<p>Will the PRIME MINISTER be pleased to state:</p>



<p>(a) whether there is any difference in methodology for fixation of basic pay in cases of ACP and regular promotion under 6th Central Pay Commission between 01/01/2006 to 31/08/2008;</p>



<p>(b) if so, the details thereof;<br />(c) whether fixation of pay in cases of ACP is at par with regular promotion; and<br />(d) if so, the details thereof?</p>

<p>(a): No Sir.</p>



<p>(b): In view of (a) above, the question does not arise.</p>



<p>(c) &amp; (d): As per the recommendations of the 5th Central Pay Commission (CPC), the scheme of Assured Career Progression (ACP) in respect of Central Government civilian employees, was introduced with effect from 09.08.1999. On implementation of revised pay structure/rules, as per the recommendations of the 6th CPC, w.e.f. 01.01.2006, the ACP scheme was continued upto 31.08.2008. The general principles governing fixation of pay at the time of regular promotion under</p>



<p>Central Civil Services (Revised Pay) Rules, 2008, were applicable in cases of grant of financial upgradation under ACP scheme upto 31.08.2008.</p>

<p>The undersigned is directed to refer to this Department&#8217;s OM of even number dated 27.08.2019 and reminder dated 16.09.2020 (copies enclosed) on the subject mentioned above, vide which the cadre units of CSCS were requested to forward the data regarding fixation of pay at the time of regular promotion/ grant of NFSG in respect of officials who are already granted the benefit under <strong><a href="https://centralgovernmentnews.com/latest-macp-orders-from-dopt/" target="_blank" rel="noreferrer noopener">MACP Scheme</a></strong> as per the format given in Annexure-I of the said OM.</p>



<ol class="wp-block-list" start="2"><li>The cadre units of CSCS annexed at Annexure-I are once again requested to expedite sending the requisite information within a fortnight. In case of nil information, the same may also be intimated to this Department.</li></ol>

<div><strong>Eligibility for promotion</strong> : &#8211; It is necessary to fix suitable standards for promotion from one grade to another, including minimum length of service in the lower grade. As far as possible, the minimum length of service in the lower grade prescribed as a condition for promotion to the higher grade should not markedly be different from that prescribed by other Departments for promotion to similar grades involving the same nature of duties and responsibilities.</div>

<div>The qualifying service for promotion from one grade to another is necessary so that there is no premature promotion or undue jump in pay and also to ensure that the officer has sufficient opportunity to demonstrate his competence/potential for holding the higher post. The period of qualifying service varies from post to post depending upon the scale of pay and the experience, required for manning the higher post. Broadly, the following qualifying service for promotion from one grade to another may be followed:</div>
