<p>(a) to (c): It is submitted that Central Government Civil Pensioners/ Family Pensioners who are residing in areas not covered under Central Government Health Scheme administered by the Ministry of Health and Family Welfare and corresponding health schemes administered by other Ministries/Departments for their retired employees and who are not availing OPD facilities under that scheme, are entitled to receive a monthly Fixed Medical Allowance (FMA) of Rs.1000/- per month for meeting expenditure on their day-to-day medical expenses that do not require hospitalization. The amount of Fixed Medical Allowance (FMA), which was fixed at Rs. 100/- per month in the year 1997 has been revised from time to time. In 2008, FMA was revised to Rs. 300/- per month and in 2014, it was again increased to Rs. 500/- per month. Lastly, the amount of FMA from Rs. 500/- per month was increased to Rs.1000/- per month with effect from 01.07.2017.</p>

<h4 class="wp-block-heading"><strong>Sub:- Timely payment of retirement benefits to the retiring employees.</strong></h4>



<p>A copy of GOI, DP&amp;PW OM No. 3(6)/2021- P&amp;PW (H)-7083, dated 09.03.2021 which is self-explanatory is enclosed for guidance and necessary action.</p>



<p>In order to ensure timely payment of retirement dues in all cases, it has been decided that the progress of the pension cases should be regularly monitored by the Heads of the organizations and the Heads of Departments. An effective monitoring mechanism is required to be established in every office/ Department to review the progress of the processing of the pension cases. Farewell programs are often organized in the offices on the occasion of the retirement of employees. In every farewell function, Heads of organizations/ Departments/ offices may review the progress of pension cases of all the employees of that organization/ Department/ office, who are due for retirement in the next six months. Wherever the processing of any pension case is found to be behind schedule, proactive action must be taken to ensure that all retirement dues are paid on time to the retiring Government servant.</p>



<p>A half-yearly statement may be submitted by each Department/ organization/ office to the secretary of the administrative Ministry/ Department indicating the particulars of the Government servants in whose case the issue of PPO was delayed by more than two months after retirement on superannuation. The statement may also contain the reasons for the delay in issuing the PPO and remedial action taken to avoid such delays in the future.</p>



<p>In view of the foregoing, you are requested to issue suitable instructions (alongwith copy of this circular) to all the Head of Offices under your administrative control to ensure the compliance of above provisions.</p>

<p>Subject: <strong>Regulation of Remuneration in case of Contract Appointment of Retired Central Government Employees.</strong></p>



<p>The undersigned is directed to say that Ministries / Departments appoint retired <a href="https://centralgovernmentnews.com/central-government-employees-news-latest-update/" target="_blank" rel="noreferrer noopener">Central Government employees </a>on contract basis, including as Consultants on contract basis. However, at present there are no uniform guidelines for regulation of remuneration in such cases.</p>



<p>2. The existing instructions of Department of Personnel and Training, as contained in their Central Civil Services (Fixation of Pay of Re-employed Pensioners) Orders, 1986, as amended from time to time, provide for regulation of pay in case of re-employment. However, the instructions<br />of Department of Personnel &amp; Training as contained in their OM No. 26012/6/2002- Estt (A) dated 9.12.2002 provides that re-employment beyond the age of superannuation of 60 years shall not be permissible. Also, as per their OM No. 3(3)/2016-Estt (Pay II) dated 1.5.2017, the pay plus gross pension on re-employment is not to exceed Rs.2,25,000/-, i.e. Pay Level 17 as applicable to an officer of the level of Secretary to the Government of India.</p>



<p>3. Aforementioned instructions of Department of Personnel &amp; Training on pay fixation in case of re-employment apply only to persons appointed on re-employment. These are not applicable to persons employed on contract basis except where the contract provides otherwise. Accordingly, in cases of appointment of retired Central Government employees on contract basis after the age of superannuation at 60 years, the instructions on pay fixation on re-employment will not directly apply.</p>



<p>4. Department of Personnel &amp; Training has also informed that they are in the process of drafting a Note for Committee of Secretaries (CoS) regarding guidelines for engagement of retired Government servants as Consultant in Government Ministries and Department. In view of this, till Department of Personnel and Training finalizes their guidelines, there is a need to regulate remuneration in such cases of contract appointment of retired Central Government employees on a uniform basis. The matter has, therefore, been considered and it has been decided that regulation of remuneration in case of appointment of retired Central Government employees on contract basis, including as consultants, shall be regulated as provided hereinafter.</p>



<p>5. At the outset, such appointments shall not be made as a matter of practice and must be kept at a bare minimum. Such appointments may be made only in the justified exigencies of the official work where public interest is served by appointment of the retired employee. While making<br />such appointments, adequate functional necessity with clear grounds must be placed before the appointing authority.</p>



<p>6. <strong>Remuneration</strong></p>



<p>6.1 A fixed monthly amount shall be admissible, arrived at by deducting the basic pension from the pay drawn at the time of retirement. The amount of remuneration so fixed shall remain unchanged for the term of the contract. There will be no annual increment / percentage increase<br />during the contract period.</p>



<p><strong>Example</strong></p>



<p>An employee retired in the Pay Level 13 and the pay at the time of retirement was Rs.1,55,900. Thus, the basic pension will be Rs. 77,950. If the employee is appointed on contract basis, including as Consultant, the remuneration shall be fixed at Rs.77,950 (1,55,900-77950).</p>



<p>6.2 The basic pension to be deducted from the last pay drawn shall be the pension as fixed at the time of retirement and as such, if the employee has availed of the commuted value of pension, the commuted portion of pension shall also be included in the portion of pension to be deducted. Thus, in the above example, if 40% of pension was commuted, the commuted portion shall be Rs.31,180 (40% of 77,950) and the pension actually drawn shall be Rs. 46,770. However, the amount of pension to be deducted from the last salary shall be Rs. 77,950.</p>



<p>6.3 No Increment and Dearness Allowance shall be allowed during the term of the contract.</p>



<ol class="wp-block-list" start="7"><li><strong>Allowances</strong></li></ol>



<p>7.1. <strong>House Rent Allowances</strong><br />No HRA shall be admissible.</p>



<p>7.2 <strong>Transport Allowance</strong></p>



<p>An appropriate and fixed amount as Transport Allowance for the purpose of commuting between the residence and the place of work shall be allowed not exceeding the rate applicable to the appointee at the time of retirement. The amount so fixed shall remain unchanged during the<br />term of appointment. However, retired employees engaged as consultants may be allowed TA/DA on official tour, if any, as per their entitlement at the time of retirement.</p>



<p>7.3 <strong>Leave of absence</strong></p>



<p>Paid leave of absence may be allowed at the rate of 1.5 days for each completed month of service. Accumulation of leave beyond a calendar year may not be allowed.</p>



<ol class="wp-block-list" start="8"><li><strong>Term of Appointment</strong></li></ol>



<p>8.1. The term of appointment shall ordinarily be for an initial period not exceeding one year which is extendable by another one year. Beyond two years after the age of superannuation where adequate justification exists, the term may be extended based on a review of the task and the<br />performance of the contract appointee, provided it shall not be extended beyond 5 years after superannuation.</p>



<p>8.2 The consultant shall sign an agreement of confidentiality with the Government of India containing a clause on Ethics and Integrity.</p>



<ol class="wp-block-list" start="9"><li><strong>Exemptions</strong></li></ol>



<p>The terms of appointment provided for in these orders shall not apply to cases and to the extent where the Appointments Committee of Cabinet has allowed special terms OR where special provisions have been allowed with the approval of the Department of Personnel &amp; Training OR Department of Expenditure.</p>



<ol class="wp-block-list" start="10"><li>These orders shall apply to appointments made in the Central Government and shall be effective from the date of issue of the orders, until further orders or until instructions are issued by DoPT regulating remuneration of retired Government employees on their engagement as consultants. The past cases shall not be reopened in the light of these orders until the normal term of those past cases. Any relaxation of the above will be required to be referred to Department of Expenditure.</li></ol>

<p>Ministries/Departments of Government of India appoint retired Central Government employees on contract basis, including as Consultants as and when required. However, presently there are no uniform guidelines for regulation of salary for such contractual appointees.</p>



<p>2. It has been felt that there is a need to have uniformity to regulate salary of such contractual appointment of retired Central Government employees. The issue is under examination in Department of Expenditure. Accordingly a DRAFT O.M prescribing guidelines for regulation of pay of such contractual appointees has been prepared and enclosed herewith. All the Ministries and Departments of Government of India are requested to submit their views/comments, if any, on this issue. The comments may be sent to &lt;usic1-cpc@nic.in&gt;; within 10 days of issue of this communication.</p>

<p>Subject: <strong>Regulation of remuneration in case of contract appointment of retired Central Government employees.</strong></p>



<p>The undersigned is directed to say that Ministries/Departments appoint retired Central Government employees on contract basis, including as Consultants on contract basis. However, at present there are no uniform guidelines for regulation of salary in such cases.</p>

<p>2. The existing instructions of Department of Personnel and Training, as contained in their Central Civil Services (Fixation of Salary of employed Pensioners) Orders, 1986, as amended from time to time, provide for regulation of salary in case of re-employment . However, the instructions of Department of Personnel &amp; Training as contained in their OM No. 26012/6/2002- Estt (A) dated 9.12.2002 provides that re-employment beyond the age of superannuation of 60 years shall not be permissible. Also, as per their OM No. 3(3)/ 2016-Estt (Pay II) dt. 1.5.2017, the pay plus gross pension on re-employment is not to exceed Rs.2,25,000/-, i .e., Pay Level 17 as applicable to an of f ice of the level of Secretary to the Government of India.</p>



<p>3. Department of Personnel &amp; Training has also informed that the instructions on pay fixation in case of re-employment apply only to persons appointed on re-employment, other than those employed on contract basis, except where the contract provides otherwise. Accordingly, in cases of appointment of retired Central Government employees after the age of superannuation  at 60 years on contact basis, the instructions on pay fixation on re-employment will not directly apply.</p>



<p>4. In view of this, there is a need to regulate salary in such cases of contract appointment of retired Central Government employees on an uniform basis. The matter has, therefore, been considered and it has been decided that regulation of salary in case of appointment of retired Central Government employees on contract basis, including as consultants, shall be regulated as provided hereinafter.</p>



<h3 class="wp-block-heading"><strong>(A)&nbsp;Cases where contract appointment is made on nomination basis</strong></h3>



<p>5. Such cases will cover appointment of a retired Central Government employee on contract basis, including as Consultants , by way of nomination based on the credentials of the past service and not through open market advertisement .</p>



<p>6. A t the outset , such appointments shall be not be made as a matter of practice and must be kept at a bare minimum. Such appointments may be made only in the justified exigencies of the official work where public interest is served by the appointment of the retired employee. While making such appointments, adequate functional necessity with clear grounds must be placed before the appointing authority.</p>



<h4 class="wp-block-heading"><strong>A . Salary</strong></h4>



<p>7.1 A fixed monthly amount shall be admissible, arrived at by deducting the basic pension from the salary drawn at the time of retirement. It shall be termed as “salary”. The amount of salary so fixed shall remain unchanged for the term of the contract.</p>



<p><strong>Example</strong></p>



<p>An employee retired in the Pay Level 13 and the pay at the time of retirement was Rs. 1,55,900. Thus, the basic pension will be Rs. 77,950. f the employee is appointed on contract basis, including as Consultant, the “salary” shall be fixed at Rs.77, 950 ( 1,55,900-77950).</p>



<p>7.2 The basic pension to be deducted from the last salary drawn shall be the pension as fixed at the time of retirement and as such, if the employee has availed of the commutation of pension, the commuted portion of pension shall also be included in the portion of pension to be deducted. Thus, in the above example, if 40% of pension was commuted, the commuted portion shall be Rs. 31,180 ( 40% of 77,950) and the pension actually drawn shall be Rs. 46,770. However , the amount of pension to be deduced from the last salary shall be Rs. 77,950.</p>



<p>7.3 No increment and Dearness Allowance shall be allowed during the term of the contract.</p>



<h4 class="wp-block-heading"><strong>B. House Rent Allowance</strong></h4>



<p>7.4 No HRA shall ordinarily be admissible, except in those case where special dispensation is allowed by the Appointments Committee of the Cabinet . Further, no HRA shall be admissible in case the appointee has a house either in self name or the name of spouse at the place of appointment. Also, if the retired employee is retaining the Government accommodation after retirement as per the Rules of Directorate of Estate, the HRA shall be admissible only from the date of vacation of the Government accommodation.</p>



<h4 class="wp-block-heading"><strong>C. Transport Allowance</strong></h4>



<p>7.5 An appropriate and fixed amount as Transport Allowance for the purpose of commuting between the residence and the place of work shall be allowed not exceeding the rate applicable to the appointee at the time of retirement . The amount so f ixed shall remain unchanged during the term of appointment .</p>



<h4 class="wp-block-heading"><strong>D. Leave of absence</strong></h4>



<p>7.6 Paid leave of absence may be allowed at the rate of 1.5 days for each completed month of service.</p>



<h4 class="wp-block-heading">E. Term of Appointment</h4>



<p>7.7 The term of appointment shall ordinarily be for an initial period not exceeding one year. It may be extendable up to an age two years more than the age of superannuation of the concerned employee. Beyond two years after the age of superannuation where adequate justification exists, the term may be extended based on a review of the task and the performance of the contract appointee, provided in no case shall i t be extended beyond the age 5 years more than the age of superannuation.</p>



<h3 class="wp-block-heading"><strong>(B) Cases where contract appointment is made on open market basis</strong></h3>



<p>8. In cases where the appointment of retired employees is made from open market under GFR 179 to 196, then the remuneration may be regulated as per the terms and conditions of the contract and in such cases there will be no need to deduct pension . The terms of the appointment and the age up to which the appointment can be made shall also be as per the terms of the contract, provided the term of appointment shall not ordinarily go beyond 5 years after the age of superannuation of the appointee.</p>



<p>9. These orders shall apply to appointments made in the Central Government and shall be effective from the date of issue of the orders. The past cases shall not be reopened in the light of these orders until the normal term of those past cases.</p>



<p>10. The terms of appointment provided for in these in orders shall not apply to cases and to the extent where the Appointments Committee of allows special terms or where special provisions have been allowed with the approval of the Department of Personnel &amp; Training and this Ministry.</p>



<p>11. In their application to appointments in the office of Comptroller &amp; Auditor General of India, these orders issue after consultation with C&amp;AG.</p>

<h2 class="wp-block-heading">General Terms &amp; Conditions</h2>



<p><em>Note 1 </em>&#8211; The total monthly remuneration and the pension drawn by the consultant  shall not  be more than the Last Pay Drawn by him calculated at the current rates of Dearness Allowance.</p>



<p><em>Note 2</em> &#8211; Enhanced remuneration may be paid to deserving officials on case to  case basis with the approval of Secretary, Department of Posts  on account of special expertise/ experience in the concerned field.</p>



<p>3.2 <strong>Allowances</strong>: Consultants shall not be entitled accommodation to any kind of allowance or Accommodation facility e.g. Dearness Allowance, Transport Facility, Residential Personal Staff, CGHS and Medical Reimbursement etc. However, Conveyance Allowance shall be paid at the rates mentioned in the table above [Para 3,1 1.</p>



<p>3.3 <strong>TA/DA</strong>: No TA/DA shall be admissible for joining completion the assignment or on its completion, Foreign travel of consultants is not permitted at all. However, should they require to travel inside the country in connection with the official work of the competent TA/DA as admissible to a regular employee of the same grade, he/she retired from, will be paid to him/her after obtaining approval of the authority.</p>



<p>3.4 <strong>Drawal of pension</strong>: A retired Government officer/official appointed as consultant shall continue to draw pension and the dearness relief on pension during the period of his engagement as consultant, His/her engagement as consultant shall not be considered as a case of re-employment.</p>



<p>3.5 <strong>Leave</strong>: consultants shall be eligible for Eight (08) Days leave in a calendar  year on pro rata basis. No remuneration for the period of absence admissible in excess of the leave will be paid to consultants. Also, un-availed leave shall neither be carried forward to next year nor encashed.</p>



<p>3.6 <strong>Tax Deduction at source [TDS</strong>]: TDS as admissible shall be deducted from the monthly remuneration of consultants. A TDS certificate shall be issued by the concerned DDO on demand.</p>



<p>3.7 <strong>Working Hours</strong>: Consultants may follow the normal working hours as prescribed [i,e. 09:00 AM to 05:30 PM), However, as per the exigency one has to sit late to complete the time bound work. Attendance would be made through Biometric Attendance System.</p>



<p>4. <strong>QUALIFICATION AND EXPERIENCE OF CONSULTANTS</strong></p>



<p>4.1 He/ She should be a Retired Employee of central Government/ state  Government / PSU / Autonomous Body having considerable experience of functioning of Central Government Ministries/ Departments.</p>



<p>4.2  He / she should have effective communication and interpersonal skills with a strong flair for in-depth examination relating to Policy Matters/ Administration / Finance / Any other requisite Field.</p>



<p>5. <strong>AGE LIMIT</strong></p>



<p>Normally the maximum age limit for all categories of consultants will be 65 years. However, engagement beyond 65 years and upto 70 years may be resorted to in deserving cases with the approval of secretary (posts) keeping view his/ her good in health &amp; level of expertise.</p>



<p>8. <strong>PERIOD OF ENGAGEMENT AND EXTENSION OF TENURE</strong></p>



<p>8.1 The initial engagement of a person as consultant shall.be for the period as given in the Terms of Reference (ToR) or one year, whichever is less. After expiry of initial term, engagement  may be extended, based on requirement of the Division and performance  of consultant(s) concerned, with the concurrence of  AS&amp;FA &amp; approval of Secretary (posts) for a maximum period of one year at a time and not more than 3 terms including initial engagement. Relaxation may be given in deserving cases.</p>



<p>8.2 Such extension proposals should not be sent to Establishment Division. The concerned Divisions may directly submit  such proposals to AS&amp;FA for concurrence and approval of secretary (Posts) or Minister-in-charge in case of Joint secretary and above. The final outcome of such proposals may be intimated to Establishment Division.</p>



<p>8.3 The appointment of Consultants is of a  temporary (non-official) nature  against the specific jobs. </p>



<p>8.4 The engagement of consultants can be terminated by the Department at any time without at assigning any reason thereof by giving them 15 Days notice. However, in  case a consultant wishes to resign, he will, have to give 15 days advance notice or remuneration in lieu thereof before resigning from the engagement.</p>



<p>10. <strong>CONFIDENTIALITY OF DATA AND DOCUMENTS</strong></p>



<p>10.1 The<strong> Intellectual Property Rights</strong> (IPR) of the data collected as well as deliverables produced  for the Department shall remain with the Department.</p>



<p>10.2 No one shall utilize or publish or disclose or part with, to a third party, any-part of the data or statistics or proceedings or information collected purpose for the of his assignment or during the course of, assignment without for the Department the express written consent of the Department.</p>



<p>10.3 The consultant shall be bound to hand-over the entire set of assignment to the Department  before the expiry of the contract and before the final payment is released the by the Department.</p>



<p><strong>11 CONFLICT OF INTEREST</strong></p>



<p>11.1 The consultant appointed by the Department shall in no case represent or give opinion or advice to others in any matter which is adverse to the interest of the Department nor will  be indulge in any activity outside the terms of the contractual assignment.</p>



<p>11.2 The Consultant will not be entitled for any benefit/compensation / absorption / regurarization of service with this Department.</p>



<p>12. <strong>TERMINATION OF ENGAGEMENT</strong></p>



<p>Department may terminate the engagement in following conditions: <br />i.  The consultant is unable to address the assigned work; <br />ii. Quality of the work is not to the satisfaction of the Department; <br />iii. The consultant fails in timely achievement  of the milestones as finally decided by the Department<br /> iv. The consultant is found racking in honesty and integrity.</p>



<p><em>Note</em>: The Department reserves the right to terminate the engagement, fifteen (15) days&#8217;written by serving notice on the consultant, Termination<br /> on the day right shall be effected after the completion of fifteen (15) days of delivery of such notice.</p>



<p>13. <strong>COMPETENT AUTHORITY FOR TERMINATION OF ENGAGEMENT.</strong></p>



<p>The Head of concerned Division, in case of consultant upto level-13.<br /> Secretary (posts), in case of Consultant at Joint Secretary Level or above.</p>



<p>14. <strong>REVIEW OF GUIDELINES</strong><br /> These guidelines may be reviewed as and when the circumstances so warrant with the approval of the Secretary (Posts).</p>



<p>15. <strong>RIGHTS OF THE DEPARTMENT</strong><br /> The Department has the right to cancel the advertisement, and not go for engagement of Consultant, at any stage. It may accept or reject any or all applications, without giving any reasons therefor, whatsoever. </p>

<p>The Department of Pension &amp; Pensioners&#8217; Welfare intends to engage a consultant to assist the Department for undertaking comprehensive review/revision of CCS (Pension) Rules and orders issued by the Government on the subject of pensionary benefits and other important issues requiring immediate attention. The revision and review of the rules etc. is being undertaken by the Department in compliance with recommendation of the Hon&#8217;ble Supreme Court in the matter of UoI Vs. R. Sethumadhavan and Other. In addition, the Department may also assign the consultant any other work related to this Department.</p>



<p>Accordingly, applications are invited from retired Central Government<br /> Employees having been retired from the post of Deputy Secretary/ Director or equivalent i.e., to say from any-post carrying the following Pay Band / Pay Matrix:</p>



<p><strong>i. Rs.15600 &#8211; 39100 + 7600 Grade Pay;. or<br />ii. Rs.37400 &#8211; 67000 + 8700 Grade Pay; or<br />iii. Pay Matrix 12 or 13 under 7th CPC</strong></p>



<p><strong>MANDATORY SERVICE EXPERIENCE</strong></p>



<p>The applicant should have a minimum of 3 years experience in dealing with<br />
pension cases and pension related court cases of Central Government Employees.</p>



<p><strong>Age</strong></p>



<p>Age should not be more than 65 years on the date of advertisement.</p>



<p><strong>REMUNERATION</strong></p>



<p>On selection, the consultant will be paid consolidated remuneration equivalent to his last pay drawn minus pension. He will also be paid Dearness Allowance on the &#8216;remuneration amount&#8217; at the rates applicable for Central Government Employees on the date of engagement. No other allowance such as HRA / Transport Allowance etc. will be payable to the consultant.</p>



<p>The consultant may be required to undertake outstation visits also for which he will be paid Travelling Allowance/ hotel/ guest-house reimbursement as per rules applicable to equivalent scales.</p>



<p><strong>DURATION OF ENGAGEMENT</strong><br />The duration of engagement will be one year from the date of initial engagement which period may be curtailed or extended at the sole discretion of the Department and the same will be binding on the consultant.</p>



<p>The appointment of consultants would be on full-time basis and he will not be permitted to take up any other assignrnent during the period of Consultancy with the DoP&amp;PW.</p>



<p>The appointment of consultant is of a temporary (non &#8211; official) nature and the appointment can be cancelled at any time by the Department without assigning any reason.</p>



<p>Retired central government officers desirous of consideration for the above assignment may submit their application in the prescribed proforma (Annexure-I), to Shri AshokKumar Singh, Under Secretary (Admn.I), Department of Pension &amp; Pensioners Welfare, 3rd Floor, Lok Nayak Bhawan, Khan Market, New Delhi &#8211; 110 003 latest by 7th June, 2019 either in person or through post. Applications received beyond the closing date or giving false information will not be entertained and will be summarily rejected, Only shortlisted candidates will be intimated and  department of Pension &amp; PW reserves the right to reject any or all applications without assigning any reason.</p>

<strong>Senior Citizen Entitlement of Employees</strong></p>
<p style="text-align: right;">19 DEC 2018</p>
<p>Department of Social Justice &amp; Empowerment has informed that there is at present no proposal in that Department for lowering the age of senior citizen. Government employees become entitle to pension on retirement. There is also no proposal to increase or decrease the age of retirement of Central Government Employees.</p>
<p>The salient features of the pension entitlements of employees retiring from the Central Government are as under:</p>
<ul>
<li>A Government servant retiring in accordance with the rules, after completing a qualifying service of not less than 10 years, is entitled to a pension @ 50% of his last pay or 50% of average emoluments for the last 10 months, whichever is more beneficial to him/her.</li>
<li>After completion of 80 years of age or above, additional pension @ 20% to 100% is payable to the retired Government servant.</li>
<li>A retired/retiring Government servant is entitled to, at his/her option, a lump sum payment, by commutation of a maximum of 40% of his/her pension.</li>
<li>On retirement, a Government employee is entitled to a retirement gratuity based on his/her emoluments and length of qualifying service.</li>
<li>On death of a Central Government pensioner, the family is entitled to a family pension the amount of which is 50% of the last pay for a period of seven years, or for a period up to the date on which the retired deceased Government servant would have attained the age of 67 years had he/she survived, whichever is earlier. Thereafter, the amount of family pension is 30% of his last pay.  The amount of family pension is also increased by 20% to 100% after the family pensioner attains the age of 80 years and above.</li>
<li>The family of a Government servant, who dies while in service after having rendered not less than seven years’ continuous service, is entitled to a family pension 50% of the last pay for a period of ten years. Thereafter, the amount of family pension is 30% of his/her last pay.</li>
</ul>
<p>This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister&#8217;s Office, Dr. Jitendra Singh in a written reply to a question in the Lok Sabha today.</p>

<p>Selfies can&#8217;t be used as photographs in pension forms, the personnel ministry has told central government employees readying for retirement.</p>

<p>Issuing a fresh set of dos and don&#8217;ts for civil pensioners, the Ministry of Personnel, Public Grievances and Pensions has also ruled out photographs with coloured and dark glasses and long hair covering the eyes.</p>
<p>Do not paste/upload black and white photographs. Dimensions of photographs and signature should not be smaller that the box provided in the application form. Photograph should not be in the form of selfie, it said in its recent directive.</p>
<p>Central government civil pensioners are required to submit three copies of a joint photograph (or separate photographs) with their wives or husbands (duly attested by head of office) along with form 5 of the <strong>Central Civil Service Pension Rules 1972</strong> for affixing on a payment pension order.</p>
<p>A government servant must get the form, which has fields to fill in personal details, from the head of office eight months before the date of his or her retirement.</p>
<p>According to the ministry, a photograph with a dark background or in uniform, or with eyes hidden under coloured or dark glasses will not be accepted. Photograph in computer print will not be accepted, it said.</p>
<p>The photograph is not to be signed and the eyes must not be covered by hair, the ministry said.</p>
<p>Glares on eyeglasses should be avoided with a slight upward or downward tilt of the head, it said.</p>
<p>The ministry has issued the fresh set of guidelines to all central government departments.</p>
<p>The purpose behind issuing these guidelines is to ensure prompt disposal of pension cases so that retired government employees do not have to wait for long to get their pension, a senior ministry official said.</p>
<p>There are about 48.41 lakh central government employees and 61.17 lakh pensioners.</p>

<p>New Delhi: In a first, the Centre has decided to rope in pensioners to supervise government jobs recruitment exams conducted by Staff Selection Commission(SSC)</p>
<p>The SSC, which conducts examinations to select hundreds of candidates for various mid-level central government jobs, has written to Personnel Ministry in this regard.</p>
<p>The retired central government employees will be engaged as Inspecting Officers and members of the flying squad for conducting and supervising of examinations at various places, according to a note by the ministry.</p>
<p>The SSC has also sought a list of pensioners from the ministry to choose appropriate candidates, it said.</p>
<p>The Commission is one of the largest recruiting agencies in the country mandated to conduct eight exams.</p>
<p>There are about 58 lakh central government pensioners.</p>
<p>The Personnel Ministry already maintains a repository of pensioners in an online initiative called Sankalp, which provides a platform for the pensioners to access opportunities available for useful interventions in the society.</p>
<p>It also facilitates the organisations working in these areas to select appropriate skill and expertise from the available pool of volunteers.</p>
<p>There are 1,815 pensioners registered with the Sankalp. The ministry wants all pensioners to get themselves registered on this platform.</p>

<p>NEW DELHI – Two committees will soon be set up by the government for hiring of retired CG employees as consultants in various Ministries and departments, Lok Sabha was informed today.</p>
<p>Minister for Personnel and PMO Jitendra Singh said bureaucrats and polity were two essential pillars of democracy and bureaucrats and civil servants were tools of governments.</p>
<p>“We can’t achieve good governance with bad tools. Therefore, it sometimes become necessary to appoint retired bureaucrats. We are now planning to set up a committee with representatives of concerned Ministries or Departments as well as Department of Personnel which will select such candidates.</p>
<p>“If the appointment would be for more than two years and the salary would be more than Rs 50,000, another committee, headed by the Cabinet Secretary, would consider any such proposal of appointment of retired bureaucrats,” he said during Question Hour.</p>
<p>The Minister said while appointing retired bureaucrats as consultants, the government’s efforts were always objective rather than subjective.</p>
<p>“As the consultants and advisors are not to be engaged against regular posts, it is not likely to affect the morale of serving officials or employment opportunities for the youth. Moreover they bring expertise with them which only improves overall efficiency of the government,” he said.</p>
<p>Singh said as per the extant rules, the Ministries and Departments may hire external professionals, consultancy firms or consultants for a specific job, not against regular post. Some retired senior civil servants having expertise and eminence are also appointed as advisors with a view to achieve certain specified public policy objectives.</p>
<p>The Minister said the government is also framing guidelines for appointment of retired CG employees as consultants.</p>
