<p style="text-align:center">Ministry of Youth Affairs and Sports<br /><strong> Promotion of Sports among Female Students</strong></p>

<p>Khelo India Scheme inter-alia provides for bridging gaps in sports infrastructure. Sports Authority of India (SAI) also implements the Schemes of National Sports Talent Contest (NSTC) and Extension Centres of SAI Training Centres (STC)/Special Area Games (SAG) Centres with the aim of promoting sports. These schemes are applicable for all, including girls schools and colleges. In financial year 2018-19 this Ministry spent Rs. 1297.39 crore for sports development details of which are as below:-</p>



<ol class="wp-block-list"><li><strong>Scheme</strong>: Development in sports Institutions <strong>Expenditure (Rs. in crore):</strong> 483.83</li><li><strong>Scheme</strong>: Encouragement and Awards to Sportsperson <strong>Expenditure (Rs. in crore):</strong> 312.32</li><li><strong>Scheme</strong>: Khelo India – National Programme for Development of Sports <strong>Expenditure (Rs. in crore):</strong> 501.24 </li></ol>



<p>“Sports” being a State subject the responsibility of development Sports, including among girls in schools and colleges across the country rests with the State / Union Territory (UT) Governments. Government of India supplements the efforts of State / UT Governments by providing financial assistance through National Sports Federations, training in Sports Authority of India (SAI) Centres and support under Khelo India Scheme.           </p>



<p>This information was given by the Minister of State (I/C) Shri Kiren Rijiju in a written reply in the Rajya Sabha today.</p>

<p>Subject: <strong>Use of Sports facilities of Sports Authority of India under Come &amp; Play Scheme for Central Government Employees &amp; their dependent families &#8211; inclusion of Dr Shyama Prasad Mukheljee Swimming pool complex in Talkatora Stadium, New Delhi in the said scheme regarding.</strong></p>
<p>The Central Civil Services Cultural &amp; Sports Board (CCSCSB) under the administrative control of the Department of Personnel &amp; Training (DOPT), a nodal agency for promotion of Cultural &amp; Sports activities amongst the Central Government employees in the country, had started a scheme for use of Sports facilities of Sports Authority of India(SAI) under their &#8216;<strong>Come &amp; Play scheme</strong>&#8216; in Badminton, Table Tennis, Fitness Centre and Swimming for Central Government employees &amp; their dependent family members vide circular no. 108/1/2014-15/CCSCSB dated 8th April, 2016. The details of the Come &amp; Play Scheme are available at http://sportsauthorityofindia.nic.in/ =&gt; Schemes =&gt; Come and Play-Scheme.</p>
<p>2. It has now been decided that with effect from 1st September, 2017 onwards, the Central Government employees &amp; the ir dependent family members may also use the swimming facility of the Sports Authority of India (SA l) under &#8216;Come and Play scheme&#8217; at Dr. Shyama Prasad MukheJjee Swimming pool complex in Talkatora Stadium, New Delhi at their rates (on monthly basis) or rates available for Central Government employees and their dependent family members, whichever is lower.</p>
<p>3. On submission of monthly payment receipts (in origi nal) of SAI to CCSCSB, the amount charged by SAI would be reimbursed after deducting the amount as mentioned below, directly to their bank accounts linked with Aadhaar num ber:</p>

<p>4. It may be noted that this scheme is one of identified scheme of DOPT for Direct Benefit Transfer (DBT). The bank details (like Account number, Bank &amp; Branch name, IFSC code) &amp; Aadhaar Number may be furnished while submitting payment receipts for re imbursement, directly to the Secretary (CCSCSB), Room No. 361 , DOPT, Lok Nayak Bhawan, New Delhi-110003. Further, a consent form for use of Aadhaar in the attached format may also be furnished.</p>

										<content:encoded><![CDATA[<p><strong>Promotion of Women&#8217;s Sports and Games </strong></p>
<p>The Minister of State (I/C) for Youth Affairs and Sports Shri Vijay Goel said in the Lok Sabha today that the Government of India through Sports Authority of India (SAI) is implementing the following Sports Promotional Schemes to scout and nurture both talented girls and boys to compete at National and International level competitions:</p>
<ul>
<li>National Sports Talent Contest Scheme (NSTC)</li>
<li>Army Boys Sports Company (ABSC)</li>
<li>SAI Training Centre (STC)</li>
<li>Special Area Games (SAG)</li>
<li>Extension Centre of STC/SAG</li>
<li>Centre of Excellence (CoE)</li>
<li>National Sports Academies (NSA)</li>
</ul>
<p>Presently, 13684 talented sports persons (9653 boys and 4031 girls) identified under SAI Schemes are being trained in 27 sports disciplines throughout the country.</p>
<p>In a written reply he said, though the sports promotional schemes are inclusive for all gender, caste, region, race, the majority of the sports persons selected under the above schemes are identified from the rural and backward area of the country and provided with sports facilities in the form of Expert Coaches, Sports Equipment (Consumable &amp; Non-Consumable), Boarding &amp; Lodging, Sports Kit, Competition Exposure, Educational Expenses, Medical/Insurance and Stipend under Residential &amp; Non-Residential as per the approved scheme norms.</p>
<p>In addition to it, to promote sports among girls/women, SAI has established three sports training centres exclusively for girls/women which are as under:</p>
<p>1.      STC, Badal (Punjab)</p>
<p>2.      STC, Dharamshala (Himachal Pradesh)</p>
<p>3.      STC, Medikeri (Karnataka)</p>

Under the scheme, the Central Government Employees &amp; their dependent family members may use sporting facilities for Badminton, Table Tennis and Fitness Centre (excluding Sauna Facility) of the Sports Authority of India (SAl) at their rates (on monthly basis) or rates available for Central Government employees and their dependent family members, whichever is lower.</p>
<p>3. On submission of monthly payment receipts (in original) of SAl to CCSCSB, the amount charged by SAl will be reimbursed after deducting the amount of Rs. 100/ &#8211; (for Badminton and Table Tennis) and Rs. 200/- (for Fitness Centre), directly to their bank accounts linked with Aadhaar number. It may be noted that this scheme is one of indentified scheme of DOPT for DBT on boarding. The bank details (like Account number, Bank &amp; Branch name, IFSC code &amp; Aadhaar Number) may be furnished while submitting payment receipts for reimbursement, directly to the Secretary (CCSCSB), Room No. 361, DOPT, Lok Nayak Bhawan, New Delhi-110003.</p>

<p>The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that the Ministry of Youth Affairs &amp; Sports provides Special Awards to Medal winners for the medals won in International Sports Events. Medal winners in National Games are not covered in the Ministry’s scheme of Special Awards.</p>
<p>In a written reply in the Rajya Sabha today Shri Sonowal said, as Sports is a State subject, the primary responsibility for promotion and development of sports including identification and nurturing of potential talent is that of States. However, the Ministry of Youth Affairs &amp; Sports and the Sports Authority of India, an autonomous body under administrative control of the Ministry, supplement the efforts of the States under the following schemes:</p>
<p>I. Schemes being implemented by the Department of Sports, Ministry of Youth Affairs &amp; Sports</p>
<blockquote><p>
(i) “Rajiv Gandhi Khel Abhiyan” (RGKA), a centrally sponsored scheme introduced in 2014-15 in place of erstwhile Panchayat Yuva Krida aur Khel Abhiyan, aims at construction of Integrated Sports Complexes in all block panchayats of the country in a phased manner and providing access to organized sports competitions at block, district, state and national levels.<br />
(ii) Urban Sports Infrastructure Scheme, introduced in 2010-11, envisages development of playfields by the State Governments through Playfield Associations, coach development programme through Central and State Governments, creation of infrastructure including laying of artificial turfs for hockey, football and athletics, and construction of multi-purpose hall. Under the Scheme, State Governments, local civic bodies, schools, colleges, universities and sports control boards are eligible for assistance.<br />
(iii) Scheme of Assistance to National Sports Federations (NSFs) for conduct of National Championships at Senior, Junior, Sub-Junior level for men and women, conduct of international tournaments in India, participation of sportspersons in international sports competitions, organizing coaching camps, engagement of foreign coaches, and procurement of sports equipments.<br />
(iv) National Sports Development Fund (NSDF) for various activities including giving assistance to elite athletes, who are medal prospects for their customized and tailor-made training and competition exposure.<br />
(v) Scheme of Human Resource Development in Sports focusses on developing human resources in sports sciences and sports medicine for the overall development of sports and games in the country. The scheme also provides assistance to coaches and referees / judges to upgrade knowledge / accreditation level and assistance for participation in and conduct of seminars in India, etc.<br />
(vi) Scheme of Special Cash Awards for Winners of medals in international sports events and their coaches.<br />
(vii) Scheme of Pension to Meritorious Sportspersons after they retire from active sports career with the objective of providing them financial security and incentivizing sporting achievements.<br />
(viii) Scheme of National Sports Awards, viz, Rajiv Gandhi Khel Ratna, Arjuna Awards, Dronacharya Awards, Dhyanchand Awards for honouring them for their achievements and contributions as sportspersons and coaches.<br />
(ix) National Welfare Fund for Sportspersons for providing lump sum financial assistance to sportspersons now living in indigent conditions for their medical treatment etc.<br />
(x) Scheme of Sports &amp; Games for Persons with Disabilities for broad-basing of sports among differently-abled sportspersons by way of conduct of training for community coaches, conduct of sports competitions and providing assistance to schools/institutes having differently-abled sportspersons on their rolls for procurement of sports equipments and engagement of coaches on contract basis.</p></blockquote>
<p><strong>II. Schemes being implemented by Sports Authority of India</strong></p>
<blockquote><p>(i) National Sports Talent Contest (NSTC): The main objective of the scheme is to identify gifted and talented sportspersons among school children in the age group of 8-14 years.<br />
(ii) Army Boys Sports Companies (ABSC) is implemented in collaboration with the Army. Children in the age group of 8-16 years are imparted scientific training to achieve excellence at national and international levels. The scheme also provides job opportunities in the Indian Army. Similar arrangements are proposed to be made in Central Para-military forces.<br />
(iii) Special Area Games (SAG): This Scheme follows an area-specific approach to scout and nurture talent for modern competitive games and sports from tribal, rural, coastal and hilly areas of the country. The main objective of the scheme is to train talented and meritorious sportspersons in the age group of 12-18 years.</p>
<p>(iv) SAI Training Centres (STC): Under this scheme, talented youth in the age group of 12-18 years are given the option to join the scheme on residential or non-residential basis.</p>
<p>(v) Centres of Excellence (COE): The main objective of this scheme is to identify and train outstanding sportspersons who are medal prospects for the country in international competitions.</p></blockquote>
