<p>Sub:- <strong>Reduction in the residency period for promotion from Grade Pay Rs.1800/- (level-1) to Grade Pay Rs.1900/- (Level-2)</strong></p>
<p>In terms of Para 189 (ii) of IREM Vol. I, employees in Level-1, to be eligible for promotion to Level-2, should have put a minimum of 3 years of continuous service except in the case of promotion of Scheduled Caste and Schedule Tribe.</p>
<p>The matter regarding reduction in the residency period for promotion from Level-1 to Level-2 in respect of all departments, has been under consideration of the Board, consequent to a demand to this effect having been raised by both the Federations i.e. AIRF and NFIR.</p>
<p>Keeping in view, the fact that younger and better qualified and talented employees are now available in Level-1 of all the departments, it has been decided that the residency period for promotion from Level-1 to Level-2 in all departments may be reduced from the existing 3 years where ever prescribed, to 2 years. However, in cases where higher incumbency is prescribed, the same shall continue.</p>
<p>SC/ST employees possessing requisite educational qualification can be considered for promotion to the posts of Skilled Artisan against the 25% qualified staff quota on completion of one year regular service.</p>
<p>Para 189 (ii) of IREM, Vol.I 2009, Reprint Edition is accordingly amended as per ACS No. 260 enclosed herewith.</p>

<p><strong>Sub : Reduction in the residency period for promotion from Helper (G.P Rs.1800, Level-1, Rs.18000-56900) to Technical-III (G.P.Rs.1900, Level-2, Rs.19900-63200)</strong></p>
<p>In terms of extant provision contained in Board’s letter No.E(NG)I-96/PM7/56 dated 2.2.1998, Helpers (G.P.Rs. 1800, Level-1) possessing the qualifications prescribed in the Apprentice Act, with a minimum of three years regular service are eligible to appear in the Selection against 25% qualified staff quota.</p>
<p>2. There has been a demand to reduce the residency period from existing three years to two years, at par with residency period of promotion for other categories. This issue has been raised by AIRF in the PNM forum.</p>
<p>3. Accordingly, the matter has been examined in consultation with the Zonal Railways, PUs &amp; technical directorates of Railway Board and it has been decided . that henceforth residency period for Helpers to appear in selection against 25% qualified staff quota will be two years.</p>
<p>The above instructions will be effective from date of issue of this letter.</p>

(iii) Railway Board’s letter of even number dated 10.11.2014 on the above subject.</p>
<p>The issue of residency period for promotion from Goods Driver to Sr. Goods Driver, Passenger Driver to Sr. Passenger Driver, Goods Guard to Sr, Goods Guard, Passenger Guard to Sr. Passenger Guard and Assistant Loco Pilot to Sr. Assistant Loco Pilot has been under examination of this Ministry for the past some time. A clarification on this subject has also been issued to North Western Railway with copy of letter endorsed to all Zonal Railways. However, subsequently it came to notice that different Railways are still observing different procedure for granting promotion from Goods Driver to Sr. Goods Driver, Passenger Driver to Sr. Passenger Driver, Goods Guard to Sr. Goods Guard, Passenger Guard to Sr. Passenger Guard and Assistant Loco Pilot to Sr. Assistant Loco Pilot.</p>
<p>2. In view of above, the issue has again been examined and to ensure uniformity, it has been decided that two years’ residency period may be followed for promotion to all grades as mentioned above, provided a longer length of residency has not been provided for any post.</p>
