<p>Attention is invited to Board’s letter of even number dated 27.10.2021 regarding presentation of special medallions to retired Railway employees of 75 years of age who have distinguished themselves in varied fields including culture and sports on the occasion of celebration of 75 years of our country’s independence on 15th August, 2022 under the Azadi ka Amrit Mahotsav.</p>



<p>Board have decided that Railways may procure Gold plated Silver Medals (weighing 20 gms. approx.) with emblem of Indian Railways depicting 75″ year of Independence on one side a logo of ‘Azadi Ka Amrit Mahotsav’ on the other side and a monetary value not exceeding Rs. 2125/- per Medal and present the same to all eligible retired Railway employees on their respective Railways, who fulfill the criteria laid down in Board’s letter dated 27.10.2021 referred to above, on the occasion of celebration of 75th year of country’s independence on 15th August, 2022</p>

<p>Attention is invited to Ministry of Railways (Railway Board)&#8217;s letter referred to the above subject. In partial modification of the instructions contained in letter ibid, Board have decided to enhance the maximum age limit for re-engagement of retired hands to 65 years from the existing age limit of 62 years. Further, it has also been decided to extend the validity of the scheme of re-engagement of retired employees, 10 01.12.2019 as against the existing validity up to 14.09.2018</p>

(ii) NFIR&#8217;s letter No. U12/Part V dated 09/05/2016</p>
<p>The agenda Item No. 41/2016 came up for discussions in the NFIR&#8217;s PNM meeting held with the Railway Board on 22/23-12-2016 when Official Side explained that a new simplified procedure is being drafted and it will be finalized shortly in consultation with the Federation. Although a period of more than three months has passed, the draft procedure/proforma have not been shared with the Federation.</p>
<p>NFIR, therefore, requests the Railway Board to make available the draft procedure along with the proforma relating to reimbursement of medical expenses incurred by the serving and retired Railway employees at an early date so that the same could be examined by the Federation for finalization.</p>

<p>Subject: <strong>Policy letter on Cashless Treatment Scheme in Emergency situations (CTSE) in empanelled hospitals for retired Railway employees and their dependent family members.</strong></p>
<p>Please refer to Board&#8217;s letter No.2014/H/28/1/smartcard/Part A dated 14.07.2016 on the above subject vide which broad outlines of the Cashless Treatment Scheme in Emergency situations (CTSE) were circulated to all Zonal Railways and Production Units. The Scheme has been launched as a &#8216;pilot scheme&#8217; in four (4) Metro cities (Delhi-NCR, Mumbai, Kolkata and Chennai) and their suburbs for one year (the period of one year of pilot scheme shall start only after the website starts working and not from the date of issue of Board&#8217;s letter No. 2014/H/28/1/smart card/Part A dated 14.07.2016).</p>
<p>2. In respect of above, option of CTSE, may be taken from retirees,who intend to settle in the four Metro cities mentioned in para 1 above, in addition to RELHS, at the time of filling of pension papers. Also, this form may be included in the list of ‘forms to be submitted by a retiring Railway servant. The CTSE option may be taken in Annexure 3 of the Board’s letter dated 14.07.2016, a copy of which is enclosed.</p>

<p>Ref: Railway Board&#8217;s letter No. 2011/TG-I/10/ATVMs/Facilitators dated 23/11/2011</p>
<p>Federation invites kind attention of the Railway Board to letter dated 23/11/2011 wherein instructions were issued to engage retired Railway employees to work as facilitators on Central &amp; Western Railways for issuing unreserved tickets through ATVMs.<br />
Under the scheme, the retired Railway employees upto the age of 62 years were allowed to work as facilitators. This scheme was given validity for a temporary period of six months, but however if considered necessary, it could be extended with the concurrence of FA &amp; CAO and personal approval of General Manager by another six months i.e. upto a maximum of one year period. In terms of further instructions of RailwayBoard vide Board&#8217;s letter dated 18/05/2012 (C.C. No. 33 of 2012) while the scheme was extended upto 31/03/2013, the scheme mandated that only retired Railway employees of any department could be employed as facilitator upto the maximum age limit of 65 years. The scheme has further been extended by the Railway Board vide Commercial Circular No. 27 of 2013, but however, with the proviso that only retired Railway employees upto the age of 65 years should be appointed as facilitators.</p>
<p>In this connection, the Federation conveys that similar JTBS, SDBA and YTSK Schemes have also been in vogue for issuing reserved/unreserved tickets and under these schemes, the minimum age limit is 18 years, while there is no upper age limit for availing services.</p>
<p>Similarly, retired Railway employees have been allowed to act as Enquiry Officers under D &amp; A Rules upto the age of 70 years with further provision that this age limit is extendable further on case to case basis till completion of D&amp;AR Enquiry. The retired Railway employees/Officers are paid Fixed Honorarium for providing services as Enquiry Officer.</p>
<p>The retired Railway employees, engaged as facilitators and work upto 65 years of age are not able to justify their contribution and expertise due to lack of continuity whereas the retired Railway employees engaged in other schemes continue without any age restriction and are able to provide satisfactory service. To ensure success of ATVM Scheme and to make the facility available for 24&#215;7 to the commuters/passengers the experienced retired Railway employees who possess knowledge of commercial working and the local conditions, the upper age restriction is required to be removed, thereby their experience and talent can be availed for efficient working on ATVMs.</p>
<p>NFIR, therefore, requests the Railway Board to kindly consider the above valid points and issue instructions, withdrawing the upper age limit of 65 years in respect of the retired Railway employees deployed on ATVMs. A copy of the instructions issued may be endorsed to the Federation.</p>

Ref: Board’s letter of even No.dated 16.03.2015.</p>
<p>In terms of Board’s letter cited under reference, Family Identity Cards (FICs) are to be issued to retiring/retired railway employees and the Widows of railway employees with life time validity.</p>
<p>2. The issue of simplification of FICs, presently in the form of a booklet, was considered and with the approval of Board, it has been decided that individual FICs should be issued to the retiring/retired railway officials and the Widows of railway employees in the form of computer printed and laminated cards on the model enclosed as Annexure-I. As it is stipulated in the Pass Rules that the Railway Administration should issue FIC, for the first time simplified FICs may be issued free of cost. However, issue of duplicate FICs should be on receipt of a written request, accompanied by a copy of FIR filed on loss of the card and payment @ Rs.25/- per card.</p>
<p>3. The Railways should commence issue of individual FICs within 2 months from the date of issue of these instructions. It has also been decided that in order to avoid any rush, FICs in the booklet form issued till March 2015 with 7 years validity may be replaced free of cost with individual FICs as and when they become due for renewal. However, if any retired official requests for individual FICs in lieu of old FTC before the expiry of validity, such requests may not be denied and individual FICs should be issued free of cost treating it as renewal. In case of officials who retired after April 2015 and got an FIC with life time validity, they may be allowed to get it replaced with individual FICs, free of cost, as per their convenience. FICs in the booklet form will, however, continue as a valid identity proof for travel on PRCP till its replacement with individual FICs in due course so that pensioners do not face any problem while travelling. Individual FICs for travel on Widow Passes may also be issued on the same model.</p>
<p>4. The following instructions issued vide Board’s letter of even no. dated 04.06.2003 would continue to be in force:-</p>
<blockquote class="tr_bq"><p>(i) The identity card should be carried by the spouse/dependent children during journey and produced on demand by the Ticket Checking Staff.</p>
<p>(ii) The FICs, will be issued by the office from where the employees retired.</p>
<p>(iii) In case of retired employees/Widows drawing Post-retirement Complimentary Pass/Widow Pass from an office other than the office where the original FIC was issued, the renewal of the FIC shall be done by the authority who is issuing the pass to the applicant. For the purpose of renewal, the applicant shall submit the old FIC based on which renewal will be done.</p>
<p>(iv) Any addition in the FIC shall be done only by the office who issued the FIC for the first time. Renewing authorities shall have no power to carry out any addition in FIC. However, deletion of eligible member in FIC on account of death. marriage of daughter, etc. may be allowed on request.</p></blockquote>
<p>5. Aadhaar No., if available may be incorporated in the FICs an indicated in the format. Necessary action may be taken by the Railways accordingly.</p>
<p>6. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>

<p>The undersigned is directed to refer to your letter ibid and state that Board has taken various steps to streamline the pension payment system to ensure that payment of pension is commenced from the month following the month of retirement and the grievances, if any, are redressed promptly, as indicated below:</p>

<p>i. Single Window System has been implemented with banks to do away with delays in commencement of pension payments inherent in the earlier system. In brief, the scheme envisages that Railways will hand over the PPOs issued during a month to the nominated nodal branch of the respective banks (located at the HQ of PPO issuing Railways) by 5th of the following month. The nodal branch is responsible to forward it to their concerned Centralised Pension Processing Centre (CPPC) by 1oth of the following month so that the CPPC can commence pension w.e.f. last day of the following month. The scheme has already been implemented with 22 banks and remaining banks are under process of implementation.</p>

<p>ii. Further, at present, the pensioner is called to the bank for submission of an undertaking about recovery of excess/overpayments before commencement of pension. In order to obviate delays in the process of commencement of pension on this account, Board , vide letter no. F(E)III 2008/PN1/13 dated 17.3.2015 , has issued instructions that requisite undertaking may be obtained by HOD from the retiring employee before his retirement and forwarded to pension disbursing bank along with PPO by the Accounts Officer. The pensioner would no longer be required to visit the bank to activate his first payment of pension.</p>

<p>&nbsp;</p>
<p>iii. In addition, it is planned to issue e-PPOs to the banks under the centralised Pension application (ARPAN) which would do away with the delays altogether. The same is being tested and is expected to be rolled out by end of this year. Railways are being advised to strictly follow the instructions and monitor timely commencement of pension to the staff.</p>

<p>iv. RBI was also addressed to direct the banks to put in place a sound grievance redressal mechanism for pensioners at CPPC/ Pension Paying Branches of the Banks . RBI has since issued the advisory to the banks to ensure expeditious redressal of pensioners’ grievances.</p>

<p>In terms of Board&#8217;s letter of even number dated 24.08.2006 on the above subject, Family Identity Cards Issued to retiring/retired railway employees are renewed after every 7 years.</p>
<p>2. The issue regarding enhancing the validity of such Family Identity Cards from present 7 years has been under consideration in Board’s Office. The matter has been considered by Board and it has now been decided that validity of Family Identity Cards issued to retiring/retired railway employees and widows of railway employees will now be for lifetime instead of 7 years. Other terms and conditions as laid down in Board’s letter of even number dated 04.06.2003 will remain the same.</p>
<p>3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>
