<p><strong>Retirement age for defence personnel Maximum age limit for Chief of Defence Staff put at 65</strong></p>

<h2 class="has-text-align-center wp-block-heading"> Retirement age 65 years</h2>



<p>The government has amended rules putting the maximum age limit of 65 years (<a href="https://centralgovernmentnews.com/category/retirement-age/" target="_blank" rel="noreferrer noopener" aria-label="retirement age (opens in a new tab)">retirement age</a> 65) for the Chief of Defence Staff (CDS) to serve in the post.</p>



<p>The changes were made in the Rules of the Army, 1954, according to a defense ministry notification. </p>



<p>In a landmark decision, Tuesday (31st December 2019) Cabinet Committee on Security approved the formation of the CDS, which will serve as the defense minister&#8217;s principal military advisor on all tri-service issues. </p>



<p>The service chiefs can serve for a maximum duration of three years or until they reach the age of 62, depending on the early age. </p>

<p>Sub: <strong>Option to be submitted by Doctors belonging to IRMS and Dental Doctors under the Ministry of Railways to serve the Government upto 65 years &#8211; Reg.</strong></p>
<p>Ref: 1. Ministry of Personnel, Public Grievances and Pensions (DoP&amp;T)&#8217;s Notification No. GSR.767(E) dated 11.08.18 (Annexure A).</p>
<p>2. MoH&amp;FW’s OM NO. A.12034/4/2018-CHS.V dated 13.8.18 (Annexure B).</p>
<p>In supersession of orders contained in Board’s Letters of even number dated 31.05.16 (RBE No. 57/2016) and 26.12.2017 (RBE No. 205/2017) and in accordance with the orders contained in the DoP&amp;T’s Notification No. GSR.767(E) dated 11.08.18 amending Clause (bb) under FR 56 of the Fundamental Rules, 1922, the provisions in respect of age of superannuation of doctors of the Indian Railways Medical Service and Dental Doctors under the Ministry of Railways are modified as stated in the Notification.</p>
<p>2. The age of superannuation of Doctors belonging to IRMS and Dental Doctors under the Ministry of Railways shall be sixty-two (62) years unless they exercise the option of posting to a Clinical post depending upon their expertise and experience, as decided by the Competent Authority in the Ministry of Railways from time to time, in case they desire to continue in their service upto the age of sixty-five (65) years.</p>
<p>3. The serving doctors belonging to IRMS and Dental Doctors under the Ministry of Railways who have already attained the age of 62 years or will be attaining the age of 62 years within 6 months from the date of issue of these orders may exercise their option as per the enclosed format within a period of 30 days from the date of issue of these orders. All other doctors would, in future, be required to submit their option not less than 06 months before their attaining the age of 62 years. The Railway doctors should furnish their option through the Personnel Branches of their respective Railway administrations.</p>
<p>4. The serving doctors who fail to exercise the option within the period specified above shall stand superannuated from service on attaining the age of 62 years or on expiry of the period of 30 days from the date of issue of these orders, whichever is later.</p>
<p>5. Posting orders involving inter-Railway transfers and for those working in Boards office will be issued by the Railway Board. Orders of CMSs and CMDs in Zonal Railways who cross 62 years of age and opt to serve in a Clinical post and who are posted on the same Railway itself would be issued by the Zonal Railway administration themselves.</p>
<p>6. Copies of options exercised by the Railway doctors should be forwarded to the Board’s office (Secretary&#8217;s Confdl. Cell) for record and necessary action.</p>
<p>7. A list of administrative posts identified by the Ministry of Railways and designations of IRMS officers after 62 years is annexed (Annexure C).</p>
<p>8. These instructions are available online at www.indianrailways.gov.in.</p>
<p>9. These instructions may be brought to the notice of all doctors belonging to IRMS and Dental Doctors under the Ministry of Railways.</p>
<p>10. This issues with the concurrence of Finance Directorate of the Ministry of Railways.</p>

<p>Cabinet approves enhancement of age of superannuation of General Duty Medical Officers, Specialist Grade doctors and Teaching Medical Faculty working in Bhopal Memorial Hospital and Research Centre, Bhopal</p>
<p>The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approvedthe proposal of Department of Health Research, Ministry of Health &amp; Family Welfare to enhance the age of superannuation of General Duty Medical Officers, Specialist Grade doctors and Teaching medical faculty working in Bhopal Memorial Hospital and Research Centre, Bhopal to sixty-five years at par with doctors of Central Health Services and doctors working under other Central government hospitals/institutes.</p>
<p>The age of superannuation in respect of General Duty Medical Officers and Specialists included in Teaching, Non-Teaching and Public Health sub-cadres of Central Health Services was increased to sixty-five years vide a Notification in January, 2018.</p>
<p>The Government decision will meet the shortage of faculty and specialist doctors in the BMHRC and improve the patient care facility to the victims of Bhopal Gas Tragedy and members of their families.</p>

<p><strong>Cabinet approves Enhancement of age of superannuation of doctors other than Central Health Service (CHS) doctors to 65 years </strong></p>
<p>The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the enhancement of age of superannuation of doctors other than Central Health Service (CHS) doctors to 65 years in the following manner:</p>
<blockquote><p>i. Ex-post facto approval to enhance the superannuation age of doctors of Indian Railways Medical Service to 65 years.</p>
<p>ii. Ex-post facto approval to enhance the superannuation age to 65 years for doctors working in Central Universities and IITs (Autonomous Bodies) under Department of Higher Education and doctors in Major Port Trusts (Autonomous Bodies) under Ministry of Shipping.</p>
<p>iii. The superannuation age has been enhanced to 65 years in respect of doctors under their administrative control of the respective Ministries/Departments [M/o of AYUSH (AYUSH Doctors), Department of Defence (civilian doctors under Directorate General of Armed Forces Medical Service), Department of Defence Production (Indian Ordnance Factories Health Service Medical Officers), Dental Doctors under D/o Health &amp; Family Welfare, Dental doctors under Ministry of Railways and of doctors working in Higher Education and Technical Institutions under Department of Higher Education].</p>
<p>iv. The Union Cabinet has further approved that doctors shall hold the administrative posts till the date of attaining the age of 62 years and thereafter their services shall be placed in Non-Administrative positions.</p></blockquote>
<p>The decision would help in better patient care, proper academic activities in Medical colleges as also in effective implementation of National Health Programmes for delivery of health care services.</p>
<p>Around 1445 doctors of various Ministries/Departments of the Central Government would be benefitted.</p>
<p>The decision will not have much financial implications as large number of posts are lying vacant and the present incumbents would continue to work in their existing capacity against sanctioned posts.</p>
<p><strong>Background :</strong></p>
<ul>
<li>The age of superannuation of doctors of Central Health Service was enhanced to 65 years w.e.f 31st May, 2016.</li>
<li>The doctors other than Central Health Service including doctors of other systems of Medicine of Central Government requested for enhancement of age of superannuation on the ground of parity with CHS and shortage.</li>

										<content:encoded><![CDATA[<p><strong>Government proposes raising retirement age of scientists from 60 to 65: </strong></p>
<p>The government has proposed raising the retirement age of scientists working in all ministries, departments and autonomous institutions from 60 to 65 years.</p>
<p>In a draft cabinet note that has been circulated to all ministries, the science and technology ministry has argued that such a move will help attract scientific manpower and that all institutions would be able to harness the expertise of scientists for a longer duration.</p>
<p>“Most of the scientists at 60 would be leading productive research groups and are involved in mentoring students and young scientists. It is therefore necessary to make use of the productive age of the scientists beyond 60 years so that the effective scientific strength and correspondingly the scientific wealth of the country get enhanced,” the draft note said.</p>

<p>We have heard it so many times . Every one of us got tired of hearing this rumour again and again. But this time this news may not fade away just as a rumour.</p>
<p>Because the series of events that had happened until now listed below are telling that it will be come true soon.</p>
<blockquote><p>1. Though there is no any demand from any corner to raise the retirement age of central government employees to 62 years, a parliamentary panel has recommended a proposal to increase the retirement age of government servants to 65 years. The report of the standing committee of Parliament on social justice and empowerment tabled in the Parliament on 7th of this month. Ample justification also was given for their recommendation to increase the retirement age.</p>
<p>2. A reliable source close to a Cabinet Minister told that, the Cabinet Minister himself, while addressing to the Trade Union Wing of his party told ‘the Central Government would announce some important decisions in respect of central government employees within a week or two. This will be good news for all the central government employees.’</p>
<p>3. A close ally of a Central Minister told that, in a meeting held with the leaders of the state unit of his party day before yesterday, the Minister told the Leaders ‘a proposal of increasing retirement age of central government employees to 62 years has been waiting for Cabinet nod. It is expected that the cabinet will clear this proposal within a week. After it gets the Cabinet Nod, the formal announcement will be made by Central Government before the Election announcement.’</p></blockquote>
<p>The above information clearly indicates that some Good News for <a href="http://centralgovernmentnews.com/" target="_blank">Central Government Employees</a> are waiting to be announced within a week or two. All the central government employees know what that good news is!</p>
<p>The expected good news will be either increasing retirement age or Merging 50% DA with Basic Pay or Both!</p>

<p>The above question was asked in Parliament on 14th August and the concerned ministry has replied that &#8220;the retirement age for all the employees of the Kendriya Vidyalayas Sangathan (KVS) and the Navodaya Vidyalayas Samithi (NVS), including the teaching staff, is 60 years.</p>
<p>The age of retirement for the teaching faculty in the centrally funded Higher and Technical institutes was enhanced from 62 to 65 years vide an Order issued by Department of Higher Education in March, 2007.</p>
<p>These orders are applicable to the teachers, who are actually engaged in teaching classes/courses/programmes of study in such institutions. At present, no proposal to enhance the retirement age of lecturers of the National Council of Educational Research &amp; Training (NCERT) to 65 years is under the consideration of this Ministry.</p>

Subject : <strong>Re-Constitution of Departmental Peer Review Committee for considering the cases for extension of service of Scientists beyond the age of superannuation.</strong></p>
<p>The Prime Minister has approved the composition of the Standing Peer Review Committee in respect of Ministry of Earth Sciences with the following compositions for considering the cases for extension of servIce of Scientists beyond the age of superannuation under FR 56(d).</p>

2. The tenure of the Committee will be two years.</p>
<p>3. The Committee will hold biennial meetings, three to four months in advance to consider the proposals for extension of service coming up in the six months block i.e. April-September and October-March so that the ACC gets sufficient time to consider the proposals. The recommendation of the Peer Committee for extension of service beyond 60 years and upto 62 years may be submitted to the EO Division of <a href="http://centralgovernmentnews.com/category/dopt-orders/">DOP&amp;T</a> for obtaining approval of the ACC.</p>
<p>4. The Committee will also consider the cases of extension of service beyond 62 years and upto 64 years and the recommendation of the Committee may be submitted to the Establishment Division for placing the same for consideration by the Screening Committee headed by the Cabinet Secretary before obtaining the approval of the ACC.</p>

<p>The Minister of Personnel, Public Grievances and Pensions Shri.V.Narayanasamy said in a written reply to the Lok Sabha on 5th December 2012 as follows&#8230;</p>
<p>&#8220;There is no such proposal at present. As per Fundamental Rule 56, except as otherwise provided in the Rule, every Government Servant shall retire from service on attaining the age of 60 years&#8221;.</p>
