AMENDMENT FOR REIMBURSEMENT OF MEDICINES : SPECIAL SANCTION IN VIEW OF COVID-19

1. Further to this HQ letter No B/49761/AG/ECHS dated 23 Mar 2020, even No dt 24 Apr 2020, 01 Jun 2020, 02 Jun 2020, 07 Aug 2020, 05 Oct 2020,01 Jan 2021, 16 Apr 2021 and 17 Aug 2021.

2. A onetime sanction for purchase of medicines and claim reimbursement was issued till 31 Oct 2021. In view of increasing cases of COVID-19 and restrictions on mov in containment zones, to promote social distancing and avoiding unnecessary exposure to ECHS beneficiaries as well as minimizing footfall at ECHS Polyclinics, the ECHS beneficiaries having life style/ chronic ailments/ diseases on long treatment may purchase medicines lasting till 30 Apr 2022 in one go or month wise based on the prescription held (prescribed by doctor of Polyclinic / Service hospital / Empanelled hospital / Sehat OPD) irrespective of NA or otherwise till 30 Apr 2022. It is also Clarified that the ECHS Polyclinics are functional and ECHS beneficiaries also have the option to collect medicines through ECHS Polyclinics as per normal practice, instead of purchasing from market.

3. One time sanction is hereby accorded to reimburse the above expenditure under individual reimbursement of medical claims. The reimbursement will be done as per guidelines issued by this HQ vide letter No B/49761/AG/ ECHS/Medicine Policy dt 18 May 2020 and even No dt 21 Jul 2020.

4. These orders shall be valid from date of issue of this letter and will be valid up to 30 Apr 2022.

5. The date up to 30 Apr 2022 indicates that the beneficiary may purchase medicines under this provision on any day before or on 30 Apr 2022, as per the date of his a prescription. The medicines may be purchased as per prescription for a period of 30 days if purchased in the month of Apr 2022.

REIMBURSEMENT MODULE SELF LOGIN AND UPLOAD OF INDIVIDUAL REIMBURSEMENT CLAIM

1. Online Bill Processing had been taken up as a pilot project in 2012.Consequently it was operationalised PAN India during 2015.With a Govt mandated Bill Processing Agency UTI-ITSL Carrying out verification/scrutiny in the portal subsequent to uploading of bills by the HCOs or by respective parent Polyclinic.

2. With the gained experience of the online bill processing and with feedback received from environment, Central Org ECHS HQ has endeavoured to facilitate the beneficiaries to upload the claim directly in digital form being provided by the BPA. Individual Reimbursement Claim for OPD, IPD and pharmacy can be uploaded on the website: echsbpa.utiitsl.com. The provision of uploading the claims by the beneficiary is intended to ease the procedure by empowering the beneficiaries to upload their claims themselves. The option to submit the claim documents at parent polyclinics will continue to remain for those beneficiaries who are unable to use the facility.

3. Following instructions will be adhered to while submitting the claims :-

(a) Separate claim will be submitted for each beneficiary. Combining claims of two beneficiaries together is not permitted as each claim will be uniquely linked to the beneficiary card. For e.g. claim of ESM and spouse cannot be combined.

(b) Hard copies of the documents uploaded along with signed contingent bill will be submitted to parent Polyclinic within 15 Days of uploading of Claim Online. The format of the contingent bill can be downloaded and printed from the website or obtained from the polyclinic. Claim will be processed further only on receipt of Hard Copy in parent polyclinic.

4. Detailed guidelines for uploading of the individual reimbursement claims provided by BPA is attached as Appx.

5. All command HQ and Regional Centres are requested to disseminate and publicise the facility to the ECHS beneficiaries and their dependants for their benefit. This is expected to ease the procedure for submission of claims as also reduce the footfall at polyclinic.

6. This has the Approval of MD CO ECHS.

1. Further to this HQ letter No 13/49761/AG/ECHS dated 23 Mar 2020 (copy aft).
2. A onetime sanction for purchase of medicines and claim reimbursement was issued till 30 Apr 2020. in view of extended lockdown till 03 May 2020, the veterans having life style/ chronic ailments/ diseases on long treatment may purchase medicines lasting till 31 May 2020 based on the prescription held (prescribed by Polyclinic Service hospital Empanelled hospital) irrespective of NA or otherwise – Veterans need not go to Polyclinics to collect the medicines till 31 May 2020.
3. One time sanction is hereby accorded to reimburse of above expenditure under individual reimbursement of medical claims. The bills for reimbursement to be submitted by Veterans after 15 Jun 2020.
4. This will be applicable with immediate effect till 31 May 2020.

Sub: Reimbursement of Medical claims of serving and retired Railway employees -Simplification of procedure – requested.

Ref: (i) NFIR’s PNM Item No. 41/2016.
(ii) NFIR’s letter No. U12/Part V dated 09/05/2016

The agenda Item No. 41/2016 came up for discussions in the NFIR’s PNM meeting held with the Railway Board on 22/23-12-2016 when Official Side explained that a new simplified procedure is being drafted and it will be finalized shortly in consultation with the Federation. Although a period of more than three months has passed, the draft procedure/proforma have not been shared with the Federation.

NFIR, therefore, requests the Railway Board to make available the draft procedure along with the proforma relating to reimbursement of medical expenses incurred by the serving and retired Railway employees at an early date so that the same could be examined by the Federation for finalization.
