<p>Sub: <strong>Simplification of pension procedure (i) Handing over of PPO to the retiring employee by the Head of Office before retirement and</strong></p>
<p>(ii) Submission of undertaking by retiring Government servant along with pension papers &#8211; reg.</p>
<p>The undersigned is directed to invite attention to this department&#8217;s Office Memorandum of even number, dated 7th May, 2014 (copy available at departmental website), vide which provision had been made that the undertaking to be submitted by the retiring Government servant/pensioner to the pension disbursing bank to refund or make good any amount to which he is not entitled may be obtained by the Head of Office from the retiring Government servant along with Form 5 and other documents before his retirement. This undertaking is forwarded to the pension disbursing bank along with the Pension Payment Order (PPO) by the Accounts Officer/CPAO following the usual procedure. The bank shall credit the pension to the account of the pensioner as soon as this Undertaking is received along with the pension documents.</p>
<p>2. The pensioner is no longer required to visit the bank to activate the first payment of pension. Therefore, after ascertaining that the Bank&#8217;s copy has been despatched by the Central Pension Accounting Office, the pensioner&#8217;s copy of the PPO is to be handed over to him at the time of retirement along with other retirement dues. This should be feasible in all cases where the Government servant had submitted pension papers within the time-limits prescribed in the Central Civil Services (Pension) Rules, 1972.</p>
<p>3. An employee posted at a location away from the office of the Head of Office or who for any other reasons feels that it would be more convenient to him to obtain his copy of PPO from the bank, may inform the Head of Office of his option in writing while submitting his pension papers.</p>
<p>4. However, in the recent past, many instances have come to the notice of this Department wherein the pensioner&#8217;s copy of the PPO had not been handed over to him/her and instead had been sent to the Bank and the same was lost in transit sometimes thereby causing hardship to the pensioner.</p>
<p>5. In view of the foregoing, all Ministries/Departments are once again requested to strictly follow the above procedure henceforth viz., handing over the copy of pensioner PPO to him/her at the time of retirement along with other retirement dues except if the pensioner specifically requests for delivering his/her copy of PPO through bank. Department of Posts and Department of Telecommunications are requested to make suitable amendments to the instructions to the Accounts Officers and pension disbursing Post Offices/Banks to adhere to the above procedure.</p>

<p>The facility of checking the PPO Status and pension service is available online on Web Responsive Pensioners&#8217; Service. Central Government Employees, who are retiring and whose pension papers are submitted on &#8220;Bhavishya&#8221; Application, now can check their PPO Status online. &#8220;Bhavishya&#8221; is now mandatory.</p>
<p><strong>Pension Processing Status Tracking :</strong> Retired and retiring pensioners can track status of their pension cases of both new as well as revision like date of receipt of their cases in CPAO and date sent from CPAO to the Bank. To track the pension status, in respect of retired government employees, PPO numbers, date of birth and date of retirement/date of death are required. For retiring employees, PAN number and date of retirement is required.</p>

<p>NEW DELHI: The government has raised objections to delay in starting pensions to retiring officials because their respective departments fail to issue a certificate validating the service five years before they actually retire. All ministries have now been asked to study the case of each soon-to be retiring employee to avoid such an occurrence.<br />
The PM-led ministry of personnel has written to all ministries on September 16 that they need to submit a report by October 15 in this regard and non-compliance with the statutory requirement of issuing the said certificate &#8220;may be viewed seriously&#8221;.<br />
As per the existing rules, a certificate regarding &#8216;qualifying service&#8217; is required to be issued by the Heads of Offices after completion of 18 years of service of an employee and again 5 years before the date of the person&#8217;s retirement. &#8220;It has been noticed that the certificates regarding qualifying service are not invariably issued to the government servant as required under the rules,&#8221; the letter stated.</p>
<p>&#8220;It has been observed by this department that processing of pension cases of the employees retiring quite often get delayed on account of the issues relating to verification of service. Although detailed instructions regarding verification of service have been issued by DoPT and by this department, these instructions are not meticulously adhered to resulting in delay in sanctioning of retirement benefit of the employees,&#8221; said the September 16 letter.<br />
The letter specifies a format under which all ministries have to furnish a statement now by October 15 regarding the status of issue of service verification certificates. Each ministry has to specify the number of employees to whom the certificate has been issued after 18 years of their service and 5 years before their retirement, to whom the certificate is due and number of eligible employees in respect of whom the issue of certificates is in due process. The government is streamlining the system of pension issue, including introducing an Aadhaar-based online &#8216;annual life certificate&#8217; submission system.<br />

The department of pension &amp;amp; pensioners’ welfare is in the process of providing a platform for the retiring central government employees to showcase their  commendable work done during their service. It is envisaged that this would provide satisfaction to the retiring employee and also act as a motivator for serving employees. The retiring employee may submit a write-up, not more than 5000 words along with appropriate attachments and would be published in departmental website.</p>

<p data-iceapw="53">19.2.2015  on”Anubhav”   and  to  say  that  an online  system  has  been  developed   by the National  Informatics   Centre(NIC).   Instructions  for  use of this  application   by the  retiring employees,   Head  of  Offices/   Head  of  Departments   in  the  Ministries/   Departments   are enclosed  herewith.  These  instructions   may  be read  in conjunction   with the  OM referred to above.</p>
<p data-iceapw="25">2. You may log on to the application  by clicking on link “Anubhav” on persmin.gov.in/pension.asp.  The login Id  and password  is given in attached  document.</p>
<p data-iceapw="50">3.  The form on “Anubhav”,  furnishing  the details  of the outstanding  work by the retiring employee  has also  been  modified  in consonance  with the software  application.     A copy of the revised “Anubhav”  form  is also enclosed.     This form  is to be submitted  along with form 5 of CCS (Pension)  Rules.</p>
<p align="left" data-iceapw="36">4.  The   instructions    may   be  circulated   appropriately    among   all  employees   of  the Ministry and   attached/    subordinate    offices   and   given   wide   publicity   to  encourage participation  in “Anubhav”  as this project  is being monitored  at the highest  levels.</p>
