<p><strong>Another
 chance to eligible Multiple Disability (MD) ‘Divyangjan’ Level-1 
candidates to rectify disability option for Railway jobs</strong></p>



<p><strong>Eligible  MD Divyangjan candidates who have filled in their Disability option  incorrectly while applying can now represent to the RRC of the Zonal  Railway they had opted for with proof. Option to be available from 23rd  December 2019 on RRC websites</strong></p>

<p>It may be recalled that Railway 
Recruitment Boards (RRBs) had advertised through their centralized CEN 
02/18 notification for around 63000 vacant Level-1 posts in early 
February,2018. Consequent to the notification of the revised Divyangjan 
Act (RPWD Act, 2016) and orders of the Hon’ble Delhi High Court in a 
case filed by an organization for one of the Divyangjan categories, a 
corrigendum was issued on Feb 28, 2018. An extended one month window was
 provided to enable the Divyangjan categories included in the revised 
Act, including candidates with identified Multiple Disabilities (MD) to 
apply for the examination. Around 1.17 crore candidates including around
 1.54 lakh Divyangjan appeared at the Computer based written tests. The 
number of vacancies reserved for Divyangjan&nbsp; is over 2400, with around 
equal number reserved for the four Disability categories of Locomotor 
Disability (LD), Visually Impaired (VI), Hearing Impaired (HI), and 
Multiple Disability (MD). MD refers to candidates having more than one 
Disability among the other three Categories of LD, VI and HI.</p>



<p>The
 vacant posts notified for any Zonal Railway are being filled in as per 
merit position among those who have opted for that zonal Railway and 
have secured the minimum qualifying threshold marks and qualified in the
 Physical Efficiency Tests (PET) conducted by the Railway Recruitment 
Cells (RRC) of the respective Zonal Railways. Divyangjan candidates have
 not only been fully exempted from PET, but have been accorded 2 marks 
relaxation in minimum qualifying cut-offs as well. Their final 
selection, subject to Document Verification and Medical Examination, is 
therefore based on their merit position in the Computer Based Tests for 
their Disability category and Zonal Railway they had opted for.</p>



<p>While
 over 1025 Divyangjan candidates have already been finally selected and 
several more candidates’ cases are under verification/medical 
examination, it has been observed that the MD category has remained 
mostly unfilled in all Zonal Railways. It is a fact that this Category 
has been included as per the revised Act fairly recently and the CEN 
02/2018 is among the earliest recruitment notifications to incorporate 
this Disability Category.</p>



<p>In this context, several 
Divyangjan candidates &amp; groups have represented that due to 
unfamiliarity with the revised Categorisation and application protocol, 
they have filled in only Single Disability (either LD or VI or HI) 
option in the application form, instead of two or more of the 
Disabilities that they are affected with. Due to this inadvertent 
exercise of option, such candidates have therefore been considered only 
against the respective single Disability Category of LD or VI or HI as 
per option, and not as MD to which they actually belong.</p>



<p>The
 above representation has been considered in the Ministry of Railways, 
and it has been decided to allow a window period for such candidates to 
represent for considering them against MD Category vacancies. 
Accordingly, those eligible Divyangjan MD candidates who actually have 
more than one benchmark Disability among the three single Disability 
categories of LD, VI and HI but have inadvertently opted for only a 
single Disability Category in their application forms for the Level-1 
CEN 02/2018 recruitment notification will now get another chance to be 
considered against unfilled MD Category vacancies of the Railway zone 
they had originally opted for. Such eligible Divyangjan MD candidates, 
who have a score of 38 or more in the written Computer Based Test (28 or
 more for Divyangjan of SC/ST/non-creamy layer OBC) will be able to 
represent to the RRC of the Zonal Railway they had opted for with proof 
of their belonging to MD Category. The notification and format for 
representation is scheduled to be available in the relevant RRC/RRB 
websites from 23rd December 2019 for around a fortnight. From amongst 
the eligible applications so received and scrutinised, shortlisting for 
further processing for filling up the unfilled MD vacancies will be done
 as per merit position. Indicative notice has already been published in 
newspapers for advance information of the eligible MD Category 
Divyangjan in this regard.</p>



<p>Indian Railways continues to
 remain committed to the cause of empowerment of Divyangjan and in 
following all applicable laws and provisions in this regard in letter 
and spirit. The dispensation being adopted above is an illustrative 
example in this regard.</p>

<p>Ministry of Railways has announced recruitment for 13487 posts of Junior Engineers (JE), Junior Engineers (Information Technology), Depot Material Superintendent (DMS) &amp; Chemical &amp; Metallurgical Assistant (CMA). The scale of the posts is Rs 35,400- 112400/- (Level 6) as per 7th CPC. The notification for the posts has been issued on the Railway Recruitment Board (RRB) website. The last date for applications for this 2 stage recruitment (1st stage- CBT, 2nd stage- Document Verification) is 31st January, 2019.</p>
<p>It is also to be noted that the notified 13487 vacancies are spread over different Railway Zones and States and candidates from all over India may apply against these pan India vacancies.</p>
<p>The qualifications to apply for Junior Engineers posts are three years Diploma in specified Disciplines or combination of various streams of the basic Engineering disciplines from a recognised Institution. For Depot Store Superintendent, three years Diploma in Engineering in any discipline from a recognized University/Institute. Degree in Engineering disciplines will also be acceptable in lieu of Diploma in Engineering. For Junior Engineer (IT), PGDCA/B.Sc. (Computer Science)/B.Tech (Computer Science)/DOEACC &#8216;B&#8217; level course of three years duration or equivalent from recognised University/Institute is required qualifications for application. For Chemical &amp; Metallurgical Assistant, Bachelor&#8217;s Degree in Science with Physics &amp; Chemistry with minimum of 45% marks from a recognised University/Institute is required qualification for application. The medical standards for various posts are A3, B1, B2, C1. Age criteria is 18-33 years (as on 01.01.2019)</p>

<p>The Junior Engineers and Senior Section Engineers in the Railways are field level Supervisors whose contribution for safe and efficient running of the system has been very significant. These Engineers ensure quality and efficiency in the course of performing their duties on Open Line/Construction and as well in Workshops/Production Units. Unfortunately, this core section of Supervisors has not been looked after matching with their duties and responsibilities over a period of time, consequently their pay structure as on date, got relegated to two levels only i.e. Pay Level 6 &amp; 7 (7th CPC).</p>
<p>An honest review into the pay structure existed decades back for these Supervisory Staff and fair comparison with that of 5th, 6th &amp; 7th CPC Pay Structures would establish the truth that these vital field leaders have been subjected to grave injustice, which led to deep sense of frustration among them. The following table reveals how the Junior Engineers and Senior Section Engineers have been put to perpetual injustice not only by the Pay Commissions but also at the hands of Ministry of Railways.</p>

<div data-blogger-escaped-style="text-align: center;"> NFIR has been fighting for the cause of this neglected category at all fora, demanding review and justice. Though in the year 2006, the Railway Board had agreed for upgradation of 15% apex level Group &#8216;C&#8217; posts to Group &#8216;B&#8217; Gazetted, for facilitating promotion-of Senior Supervisors and written commitment was also given by the full Board on 7th February 2014, but sadly till date no positive results have emerged.</div>
<p>Railway Board have also given incorrect picture to the 7th CPC stating that these Engineers get promoted from one grade to the other on completion of every four years service. This incorrect position led the VIIth CPC not to recommend appropriate improved pay structure.</p>
<p>It is disheartening to mention that those technocrats recruited from Open Market through RRBs as Sr. Section Engineer (GP 4600 of 6th CPC/Level 7 of 7th CPC) have no career growth at all, due to non-provision of higher pay levels in the cadre structure, with tie result large percentage of these Engineers stagnated. In this context, NFIR brings to the kind notice of CRB that during 3rd CPC period the apex pay scale of Rs. 840-1040 &amp; 840-1200 was allotted to the Technical Supervisors and these scales were higher than the pay scale of Group &#8216;B&#8217; Gazetted Officer, but sadly the said position got demolished, causing demoralizing effect on Technical Supervisors who are the core Supervisory force accountable for safety, efficiency, punctuality and productivity.</p>
<p>NFIR has already taken up this issue through its PNM agenda given to Railway Board on 4th January, 2018, while the related subject raised by the Federation is also pending in the Departmental Anomaly Committee (DAC). A copy of NFIR&#8217;s PNM Agenda Item No.03 is enclosed for kind perusal.</p>
<p>Incidentally, NFIR also brings to the kind notice of CRB that in the General Managers Conference held at Rail Bhavan on 1lth January, 2010, the General Secretary, NFIR had pointed out to the Hon&#8217;ble Railway Minister, the miserable plight of Track Maintainers with no carrer growth at all for them, as a result of implementation of 6th CPC Pay Structure whereby, 94% of Track Maintainers got placed in Recruitment Grade Pay 1800/- while only 6% were placed in Gp 1900/- (benefit of Rs.100/- only p.m. on promotion). The Federation also explained to the Hon&#8217;ble Railway Minister in the GMs Conference that vast percentage of Track Maintainers retire/die in the recruitment Grade Pay itself. Responding to NFIR&#8217;s point, the Hon&#8217;ble Railway Minister had directed the Railway Board to constitute a Joint Committee to examine and propose special package.</p>
<p>The Committee met and reviewed the Track Maintainers cadre structure viz-a-viz working and service conditions and given its report to the Railway Ministry. After having considered the said report, the Railway Ministry had decided to grant cadre restructuring to this category, duly introducing new grade pay GP 2400/- and 2800/- respectively. This decision was taken by the Railway Ministry independently, without approaching Ministry of Finance.</p>
<p>In the case of JEs/SSEs, NFIR strongly feels that total revamping of cadre structure is the need of the hour,considering multifarious duties being performed by the Supervisors who are also buffers in between the management and workers at grass root level. Though the Hon&#8217;ble Railway Minister had sought approval of Finance Ministry for placement of 75% of posts of GP 4600/- in GP 4800/- Pay Level 8, there has been no positive result till date. This reveals that the Railway Ministry has failed to deliver justice to these unfortunate Engineers who are the backbone of the system and contributing for improved efficiency of the Railways. It may also be noted that the duty hours of these staff are unlimited, while they shoulder &#8220;stores/Materials&#8221; responsibilities in addition to their field duties and establishment matters.</p>
<p>In order to mitigate the problems and ensure justice to JEs/SSEs of Indian Railways, NFIR requests the Railway Board (CRB) to kindly get examined the Pay Structure of JEs/SSEs denovo, taking into account the cadre structure from 3rd CPC and onwards for the purpose of granting revised cadre structure. In this context, NFIR proposes the following for early consideration and approval.</p>

<p>Presently, there are 21 Railway Recruitment Boards (RRBs) across the country for catering to the requirements of various categories of Group &#8216;C&#8217; posts of Zonal Railway(s) / Production Unit(s).</p>
<p>During the last three years, a total of 62,773 candidates have been empanelled for various categories of Group &#8216;C&#8217; posts by all the 21 RRBs. Year-wise break-up is as under-</p>

The RRBs have been established based on territorial jurisdiction of the Indian railways and not on the basis of State(s), Zone(s) / Region(s). Candidates are free to apply to any RRB throughout the country in response to the advertisements; RRBs do not make any distinction on the basis of State(s), Region(s) / Area(s) / Locality, Caste(s), Gender(s) or Creed(s). No preference / relaxation is given to candidates belonging to any region.</p>

<p><strong>Sub: Grant of pay fixation under 7th CPC Pay Matrix level to the RRB empanelled candidates who have completed training &#8211; case of SSEs (S&amp;T)-reg.</strong></p>
<p>Representations have since been received that RRB empanelled candidates for the post of SSE (S&amp;T) have completed the prescribed induction training on 1st June 2016 particularly on North Central Railway, but however, they have not been granted pay fixation in 7th CPC Pay Matrix till date. It has further been represented by the recruitees that similarly recruited candidaies as SSE, P. Way, C&amp;W etc., have already been granted pay fixation 7th CPC Pay Matrix. The discrimination against directly recruited SSEs (S&amp;T) has been causing disappointment and resentment among them, who feel that the Administration has been indifferent towards their entitlements of 7th CPC Pay Matrix.</p>
<p>NFIR, therefore, requests the Railway Board to kindly intervene and issue suitable instructions to the GMs of Zonal Railways (more particularly General Manager, N.C. Railway) for ensuring that all such SSE (S&amp;T) trainees who have completed training are granted 7th CPC pay from the date subsequent to the date of completion of training without loss of time.</p>

<p>Taking a new leap forward, Railway Recruitment Board are organizing Pan-India On-line (Computer Based) recruitment examination, for the first time, for 3273 vacancies of Senior Section Engineers and Junior Engineers from 26th August to 4th September, 2015. Applications for this examination were also called Online. Around 18 lakh candidates have applied for this mega On-line (Computer Based) examination. Sharp increase in vacancy to candidate ratio indicates wide popularity and acceptance of On-line mode.</p>
<p>This new format is expected to enhance objectivity, transparency and credibility of Railway Recruitment Board (RRB) exams significantly. This examination is being conducted in 242 cities all over India including far off locations in North East and J&amp;K.</p>
<p>The on-line system is very user friendly and fool-proof, taking care of all the checks and balances. The system allows the candidate to navigate from one question to another with utmost ease and can also be read/attempted in the respective regional languages.</p>

<p>Sub: <strong>Procedure for recruitment of staff in Pay Band-I of Rs. 5200-20200 (Grade Pay: Rs. 1800) on Indian Railways regarding.</strong></p>
<p>In terms of existing instructions, recruitment to posts in Grade Pay: Rs. 1800 is to be conducted annually and employment notification has to be issued in July of the year taking into account the vacancies of the next calendar year. Vacancies so notified, are subject to revision since any shortfall of earlier recruitment is to be taken care of. Presently no specific instructions exist for RRCs and they are to follow RRB pattern in the absence of the same. The issue of modification of indents has been examined on references received from field units and the following has been decided by Board:</p>
<p>(a) The revised indents may be placed with the personal approval of General Manger of the Railway concerned, where requirement of enhancement of vacancies is to the extent of 50% or below of the notified vacancies.</p>
<p>(b) If enhancement is more than 50% of the notified vacancies, then Board’s specific approval will have to be taken by the <a href="http://centralgovernmentnews.com/category/railways/">Railway</a> with the personnel recommendation of the General Manager.</p>
<p>(c) In case of reduction/cancellation of indent itself, Board’s specific approval will have to be obtained with the personnel recommendation of the General Manager.</p>
<p>(d) The stipulation made above can be exercised only once, after the notification of the vacancies has been done. For all cases as above, entire exercise be completed one month before the commencement of written examination.</p>
