<h3 class="wp-block-heading">Subject: Risk and Hardship Allowance payable to GDS &#8211; reg.</h3>



<p>This office is in receipt of several references from different Circles wherein the list of locations identified for Risk and Hardship Allowance payable to GDS as per this office OM No. 17-31/2016-GDS dated 25.06.2018 has been sought for.</p>



<p>2. In this context, the matter has been examined and the Competent Authority has decided that the locations identified for Tough Location Allowance notified by the Department of Expenditure vide their OM dated 19.07.2017 may be adopted for the purpose of Risk and Hardship allowances payable to GDSs.</p>



<p>3. This disposes of the clarifications sought by Himachal Pradesh and North East Circles vide their letter No. EA/2-44/2018 III dated 07.11.2022 and letter No Est/Misc/05-06 dated 23.11.2022 respectively.</p>



<p>This issues with the approval of the competent authority.</p>

<p>Sub &#8211; <strong>Risk and Hardship Allowance to Mate, Keyman &amp; Patrolman, Extension of Rich and Hardship Allowance to P. Way Artisans including their Helpers and Enhanced Allowance to Gatekeepers at Spl. and A &#8211; Class Level Crossing.</strong></p>
<p>The undersigned is directed to refer to Ministry of Finance’s Resolution No.11- 1/2016-IC dated 06.07.2017 communicating the decision of Govt.of India w.r.t. recommendations of 7th CPC on allowances to state that the recommendations of 7th CPC to grant Risk and Hardship allowance at the rate 2700/- p.m. under Cell R3H2 of Risk and Hardship Matrix to Track Maintainers category of Indian Railways has been implemented in this Ministry through order No. PC-VII/2017/I/7/5/4 dated 10.08.2017 (Annexure &#8211; I).</p>
<p>2, Now, it has been proposed with the approval, of Railway Board that the following, changes in Lilo Risk and Hardship Allowance may be, introduced in respect of various categories of Indian Railways-</p>
<ul>
<li><strong>Increase Risk and Hardship allowance from Rs.2700/- per mouth (R3H2 categorization) to 6000/- (R2H2) for Mate and Keymen. </strong></li>
<li><strong>Increase Risk and Hardship allowance from 2700/-p.m, (R3H2) to 4100/- (R3H1) for Trackmen preforming Patrolling duty. </strong></li>
<li><strong>Increase in Level Crossing Gate Allowance from Rs,.1000/- (R3H3) to 4100/- (R3H1) for Gateman, working in Special &amp; &#8216;A&#8217; Class Gates. </strong></li>
<li><strong>Include all P.Way Artisans &amp; their helper also in the R&amp;H Matrix for payment @2700/-(R3H2) as for Trackmen.</strong></li>
</ul>
<p>2. The assessed additional financial implications of those proposals at Para No. 2 above are approximately Rs.222 crores per annum. The detailed position w.r.t each of these proposals mentioned above are enclosed as Annexure II, Detailed calculation of the additional annual financial implications of the aforementioned proposals is placed at Annexure &#8211; III.</p>
<p>3. It is required that MoF may kindly consider for approval of Para 2(a,b,c &amp; d).</p>

<p>Subject: <strong>Risk and Hardship Allowance to the Fire-fighting staff working under various Defence Establishments &#8211; Implementation of VII CPC Recommendations.</strong></p>
<p>Consequent upon the acceptance of the recommendations of the Seventh Central Pay Commission by the Government vide Ministry of Finance Resolution No. 11-1/2016-IC dated 06th July, 2017, the President is pleased to sanction Risk and Hardship Allowance for Fire-Fighting staff employed in various Defence Establishments at the following rates:</p>

<p>2. The above rates shall increase by 25 percent whenever the Dearness Allowance payable on the revised pay structure rises by 50 percent.</p>
<p>3. These orders shall take effect from 1st July, 2017.</p>
<p>4. This issues with the concurrence of Ministry of Finance (Deptt. of Expenditure) vide their ID No. A-27023/4/2017/E.II B/7th CPC dated 10th May, 2018 and Ministry of Defence (Finance/AG/PB) vide their Dy. No. 28/AG/PB/2018 dated 24th May, 2018.</p>

<p>Sub<strong>: Implementation of recommendations of the Seventh Central Pay Commission regarding grant of Risk and Hardship Allowance for Fire-Fighting Staff</strong></p>
<p>Consequent upon the acceptance of the recommendations of the Seventh Central Pay Commission by the Government, vide Ministry of Finance&#8217;s Resolution No.11-1/2016-IC dated 6th July, 2017, the President is pleased to sanction Risk and Hardship Allowance for Fire-fighting staff of CISF, at the following rates:-</p>

<p>2. The above rates shall increase by 25 percent whenever the Dearness Allowance payable on the revised pay structure goes up by 50 percent.</p>
<p>3. These orders shall take effect from 1st July, 2017.</p>
<p>4. This issues as per Ministry of Finance (Dept. of Expenditure) Resolution dated 6th July 2017, as vetted by the Integrated Finance Division of this Ministry, vide Dy No.3410146/Fin.II/17 dated 2.1.2018.</p>

<p>Vide letter under reference, clarification has been sought by the Railway as to whether the categories of employees placed above Level-5 in the pay Matrix are eligible for grant of Risk and Hardship Allowance payable to Track Maintainers in terms of RBE No.87/2017.</p>
<p>2. In this context, it is pointed out that the amount payable as Risk and Hardship Allowance as per the R3H2 matrix per accepted recommendation of the 7th CPC is 2700/- for Level-8 and below and 3400/- for Level-9 and above. However, it is only the category of &#8220;<strong>Track Maintainers</strong>&#8221; (that Consists of Track Maintainers- I, II, III and IV) who are eligible for payment of Risk and Hardship Allowance, in terms of RBE No.87/2017. As per their extant pay level, this allowance payable is therefore 2700/- p.m. Apart from Track Maintainers, no other category of Railway Employees has been included for payment of the aforesaid Risk and Hardship Allowance as per the accepted recommendations of the 7th CPC.</p>
