<p>As per the information/ data uploaded by the different Ministries /Departments/ Cadre Controlling Authorities (CCAs) on Probity Portal followed by the rectification requests made by some Ministries/ Departments/ CCAs, during the period from July, 2014 to October, 2019 (as on 25.11.2019), provisions of FR 56(j) have been invoked against a total number of 96 Group &#8216;A&#8217; officers and 126 Group &#8216;B&#8217; officers of different Ministries/ Departments.</p>



<p><strong>Presently, there is no proposal in the Government to reduce age of retirement of Government employees below 60 years.</strong></p>



<p><strong>Re-employment of the Government servant has no bearing on the pension fixed at the time of his retirement on attaining the age of superannuation. </strong></p>

<p>Department of Personnel &amp; Training has been impressing upon all the Ministries/ Departments to convene the Departmental Promotion Committee (DPC) meetings at prescribed interval (by laying down a time schedule for the purpose) to draw panels which could be utilized for making promotion against the vacancies occurring during the course of a year. The Ministries/Departments have been further advised to initiate action to fill up the existing as well as anticipated vacancies well in advance of the expiry of the previous panel by collecting relevant documents like seniority list, Annual Performance Appraisal Report (APAR) etc. for placing before the DPCs so as to obviate the problem of delays in promotion.</p>



<p>The provisions under FR 56(j) also ensure to improve efficiency in Government.</p>

<p>1. <strong>Question</strong>:  whether it is true that the <em><strong>Economic Survey presented this year recommends an increase in retirement age for employees to 70 years</strong></em>;<br /><strong>Answer</strong>: The Economic Survey 2018-19 did not recommend an increase the <strong><em>retirement age</em></strong> for employees to 70 years. It merely highlighted the experience of other major countries.</p>

<p>There
 are serious rumours in the air that the Department of Personnel &amp; 
Training (Government of India) has mooted a proposal in regard to age of
 superannuation of the Central Government Employees, laying down 
condition of either 33 years of Qualifying Service or 60 years of age, 
whichever is earlier. It is also being claimed by several sources that, 
this proposal has already been sent to the Finance Ministry for their 
approval.</p>

<p>Sub: <strong>Proposed change in the policy of retirement on superannuation of Central Government employees on completion of 33 years service or 60 years of age whichever is earlier-reg.</strong></p>



<p>Through several sources, the information is being circulated that the Government has been considering revision of the extant policy on retirement and bringing new rules with stipulation that those <a href="https://centralgovernmentnews.com/" target="_blank" rel="noreferrer noopener" aria-label="Central Government employees (opens in a new tab)">Central Government employees</a> who have put in 33 years service or attained the age of 60 years, whichever is earlier, shall retire on superannuation. According to the sources it is learnt that the DoP&amp;T has sent proposal to MOF for consideration for the purpose of bringing new rule from 01/04/2020.</p>

<p>Since the proposal of the DoP&amp;T is likely to affect existing Central Government employees, therefore, consultations are required to be ensured with the JCW/ Staff Side as the service condition of the existing staff may get affected. NFIR, therefore, requests the Cabinet Secretary to kindly see that consultations are made with the JCM/ Staff Side on the said proposal early. According to the JCM Rules, consultations are must on all such vital matters, therefore arbitrary decision should not be taken in the interest to maintain healthy industrial relations.</p>

<p>Ex-servicemen demanding the for One Rank One Pension (OROP) scheme here on Monday said they have no problem with the paramilitary forces also asking for it, but then they would also demand that the retirement age of soldiers be raised to 60.</p>
<p>“As far as we are concerned, all have the right and will be rather happy. But we would then demand government to permit us to serve till 60 years of age,” Group Captain (retd.) VK Gandhi, general secretary of the Indian Ex-Servicemen Movement told IANS at Jantar Mantar here.</p>
<p>“Soldiers are forced to retire at 40 (years)… A person who retires at 40 years, gets Rs 8 crore less than one who retires at 60 years,” he said.</p>
<p>While the retirement age for civil servants is 60 years, 85 percent of the soldiers are compulsorily retired aged between 35 to 37. Another 12 percent to 13 percent soldiers aged between 40 to 54, as per estimates.</p>
<p>Monday was the 141st day of the agitation at Jantar Mantar by the veterans, when Over 200 retired paramilitary personnel on Monday launched a three-day protest here demanding ‘One Rank One Pension’ (OROP) for around 13 lakh retired and serving personnel of the Central Armed Police Forces (CAPF).</p>
<p>The retired paramilitary personnel have gathered under the banner of Delhi-based All India Central Paramilitary Forces Ex-servicemen Welfare Association.</p>

										<content:encoded><![CDATA[<p><strong>7th Central Pay Commission – Regularisation of Retirement Age?</strong></p>
<p>As the recommendation and implementation of the 7th Central Pay Commission is eagerly awaited by the central government employees, some points in the recommendations are slightly leaking in..It may not be authentically correct.</p>
<p>According to information from various sources, the Pay Commission may fix the minimum basic pay at Rs. 15000/- and it is assumed that a huge increase in the salaries of the employees cannot be expected. The term of the commission was extended for four months and they are in full swing giving final touches to the report to be submitted to the central government by the end of December 2015.</p>
<p>One more recommendation which is said to be an important one, is the regularisation of retirement age for the Central Government Employees. The Commission may recommend that an employee should retire after completing 33 years of service or at the age of 60 whichever comes first. For instance, if an employee joins a central government establishment at the age of 23, his retirement age will be 56. If this recommendation is true, it will definitely create panic among the employees and it will not be a wise decision by the pay commission. All Federations and Associations will strongly oppose these type of recommendations…</p>
<p>The 6th CPC had brought various changes in the Pay Structures and introduced Grade Pay. There was a moderate increase in the Basic Pay, House Rent Allowance and re-imbursement of tuition fees was also introduced. The minimum basic pay was Rs.5200+Grade Pay 1800=Rs. 7000/- while it was Rs. 2650/- in the 5th CPC.</p>
<p>Further, it is also said that, the 7th CPC may abolish the 6th CPC’s Pay Scales and may bring back the old pay scales. The overall increase in the Pay Scale will be around 15% to 20%…</p>

<p>Thiruvananthapuram: A handsome hike for government employees’ salaries and an increase in their retirement age to 58 from the present 56 are among the key recommendations made by Kerala’s 10th Pay Commission.</p>
<p>The panel, headed by Justice CN Ramachandran, handed its report to Chief Minister Oommen Chandy at a function here today.</p>
<p>Among the various recommendations of the much-awaited report includes a proposal for minimum salary of Rs 17,000 and maximum of Rs 1.2 lakh for government employees under various categories.</p>
<p>High school teachers with service of 28 years should be promoted to the post of deputy headmasters, it proposed, adding that the minimum period of service needed for awarding pension should be lowered to 25 years from the present 30.</p>
<p>Accepting the report, Chandy said that the government would consider the recommendations and take appropriate steps regarding those.</p>
<p>An official release said that the first part of the report, that covers pay revision and pension, has been handed in now with the next part to be submitted within November.</p>

<p>The Congress-led United Progressive Alliance (UPA) is likely to take a major decision of increasing the retirement age of Central government employees by two years, from 60 to 62 this week. This would be applicable from March 1.</p>
<p>It would be one of the major decisions to be taken by the Cabinet before the model code of conduct for the general elections kicks in. In the Thursday meeting, the Cabinet is also likely to recommend dates for the elections. These could be notified on March 5.</p>
<p>&#8220;The government may clear the increase in age this week,&#8221; said a source. It is likely to be a part of the terms of reference of the Seventh Pay Commission, expected to file its report in 2017. The panel, however, can recommend an interim relief through the move.</p>
<p>The increase in retirement age would be happening after 15 years. In 1998, it was increased to 60 from 58 following implementation of the Fifth Pay Commission. Experts said it would defer payment of retirement benefits. However, sources confirmed this would not be applicable for employees retiring on February 28.</p>
<p>The cabinet is expected to discuss a proposal to increase the dearness allowance by 10 per cent from January 1, to make it 100 per cent and merge 50 per cent of the increased dearness allowance with basic pay. The terms and conditions of the panel include a proposal to merge 50 per cent of dearness allowance with basic pay.</p>
<p>The move to increase the retirement age may pressure the states to follow. The department of personnel and training was working on the proposal for quite some time. The Budget estimate on the pension outgo for 2014-15 is Rs 80,982 crore, 0.6 per cent of the gross domestic product.</p>
