<p>Subject: <strong>Amendment in Article 51 Of Education Code for Kendriya Vidyalayas &#8211; reg.</strong></p>



<p>The Board of Governors of KVS in its meeting held on has approved discontinuation of 2 yeas extension in service being provided to National Awardee Teachers after attaining the age of Superannuation. This was decided by the MHRD &amp; conveyed vide its letter No.F.3-26/201B-UT-2 dated 07.12.2018. However, services of these teachers Will be utilized by the KVS on contractual basis against clear vacancy. No proposal should be forwarded to KVS (HQ) in this regard henceforth.</p>



<p>In compliance with the decisior of BOG, KVS the existing and amended provision of Article 51 of Education Code be read as under:-</p>



<h2 class="wp-block-heading" style="text-align:center">Existing Article 51 &#8211; Age of Retirement</h2>



<p>Every employee of the Sangathan shall retire in the afternoon of the last day of the month in which he attains the age of sixty (60) years, except those Who are born on the last day of the month who shall retire on the day of the previous month. Two years extension in service shall be granted to National Awardee teachers on year to year basis subject to physical fitness end mental alertness.</p>



<h2 class="wp-block-heading" style="text-align:center">Amended Article 51 &#8211; Age of Retirement</h2>



<p>Every employee of the Sangathan shall retire in the afternoon of the last day of the month in which he attains the age of sixty (60) years, except those who are born on the 1st day of the month Who shall retire on the last day of the previous month.</p>



<p>The above amendment shall Come into force with immediate effect.</p>

In Social Media it has been signaled casually that the retirement age will be brought down to 58 years. Initially it was said that 7th pay commission going to recommend the criteria for retirement age as either 33 years of Service or 60 Years of age whichever comes first.</p>
<p>And gradually it is reduced to 58years of age or 33 years of service and finally ends up with 30 years of service or at the age of 55 years.</p>
<p><strong>7th pay commission Vs Retirement Age</strong></p>
<p>Does it worth to believe the news circulated in social media about 7th pay commission recommendation and retirement age..? We asked the Federation sources about this and they want to maintain anonymity told that it depends upon the individuals to decide whether it is true or not. We should not blame the media for everything. We should be able to know the difference between the news and rumors.</p>
<p>One of our Sources told that revising the retirement age will not fall under the purview of Pay commission. It should be decided by central government only. No Pay commission has recommended anything about Retirement age so far.<br />
Federation Leaders were asked about this retirement age issue, when it became sensational in Print and e-Media, why don’t they come forward to clear the doubts on this sensational issue?. They told that they didn’t want do give importance to the rumors and hear says.</p>
<p>They said, “We need to clarify the doubts of our cadres across the country whenever it was rumored in social media about their service related sensational issues. But when sensational becomes routine, it’s not our business to respond to such hearsays on daily basis”</p>
<p>“<strong>As far as retirement age is concerned we know that 7th pay commission cannot recommend revising the retirement age of central government employees, since it does not fall under the purview of 7th Pay Commission. Even we won’t accept it if the central government tries to reduce the retirement age</strong>,” the sources added.</p>

<p>Revision of retirement age topic echoes also in Parliament today. Dopt Minister replied in a written form to a question asked by the members of Sardar Sukhdev Singh Dhindsa, Dr.T.Subbarami Reddy and Smt. Ambika Soni in Rajya Sabha today. Minister said that there is no proposal under consideration of Government to reduce the retirement age from 60 to 58 years for its employees.</p>
<p>He also said, the Centre’s total wages and salaries bill for its employees for the year 2010-11, 2011-12 and 2012-13 is Rs. 85,963.50 crore, Rs. 92,264.88 crore and Rs. 1,04,759.71 crore, respectively. The retirement age for Central Government employees was revised from 58 to 60 years in 1997 on the basis of recommendations of the 5th Central Pay Commission.</p>

										<content:encoded><![CDATA[<p><strong>NMC stresses on 20% Interim Relief for State and Central Government Employees – News Report</strong></p>
<p>The National Mazdoor Conference has urged the Chairman of the newly formed 7th Pay Commission recommend that 20% interim relief be given to all Central and State Government employees.</p>
<p>As per Newspapers report that the National Mazdoor Conference has also strongly demanded that these recommendations be submitted to the new government that is likely to form at the Centre.</p>
<p>The NMC President, Subhash Shastri said in a letter to 7th Pay Commission that along with the State and Central Government employees, the interim relief of 20% of basic pay be also extended to pensioners too and that these demands be recommended as soon as the Election Commission’s restrictions (Model Code of conduct Rules) end.</p>
<p>Shastri emphasised that whenever the recommendation of the commission are submitted to the Central government, the Commission should extend these recommendations to the state governments in general and Jammu and Kashmir in particular.</p>
<p>In addition to these, the National Mazdoor Conference has also demanded on its previous demands for raising the retirement age to 62 and of 50% DA merger.</p>
<p>Last week, the Confederation had released its draft reply to the 7th Central Pay Commission questionnaire. The Secretary General said that a final decision in this regard will be made at the Staff Side National Council Meeting.</p>
<p>Leading federations are going to proclaim their replies in the near future. Employees all over the country are eagerly waiting to see these, especially the opinions and queries of federations like AIRF, and NFIR.</p>
<p>Meanwhile, the 7th Pay Commission has sent a circular to all the federations to submit their replies as memorandum on or before June 30. The Commission has sought the cooperation of all the federations since it has to submit a complete report to the Government within 18 months.</p>
<p>The Federations have advised their affiliate unions to hurry with their opinions, demands and their views on the implementation of 7th CPC. Attention is now being channelized to draft suggestions and demands that include all thoughts and views.</p>
<p>The 7th Pay Commission too is particular about gathering opinion and feedback from all Ministers/Departments and the general public for drafting its recommendations.</p>

<p>It was learnt from the sources close to the Union Government that the proposals of Enhancement of Retirement age of Central Government Employees from 60 to 62 years and Merger of D.A to basic pay may not be materialized now before General elections.</p>
<p>Accordingly, these two proposals have not been taken up for consideration by the union Cabinet in its meeting held on friday. But there is possibility to announce Interim Relief (I.R) before elections.</p>

<p>The Congress-led United Progressive Alliance (UPA) is likely to take a major decision of increasing the retirement age of Central government employees by two years, from 60 to 62 this week. This would be applicable from March 1.</p>
<p>It would be one of the major decisions to be taken by the Cabinet before the model code of conduct for the general elections kicks in. In the Thursday meeting, the Cabinet is also likely to recommend dates for the elections. These could be notified on March 5.</p>
<p>&#8220;The government may clear the increase in age this week,&#8221; said a source. It is likely to be a part of the terms of reference of the Seventh Pay Commission, expected to file its report in 2017. The panel, however, can recommend an interim relief through the move.</p>
<p>The increase in retirement age would be happening after 15 years. In 1998, it was increased to 60 from 58 following implementation of the Fifth Pay Commission. Experts said it would defer payment of retirement benefits. However, sources confirmed this would not be applicable for employees retiring on February 28.</p>
<p>The cabinet is expected to discuss a proposal to increase the dearness allowance by 10 per cent from January 1, to make it 100 per cent and merge 50 per cent of the increased dearness allowance with basic pay. The terms and conditions of the panel include a proposal to merge 50 per cent of dearness allowance with basic pay.</p>
<p>The move to increase the retirement age may pressure the states to follow. The department of personnel and training was working on the proposal for quite some time. The Budget estimate on the pension outgo for 2014-15 is Rs 80,982 crore, 0.6 per cent of the gross domestic product.</p>

<p>Central Government employees and pensioners will find reasons to celebrate this week. The union cabinet is likely to clear some long awaited demands for it’s staff in the next meeting later this week The F.M., currently on foreign tour, likely to return India on 26th February and after which cabinet meeting is likely to take place.</p>
<p>According to information available with us, merger of 50% D.A., an additional hike of 10% D.A. from 01.01.2014, granting of Interim Relief and enhancing retirement age to 62 years are under the consideration of Govt. and some of these are to be approved in the next cabinet meeting.</p>
<p>As the notification of loksabha poll may be issued in the first week of March, this would be the last cabinet meeting before the code of conduct comes into force.</p>
<p>So the central employees and pensioners may definitely hope for some bonanza to be announced this week.</p>

<p>We have heard it so many times . Every one of us got tired of hearing this rumour again and again. But this time this news may not fade away just as a rumour.</p>
<p>Because the series of events that had happened until now listed below are telling that it will be come true soon.</p>
<blockquote><p>1. Though there is no any demand from any corner to raise the retirement age of central government employees to 62 years, a parliamentary panel has recommended a proposal to increase the retirement age of government servants to 65 years. The report of the standing committee of Parliament on social justice and empowerment tabled in the Parliament on 7th of this month. Ample justification also was given for their recommendation to increase the retirement age.</p>
<p>2. A reliable source close to a Cabinet Minister told that, the Cabinet Minister himself, while addressing to the Trade Union Wing of his party told ‘the Central Government would announce some important decisions in respect of central government employees within a week or two. This will be good news for all the central government employees.’</p>
<p>3. A close ally of a Central Minister told that, in a meeting held with the leaders of the state unit of his party day before yesterday, the Minister told the Leaders ‘a proposal of increasing retirement age of central government employees to 62 years has been waiting for Cabinet nod. It is expected that the cabinet will clear this proposal within a week. After it gets the Cabinet Nod, the formal announcement will be made by Central Government before the Election announcement.’</p></blockquote>
