Civil Dress Code for RPF/RPSF – Railway Latest amendments: Railway Board Order dated 16.03.2023

Earlier Provision:

The Railway Protection Force (RPF) and Railway Protection Special Force (RPSF) have specific dress codes for their officers while on duty. The uniform for male officers includes a khaki shirt with a navy blue tie, navy blue trousers, black leather shoes, and a navy blue beret with the RPF/RPSF badge. Female officers wear a khaki shirt with a navy blue scarf, navy blue trousers/skirt, black leather shoes, and a navy blue beret with the RPF/RPSF badge.

However, when off duty or in non-operational areas, RPF/RPSF officers are required to dress in civil clothing as per their own discretion. It is important to note that even in civil clothing, officers are expected to maintain a professional and presentable appearance.

The RPF/RPSF also has guidelines for their officers regarding the types of clothing that are appropriate to wear while on duty or in uniform. Officers are not allowed to wear anything that may be deemed offensive, such as clothing with profanity, gang-related symbols, or other inappropriate imagery. Additionally, officers are required to wear their uniforms properly and maintain a neat and clean appearance at all times.

It is important for RPF/RPSF officers to adhere to these dress code guidelines to maintain a professional and respectable image while carrying out their duties.

The Hon’ble President of India has awarded the following RPF/RPSF personnel with Jeevan Raksha Padak awards as mentioned below:

Jeevan Raksha Padak – Shri Jaipal Singh,
Head Constable/ Northern Railway

Jeevan Raksha Padak – Shri Surendra Kumar,
Constable/ Northern Railway

Jeevan Raksha Padak – Shri Bhuda Ram Saini,
Constable/7th BN/RPSF

On 12.05.2022, in the jurisdiction of Nizamuddin Railway Station between Rly. Km 1532/13 to 1532/25, at about 16:10 hrs BTPN wagon no. 40121185538 caught fire due to technical reasons. At that time about 1000 (one thousand) persons were working at the site. An atmosphere of fear was created after seeing the fire taking a dreadful form. To save their lives, the workers started running here and there in a fit of desperation.

Head Constable Jaipal Singh, Constable Surendra Kumar and Constable Buddha Saini were posted on duty. By showing indomitable courage, without caring for own life, they extinguished the fire taking a dreadful form on BTPN wagon full of highly inflammable material (Naphtha) with the help of fire extinguisher. Had the said fire not been doused immediately, it would have spread to a total of 18 BTPN wagons filled with highly inflammable substance (Naphtha), causing a major accident, threatening the lives of thousands of people and causing damage to railway property worth billions of rupees.

Mr. Jaipal Singh, Mr. Surendra Kumar and Mr. Budhram Saini have saved about 1000 human lives and railway property worth billions by risking their lives, which is a commendable work.

The benefit will be admissible subject to the following and conditions:- Only those Group C & D RPF/RPSF personnel who were in service on 31.3.2011 and have rendered at least six months of continuous service during the year 2015-2016 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year ranging from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded to the nearest number of months).

The quantum of ad-hoc bonus will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate ad-hoc bonus for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will there after be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.7000/- (where actual average emoluments exceed 7000), ad-hoc bonus for thirty days would work out to 7000×30/30.4 = Rs.6907.89 (rounded off to Rs.6908/-).

All payments under these orders will be rounded off to the nearest rupee.

In the matter where the aforesaid provisions are silent, clarificatory orders issued vide this Ministry’s letter No.E(P&A)II-88/Bonus-3 dated 29.12.1988, as amended from time totime, would hold good.

All the Group C & D RPF/RPSF personnel. regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.

a) Only those Group ‘C’ & ‘D’ RPF/RPSF personnel who were in service on 31.3.2015 and have rendered at least six months of continuous service during the year 2014-2015 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year ranging from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded to the nearest number of months).

b) The quantum of ad-hoc bonus will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate ad-hoc bonus for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.3500/-(where actual average emoluments exceed Rs.3500), ad-hoc bonus for thirty days would work out to Rs.3500×30/30.4 = Rs.3453.95 (rounded off to Rs.3454/).

c) All payments under these orders will be rounded off to the nearest rupee.

d) In the matter where the aforesaid provisions are silent, clarificatory orders issued vide this Ministry’s letter No.E(P&A)II-88/Bonus-3 dated 29.12.1988, as amended from time to time, would hold good.

e) All the Group ‘C’ & ‘D’ RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.

3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

A question as to how the medically incapacitated staff of Railway Protection Force/Railway Protection Special Force may be absorbed in alternative jobs in other departments of the Zonal Railways has been under consideration of Railway Board.

2. Attention in this connection is invited to Board’s letter No. E(NG)I-88/RE-3/2 dated 18.01.1989 which provide that medically unfit RPF/RPSF staff may be first considered for absorption in ministerial post in their own department. The Committee constituted for considering such alternative appointments shall include an officer of the Personnel Department. In case no suitable posts to so accommodate them in RPF department are available, they may be considered for absorption in alternative posts in other departments of the railways within the framework of the provisions contained in Chapter XIII of the Indian Railway Establishment Manual Vol.I, Revised Edition 1989, First Reprint Edition-2009. Similarly, when staff of other departments are medically decategorised, they will also be considered for absorption against suitable posts in their own department at the outset and in case no posts are available therein then such staff will be considered against Ministerial posts in the RPF department, if such posts are available in that Department.

3. The matter has been considered by the Board. It is reiterated that the above instructions/procedure may be followed scrupulously in order to maintain the uniformity on all the Zonal Railways.

(This dispose of South Western Railway’s letter No.SWR/P.573/Med.Decatg/Vol.I dated 22.05.2014).
