<h3 class="wp-block-heading"><strong>Subject: Making available publically scores and rankings of candidates in the recruitment examinations through portal &#8211; reg.</strong></h3>



<p>The undersigned is directed to refer to this Department’s OM of even number dated 21.06.2016 delineating the modalities for disclosure of scores and rankings of the candidates in the recruitment examinations conducted by various recruitment agencies. Subsequently, public recruitment agencies viz. UPSC, SSC, RRB etc were advised to use NCS portal of Ministry of Labour &amp; Employment for disclosure of the scores and ranking of the candidates, vide this Department’s OM dated 19.07.2017. All the public recruitment agencies were requested to link their respective web pages to NCS portal (www.ncs.gov.in) of Ministry of Labour &amp; Employment for disclosure of scores and ranking of all the candidates appearing in the final stage of each recruitment process being conducted by them. All Ministries/Departments were also requested to direct the recruitment agencies working under them for doing the needful.</p>



<p>2. Public recruitment agencies invest a lot of time and resources for conduct of exams and a number of students appear in multiple exams before clearing a particular exam and the data base of such non-recommended candidates who have successfully cleared all stages of recruitment may be helpful to private and public employers finding the right person to fill their vacancies and reduce the cost of recruitment.</p>



<p>3. Therefore, all the Ministries/Departments of Government of India are requested to advise Public Sector Enterprises, Autonomous/Statutory Bodies, Societies, Special Purpose Vehicles (SPVs) and other organizations, not being a participating service in the recruitment examination the results of which are proposed to be utilized, under their administrative control to utilize the lists displayed by the public recruitment agencies in their recruitment, as per suitability of the posts.</p>



<p>4. All the public recruitment agencies are once again requested to link their web pages to NCS portal of Ministry of Laobur &amp; Employment for disclosure of scores/ranking of all the candidates appearing in the final stage of each recruitment process being conducted by them, as per the modalities laid down in this Department’s OM dated 21.06.2016.</p>

<p>Office of <strong><a href="https://centralgovernmentnews.com/category/cgda/" target="_blank" rel="noreferrer noopener">CGDA</a></strong> may kindly refer UO Note No. AN/VIII/8200/ Recruitment/ Sportsman /XXV /2019-20 dated 19.10.2020 on the subject mentioned above.</p>



<p>2. In this connection it is intimated that Secretary (Coordination), Cabinet Secretariat convened a meeting on 21.10.2020 at 10.30 A.M. through video conference lo discuss the rules/ provisions in MO recruitment/career management of sportsperson in their organization/PSUs.</p>



<p>3. Joint Secretary &amp; Additional FA(AN) attended the meeting and directed to obtain the information on the following issues:</p>



<ul class="wp-block-list"><li>a) No. of recruitment of the meritorious sportsperson made by the Defence Accounts Department in terms of DoP&amp;T OM dated 04.08. 1980.</li><li>b) As on date, in which grade/post, candidates who are recruited as meritorious sportsperson (Group B &amp; C) in Defence Accounts Department are placed. Total no. in each grade to be indicated.</li><li>c) Provision in the existing RRs (Group &#8216;B&#8217; &amp; &#8216;C&#8217;) for the recruitment in r/o of sportsperson in DAD.</li><li>d) Provisions regarding career Progression in the existing RRs in r/o sportsperson.</li></ul>



<p>4. Office of CGDA is requested to furnish requisite information for further action by this Ministry.</p>

<h3 class="wp-block-heading">Subject: Filling of vacancies under Sports quota- regarding.</h3>



<p>Madam / Sir,</p>



<p>I am directed to refer to Directorate’s letters of even number dated 15.05.2019, 05.07.2019, 12.09.2019 and 11.10.2019 regarding filling up of the vacancies earmarked for sports quota in accordance with the instructions issued by the Department of Personnel &amp; Training (DOP&amp;T).</p>



<p>2. Vide aforesaid letter dated 15.05.2019, following was communicated: &#8211;</p>



<p><em>‘<strong>while making recruitment under sports quota, Circles are required to notify such vacancies without restricting them to a specific sport/ discipline or to specific gender. The notification shall invite all meritorious sports persons belonging to approved disciplines and recruitment to these vacancies shall thereafter be made based on criteria stipulated in DOP&amp;T O.M. No. 14034/01/ 2013-Estt. (D) dated 03.10.2013.</strong>”</em></p>

<p>3. Despite these instructions, references were received from various circles conveying that recruitment of meritorious sport persons in all the approved disciplines included in the instructions of DOPT will hinder development of teams at national level in any particular discipline. Thus, Circles were seeking clarification in this regard.</p>



<p>4. The matter was examined in detail and It was decided by the Competent Authority to obtain the advice of DOP&amp;T in the matter. DOPT has advised as under: &#8211;</p>



<p><em>“<strong>we may advise DoP that their pursuit of participating at major sporting events related to 13 identified sports disciplines has no bearing on appointment of meritorious sportsperson as per O.M. dated 03.10.2013, as the two are separate activities, DoP may participate In events relating to the proposed 13 sports disciplines by forming their own teams.  However, if any post is to be filled under the sports quota, meritorious sports persons relating to any of the 43 discipline are equally eligible to apply for such posts, in terms of O.M. dated 03.10.2013. Such appointment cannot be linked to development of a team to represent DoP at a national level.</strong></em></p>



<p>6. With regard to O.M, dated 03.10.2013, it may be informed to the Administrative Department that the said instructions are issued to provide incentives to already meritorious sportsperson who have achieved in their respective sports in the form of recruitment, promotion, increment etc. No such provision of recruiting sportsperson for formation of team in particular sports discipline is available in the said instructions. Therefore, restricting sports disciplines to 13 (in place of total 43 disciplines given in DoPT instructions) by the AD with the motive of developing team in a particular discipline appears to be denying right to sports persons of other disciplines to get the above mentioned incentives which is not considered to be in consonance with the above mentioned instructions issued by DoPT.”</p>



<p>5. In view of the above, Circles are requested to fill up the vacancies earmarked for sports quota in strict compliance with DOP&amp;T O.M. No. 14034/01/2013 -Estt. (D) dated 03.10.2013, as amended from time to time. Further, Circles may note that DOP&amp;T vide O.M. No. 140341/2013 (D)-Estt. dated 01.09.2020 (copy enclosed) has provided a list of 63 sports disciplines which have been identified for recruitment under sports quota.</p>



<p>6. The notification issued by the circles shall invite applications from meritorious sports persons belonging to all approved disciplines. If any circle has already notified sports quota vacancies for a limited number of sports disciplines and selection of candidates against such notification has not been finalized , such notification may be cancelled forthwith and a fresh notification accordance with the guidelines.</p>



<p>7. Further, as communicated vide letter of even number dated 15.05.2019, field trial shall not be conducted and selection of candidates will be done as per the criteria outlined in the guidelines issued by DOPT from time to time.</p>



<p>8. Circles may take note that no further reference on the issue of restricting the recruitment to a limited sports discipline and conducting field trial shall be entertained by the Directorate.</p>

<p>Will the Minister of FINANCE be pleased to state:</p>



<p>(a) whether the merger of Union Bank of India, Andhra Bank and the Corporation Bank will lead to any loss of jobs for the present employees or loss of any future employment opportunities for the people;</p>



<p>(b) whether Government plans to preserve the strong regional focus which the Andhra Bank had towards the Telugu speaking States; and</p>



<p>(c)     if so, the details thereof and if not, the reasons therefor?</p>

<p>(a) to (c): As per inputs received from Union Bank of India, the amalgamation of Andhra Bank and Corporation Bank into Union Bank of India has not resulted in any job loss and instead employees have benefited from the amalgamation as a result of, <em>inter alia, </em>improvement in employees’ perquisites through harmonisation of the same across the three banks and wider career opportunities through introduction of new verticals in cutting-edge areas such as analytics, business process re-engineering, digitalisation etc.</p>



<p>With regard to focus in the regions where Andhra Bank had strong presence, Union Bank of India has informed that the regional focus of the bank towards the states of Andhra Pradesh and Telangana has become even stronger post the amalgamation, with customers of region benefiting due to increase in the number of bank branches and ATMs from which they may avail of banking services, larger bouquet of products and services through harmonisation of the same across the three banks, and enhanced lending capacity for loans of larger size due to increase in size of the balance-sheet. The bank further informed that increased scale and customer base in the region has enabled opening of additional regional offices and credit processing centres, equipping the bank for better serving customers of the region.</p>

<p><strong>Subject : Inclusion of sports disciplines in the list of games for recruitment of meritorious sports persons to any post in Group &#8216;C&#8217; in Ministries /Department of Government of India- regarding.</strong></p>



<p>The undersigned is directed to say that consolidated instructions to provide incentives for recruitment of meritorious sportsperson were issued vide Department of Personnel &amp; Training Office Memorandum No. 14034/l/2013-Estt.(D) dated 3.10.2013. As per the O.M., forty three (43) sports disciplines have been identified for appointment of meritorious sportsperson to Group ‘C’ posts.</p>



<p>2. A proposal has been received from Department of Sports for inclusion of some more disciplines in the above list of Sport disciplines for recruitment of sportsperson to any Group &#8216;C&#8217; post in Ministries/ Department of Government of India.</p>



<p>3. It has now been decided to accept the recommendation of Department of Sports. Accordingly, the list of Sports/ Games, as contained in para A IV of this Department’s O.M. No.14034/1/2013 -Estt.(D) dated 3.10.2013 for the purpose of recruitment of sportsperson in Government of India is hereby revised. A revised updated list of sixty three (63) sports disciplines/games covered by the scheme is&nbsp;<strong>Appended</strong>.</p>



<p>4. All other conditions relating to eligibility, appointment, seniority etc. laid down in the O.M. dated 3.10.2013, and other related OMs, as amended from time to time, shall remain unaltered.</p>

<p>The undersigned is directed to say that consequent to various references<br />received from Ministries/ Departments on protection of pay under FR 22-B(1), a need has been felt to issue guidelines on the manner of fixation of pay in respect of the Central Government Servant who after technical resignation, is appointed to new post in the different service or cadre in Central Government through direct recruitment where either higher responsibilities are involved or not, as the case may be, in 7th Central Pay Commission scenario.</p>



<p>2. <strong>Provisions of FR 22-B(1) inter-alia provide as under :</strong></p>



<p>&#8220;<strong>P.R. 22-B.(1)</strong> Notwithstanding anything contained in these Rules, the<br />following provisions shall govern the pay of a Government servant who is<br />appointed as a probationer in another service or cadre, and subsequently<br />confirmed in that service or cadre &#8211;</p>



<ul class="wp-block-list"><li>(a) during the period of probation, he shall draw pay at the minimum of the time scale or at the probationary stages of the time scale of the service or post, as the case may be:</li></ul>



<p>Provided that if the presumptive pay of the permanent post on which he<br />holds a lien or would hold a lien had his lien not been suspended, should at<br />any time be greater than the pay fixed under the clause, he shall draw the<br />presumptive pay of the permanent;</p>



<ul class="wp-block-list"><li>(b) on confirmation in the sen/ice or post after the expiry of the period of probation, the pay of the Government servant shall be fixed in the time-scale of the service or post in accordance with the provisions of Rule 22 or Rule 22-C, as the case may be…&#8221;</li></ul>



<p>3. Consequent upon the implementation of 7th CPC Report and CCS (RP)<br />Rules, 2016, the President is pleased to allow protection of pay in the light of the provisions laid down under FR 22-B(1) to Central Government employee who is appointed as probationer in another service or cadre either carrying higher responsibilities or not, as the case may be and subsequently confirmed in that service or cadre, in the manner as illustrated below:</p>



<p><strong>(A) MANNER OF FIXATION OF PAY OF GOVERNMENT SERVANT UNDER<br />FR 22-B(1) CONSEQUENT TO HIS APPOINTMENT IN LOWER POST<br />THROUGH DIRECT RECRUITMENT, WHERE HIGHER DUTIES AND<br />RESPONSIBILITIES ARE NOT INVOLVED</strong></p>



<p>A Central Government Employee on his appointment to a post in lower<br />Level in different service or cadre in Central Government which does not carry duties and responsibilities of greater importance than those attached to the post held earlier by him on regular basis before such appointment and having a provision of probation period in new post, may during probation draw the presumptive pay of the post held earlier by him on regular basis, if it is higher than the minimum of the Time Scale of the new post. He would also draw annual increments on such presumptive pay. However, it is to be ensured that during probation, presumptive pay should always be greater than the pay of the new post after drawl of increment(s). Subsequently, on successful completion of his probation, his pay will be fixed under FR 22(l)(a)(2).</p>



<p>Protection of Pay in the above manner should not, at any of these stages,<br />exceed the maximum of the Level of the new post in Pay Matrix.</p>



<p><strong>Illustration</strong></p>



<p><strong>An officer was drawing pay of Rs.78,500 in Cell 6 in Level 11 (with DNI 01.07.2018) before his appointment to a post in Level 10 on 01.04.2018 which does not carry duties and responsibilities of greater importance than those attached to the post held earlier by him before such appointment. There is a provision of 2 years probation period in new post.</strong></p>



<p>Since the first Cell Value in Level 10 (Rs.56,100) is less than the Last Basic<br />Pay i.e. Rs. 78,500/- in Level 11. Hence during probation, he will draw the<br />presumptive pay i.e. Rs.78,500/- in Level 11 and would also draw annual<br />increments according to the pay drawn in his previous post in Level II.</p>

<p>On successful completion of his probation period and on confirmation w.e.f. 01.04.2020, the pay of the officer would be fixed under FR 22(l)(a)(2). Since no such Cell of Rs. 83,300/- is available in Level 10, his pay would be fixed at next higher cell i.e. Cell 15 in Level 10 at Rs. 84,900 with next date of increment 01.01.2021.</p>



<p><strong>(B) MANNER OF FIXATION OF PAY OF CENTRAL GOVERNMENT EMPLOYEE UNDER FR 22-B(1) CONSEQUENT TO HIS APPOINTMENT TO A POST IN HIGHER LEVEL THROUGH DIRECT RECRUITMENT, WHERE HIGHER DUTIES AND RESPONSIBILITIES ARE INVOLVED</strong></p>



<p>A Central Government Employee on his appointment to a post in higher level in different service or cadre in Central Government carrying duties and responsibilities of greater importance than those attached to the post held earlier by him on regular basis before such appointment and ha ing a provision of probation period in new post, may during probation draw the presumptive pay of the post held earlier by him on regular basis if it is higher than the minimum of the Time Scale of the new post. He would also draw annual increments on such presumptive pay. However, it is to be ensured that during probation presumptive pay should always be greater than the pay of the new post after drawl of increment(s). Subsequently, on successful completion of his probation, his pay will be fixed under FR 22(l)(a)(1).</p>



<p>Protection of Pay in the above manner should not, at any of these stages,<br />exceed the maximum of the Level of the new post in Pay Matrix.</p>



<p><strong>Illustration</strong></p>



<p>An officer was drawing pay of Rs.58,600 in Cell 10 of Level 7 before<br />his appointment on 01.04.2018 in Level 10 (with DNI 01.07.2018) which<br />carries duties and responsibilities of greater importance than those<br />attached to the post held earlier by him on regular basis before such<br />appointment. There is a provision of 2 years probation period in new post.<br />Since the first Cell Value of Level 10 (Rs. 56,100) is less than the Last Basic<br />Pay drawn in Cell 10 of Level 7 i.e. Rs. 58,600/-, hence during probation, he will draw the presumptive pay of the post held earlier by him on regular basis and would also draw annual increments in the Level 7 of his previous post as shown below:-</p>

<p>On successful completion of his probation period and on confirmation w.e.f.<br />01 .04.2020, the pay of the officer would be fixed under FR 22(l)(a)(1) read with Rule 13 of CCS (RP) Rules, 2016. Accordingly, an increment will be added in his pay in Level 7 and his pay will reach at Rs. 64,100/-. Since, there is no cell value equal to Rs. 64,100 available in Level 10, his pay will be fixed in Level 10 in Cell 6 at Rs. 65,000/- with next date of increment 01.01.2021.</p>



<p><strong>(C) MANNER OF FIXATION OF PAY OF CENTRAL GOVERNMENT<br />EMPLOYEE UNDER FR 22-B(1) CONSEQUENT TO HIS APPOINTMENT TO A POST IN EQUIVALENT LEVEL POST THROUGH DIRECT RECRUITMENT,<br />WHERE HIGHER DUTIES AND RESPONSIBILITIES ARE NOT INVOLVED</strong></p>



<p>A Central Government Employee on his appointment to a post in Equivalent Level in different service or cadre in Central Government through direct recruitment where higher duties and responsibilities are not involved and<br />having a provision of probation period in new post, may during probation draw the presumptive pay of the post held earlier by him on regular basis. He would also get his increments on such presumptive pay. On successful completion of his probation, his pay will be fixed under FR 22(l)(a)(2). However, Protection of Pay in the above manner should not, at any of these stages, exceed the maximum of the Level of the new post in Pay Matrix.</p>

<p><strong>An officer was drawing pay of Rs. 58,600 in Cell 10 of Level 7 before<br />his appointment on 01.04.2018 in the same Level 7 (with DNI 01.07.2018). There is a provision of 2 years probation period in new post.</strong></p>



<p>Since the first Cell Value of Level 7 (Rs. 44,900) is less than the Last Basic<br />Pay i.e. Rs. 58,600/- in Level 7 drawn by Government Servant, hence during<br />probation, he will draw the presumptive pay and also get his increments in the same Level of his previous post as shown below:-</p>

<p>On successful completion of his probation period and on confirmation<br />w.e.f. 01.04.2020, the pay of the officer would be fixed under FR 22(I)(a)(2).<br />Since no increment would be admissible under FR 22(l)(a)(2), there will be no change in his pay on the date of confirmation i.e. 01.04.2020. Accordingly, his pay in Level 7 on 01 .04.2020 would be Rs. 62,200 (Level 7) with next date of increment on 01.07.2020, as Level remains same.</p>



<ol class="wp-block-list" start="4"><li>The above mentioned pay protection under FR 22-B(1) will.be available to the Government servant if he holds a lien on his previous permanent post.</li><li>No stepping up of pay of senior Government servant shall be allowed on the basis of the pay protection granted under FR 22-B(1) to junior Government servants of that particular service/ cadre.</li><li>This order takes effect from 01 .01 .2016.</li><li>In their application to the employees of Indian Audit and Accounts<br />Department, these orders are issued after consultation with the Comptroller &amp; Auditor General of India, as mandated under Article 148(5) of the Constitution.</li><li>Hindi version will follow.</li></ol>

<p>Subject: <strong>Consolidated Instructions on procedure to be adopted for making appointments on deputation basis &#8211; Crucial date for determining the age-limit &#8211; reg.</strong></p>



<p>The undersigned is directed to refer to DoPT OM AB-14017/71/89- Estt.RR dated 03.10.1989 prescribing the procedure / guidelines to be followed in cases where appointment is to be made on deputation basis. The relevant para of the aforesaid OM, prescribing crucial data for determination of eligibility, reads as under:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>6.1 Where a post is required to be filled by transfer on deputation (including short term contract) / transfer, it is normally laid down in the recruitment rules that officers holding posts in a particular scale of pay who have completed specified years of regular service in the scale are eligible to be considered. The crucial date for determination of eligibility will be as follows: &#8211;</p><p>i) In the case of a vacancy already existing at the time of issue of the communication inviting nominations, the eligibility may be determined with reference to the last date prescribed for receipt of nominations in the Ministry / Departments / Organization responsible for making appointment to the post i.e. originating Ministry etc.</p><p>ii) In the case of an anticipated vacancy the crucial date for determining eligibility should be the date on which the vacancy is expected to arise.</p></blockquote>

<p>2. These instructions were subsequently modified vide DoPT OM No AB.14017/49/92- Estt. (RR) dated 15.06.1993, to provide for the crucial date for determination of eligibility in cases of composite method of recruitment. Clarifications on the subject have also been provided in the replies to Frequently Asked Questions (FAQs), issued from time to time.</p>



<p>3. The Appointments Committee of the Cabinet (ACC), while considering a case of appointment on deputation basis, observed that some Ministries/ Departments were not adhering to the aforesaid instructions on determination of eligibility and the crucial date for appointment on deputation basis.</p>



<p>4. Accordingly, the instructions regarding crucial date for determination of eligibility for appointment on deputation basis and through the composite method (deputation / promotion), as provided in OMs dated 3.10.1989 and 15.6.1993, are hereby reiterated, with further advice to all Ministries / Departments to strictly adhere to these guidelines while making appointments to various posts under their administrative control.</p>

<p>Sir/Madam,</p>



<p>I am directed to refer to Directorate instructions issued vide No. 17-23/2016-GDS/Vil.III dated 17.12.2018 regarding Provisional engagement of BPM /ABPM/Dak Sevak subject to pending verification of Character and antecedents/caste certificate/educational qualification etc. as a special case for the 2nd Cycle.</p>



<p>2. While monitoring the joining status of Circles during the 1st Cycle, it has been observed that very less number of candidates have joined the GDS posts despite issue of these instructions.</p>



<p>3. As you may be aware the Government intends to fill up all the vacant GDS posts by December 2019. Hence, the Competent Authority has decided that provisional engagement orders of BPMs/ABPMs/Dak Sevaks may also be issued during the current 2nd Cycle subject to pending Verification of character and antecedents/caste certificate/educational qualification certificates etc.</p>



<p>4. Further, it is clarified that, while intimating the candidates about his provisional engagement to the post of GDS, the candidate may be asked to produce the original educational certificates and other documents such as caste certificate, Disability certificate, certificate of date of birth, EWS certificate etc. on the day of GDS candidate attending division office/joining. The originals may be verified on the day of attending divisional office by the engaging authority.</p>



<p>5. A self-declaration, as per format given in Annexure must be obtained from the candidate before offering provisional engagement order. The candidate should declare that the documents , which has been submitted by him/her are genuine and in case such documents are found fake, the matter will be reported to police and he/she will be terminated from the engagement. All the required certificates will, however be verified from the issuing authority within 180 days. If any of the documents are found fake, FIR should be lodged against the candidate and copy of the same should be kept in office record/personal file of the candidate concerned and action taken as per Rule -8 of GDS (Conduct and Engagement) Rule, 2011.</p>



<p>6. The provisional offer of engagement shall clearly specify that if any information or documents submitted by the candidates are found fake at a later stage, he/she shall be terminated from the engagement in accordance with Rule 8 of GDS (Conduct &amp; Engagement) Rules, 2011.</p>



<p>7. All the Circles are requested to submit the information by 5th of every month about numbers of GDS joined the post in the following format:</p>

<p>The total posts vacant in the Army as on 01.01.2019 are 45,634, including 7,399 posts which are above the rank of Second Lieutenant.  Recruitment in the Army is a continuous process and vacancies occur due to various reasons like accretions of posts from time to time, tough selection procedures, difficult service conditions coupled with perceived high degree of risk involved in the service career as also inherent limitation of number that could be trained without compromising the quality of training. Vacancies are filled progressively through recruits who complete training.</p>
