<p class="has-text-align-center"><strong>Civil Dress Code for RPF/RPSF &#8211; Railway Latest amendments: Railway Board Order dated 16.03.2023</strong></p>



<p>Earlier Provision:</p>



<p>The Railway Protection Force (RPF) and Railway Protection Special Force (RPSF) have specific dress codes for their officers while on duty. The uniform for male officers includes a khaki shirt with a navy blue tie, navy blue trousers, black leather shoes, and a navy blue beret with the RPF/RPSF badge. Female officers wear a khaki shirt with a navy blue scarf, navy blue trousers/skirt, black leather shoes, and a navy blue beret with the RPF/RPSF badge.</p>



<p>However, when off duty or in non-operational areas, RPF/RPSF officers are required to dress in civil clothing as per their own discretion. It is important to note that even in civil clothing, officers are expected to maintain a professional and presentable appearance.</p>



<p>The RPF/RPSF also has guidelines for their officers regarding the types of clothing that are appropriate to wear while on duty or in uniform. Officers are not allowed to wear anything that may be deemed offensive, such as clothing with profanity, gang-related symbols, or other inappropriate imagery. Additionally, officers are required to wear their uniforms properly and maintain a neat and clean appearance at all times.</p>



<p>It is important for RPF/RPSF officers to adhere to these dress code guidelines to maintain a professional and respectable image while carrying out their duties.</p>

<h3 class="wp-block-heading">Sub: Civil Dress Code for RPF/RPSF.</h3>



<p>Ref:-This office letter of even no dated: 13.03.2023.</p>



<p>In supersession to this office letter under reference on the above mentioned subject, in exercise of powers conferred under the provisions laid down in rule 121.1 of the RPF Rules, 1987, competent authority has decided that the RPF/RPSF personnel may wear the following dress while turning out in mufti during official functions viz Sports function, cultural functions, formal dinners, Ceremonial functions of the force where the turn out is in mufti, Barakhana etc.</p>



<p>It shall consist of:-</p>



<ul class="wp-block-list">
<li>White formal Shirt, Navy Blue blazer with grey trousers.</li>



<li>Foot wear: Plain black leather oxford shoes.</li>



<li>Black leather belt.</li>



<li>GOs and NGOs will wear ties approved for them respectively.</li>
</ul>



<p>2. Women RPF/RPSF personnel will wear saree, business suit or any other appropriate formal dress.</p>



<p>3. The GOs and other ranks will dress appropriately while attending office. No jeans, sports shoes or open shoes or sandals/slippers, t-shirts, low waist trousers etc shall be permitted.</p>



<p>Necessary action may be done accordingly.</p>

<p>On 12.05.2022, in the jurisdiction of Nizamuddin Railway Station between Rly. Km 1532/13 to 1532/25, at about 16:10 hrs BTPN wagon no. 40121185538 caught fire due to technical reasons. At that time about 1000 (one thousand) persons were working at the site. An atmosphere of fear was created after seeing the fire taking a dreadful form. To save their lives, the workers started running here and there in a fit of desperation.</p>



<p>Head Constable Jaipal Singh, Constable Surendra Kumar and Constable Buddha Saini were posted on duty. By showing indomitable courage, without caring for own life, they extinguished the fire taking a dreadful form on BTPN wagon full of highly inflammable material (Naphtha) with the help of fire extinguisher. Had the said fire not been doused immediately, it would have spread to a total of 18 BTPN wagons filled with highly inflammable substance (Naphtha), causing a major accident, threatening the lives of thousands of people and causing damage to railway property worth billions of rupees.</p>



<p>Mr. Jaipal Singh, Mr. Surendra Kumar and Mr. Budhram Saini have saved about 1000 human lives and railway property worth billions by risking their lives, which is a commendable work.</p>

<h3 class="has-text-align-center wp-block-heading"><span style="text-decoration: underline;">RPF ESTABLISHMENT MANUAL, 2019<br /></span>CORRECTION SLIP-I</h3>



<p>Points XI, XIN &amp; XIV of Para 4.6 of Chapter IV of Establishment Manual may be deleted and the following may be inserted as Para 11-A with the heading &#8220;Transfer of Gazetted Officers&#8221;:</p>



<p><strong>Para 11A: Transfer of Gazetted Officers:</strong></p>



<ol class="wp-block-list"><li>Total stay at a stretch at a particular station should not be more than 10 years and total cumulative stay in broken spells should not be more than 15 years. For deputation from a station, the total deputation period shall be included in the total stay at that Station, provided that a Gazetted Officer shall not be posted to the same post at that station after completing one tenure/ extended tenure.</li><li>Younger GOs (Direct appointed ASCs &amp; ACs) shall be preferably posted in Naxal/ Terrorist affected areas, NFR, crime affected divisions, sub-urban sections of metro cities like Delhi, Mumbai, Kolkata and Chennai &amp; Kashmir Valley to have exposure with other Forces.</li><li>ASCs/ DSCs/ Sr.DSCs will have atleast one posting in Northeast Frontier Railway, Kashmir Valley and naxal affected areas.</li></ol>

<p>Railway Protection Force (RPF) is entrusted with the responsibility of security of railway property, passenger area, passengers and matters connected therewith. RPF personnel have been rendering outstanding service for the cause of security of railways and railway passengers. They also provide help to passengers in need and rescue of women and children in need of care and protection. To provide impetus to various activities of the force personnel which they are performing even beyond their assigned duties, it has been decided to launch several operations under different names starting from January 2022.</p>



<p>RPF has been saving lives of persons in danger of coming under the wheels of running trains at various railway stations and railway area night and day going beyond their call of duty risking their own lives. Now the activity has been undertaken in mission mode under &#8220;Mission Jeewan Raksha&#8221;. RPF personnel saved 42 persons, 20 males and 22 ladies under this mission during January 2022.</p>



<p>RPF has played important role in reuniting the children in need of care and protection, lost/separated from their family or escaped from their homes due to several reasons. They are vulnerable for getting exploited and trafficked, if not secured in time. The force personnel were motivated towards this noble cause and an all India program under the code name &#8220;Operation</p>



<p>Nanhe Fariste&#8221; was launched. During the month of January 2022, 1045 Children (701 Boys+344 Girls) in need of care &amp; protection who came in contact with Indian Railways were rescued with the follow up action in coordination with the NGOs. Presently Child Help Desks are functional at 132 railway station across the Indian railways.</p>



<p>To provide better security to the women passengers several new initiatives were taken under the code name &#8220;Mahila Suraksha&#8221;. During the month of Jan. 2022, RPF has deployed &#8220;Meri Saheli&#8221; teams at major railway stations with an objective to provide security to lady passengers specially travelling alone and vulnerable to crime and covered approx 13000 nos of trains all over India for this purpose. Taking other preventive measures RPF arrested 05 persons in cases of molestation &amp; eve-teasing and arrested 2185 persons found tr&#8217;avelling in ladies coaches.</p>



<p>RPF personnel especially ladies RPF personnel, who currently form about 9% of the total strength, go out of the way to help pregnant women who go into labor during their train journeys, in childbirth under &#8220;Operation &#8220;Matrishakti&#8221;. During the month of Jan- 2022, Lady RPF personnel provided assistance to 07 such women passengers and were instrumental in bringing their children to this beautiful world.</p>



<p>Though Policing is a state subject under 7<sup>th&nbsp;</sup>Schedule of the Indian Constitution, RPF supplements the efforts of state police in the field of combating passenger crime under &#8220;Operation Yatri Suraksha&#8221;. During the month of Jan. 22, RPF arrested more than 300 criminals involved in 254 cases of offences against passengers and handed them over to concerned GRP/Local Police. Under the same Operation &#8220;Yatri Suraksha&#8221;, RPF is available on call (Toll Free 139 and other social media forums i.e. Twitter, facebook, instagram etc.) round the clock to receive and resolve security and other grievances of passengers. During the Jan 2022, more than 11230 calls/complaints received from passengers in distress on Toll Free Helpline No. 139 (24 X 7) and twitter related to Security were promptly attended &amp; resolved.</p>



<p>To curb the menace of Human Trafficking through railways, RPF has been working in coordination with other stake holders round the clock. Taking action under the code name Operation &#8220;AAHT&#8221;, RPF has rescued 35 persons (22 minors) with arrest of 08 traffickers in the month of Jan 2022 and handed them over to Police.</p>



<p>Passengers, many a times, leave behind their belongings in haste to catch trains or leave the station. RPF personnel act as guardians and help secure these belongings with an aim to restore them to their rightful owners under &#8220;Operation Amanat&#8221;. RPF retrieved 1552 passenger belongings valued to the tune of more than Rs. 2.8 Crores under this operation during Jan 22.</p>



<p>Narcotics do not only destroy the health of the youth, they damage the economy and well being of the nation too. RPF has been empowered to conduct search, seizure and arrest under NDPS Act in 2019. In order to give focused attention to drive against smuggling of narcotics through rail, RPF has launched &#8220;Operation NARCOS&#8221;. Under this operation, RPF has recovered</p>



<p>Narcotic products valued Rs. 4.57 Crores with arrest of 87 persons during the month of Jan. 2022,</p>



<p>Transportation by trains has become a major conduit for tax evaders/law breakers. RPF has launched a separate operation called &#8220;Operation Satark&#8221; against illegal transportation of Tobacco Products, unaccounted cash, illegal liquor, unaccounted precious items, smuggled goods etc under which illegal tobacco products worth Rs. 19 Lakhs, Illegal liquor worth Rs. 19 Crores, Unaccounted gold worth Rs 4.90 Cr, unaccounted silver worth Rs I l Lakh, other smuggled foreign good worth Rs 2.18 Lakhs, and Unaccounted cash worth 2.50 Cr with apprehension of 119 persons. The unaccounted/illegal consignments seized with apprehended persons were handed over to concerned Law Enforcement Agency</p>



<p>Smuggling of Wildlife, animal parts and forest product is crime against Nature. RPF has been alive to the issue and has taken stringent action under &#8220;Operation WILEP&#8221; against the smugglers involved in illegal trade of wildlife through railways. In the month of Jap 2022, RPF detected I I cases with arrest of 2 persons and handed over the recovered items like rare turtles, various species of wild birds, endangered vultures to the forest department.</p>



<p>RPF acts as Sentinels on Rail and helps state police/law Enforcement Agencies (LEAs) in detection of serious cases reported from their respective areas of operation under Operation &#8220;Rail Prahari&#8221;. During January 2022, RPF helped police/LEAs detect 7 cases of serious crime like murder, rape, dacoity/robbery, kidnapping among others.</p>



<p>Under &#8220;Operation Dignity&#8221;, RPF rescued 80 adult men and 153 adult women who were in distress needing immediate care and protection. They were handed over to their respective families/NGOs. Under &#8220;Operation Sewa&#8221;, RPF provided assistance to more than 1000 elderly, sick, divyang persons during their travel by activities ranging from arranging medicines, infant food, wheel chairs, stretchers, medical help to carrying divyang/elderly persons on their shoulders.</p>



<p>RPF personnel acknowledge the responsibility of being &#8220;citizens in uniform&#8221; and will continue to secure, assist and serve in right earnest in the service of nation and its citizens to realize motto of the Force &#8220;Yash Labhaswa&#8221; or &#8220;Attain Honour&#8221;</p>

<h3 class="wp-block-heading"><em>Subject: Grant of ad-hoc bonus for 30 days to the Group ‘C’ &amp; ‘D’ RPF/RPSF personnel for the financial year 2019-20.</em></h3>



<p>The President is pleased to decide that all Group &#8216;C&#8217; &amp; RPF/RPSF personnel, may be granted <strong>ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2019-20</strong>, without any wage eligibility ceiling. The calculation ceiling for payment of ad-hoc <strong><a href="https://centralgovernmentnews.com/category/bonus/" target="_blank" rel="noreferrer noopener">Bonus</a></strong> under these orders shall be monthly emoluments of Rs.7000/-, as revised w.e.f 01.04.2014 vide Ministry of Finance (Department of Expenditure)’s OM No. 7/4/2014/E.III9A), dated 29th August, 2016.</p>



<p>2. The benefit will be admissible subject to the following terms and conditions:</p>



<h3 class="wp-block-heading"><a href="https://centralgovernmentnews.com/78-days-bonus-for-non-gazetted-railway-employees-payment-of-productivity-linked-bonus-2019-20/"><strong>78 days Bonus for non-gazetted Railway employees – Payment of Productivity Linked Bonus 2019-20</strong></a></h3>



<ul class="wp-block-list"><li>Only those Group ‘C’&amp;’D’ RPF/RPSF personnel who were in service on 31.3.2020 and have rendered at least six months of continuous service during the year 2019-20 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).</li><li>The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (ad-hoc bonus) for one day, the average emoluments in a month will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.7000/- (where actual average emoluments exceed Rs.7000), Non-PLB (ad-hoc bonus) for thirty days would work out to Rs.7000 x 30/30.4 = Rs.6907.89 (rounded off to Rs.6908/-)</li><li>All payments under these orders will be rounded off to the nearest rupee.</li><li>Various points regarding regulation of Ad-hoc/ Non-PLB Bonus are given in the Annexure.</li><li>All the Group ‘C’ &amp; ‘D’ RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.</li></ul>

<p>Drone surveillance technology has emerged as an important and cost effective tool for security surveillance over large areas with limited manpower. Mumbai Division of Central Railway in Indian Railways has recently procured two Ninja UAVs for better security and surveillance in Railway areas like station premises, Railway track sections, yards, workshops, etc.</p>



<p>A team of four staff of Railway Protection Force (RPF), Mumbai has been trained for drone flying, surveillance and maintenance. These drones are capable of Real Time Tracking, Video Streaming and may be operated on Automatic Fail Safe Mode.</p>



<p>Railway Protection Force (RPF) has planned extensive use of drones for the purpose of Railway security. Nine (09) drones have been procured by RPF so far at a cost of Rs. 31.87 Lakhs at South Eastern Railway, Central Railway, Modern Coaching Factory, Raebareli and South Western Railway.</p>



<p>It is further proposed to procure seventeen (17) more drones in future at a cost of Rs. 97.52 Lakhs. Nineteen (19) RPF personnel have so far been trained in operation and maintenance of drones out of which 4 have received licenses for flying drones. Six (06) more RPF personnel are being trained.</p>



<p>The purpose of the drone deployment is to provide a force multiplier and aid to the effectiveness of the security personnel deployed. It can help in inspection of Railway assets and safety of Yards, Workshops, car sheds etc. it can be used to launch surveillance on criminal and anti-social activities like gambling, throwing of garbage, hawking etc in Railway premises. It may be deployed for data collection Analysis of such data collected may prove to be extremely useful in vulnerable sections for safe operations of trains.</p>



<p>The drone may be pressed in service at disaster sites for helping in rescue, recovery and restoration and coordinating of efforts of various agencies. It is very useful while undertaking mapping of railway asset to assess the encroachments on railway property. During large scale crowd management efforts, it may give vital inputs like crowd magnitude, probable time of arrival and dispersal based on which crowd regulation efforts may be planned and executed. Drones were used to enforce lockdown and monitor the movement of migrants during the COVID-19 lockdown.</p>



<p>A drone camera can cover large area which requires 8-10 RPF personnel. Thus, it may lead to substantial improvement in utilization of scarce manpower. Drone beats have been designed based on railway asset, sensitivity of area, activity of criminals etc. Drone acts as an “<strong>EYE IN THE SKY</strong>” and monitors the whole area. Any suspicious activity if noticed is intimated to the nearest RPF post of division to apprehend the criminal LIVE. One such criminal was apprehended on a real time basis in Wadibunder Yard area while he was trying to commit theft inside railway coach stationed in the yard.</p>

<p>In this connection, a reference was received seeking clarification as to whether direct recruited Driver Gr.III of RPF/RPSF {who were enlisted in service as Driver Gr. III on 15.07.2010 in the pay scale of Rs. 5200-20200 + GP Rs. 1900/-) are to be treated at par with the petitioners of Writ Petition No. 15763/2013 (Shri Valibhai Y Darvodiya &amp; 17 Ors Vs CSC/ RPF,  CCG/ Mumbai and DC /RPF) for the purpose of granting {higher grade pay of Rs. 2000/-.</p>



<p>The matter has been examined in depth and it is accordingly clarified that all the Drivers Gr.III of RPF/ RPSF are to be considered similarly situated as the petitioners in W.P.No. 15763/2013 for grant of higher grade pay of Rs. 200/-.</p>



<p>4. Further, the recruitment at the revised upgraded pay in future will be made after duly incorporating the revised pay in the relevant Recruitment Rules.</p>



<p>This issues with the concurrence of Finance Directorate of this Ministry.</p>

<p>Sub: <strong>Revision in the rate of Ration Money Allowance in respect of Non-gazetted RPF/RPSF personnel.</strong></p>



<p>In terms of Board’s letter of even number dated 28.02.2017, Non-Gazetted RPF/RPSF personnel were entitled for Ration Money Allowance at par with Central Para Military Force (CPMF) / Central Armed Police Force (CAPF) personnel i.e. @ Rs. 97.85/- per day per head w.e.f. 01.04.2015.</p>

<p>It has now been decided to revise the rate of Ration Money Allowance as follows:</p>

<p>Accordingly, sanction of the Ministry of Railways is hereby accorded post-facto to revise the rate of Ration Money Allowance from Rs. 97.85 per head per day to Rs. 113.67 per head per day from 01.04.2016 to 31.03.2017, to Rs. 116.59 per head per day from 01.04.2017 to 31.03.2018, and to Rs. 117.29 per head per day from 01.04.2018 to 31.03.2019.</p>



<p>The other terms and conditions as stipulated in para 4 of Board’s letter of even number dated 10.06.2009 remain unchanged.</p>

<p>On 2nd November&#8217; 2018, simultaneous raids against e-ticket touting were conducted in more than 100 cities throughout the Indian Railways on &#8216;All India&#8217; basis.</p>

<p>Acting on various sources, a detailed analysis of booking pattern of railway reserved e-tickets was done by the Security Directorate, Railway Board. RPF examined minutely various modus operandi being used by touting element to procure and sell e-tickets unauthorisedly through Personal User Ids.</p>
</div>
<div data-blogger-escaped-style="text-align: justify;">
<p>Accordingly, out of more than total 5 crore users, a list of most suspected personal user IDs was prepared at Railway Board, New Delhi. This congenial list of suspected users were, then shared with Zonal Heads of RPF (IG-cum-PCSCs) through a secret communication to maintain element of surprise in the entire operation (Code Name &#8211; Operation Storm).</p>

<p>Detailed instructions of the Director General/RPF were also conveyed regarding thorough verification of credentials &amp; activities of all suspects at ground level well in advance of the proposed raid.</p>
<p>&nbsp;</p>
</div>
<p>Though, the investigation is still going, information received so far is as under:-</p>
<ul>
<li data-blogger-escaped-style="text-align: justify;">185 Touts, indulged in touting activities since long, arrested &amp; prosecuted. During the nation-wide raid, maximum (40) touts were arrested over Western Railways followed by Eastern Railway (32).</li>
<li data-blogger-escaped-style="text-align: justify;">1875 future journey e-tickets worth 35.68 lakh forfeited.</li>
<li data-blogger-escaped-style="text-align: justify;">One illegal software was also detected in Mumbai.</li>
<li data-blogger-escaped-style="text-align: justify;">1268 Personal User IDs, which were being used to carry out touting activities, sent to IRCTC for deactivating them immediately.</li>
<li data-blogger-escaped-style="text-align: justify;">166 cases under section 143 of the Railways Act’ 1989 have been registered at various RPF Posts and taken up for investigation. Persons found involved in abetment of touting activities, will also be taken up appropriately as per extant legal provisions.</li>
</ul>
<div data-blogger-escaped-style="text-align: justify;">
<p>Keeping in view the ongoing festival season, a drive against touting element is already going on since 7th October&#8217; 2018. During this drive (Upto 2nd November 2018), total 891 touts have so far been arrested with the recovery of future journey tickets worth Rs. 1.50 crore and total tickets worth Rs. 5.75 crore.</p>

<p>The drive and investigation of cases is still going on. Team RPF is committed to take strong &amp; sustained action against touting elements in future also.</p>

<p>Subject : <strong>Grant of ad-hoc bonus for 30 days to the Group &#8216;C&#8217; &amp; &#8216;D&#8217; RPF/RPSF personnel for the financial year 2017-2018. </strong></p>
<p>The President is pleased to decide that all Group &#8216;C&#8217; &amp; &#8216;D&#8217; RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2017-2018, without any wage eligibility ceiling. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs.7000/-, as revised w.e.f 01.04.2014 vide Ministry of Finance (Department of Expenditure)&#8217;s OM No. 7/4/2014/E.III9A), dt. 29th August, 2016.</p>
<p>2. The benefit will be admissible subject to the following terms and conditions:-</p>
<blockquote><p>a) Only those Group &#8216;C&#8217; &amp; &#8216;D&#8217; RPF/RPSF personnel who were in service on 31.3.2018 and have rendered at least six months of continuous service during the year 2017-18 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).</p>
<p>b) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.7000/- (where actual average emoluments exceed Rs. 7000), Non-PLB (ad-hoc bonus) for thirty days would work out to Rs.7000 x 30/30.4 = Rs.6907.89 (rounded off to Rs.6908/-)</p>
<p>c) All payments under these orders will be rounded off to the nearest rupee.</p>
<p>d) Various points regarding regulation of Ad-hoc/Non-PLB Bonus are given in the Annexure.</p>
<p>e) All the Group &#8216;C&#8217; &amp; &#8216;D&#8217; RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.</p></blockquote>
<p>3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>
