<p>A meeting was held today with the Member Staff, Railway Board, to discuss the vital issues raised by AIRF with the Railway Board, wherein the following deliberations took place.</p>

<p>Dear Comrades,</p>
<p>Sub: <strong>Brief of the meeting held today with the Member Staff, Railway Board, to discuss the important issues raised by AIRF with the Railway Board</strong></p>
<p>A meeting was held today with the Member Staff, Railway Board, to discuss the vital issues raised by AIRF with the Railway Board, wherein the following deliberations took place:-</p>
<p>Implementation of four grade structure, in the ratio of 10:20:20:50, in the case of Trackmen/ Track Maintainers &#8211; Member Staff informed that, four grade structure, in the ratio of 10:20:20:50, is approved by the Full Board, and the file was put-up to Hon&#8217;ble MR for his approval. Hon&#8217;ble MR wanted certain clarifications from the Engineering Directorate, and the same was submitted by the said Directorate. This will be finalized after arrival of Hon&#8217;ble MR who is busy in the state elections.</p>
<p>Revision of the rates of Running Allowance and other Allowances related to Running Staff &#8211; After lengthy discussions; the Member Staff informed that, the file is put-up to Hon&#8217;ble MR for his approval, and after his approval, the file would be sent to the MoF. The Member Staff further informed that, the matter is vigorously pursued by him with the MoF.</p>
<p>Continuance of the LARSGESS &#8211; The Official Side informed that, after consultation with the Solicitor General, original scheme would be implemented after submitting it to the court. The court has given time for submitting the final result.</p>
<p>Advancement of prospects of the staff working in erstwhile GP Rs.1800 and GP Rs.4600 &#8211; After prolonged discussion, the Member Staff agreed that, there is stagnation of the staff working in erstwhile GP Rs.1800. Federation (AIRF) pointed out that, due to various surrenders in Grade III Technicians as well as other cadres, the present incumbents working in erstwhile GP Rs.1800 are not getting promotions. Due to direct recruitment in GP Rs.4600, people are not having any promotional prospects as there are no grades in GP Rs.4800 and GP Rs.5400. Federation(AIRF) wanted that, as was done on previous occasion, 50% of Direct Recruitment vacancies should be thrown open for promotion for the staff working in erstwhile GP Rs.1800, and also GP Rs.4800 and GP Rs.5400 SSEs and Sr. Supervisors should be made Gazetted.</p>
<p>Non-revision of rates of Incentive Bonus/Bonus Factor and PCO Allowance paid to Technical Staff and Supervisors of the PUs and Maintenance Workshops &#8211; The Committee appointed by the Railway Board is expected to submit its report within a month&#8217;s time, and then only; the item will be finalized.</p>
<p>Upgradation of the Apex level of Group &#8216;C&#8217; to Group &#8216;B&#8217; &#8211; AIRF insisted that, powers are vested with the Railway Board to grant upgradation for the apex grade Supervisors to Group &#8216;B&#8217;. This was also confirmed by the Finance Secretary(Exp.) on the previous occasion, and the minutes of the said meeting given to the Railway Board. In spite of that, the matter is dragged by the Railway Board by sending proposal to the MoF. The Federation(AIRF) insisted that, decision should be taken at the Railway Board level itself. Member Staff directed the AM(S) to put-up all the particulars, including minutes of the Cabinet Secretary, for taking a decision. The Federation(AIRF) insisted that, as per the Act and Codal Provisions as well as Business Rules, the powers are vested in the Railway Ministry and they should not run to the DoP&amp;T and MoF.</p>
<p>Regularization of the Act Apprentices in Railways &#8211; AIRF demanded that, all the Act Apprentices imparted training in the Railways should be absorbed in the Railways. It was explained to the Member Staff that the orders were available previously, but unfortunately, Board have issued orders and implemented the orders with back date, depriving the Act Apprentices from the absorption in the Railways. The Federation demanded that, new Apprentices Act, passed by the Parliament, has given full powers to decide procedure for absorption of these Act Apprentices. Federation demanded that, Screening Type system should be adopted for absorption of the Act Apprentices. Member Staff agreed to study the problem after finalization of the present RRC examination.</p>
<p>It is worth-mentioning here that, there will also be another round of discussions with the Member Staff, Railway Board, tomorrow, i.e. on 5th December, 2018, and the outcome of the said meeting shall also be communicated to all of you.</p>

Sub: <strong>Brief of the meeting held today with Hon&#8217;ble Minister for Railways, who is also looking after the portfolio of the Finance Ministry</strong></p>
<p>Met today with Hon&#8217;ble Minister for Railways, Shri Piyush Goyal Ji, who is also looking after Finance portfolio, at North Block, and pursued him for early settlement of the significant issues related to the Central Government Employees, viz. NPS, Minimum Wage and Fitment Formula as well as important issues related to THE Railwaymen, viz. LARSGESS, upgradation of Trackmen in the ratio of 10:20:20:50 and Running Allowance, etc. etc.</p>
<p>Though he heard all the issues very patiently, but said that, the issues related to Finance Ministry would be dealt by the regular incumbent, Shri Arun Jaitley Ji, but promised that he would arrange a meeting.</p>
<p>Regarding Railways related issues, he said that, certain issues are in the process, and major issues like promotion of the staff, Running Staff, upgradation of the Trackmen in the ratio of 10:20:20:50, etc. etc., would be resolved amicably.</p>

<p>Dear Brothers/Sisters,</p>
<p>We Will be celebrating New Year Day on January 1, 208 with disappointment and  agony as the Government has done grave injustice by reducing the percentage or various  Allowances and also by not granting the Allowances from 1st January. 2016. Almost all Railway employees in all corners Of Indian Railways have been deprived Of their legitimate Allowances in terms Of percentages existed prior to acceptance Of 7th CPC report.</p>
<p>The Running Staff, Brothers/Sisters, are aware that NFIR has placed cogent case before the Railway Board for hiking Kilometrage rates on the basis of Running Allowance formula and revision of TA rates. Our presentation was admired by the Running Staff. The Railway Board has discussed with NFIR twice on revision of Running Allowance rates and on both the occasions we conveyed the logic for upward revision or mileage rates and also revision of other related Allowances.</p>
<p>It is sad to mention that the decisions reached negotiated settlement concerning various categories of employees are yet to be implemented while we are walking into New Year on 1st January, 2018. As part of celebrations, everyone of us should convey our deep sense Of disappointment and anguish to the Railway Ministry and the Government and at the same time urge the Government to respond to our issues quickly and positively.</p>

<p>At the outset I convey my hearty best wishes to all of you, along with the entire family members, for a very very Happy and Prosperous New Year 2018.</p>
<p>As you all are aware, revision of rates of the Running Allowances and other allowances related to Running Staff are overdue and are delayed inordinately by the Ministry of Railways.</p>
<p>You also know that AIRF has been making all out sincere efforts with the Railway Board to get the rates of Running Allowance and other allowances related to Running Staff revised, but till date no fruitful outcome has emerged.</p>
<p>It has, therefore, been decided that, while celebrating New Year on 1st January, 2018, a &#8220;<strong>Protest Day</strong>&#8221; would simultaneously be observed by holding mass meetings, dharnas, rallies at all the Branches, Installations and Divisional levels to lodge our strong anguish against the dillydallying attitude of the Ministry of Railways on the subject.</p>
<p>You are, therefore, requested to take necessary steps in this regard, and the comprehensive reports may be sent to this office for better appreciation of the same.</p>

<p>The undersigned is directed to refer to this Ministry&#8217;s OM of even no. dated 30.08.2016 wherein an issue raised by one of the Staff Federations vide PNM Agenda Item No.10/2016 was referred to M/o Finance for examination. The Federation had demanded that the basic pay for the purpose of calculation of increment in the 6th CPC should include Pay element of Running Allowance for the Running staff. This meant that increment of Running Staff should be calculated @3 % of {Basic pay + pay element (presently 30% of Basic Pay)}.</p>
<p>2. This issue was examined in Pay Commission Dte. of Railway Board and a copy of reply sent to one of the Zonal Railways is enclosed as Annex-I.</p>
<p>3. As regards the queries raised by M/o Finance vide 011/1 dated 01.02.2017, it is clarified that a portion of Basic Pay of the Running Staff is treated as a “Pay element of running allowance” which itself falls outside the definition. of Basic Pay as defined in FR(9) (21)(a)(i) but falls in the broader definition of the term &#8220;pay&#8221; as in FR(9) (21)(a)(iii). The pay element at specified rates is counted for specified purposes only. As per Rule No. 25 of &#8220;The Rules for payment of Running and other Allowances to the Running Staff on Railways, 1981&#8221; read with para 3.23 of Railway Board’s letter No.E(P&amp;A)II-80/RS- 10 dated 17.07.1981 (Annex-11), the pay element i.e. 30% of the Basic Pay of Running Staff will be reckoned as pay for specified purposes (not for all) such as Dearness Allowances, House Rent Allowance, entitlement to Passes, PTOs etc. It is pertinent to mention here that pay element is not reckoned as pay for Transport Allowance, Night Duty Allowance etc.</p>
<p>3.1   In accordance with para 2 of Board’s letter No. E(P&amp;A) II-2005/RS-34 dated 26.12.2008 (RBE No.202/2008) (Annex-III}, pay element in the Running n Allowance for running staff would be 30% of the basic pay under Railway Service (Revised Pay) Rules,2008 for computation of specified benefits excluding retirement benefits. For the purpose of computation of retirement benefits of running staff, an additional quantum of 55% of the basic pay under RS(RP) Rules,2008 would be reckoned.</p>

Sub: <b>Empowered Committee for Running Allowance in the 7th CPC Pay Structure-reg.</b><br />
Ref: Railway Board’s order No. ERB-U2016/23/1 dated 05/05/2016.</p>
<p>The Railway Board has since issued an order dated 05/05/2016 constituting Empowered Committee for Running Allowance in the 7th CPC Pay Structure. According to Board’s letter, ED/PC-I, Railway Board shall be the Convener of the Empowered Committee and five EDs of different directorates shall function as its members.</p>
<p>In this connection, NFIR desires to convey that pursuant to bipartite agreement reached on the report of the Running Allowances Committee, 1980, the running allowance eligibility criteria, pay elements for various poses, ALK etc., were decided by the Railway Ministry in the year 1981.</p>
<p>With the implementation of 6th CPC pay structure (Pay Band &amp; Grade Pay), a number of aberrations have however cropped up and all those issues were raised by NFIR in different fora. The issues were also discussed in the Fast Track Committee meetings, besides PNM and DC/JCM meetings, but unfortunately, there has been no finality till now. In the full Board meeting chaired by CRB on 7th February 2014 and in the Fast Track Committee meetings, it was decided that the running staff issues need to be dealt in the joint committee and accordingly joint committee was constituted. Although the joint committee met twice, the issues remained unresolved.</p>
<p>Now that the Railway Board has constituted Empowered Committee in the wake of 7th CPC report presently under consideration of the Government, the NFIR urges upon the Railway Board that the issues which are pending before the Joint Committee should be got finalized quickly. Thereafter there should be formal meetings with the Federations for discussing the new issues which may arise consequent upon the decision for implementation of VIIth CPC Pay Matrix levels. In this context, the Federation wants to remind the Railway Board that the pay elements 30% and 55% of pay which are in vogue since the time of 4th CPC should be continued without any dilution even when 7th CPC Pay Matrix levels are to be implemented.</p>
<p>Federation hopes that the Railway Board would take note of earlier agreements reached with the Federations for ensuring that the same are not deviated.</p>

<p>&nbsp;</p>
<ul>
<li>Running allowance is an allowance granted to running staff for the performance of duty directly connected with the charge of moving trains and includes “Kilometreage allowance” or “Allowance in lieu of Kilometreage” but excludes special compensatory allowances. This allowance is paid on the Kilometreage basis calculated at the rates specified per hundred kilometers. (Ref 1)</li>
<li>When running staff are put to officiate in a “running” post for 30 days or less, they will be paid pay in lower grade plus running allowance at the rates applicable to the higher grade in which they officiate enhanced by 15% (Ref 2)</li>
<li>Running Allowance shall be admissible to the Loco Inspectors drawn from the loco running staff for the performance of duties directly connected with the training and monitoring of loco running staff on foot plate. (Ref 3)</li>
<li>Running staff drawing running allowance are not entitled to traveling allowance.(Ref 4)</li>
<li>Kilometrage  shall  be  calculated  as per the  distance  shown  in  the  Working  Time  Tables.(Ref 5)</li>
