<p>Sub: <strong>Engagement of Retired Govt. Officers on the outsourced basis at the level of Consultant (1), Section Officer (1), and Assistant Section Officer (1) in Sports Injury Centre, Safdarjung Hospital, New Delhi.</strong></p>



<p><strong>Sports Injury Centre (SIC) invites applications from retired Under Secretary as Consultant, Section Officer or equivalent or higher level and retired Assistant Section Officer or equivalent, well versed with establishment administration work and procedures who have served in Central Govt. Offices, for engagement as Consultant, S.O.,</strong> and A.S.O on outsourced basis initially for a period of one year or till posting of new manpower in the Expansion Project, whichever is earlier. Detailed terms &amp; conditions for their engagement are at Annexure-II. The maximum Age limit for the above posts is 62 years on the date of submitting the application.</p>

<h4 class="has-text-align-left wp-block-heading"><strong>Terms and Conditions for engagement as Consultant, Section Officer and Assistant in</strong> <strong>Sports Injury Centre (SIC) on outsourced basis</strong><br /></h4>



<p>1. The Consultant/ Section Officer/ Assistant shall perform the services as assigned to him/her by his/her controlling officer/ Administration Division.</p>



<p>2. The normal working hours would be from9.00 a.m. to 4.00 p.m. with a lunch break of 30 minutes from 1.30 p.m. to 2.00 pm. from Monday to Friday and 9am to 1 pm on Saturday. The Consultant/ Section Officer/ Assistant will mark his/her attendance in Aadhar Enabled Biometric Attendance System.</p>



<p>3. In special circumstances, the Consultant/ Section Officer/Assistant could be called for services on holidays or beyond normal working hours for which no compensatory leave will be granted.</p>



<p>4. The consultancy will start from the date he/she joins initially for a period of one year.</p>



<p>5. They will be paid a monthly remuneration of Rs. 45000/- for Consultant, Rs. 30-000/- for Section Officer and Rs. 25000/- for Assistant. The remuneration for services rendered in a month shall be payable in the subsequent month.</p>



<p>6. SIC shall have the right lo examine/ review the services provided by him/her at any time.</p>



<p>7. They shall perform his/her obligations under his/her consultancy with all necessary skills, diligence, efficiency and economy.</p>



<p>8. No other facility whatsoever except monthly remuneration be provided to them by SIC in his/her capacity.</p>



<p>9. SIC shall not be responsible for any loss, accident, damages/injury suffered by him/her whatsoever arising in or out of the execution of his/her work, including travel.</p>



<p>10. During the terms of the consultancy, he/she shall not be engaged in any private business or professional activity which could conflict with the interest of the Government.</p>



<p>11. They shall treat all official information as confidential and use the same only for purpose of the performance of the services.</p>



<p>12. The consultancy can be terminated by either side by giving at least 15 days prior notice.</p>



<p>13. They will be allowed to avail 8 days leave in a period of one year.</p>

<p>Department of Social Justice &amp; Empowerment invites applications for engagement of Consultants from retired officers from Central Government<br />Ministries/ Departments/ CPSUs, for engagement as Consultants on contract basis.</p>



<p><strong>The eligibility criteria/ experience and terms and conditions of the engagement are as under:</strong></p>



<ol class="wp-block-list"><li><strong>Consultant-Finance (1 post)</strong> : Retired officers of Central Government / CPSUs in the level of Section Officer/ Under Secretary or equivalent. Should be capable of examining Annual accounts, financial statements, Board draft resolutions, Department of Public Enterprises (DPE) guidelines and implementation of India Accounting standard prescribed by Ministry of Company Affairs etc. The consultant must be well versed in commercial accounts and in broad understanding of DPE &amp; Ministry of Company Affair&#8217;s orders/guidelines etc. Should have competency in drafting of noting and communications and working knowledge in MS Word, MS Excel, MS Power Point etc.</li><li><strong>Consultant-Establishment (1 post)</strong> : Retired officers of Central Government in the level of Section Officer/ Assistant Section Officer or equivalent and having experience in handling Establishment matters and Secretariat procedures. Should have competency in drafting of noting and communications and working knowledge in MS Word, MS Excel, MS Power Point etc.</li><li><strong>Consultant- Cash Section (1 post)</strong> : Retired officers of Central Government in the level of Section Office/ Assistant Section Officer or equivalent and having experience in handling various tasks in Cash Section which includes preparation of salary bills, income tax calculation, bills and vouchers, PFMS etc. Should have competency in drafting of noting and communications and working knowledge in MS Word, MS Excel, MS Power Point etc.</li><li><strong>Consultant- Coordination (1 post)</strong> : Retired officers of Central Government in the level of Section Officer or equivalent and having experience in handling coordination work in the Ministry/ Department. Should have competency in drafting of noting and communications and working knowledge in MS Word, MS Excel, MS Power Point etc.</li><li><strong>Consultant-Policy/ Scheme (1 post)</strong> : Retired officers of Central Government in the level of Section Officer or equivalent. Should have experience in handling work relating to Policy matters/ schemes/ drafting SFC/ EFC/ Cabinet Note etc. Should have competency in drafting of noting and communications and working knowledge in MS Word, MS Excel. MS Power Point etc.</li><li><strong>Consultant legal (02 posts)</strong> : Retired officers of Central Government in the level of Under Secretary/ Deputy Secretary or equivalent with Degree of LLB and having experience in handling legal matters/ court cases related to Supreme Court High Court / CAT etc. Should have working knowledge in MS Word, MS Excel, MS Power Point etc.</li><li><strong>Consultant- PCR Desk (1 post)</strong> : Retired officers of Central Government/ CPSUs in the level of Under Secretary/ Section Officer or equivalent. Should be capable to deal with Amendments in the Acts, Private Member Bill, Resolutions, Parliament Questions/ Assurances, Special Mentions, RTI, matters related to offences of untouchability &amp; atrocities, Public Grievances and preparing &amp; laying of Annual Reports in Parliament, etc. Should have competency in drafting of noting and communications and working knowledge in MS Word, MS Excel, MS Power Point etc.</li><li><strong>Consultant-Statistics Division (1 post)</strong> : Retired officers of Central Government/ CPSUs in the level of Section Officer/ Assistant Section Officer or equivalent. Should be capable to deal with evaluation of Social Audit Scheme, Statistics related matter, Outcome framework, Gender Budgeting, preparation of Annual Report, Tender, Parliament Questions, Public Grievances, VIP References and RTI, etc. Should have competency in drafting of noting and communications and working knowledge in MS Word, MS Excel, MS Power Point etc.</li></ol>



<p>The tenure of contract shall be initially for one year which is extendable on the basis of requirement of the office and performance of the candidate. The Contract can be terminated at any time at the discretion of the Department, if the performance of the person so engaged is not found satisfactory.</p>



<p>The Department of Social Justice &amp; Empowerment reserves the right to accept or reject the applications without assigning any reasons.</p>



<p><strong>Cut-off Age:</strong> <strong>The age of the applicant shall not exceed 63 years as on last date of receipt of application.</strong></p>



<p><strong>Monthly remuneration:</strong> The monthly remuneration and the terms and conditions of Consultants shall be regulated by Guidelines and Procedure for engagement of Consultants in Department of Social Justice &amp; Empowerment (attached).</p>

<p><strong>Terms and Conditions for engagement as Consultant in the Directorate General of Health Services.</strong></p>



<ol class="wp-block-list"><li>The consultant shall perform the services as assigned to him / her by his / her controlling officer / Administration Division.</li><li>The normal working hours would be from 9.30 a.m. to 6.00 p.m. with a lunch break of 30 minutes from 1.30 p.m. to 2.00 p.m. from Monday to Friday. The consultant will mark his/her attendance in Aadhar Enabled Biometric Attendance System.</li><li>In special circumstances, the Consultant could be called for services on holidays or beyond normal working hours for which no compensatory leave will be granted.</li><li>The consultancy will start from the date he/she join initially for a period of one year.</li><li>The consultant shall be paid a remuneration as per the formula of last pay drawn minus pension plus DA on existing rate. Mandatory deduction, if any, will be made. The remuneration for services rendered in a month shall be payable in subsequent month.</li><li>Directorate General of Health Services shall have the right to examine/ review the services provided by him/her at any time.</li><li>The consultant shall perform his/her obligations under his/her consultancy with all necessary skills, diligence, efficiency and economy.</li><li>No other facility whatsoever except remuneration shall be provided to him /her by the Directorate General of Health Services in his /her capacity as Consultant.</li><li>The Directorate shall not be responsible for any loss, accident, damages /injury suffered by him/her whatsoever arising in or out of the execution of his /her work, including travel.</li><li>During the terms of the consultancy, he/she shall not be engaged in any private business or professional activity which could conflict with the interest of the Government.</li><li>The Consultant shall treat all official information as confidential and use the same only for purpose of the performance of the services.</li><li>The consultancy can be terminated by either side by giving at least 15 days prior notice.</li><li>He /She will be allowed a day&#8217;s absence per month with remuneration. If this is not availed in a particular month the same shall be carried forward and can be availed in the next or subsequent month, but not more than three days absence in a single spell shall be allowed.</li><li>No typing assistance shall be provided</li></ol>

<p>The terms and conditions of the contract shall be as under</p>



<ul class="wp-block-list"><li>The consultants will be required to examine cases/proposals, policy issues in the light of Central Govt. rules and regulation, prepare briefs/presentations and analyse the proposals assigned to them by their controlling officers. They shall be fully conversant with MS-Word/ PPT/ Excel etc. as per role requirement and print their own notes/ drafts/ OMs as required. </li><li>A consolidated remuneration of Rs.50,000/- (Rupees fifty thousand only) per month (minus Professional Tax/ TDS as applicable) shall be payable to consultants who have retired at the rank of US or above. </li><li>A consolidated remuneration of Rs.40,000/- (Rupees forty thousand only) per month (minus Professional Tax/ TDS as applicable) shall be payable to consultants who have retired at the level of SO or equivalent. </li><li>The consolidated remuneration shall be payable, subject to periodical completion of work certified by the controlling Officer. They will not be eligible for any other allowance or facility in addition to the consolidated pay. They will, however. continue to draw their pension and relief on pension. as per their entitlement.</li><li>They should not have attained the age of 63 years on the closing date of applications. </li><li>Working hours shall normally be from 9 AM to 5.30 PM during working days. However, in exigencies of work, they may be required to sit late and may be called on Saturdays/ Sundays and other holidays. They will be eligible for 08 days leave during the period of one year subject to the approval of the controlling Officer.</li><li>They will be governed by the Official Secrets Act, 1923, as amended from time to time and will not disclose to any unauthorized person(s) any information/data that may come to their notice during the period of their engagement as &#8216;Consultant&#8217; in the Department. All such documents will be property of the Government. </li><li>They will not utilize or publish or disclose or part with, to a third party. any part of the data or statistics or proceedings or information collected for the purpose of their assignments or during the course of, assignment for the Department without the express written consent of the Department.</li><li>The Intellectual Property Rights (IPR) of the data collected as well as deliverables produced for the Department shall remain with the Department. x) Their attention is drawn to Central Vigilance Commission&#8217;s circular no. 01/01/17 dated 23.1.2017 and circular no. 08/06/2011 dated 24.6.2011 regarding engagement of consultants. They will be completely accountable for any advice or any service rendered by them during their engagement in this Department in view of norms of ethical business and professionalism. </li><li>They must act, at all times, in the interest of DPIIT and render any advice! service with professional integrity. </li><li>They will maintain highest standards of integrity, transparency, competitiveness, economy and efficiency while working as consultant in this Department. If required, they will cooperate fully with any legitimately provided! constituted investigative body, conducting inquiry into processing or execution of the consultancy contract! any other matter related with discharge of contractual obligations by the consultant. </li><li>The consultants appointed by the Department shall in no case represent or give opinion or advice to others in any mater which is adverse to the interest of the Department nor will they indulge in any activity outside the terms of the contractual assignment. </li><li>They will complete the assigned task within the stipulated period as per the requirement of their controlling officers. They will not take up any assignment or contract which conflicts with the interest of the Government during the contract period. </li><li>They shall be bounded to hand-over the entire set of records of assignment to the Department before the expiry of the contract and before the final payment is released by the Department. </li><li>The engagement as Consultant can be terminated by the Department at any time without assigning any reason thereof by giving them 15 days&#8217; notice. However, in case a Consultant wishes to resign, he will have to give 15 days advance notice or remuneration in lieu thereof before resigning from the engagement. </li><li>The existing consultants in the Department will continue as per their existing entitlements/ remuneration till they complete their sanctioned tenures. Such consultants, who are already engaged, after completion of their tenure. may be considered for the new grades on the request of the consultant and the recommendations of controlling officers about their performance during the tenure of consultancy. </li></ul>

The remuneration for services rendered in a month sl)all be payable in subsequent month.</li><li>Directorate General of Health Services shall have the right to examine! review the services provided by himlher at any time.</li><li>The consultant shall perform his/her obligations unfer his/her consultancy with all necessary skills. diiigence, efiiciency and economy.</li><li>No other facility whatsoever except remuneration shall be provided to him/her by the Directorate General of Health Services in his /her capacity as Consultant.</li><li>The Directorate shall not be rtiponsible for any loss, accident, damages /injury suffered by him/her whatsoever arising in or out of the execution ofhislher work. including travel.</li><li>During the terms of the consultancy, he/she shall not be engaged in any private business or professional activity which could conflict with the interest of the Government.</li><li>The Consultant shall treat all official information as confidential and use the same only for purpose of the performance of the services.</li><li>The consultancy can be terminated by either side by giving at least 15 days prior notice.</li><li>He/She will be allowed a day&#8217;s absence per month with remuneration. If this is not availed in a particular month the same shall be carried forward and can be availed in the next or subsequent month, but not more than three days&#8217; absence in a single spell shall be allowed.</li></ol>

<p>Subject: <strong>TA/DA entitlements of Non-officials of Committees/Boards/Panels etc.</strong></p>
<p>The undersigned is directed to state that the issues related to payment of TA/DA to Non-officials of Committees/ Boards/ Panels etc. have been examined in D/o Expenditure. It has been decided that TA/DA entitlement of Non-officials may be regulated by the Administrative Ministries/ Departments in the following manner:</p>
<p><strong>(I) Retired Govt. officials nominated as Non-official in the Committees/Boards/Panels etc :</strong></p>
<p>TA/DA entitlement of these Non-officials will be same as per their entitlement at the time of retirement as per revised rates mentioned in this Department&#8217;s O.M. No.19030/01/2017-E.IV dated 13.07.2017</p>
<p><strong>(II) Persons from various fields nominated as Non-official in Committees/Boards/ Panels etc :</strong></p>
<p>TA/DA entitlement of these Non-official will be same as admissible to officers in Pay level-II (Pre-revised Grade Pay of Rs,6600/-) in the Pay Matrix. TA/DA Entitlements will be as under:</p>
<blockquote><p>i) Travel entitlement within the country &#8211; Economy class by Air or AC-II by train.<br />
ii) Reimbursement for hotel accommodation/guest house of up to Rs.2250/- per day.<br />
iii) Reimbursement of non-Ac taxi charges of up to Rs.338/- per day for travel within the city.<br />
iv) Reimbursement of food bills not exceeding Rs.900/- per day.</p></blockquote>
<p><strong>(III) Eminent personalities nominated as Non.official in the Committees/Boards/Panels:</strong></p>
<p>TA/DA entitlement of these Non-officials will be same as admissible to officers in Pay level 14 (pre-revised Grade pay Rs.10,000/) in the Pay Matrix. TA/DA Entitlements will be as under:</p>
<p>i) Regarding travel entitlement of these Non-officials, Secretary in the Administrative Ministry, in consultation with the FA, may allow eminent personalities who are Non-officials in the Committees/Boards/Panels etc., to travel in Executive class in the Domestic airlines within the country subject to the following conditions:</p>
<blockquote><p>a) Where a Non-official is or was entitled to travel by air by Executive class under the rules of the organization to which he belongs or might have belonged before retirement.</p>
<p>b) where the Administrative Ministry is satisfied that the travel by Executive class by air is the customary mode of travel by the Non-official concerned in respect of journeys unconnected with the performances of Govt. duty.</p></blockquote>
<p>ii) Reimbursement for hotel accommodation/guest house of up to Rs 7500/- per day.<br />
iii) Reimbursement of AC taxi charges as per actual for travel within the city.<br />
iv) Reimbursement of food bills not exceeding Rs.1200/- per day</p>
<p>2. In respect of Non-officials who are local, Mileage Allowance at the following rates will be admissible:</p>
<blockquote><p>i) <strong>For retired Government officers:</strong> TA/DA as per their entitlement at the time of retirement as per revised rates mentioned in this Department&#8217;s O.M. No.19030/01/2017-E.IV dated 13.07.2017.</p>
<p>ii) <strong>Other Non.officials nominated from various fields</strong>: Reimbursement of non-AC taxi charges of up to Rs.338/- per day for travel within the city.</p>
<p>iii) <strong>For eminent personalities nominated as Non-officials</strong>: Reimbursement of AC taxi charges as per actual for travel within the city.</p></blockquote>
<p>3. The TA/DA entitlements mentioned in Para I above will be subject to the following conditions:</p>
<blockquote><p>i) These TA/DA entitlements will be applicable in case of Non-officials coming from outside. Local Non officials will not be entitled for TA/DA.</p>
<p>ii) Local Non-officials will be entitled for Mileage Allowance only.</p>
<p>iii) Cases seeking deviation from the above entitlements may be referred to M/o Finance giving full justification for seeking deviation.</p></blockquote>
<p>4. These instructions will be effective from the date of issue of this O.M.</p>
<p>5. This is issued with the approval of Finance Minister.</p>
