<h3 class="wp-block-heading">Subject: Submission of Pension case in Single Pension Application Form 6-A in respect of Central Government retiring officials through online mode (Bhavishya/e-HRMS&nbsp;2.0)</h3>



<p>Reference is invited to notification No. G.S.R. 410(E) dated 16.07.2024, published in the Gazette of India, regarding the introduction of the new Single Pension Application Form 6-A. It has been stated that the pension case of a Government servant shall be processed through online mode and the retiring officials shall submit Form 6-A through Bhavishya/e-HRMS. This new Form 6-A is scheduled to come into force after 120 days from the date of notification i.e. 16.11.2024</p>



<p>2. The new Form 6-A has been incorporated into Bhavishya and e-HRMS 2.0 and will be accessible to retiring Central Government employees w.e.f. 06.11.2024. Consequently, the retiring Central Government employees, are henceforth, required to fill out the new Single Pension Application Form 6-A exclusively through the online mode on Bhavishya or e-HRMS 2.0.</p>



<p>3. In this context, trainings will be conducted for Heads of Offices (HOOs) by the Bhavishya Team, DoPPW and for Nodal Officers by the e-HRMS 2.0 team, DoPT. The Training schedule will be communicated in due course.4. All Ministries/ Departments are requested to bring these instructions to the notice of all concerned for strict compliance.</p>

<p>The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances &amp; Pensions, Atomic Energy and Space, Dr Jitendra Singh will inaugurate the All India Pension Adalat here tomorrow.</p>
<p>The Pension Adalat, being organised by the Department of Pension &amp; Pensioners Welfare (DoP&amp;PW), will be one of the largest exercises for Pensioners’ Welfare ever undertaken by the Government as part of Good Governance dedicated to Central Government Pensioners. It is a unique effort wherein on a single day all the Central Government Ministries would be conducting their respective Pension Adalats in which on-the-spot resolution would be provided across the table to the grievance holder.</p>
<p>All the stakeholders of the pensioner’s case viz. the Department, Pay and Account Officer, the concerned Bank, along with the pensioner or his representative, will settle the grievance within the framework of extant rules. This is a great reformative measure to get the grievances resolved in the quickest possible way by avoiding unnecessary recourse by the pensioners to Courts.</p>
<p>It is expected that this measure will resolve issues of thousands of pensioners in one day, in a single sitting across the country. In addition to the Central Ministries, the Offices of Accountant General would be separately addressing the Pensioner grievances of All-India Service officers, in all the states across the country.</p>
<p>Besides the Pension Adalat, a Pre-Retirement Counselling (PRC) is also scheduled for the Central Government employees who are about to retire in the next six months. 600 retiring Central Government employees will participate in this PRC out of which a significant number will also be from the Central Armed Police Forces. The objective of the PRC Workshop is to create awareness about post-retirement entitlements as well as to educate them on advance planning for retirement including medical facilities and participation in voluntary activities after retirement.</p>
<p>On the occasion, Dr. Jitendra Singh will also give away the Anubhav Awards-2018 to recognise the contribution of the Central Government employees to the Anubhav Portal which is designed to create an institutional memory for successive generations of Central Government employees. It may be recalled that the Anubhav scheme had been instituted at the call of the Prime Minister Shri Narendra Modi in the year 2015. This is meant to encourage retiring and retired employees to submit an account of their experiences while working in the government and thereby create an institutional memory to help in future governance as well as to motivate and inspire different generations of government officials in their respective assignments. The scheme has resulted in registering more than 5,000 Anubhavs from Government employees till date from 91 Departments.</p>

<p>Selfies can&#8217;t be used as photographs in pension forms, the personnel ministry has told central government employees readying for retirement.</p>

<p>Issuing a fresh set of dos and don&#8217;ts for civil pensioners, the Ministry of Personnel, Public Grievances and Pensions has also ruled out photographs with coloured and dark glasses and long hair covering the eyes.</p>
<p>Do not paste/upload black and white photographs. Dimensions of photographs and signature should not be smaller that the box provided in the application form. Photograph should not be in the form of selfie, it said in its recent directive.</p>
<p>Central government civil pensioners are required to submit three copies of a joint photograph (or separate photographs) with their wives or husbands (duly attested by head of office) along with form 5 of the <strong>Central Civil Service Pension Rules 1972</strong> for affixing on a payment pension order.</p>
<p>A government servant must get the form, which has fields to fill in personal details, from the head of office eight months before the date of his or her retirement.</p>
<p>According to the ministry, a photograph with a dark background or in uniform, or with eyes hidden under coloured or dark glasses will not be accepted. Photograph in computer print will not be accepted, it said.</p>
<p>The photograph is not to be signed and the eyes must not be covered by hair, the ministry said.</p>
<p>Glares on eyeglasses should be avoided with a slight upward or downward tilt of the head, it said.</p>
<p>The ministry has issued the fresh set of guidelines to all central government departments.</p>
<p>The purpose behind issuing these guidelines is to ensure prompt disposal of pension cases so that retired government employees do not have to wait for long to get their pension, a senior ministry official said.</p>
<p>There are about 48.41 lakh central government employees and 61.17 lakh pensioners.</p>

<p>Pensioners for outstanding contribution towards &#8216;Anubhav&#8217; to be awarded</p>

<p>The Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances &amp; Pensions, Atomic Energy and Space, Dr Jitendra Singh will inaugurate the first &#8216;Pension Adalat&#8217; here tomorrow. He will also award the Pensioners for their outstanding contribution towards &#8216;Anubhav&#8217; &#8211; a platform for retiring employees for sharing their experience of working with Government. Moving ahead from e-governance to m-governance, a Mobile App has been created to avail the services of Pensioners&#8217; Portal which will also be launched by Dr Jitendra Singh tomorrow. As a measure of welfare to the pensioners of Government of India, a workshop on Pre-Retirement Counseling (PRC) of 300 retiring Central Government employees is also scheduled to be held. The event is being organized by Department of Pension &amp; Pensioners&#8217; Welfare, Ministry of Personnel, Public Grievances and Pensions, Government of India.</p>
<p>The objective of this workshop is to create awareness about the post-retirement entitlements as well as an advance planning for life after retirement. There will be four interactive sessions which will cover inter-alia, the road map to retirement, medical facilities for pensioners, re-engagement of retired people for voluntary social activities under &#8216;Sankalp&#8217;. There will be another session on Income Tax and other benefits for senior citizens as well as investment and financial planning for retired people and the Importance of writing a Will.</p>
<p>The Pension Department in this programme will launch the first of a series of Pension Adalats which is being convened with the objective of bringing on a common table the aggrieved pensioner, the concerned department, the bank or CGHS representative, wherever relevant, so that such cases can be settled across the table within the framework of extant rules.</p>
<p>The Mobile App to be launched tomorrow will be extending all the services meant for the pensioner, which are currently available on the Pensioners&#8217; Portal of the department, to the mobile handset. With this App, a superannuating Central Government official will be able to monitor the progress of his pension settlement, and retired officials will be able to self-assess their pension through the pension calculator and will also be able to register their grievances, if any, and get updates on orders issued by the Department.</p>
<p>The ANUBHAV AWARDS 2017 will be presented to 17 pensioners for their contribution towards creating institutional memory for the departments. Anubhav scheme had been instituted on the call of Prime Minister Shri Narendra Modi to encourage retiring/retired employees to submit their experiences while working in the government with the objective to create an institutional wealth for the government for future governance as well as to enthuse and inspire the future generations of government officials in their respective assignments.</p>
