisation is as follows :-</p>

<p style="text-align: justify;">4. There is acute stagnation in the Store Keeping cadre. For promotion from Storekeeper to Chargeman (Stores) the residency period required is 18 years. About 394 employees are stagnating far from date of holding Store Keeper post. Relatively, stagnation amongst Supv(NT/S) is much more as compared to stagnation amongst Store Keepers. In Store Keeper post 9 years is 69 and for Supv. the said no. is 165. One of the main reasons for stagnation is reduction in the sanction strength of Chargeman (S) due to abolition of Posts during ADRP.</p>
<p style="text-align: justify;">5. Also, the Cadre review of stores stream has not been undertaken for a long time. There is considerable stagnation at the level of Supv.(NT/S) as stated earlier. For Supv.(NT/S) with a strength of 827 posts there are about 363 promotional posts of CIM(S), which is another main reason for acute stagnation.</p>
<p style="text-align: justify;">6. After implementation of the recommendation of the 5th CPC different intergrade ratios were prescribed for Technical and Non-Technical Supervisory Staff in the Ordnance Factories Organisation vide M of D letter No.44(1)/2002/III/D(Fy-ll) dt. 01.10.2002 (copy enclosed). For Non-Technical Supervisory Staff the ratio for JWM &amp; CJM works out 30:70, where as for Technical Supervisory Staff i.e. JWM(T) and C/M(T) the ratio is 40:60, which also puts non-technical staff in a disadvantageous position as far as career prospects are concerned.</p>
<p style="text-align: justify;">7. Considering all the above facts; the revised stature is proposed to be as follows.</p>

<p style="text-align: justify;">The financial implication per annum works out to Rs. 3673750 × 12=Rs.44085000/-. For matching saving, it is proposed to surrender 254 posts of Labourer in the pay band-i, Rs. 5,200- 20,200/- and G.P. Rs. 1800/-, (financial implication per annum for 254 posts of Labourer = 14500 x 254 x 12 = Rs. 44196000). This will result in savings of Rs. 111000/- per annum.</p>

Subject : <b>Sanctioned Strength, incumbency, vacancy in the grade of UDCs of CSCS &mdash; reg.</b></p>

Central Secretariat Clerical service consists of the grades of Upper Division Clerks (UDCs) and Lower Division Clerks (LDCs). Overall sanctioned strength of UDCs and LDCs is 3681 and 2252 respectively. Both the grades are, however, decentralized.</div>
<div style="text-align: justify;">

2. In pursuance to the recommendation of the Cadre Restructuring Committee of CSS, it was decided by the Cabinet in 2003 to discontinue direct recruitment of LDCs. The necessary order in this regard was issued on 20.4.2005 through which direct&nbsp;<span style="background-color: white;">recruitment to the post of LDCs in CSCS was discontinued. All the Cadre Units of CSCS were requested to issue the necessary orders for abolition of all the vacant posts in the LDC grade of CSCS as on 3.10.2003, falling under direct recruitment quota (80% on the basis of competitive examination held by the SSC and 5% on the basis of selection made by the SSC from amongst outstanding sportsmen). As regards, the posts falling vacant on and after 3.102003, 85% of all such vacant posts were to be abolished in each select list year.</span></div>

3. Though the cadres of UDCs and LDCs are decentralized, the overall control of the cadre lies with this department. However, the updated data about the sanctioned strength, incumbency position, vacancy etc. are not readily available with the department. It need not be emphasized that the said data is of utmost importance for formulation and implementation of any policy or plan with respect to the cadres.</div>
